  • This paper seeks to find out possibility of introducing market order into Korean fisheries regulatory system. Hayek tells us that market order is equivalent to spontaneous order, while regulations are man-made order created based on incomplete knowledge. He also sees market competition as a discovery procedure of knowledge and information. From this perspective is discussed Korean fisheries regulatory reform-particularly issues of establishing property right on fishery resources. It appears that there is quite a large room for substituting market functions for the regulations regarding fishery resources management, even though fishery resources have a very nature of common pool. Advanced fisheries suggest that successful regulatory reform require a well-prepared strategic plan and check list. In addition, the government should be able to secure sufficient monitoring and surveillance power and to play an important role as a fair supervisor.

  • In the shortest period of time, we achieved both industrialization and democratization. We also achieved good performance in health care sector. Whole population are covered by health insurance since 1989 and health outcomes, such as infant mortality, life expectance show good level. However, health care system has several problems, rapidly increasing rate of health care expenditure, dissatisfaction of both consumers and suppliers. Current health care system does not reconcile with market competition principle. Causes of these problems originated from 1977 paradigm which was formed to expand health insurance to whole population within short period. Dominant assumption of 1977 paradigm is to assure equitable access of health care by government's command and control. We urgently demand to reform the 1977 paradigm to suitable in 21th century. Our economy entered into a road to advancement. We have concerns how President Lee's administration reform health care system to harmonize with economic development and to achieve advancement in health care sector.

  • As the U.S. Congress has continued to debate over the health care reform pushed by President Obama, there is an ample reason to believe that the systematic risk of the health care industry, especially health care plan providers, is increasing. This study measures and compares the systematic risk of two health care industry indexes and one portfolio of health care plan providers from before and after the introduction of the health care legislation into Congress in September, 2009. The Capital Asset Pricing Model (CAPM) is used to measure the systematic risk, and a dummy variable approach and the Chow test are used to formally compare the systematic risk from before and after the introduction of the legislation.

In late 1980s the calculus reform movement in US was triggered to increase both passing rates and a general interest in the subject. The purpose of this paper is to investigate teaching of college calculus and its curriculum in order to promote students' interesting and understanding. We deal with 4 questions. • This paper investigates the productivity growth in Korean railway lines. The productivity growth is calculated by a process of measuring of pure efficiency change index(PECI), scale efficiency change index(SECI), and technical change index(TCI), using Data envelopment analysis (DEA) method. The data cover the period 1990~2007; 1990~2003 are the pre-structural reform years and the post-structural reform years are 2005~2007. The framework for the analysis is Malmquist Productivity Index (MPI) of the to investigate the impacts of structural reform on productivity growth, respectively. The inputs considered are the length of operating line, the number of staff, the number of coach and wagon, and the outputs are the trains movement of passenger and freight, and the traffic of passenger and freight.
