The CBDs of major cities in Korea have been deteriorating because of the hollowing-out phenomenon caused by decades-long urban sprawl. The weakening of CBD triggered various efforts to revitalize the area; and several cities have launched regeneration policies in recent years. The purpose of this study is to investigate key factors to revitalize CBD area with reference to various experiences of foreign and domestic countries. This study consists of follows. At first, it analyzes theoretic backgrounds of urban regeneration such as new urbanism; and implements case studies of England, USA, and Japan with respect to their relevant laws and policies. Second, it investigates domestic cases of so-called Newtown projects being implemented in Seoul and Dajeon. We focused on the analysis of strategies and characteristics of housing redevelopment as well as regional center revitalization projects happening in these cites. Lastly, we proposed future directions of urban regeneration in Korea based upon the comparative studies of various cases discussed in this study. The study concludes that diverse efforts in terms of project implementation, planning, and money raise are required for successful urban regeneration in Korea.

In general, the early stage of urban renewal such as preparing a master plan and processing administrative works including planning permission are conducted by local governments in Korea. The local governments need to review the status of projects that are undergone in other local governments' territories. However, no integrated information system to manage information to this end at the level of nation exists in Korea. If the system would be developed, it may support central government to obtain information on required resources at the national level. In addition, local governments can gain guidance on the process and recognize potential problematic situations from others experience. The system should include functions to collect data on project summary, cost and schedule of projects according to local governments. The expected effects from using the information system are as following. First, information generated from project practice become more credible on account of management at the national level. Because the authorized party such as system administrative agents of governments are responsible for collecting and managing data. Second, the unified information system with no regard to the place where projects progresses reduces the efforts for accumulating reference data for aiding local governments decision making by providing appropriate information timely. Also, enhanced information accessibility for stakeholders make the project process clear. Finally, oversight management is enforced with visualization technology adopted in the system, presenting master plan and mass model including information on usage by floors and progressing information graphically. Ultimately, potential challenges can be anticipated by considering records accumulated from other local governments' projects. This paper presents concept, functionalities, and architecture of information system enabling to manage data from individual projects and aggregate those for oversight management for local and central governments. As a part of systems analysis, general requirements of briefing system for governments and necessary data fields to this end are identified.

Purpose: In radiation therapy, precise calculation of dose toward malignant tumors or normal tissue would be a critical factor in determining whether the treatment would be successful. The Radiation Treatment Planning (RTP) system is one of most effective methods to make it effective to the correction of dose due to CT number through converting linear attenuation coefficient to density of the inhomogeneous tissue by means of CT based reconstruction. Materials and Methods: In this study, we carried out the measurement of CT number and calculation of mass density by using RTP system and the homemade inhomogeneous tissue Phantom and the values were obtained with reference to water. Moreover, we intended to investigate the effectiveness and accuracy for the correction of inhomogeneous tissue by the CT number through comparing the measured dose (nC) and calculated dose (Percentage Depth Dose, PDD) used CT image during radiation exposure with RTP. Results: The difference in mass density between the calculated tissue equivalent material and the true value was ranged from $0.005g/cm^3\;to\;0.069g/cm^3$. A relative error between PDD of RTP and calculated dose obtained by radiation therapy of machine ranged from -2.8 to +1.06%(effective range within 3%). Conclusion: In conclusion, we confirmed the effectiveness of correction for the inhomogeneous tissues through CT images. These results would be one of good information on the basic outline of Quality Assurance (QA) in RTP system.
This study applied satellite radar imagery to identify flooded areas and examined post-flooding conditions using time-series satellite radar imagery for the development of flood damage mitigation strategies. Using time-series satellite radar images, this study constructed a map delineating areas vulnerable to frequent flood damage. The extracted flooded areas were combined with reference land use maps to examine flood damage by land use type. Major landuse types with severe flood damage were agricultural and forested areas. The analysis of the damage conditions, in terms of land use, served as the basis for developing flood damage mitigation policies, in conjunction with land use planning. The policies for flood damage mitigation can be summarized as land use regulations, land use planning, and flood damage mapping. A preventive measure to minimize flood damage of properties, which regulates developing areas with high flooding potential, is highly recommended. Although this study suggested a number of policies for flood damage mitigation, they represent only a small number of possible policies useful for mitigating flood damage and other environmental problems. Based upon the results of this study, it may be concluded that satellite radar imagery has great potential in providing basic data for large-scale environmental problems such as flooding and oil spills. Nevertheless, further examinations should be conducted and the application of satellite radar imagery should be used to examine other environmental problems.

