In recent, the Korean fisheries industry face an overall crisis. Annual fish catch is continuously decreasing for last two decades even though various programs to improve fish population. Moreover, domestic fish market is more and more occupied by imported cheap fish products from abroad due to the consequence of open economic policy, FTA and WTO/DDA entente. Under the circumstances, this study aims to examine the potential for building fisheries cluster as a policy tool to promote fisheries and fisheries-associated industries in Korea. To achieve this goal, the authors firstly reviewed the theoretical concept of Industrial Cluster in the evolutionary economics point of view, secondly, analyzed the main components of Porterian Cluster(or innovation cluster), thirdly, derived the key reasons to induce the improvement of productivity within the cluster network system and lastly evaluated fisheries capability and industrial infrastructures of each province as a basic condition to build a fisheries cluster. The result of the study demonstrates the voluntary accumulation of fish products and processing techniques in Korea, however, it is not enough to make up a Porterian innovation. Therefore, the present is most opportune for applying fisheries cluster as a strategic policy tool. Government supports to establish innovation cluster for fisheries may contribute both fisheries industry and local economy by developing the latent capacity of fisheries and helping concentrate innovation capabilities.

This paper analyzes the comparative advantages and development prospects of the China (Anhui) Pilot Free Trade Zone. Based on a SWOT analysis method, this study finds that the Anhui Pilot Free Trade Zone has a set of comparative advantages, including location advantage, rich resources, industrial transformation and new industries, technological innovation capabilities, new patterns for development, and policy support. In recent years, by leveraging its key resources, Anhui Province has been committed to developing an open economy. Furthermore, its economic vitality has increased significantly under preferential policies such as the Belt and Road Initiative, the China-Europe International Freight Shuttle, and the Yangtze River Economic Belt Development Plan. As a result, the total foreign trade has continued to grow. The findings of this study highlight that the comparative advantages are of great significance to the development of the Anhui Pilot Free Trade Zone, which helped expand the scope and openness of the regional economy and foreign investment. However, to achieve the development objectives of the Anhui Pilot Free Trade Zone as planned, these comparative advantages must be developed and converted into a set of sustainable competitive advantages for the regional economy. Therefore, a few development suggestions are put forward.
Purpose - Recently, the fourth industrial revolution is rapidly progressing, and the central government-led innovation system is not able to flexibly cope with changes in science and the economy and society. To solve these problems, it is necessary for local governments, which can easily identify and flexibly respond to local sites, to become self-centered and ready to respond more quickly to massive changes. Through this research, this study investigated the awareness of the elements of Jeonnam Province's capabilities in the field of science and technology policy, the importance of R&D, and how network cooperation among the base institutions might affect performance. Research design, data, and methodology - In fact, the data used in this study only 115 people were polled, excluding five who did not respond to the necessary variables. The methods of the survey were sampled, and the means of the survey were investigated via a self-contained electronic file (e-mail). Statistical analysis, including hypothesis verification, was performed by SPSS 19. The regression analysis was used. Results - All factors significantly affect performance by dividing them into five sub-fields: R&D strategic establishment, R&D demand survey, R&D planning, R&D evaluation, and R&D project management. These results suggest the importance and need for local scientific technology policy capabilities. Besides, it was confirmed that the relationship between regional science and technology policy capabilities and performance was moderated by the recognition of the importance of science technology and network cooperation among the core organizations. Conclusions - As a result, independent variables regarding the capabilities of each scientific technology policy were found to be statistically significant and have a significant effect on performance. Second, the regression analysis has shown the moderation effects of R&D importance awareness between the capabilities of science and technology policies and their performance. On the other hand, a regression analysis showing that the capabilities of science and technology policies and network cooperation between the base regions were not significant, indicating that there is no effect of moderation of network cooperation between the base regions between the capabilities of science and technology policies and performance.

This research seeks to explain factors and relationship models of entrepreneurs capable of building service innovations in Andaman coast with the ultimate aim to ignite sufficient development of regional tourism, increase working potentials, and provide a guideline for tour operations. Initially, document examination and discussions with five experts were conducted to build in-depth interview questions. 19 entrepreneurs were interviewed to examine factors involved and we consulted later with the five experts and six successful entrepreneurs in the regions, as well as with the representatives of the Association of Thai Tour Operators and Tourism Authority of Thailand (TAT) of Phuket, Krabi, and Trang. The results were analyzed according to the theory of resource-based and innovative entrepreneurs. The factors obtained were generated from systematic causes: Nature of Entrepreneurships and Organizational capabilities, the mediator variables of Service Innovation Capability; and Organizational Performance (non-finance). Moreover, the external factors needing to be adjusted regarding the environmental changes were described. The tour operators are suggested to build networking to increase tourism potential with sustainability by providing the entrepreneurs opportunities to be involved in tourism development, accessing the knowledge, technology and innovations resulting in sustainable tourism, quality livelihood, and sustainable ecological management of communities.

The purpose of this study is to apply Structural equation modeling (SEM) analysis with Generalized Structured Component Analysis (GSCA) and translate the effect of Spiritual Marketing and Entrepreneurial Orientation on Sustainable Competitive Advantage with Marketing Capabilities as Mediation, especially for General BBM marketing at PT. Pertamina (Persero). The quantitative approach in this study uses a survey method by taking samples from the population. The survey was conducted by distributing questionnaires to respondents. Data analysis was performed using SEM and analyzed using the GSCA model. The population of this study consisted of 3,207 workers in central and regional marketing offices (Marketing Operation Region (MOR) spread throughout Indonesia. Therefore, a sample of 356 respondents was taken according to the Slovin formula. Spiritual marketing and entrepreneurial orientation directly influence the ability to improve Innovation which directly influences sustainable competitive advantage. Therefore, to develop a sustainable competitive advantage in marketing Pertamina's General BBM, it is necessary to implement spiritual marketing and improve entrepreneurial orientation. The novelty in this study lies in the unprecedented research on the role and position of spiritual marketing towards marketing capabilities and sustainable competitive advantage, combined with entrepreneurial orientation variables.
To meet the challenge of new type of innovation activities requires us to understand the social context of innovation and the potential needs of innovation users and, based on this, to co-construct technology and society simultaneously. Effective 'demand articulation' activities such as the understanding and utilization of user experiences and socio-technical planning are prerequisites for carrying out post-catch up innovations shaping new trajectories and contributing to solving social problems. Living Lab has recently been emerging particularly in Europe as an 'user-driven innovation model', in which users are active participants in innovation activities. The purpose of this study is to contribute to a theoretical discussion of Living Lab as an user-driven innovation model, to make a brief review of cases of Living Lab and to explore Living Lab's applicability in the Korean context. Living Lab is an open innovation model, in which end suers actively participate in innovation processes in a particular geographical space or region and would be able to solve specific problems of that space or region. In that sense, Living Lab would be able to strengthen the problem-solving capabilities of local communities and to become a pioneer in inducing and realizing a new socio-technical system. Furthermore, Living Lab could become an innovative policy tool reflecting recent major changes in innovation policy paradigms such as post-catch up innovation, demand-oriented innovation, regional innovation, societal innovation, innovation eco-system and socio-technical system transition, and thus make a contribution to exploring a new way of bringing about changes in the Korean society.

The downsizing of schools is accelerating due to a rapid decline in the school-age population, and as the crisis over regional and school disappearance increases, the need for smaller schools to respond to future educational needs is increasing. Through flexible curricula and digital/artificial intelligence-based classroom teaching improvements, students' satisfaction with school life, student creativity and character development, improved academic achievement, and strengthened cooperative communication capabilities will be observed, and teachers' teaching and learning methods will change. Educational effects such as these are important, and transforming school facilities into future-oriented spaces, including school space innovation, is required to accomplish them. This study examined the future of education systems in small schools, focusing on analyzing the educational effects and awareness of the sustainability of spatial innovation, in terms of school space changes, school education correlation, and smart environment, to develop innovation projects in small schools. A desirable direction for implementation is presented.

This paper examines the triple helix innovation system in the Oresund food cluster, considered as one of the most competitive food clusters in the globe. The result of the case study represents that the triple helix system of the Oresund food cluster is composed of three layers of triple helix spaces. Such three triple helix spaces play a crucial role in making the industry-university-government relationships interactive and dynamic. First, knowledge spaces in the Oresund food cluster are very strong and competitive in education and R&D capabilities in related to the food sector. 14 universities in the Oresund region are connected and coordinated by the integrated organization body, called the Oresund University. Second, the Oresund Food Network(OFN), as a central consensus space in the Oresund food cluster, functions as a pivotal organization that facilitates and coordinates cooperations between firms and universities. Third, most important innovation space in the triple helix system of Oresund food cluster can be science parks and business incubators such as Ideon Science Park, which contribute to linking, between research and commercialization, and between firms and universities in the region. In a nutshell, the Oresund food cluster has been evolved as an innovative regional cluster on the basis of well-established three-layered triple helix spaces of regional innovation system.

The value chain is analytically useful for the cultural industry that has the characteristics of both manufacture and service industry, as the focus of value chain analysis moves from manufacturing only to the other stages of activity involved in supplying goods and services to consumers. The aim of paper is to analyse the value chain of the cultural industry in Gyeongbuk, find out the strengths and weaknesses of it, and suggest the ways to enhance the innovation capabilities of cultural industry in Gyeongbuk. First, the firms in advertisement & marketing, and circulation & distribution have low percent in cultural industry and need the low level of human resource, but produce high value-added in value chain; so, we should facilitate the make-up of the firms in advertisement & marketing, and circulation & distribution. Second, we should strengthen inter-firm networks to facilitate the ex-change of the equipment, human resource, information and technology between them. Third, we should construct the system to development human resource with two levels and spread the open atmosphere of firms.
Lately innovation is perceived as a systemic, horizontal phenomenon and requires a new governance for innovation. Subsequently, broader societal questions enter the domain of innovation policy and coordination and integration between innovation policy and various other policy domains, such as economic, educational, social, regional and environmental policies become crucial. Definitions of policy integration include terms such as coherence, cooperation, coordination and put great emphasis on joint working to promote synergies among policies and reduce duplication and the use of the same goals to formulate policy. As innovation capabilities of the private sector have improved and it has become unclear who to catch up with, the Korean government, a leading player in the process of "catch-up," is likely to have more difficulties in maintaining the old way of planning and executing policies. The Korean government is now under the pressure of planning technologies and policies that do not allow any easy imitation or copy of other advanced countries longer, which in turn reveals various limits of the existing policy framework. Policy integration involves a continual process demanding changes in political, organizational and procedural activities. To ensure long term and cross sectoral innovation policy, overall change and improvement in policy and its implementation needed in terms of political commitments, governance systems, policy instruments and monitoring, and evaluation systems.