Urban infrastructure is a core of urban growth management which concerns with location, time and costs of development. Despite an inevitable link between development density and infrastructure capacity in urban areas, little study have been performed. For this reason, development activities are undergone without any clear evidence or analysis. The main purposes of this paper are to build subject maps of urban infrastructure capacity which illustrate the level of education service and road capacity, and to give reference standard for development decision at given location. For these purposes, the case study of the high-rise multi-purpose buildings in Daegu metropolitan city is performed. The main findings are follows. First, road ratio is high in the CBD and its surrounding areas as well as rural area, and low in areas of manufacturing, parks and military use. Second, educational facility, represented by the number of student per classroom of elementary school, is fairly abundant across the city, especially in the CBD and rural areas. Third, the high-rise multi-purpose buildings have been built in population-losing infrastructure-abundant areas, in general. Based on these results, this study concludes that the high-rise multi-purpose buildings may induce population-inflow and have low possibility to bring about overly dense developments.
This study aims to establish operating methods for value-oriented and competitive operation of Dalseong Wetland Ecological Learning Center in Daegu, Korea, which will open in 2018. For this purpose, we surveyed 77 Ecological learning facility managers nationwide using 22 questions on the subjects such as the operating method, volunteer, budget, and profit. The managers of 50 ecological learning facilities (Type A) responded, and we extracted the responses by the managers of 12 ecological learning facilities (Type B) that had the similar size as the Dalseong Wetland Ecological Learning Center and conducted an additional analysis. The results of the survey indicated that it was advisable for Daegu Metropolitan City to operate the Dalseong Wetland Ecological Learning Center and that the staff at least 3-5 managers were necessary while the number of volunteers to regularly work at the center was estimated to be 25-30. Excluding labor costs, the annual operating budget was estimated to be between 150 million won and 200 million won if Daegu Metropolitan City operates the facility directly. This study is meaningful in that it provides reference data to establish realistic and detailed management plan of the Dalseong Wetland Ecological Learning Center based on the opinions of the surveyed managers of ecological learning facilities in Korea.

Re-coating of the mirror is one of the important things to maintain the performance of a telescope. The metal coated on the mirror reflects light, and if the reflectance decreases, then the telescope's performance decreases, so the mirror must be periodically recoated. It is important to predict re-coating cycles for military telescopes and to develop maintenance plans not only for performance, but also for the telescope's availability for missions and the maintenance costs for long-term use. However, most similar telescopes used for astronomy research determine recoating cycles based on experience and operating conditions, and not for prediction of recoating. Therefore, this study predicts the cleaning cycles and re-coating cycles of a military telescope's mirror by using simulation. First, this study analyzed similar cases of domestic and foreign astronomy research institutes and the study also reviewed the need for re-coating and predicting re-coating cycles. Second, this study developed simulation for predicting cleaning and re-coating cycles according to data analysis and modeling. Finally, the study predicts cleaning cycles and re-coating cycles according to varying reflectance reduction (5%, 10%, 15%, 20%) and cleaning conditions (per 3 months, 6 months, 1 year and 2 years). As a result, this study suggests reference criteria to develop the planning for military telescopes and their maintenance.

Unexpected massive disasters have occurred around the world, causing enormous socio-economic damage. The military has long been enacting laws, organizing organizations and establishing systems for crisis and disaster management, but it did not consider the situation when military essential functions were suspended due to unpredictable and massive disasters. With the September 11 terrorist attacks, the U.S. military has developed COOP strategy aimed at continuing military essential functions in all crisis, and is contributed to national continuity by ensuring uninterrupted national security functions. Korean military has established a crisis and disaster management system, but focuses on managing and controlling disasters and crisis situations. Korean military needs a system to guarantee military essential functions even in national crisis beyond its management capabilities. In this study, We compared and reviewed the U.S. administration and military COOP guidelines and directives, ISO22301 international standards., and developed planning guidelines suitable for the Korean military situation by responding to detailed items based on ISO22301. In particular, the U.S. military(DoD, Army, Navy, Air Force) COOP guidelines were drawn and incorporated into the guidelines(such as protection and succession of command authority, the fulfillment of essential functions and operational security, etc.). The planning guidelines are expected to be used as reference materials for the introduction of COOP systems in the military and the establishment of plans in the future.

The purpose of this study is to derive and propose agenda to improve the quality of minority services provided by regional cental libraries at the present time when information gap is deepening. First, text mining and topic modeling were conducted on 144 studies in the field of library and information science that dealt with minorities, and the discussions surrounding minorities in the domestic library world were examined in detail. Next, the current status of services for minorities in Regional central libraries were examined in detail, and tasks requiring discussion were sought in planning and operation of services for minorities in Regional central libraries. To this end, interviews were conducted with practitioners, in charge of services for minorities at Regional central libraries. Specifically, 1) awareness of minorities by practitioners, 2) current status of minority services, and 3) responsibility and role of Regional central libraries for planning and operating minority services and necessary support were analyzed. Based on the analysis results, the following tasks were derived. 1) Recategorization of minority groups, 2) Establishment of reference resource, 3) Reinforcement of education, and 4) Cooperation support between regional representative libraries and local public libraries were derived and suggested.
Project evaluation is the process of evaluating the progress and results of a project. Smart city projects can be divided into system components (infrastructure, services, platforms), or projects can run simultaneously for multiple services. In addition, services are developed and expanded through additional projects. In order to ensure that the smart city, which is composed of various projects, proceeds in accordance with the goals and strategies, periodic project evaluation is required during the project implementation process. The smart city project evaluation system proposed in this paper is designed to provide comprehensive and objective indicators by reflecting various factors that must be considered for projects occurring in all stages of planning, design, construction, and operation of smart cities. The indicators derived from the evaluation system can be used by decision makers to determine the direction of smart city project development. In addition, it is designed so that the performance of the project can be evaluated interim before the end of the project and the feedback obtained from it can be reflected. To introduce the application method of the smart city project evaluation system proposed in this study, the evaluation system developed in this study was applied to the smart city project case of Incheon Free Economic Zone (IFEZ). Based on the evaluation results, items that can maximize the improvement effect of each smart city project item were presented, and the direction of smart city project implementation was suggested. By utilizing a smart city project evaluation system that reflects the characteristics of smart city projects that are composed of multiple projects, comprehensive planning and management of smart city projects will be possible, and this study will serve as a reference for identifying priority improvement factors for projects.
