Modular construction is recognized as a construction method with various advantages, such as shortening the construction duration, achieving quality control through factory production, ease of maintenance, and reduced construction costs due to reduced weight of materials. However, despite efforts by the modular industry and government to activate modular construction, it has rarely been established in the domestic market. Currently, there are technical limitations to the modular construction fire resisting technology applied to general buildings. The lack of access to modular construction fire resistance regulation is considered a major factor. In this study, the current status and problems with modular construction fire resistance regulation, a significant hindrance factor, were considered to activate modular construction. This study is intended to present a direction for institutional improvement in modular construction fire resistance and a direction for research and development.
The paper analyzes the effects of the emergence of Fintech on the banking and savings banking industries in Korea. From the analysis, we find that net interest margin decreases and credit supply increases with the advent of Fintech in the banking industry. Similarly, in the savings banking industry, a profitability index decreases. This is interpreted as the result of reduced monopoly power and increased efficiency in the industries, inducing an increase in overall consumer benefits. Individual financial institutions may, however, experience difficulties such as reduced profitability and increased Fintech investment costs.
Theories on 'opportunity for crime' have utilized CCTV in crime prevention approach, and empirical studies showing crime prevention effects of CCTV have supported expansion of CCTV installation. Particularly, in Korea, the number of CCTV installation had tripled from 2011 to 2015, and governmental policies regarding CCTV have become one of the mainstream social control strategies. Although a couple of empirical studies showed decrease in crime rate due to CCTV installation, there is no study investigating B/C analysis(Benefit vs. cost analysis) of CCTV installation. B/C analysis results will be beneficial for official decision-making of criminal justice policy, and this study is purported to produce such fundamental evidence for policy making procedure. To fulfill this goal, this study collected data on financial information, crime data between 2011 and 2015 across the nation from 232 governmental district offices and the Korean National Police. This study then conducted two different B/C analyses(simple B/C analysis, regression-based B/C analysis). The simple B/C analysis results showed that 1) total costs for CCTV installation in 2014 was 68,626,000,000 won(approximately, US$57,188,333.00, money exchange rate 1200won=US$1), 2) benefits of crime reduction was 90,888,000,000 won(appx. US$75,740,000), and 3) B/C rate was 1.32. The regression-based B/C analysis results showed that 1) B/C rate was 1.52 when only reduced costs of criminal justice processes for crime employed, and 2) B/C rate was 3.62 when overall social costs including reduced costs of criminal justice processes and social benefits, e.g., reduction in costs for managing fear of crime, due to the crime reduction. Based on the results, this study provided policy implications.
The notion of the 'court' is most unique to ICC arbitration. This paper focuses on what the court is and how it works and what the role and the duties of the Court under the ICC arbitration imply for the KCAB International Arbitration Rules. The Court is an administrative body that administers arbitrations taking place under the ICC Rules of Arbitration. The Court consists of 126 members from 88 countries around the world. Court members participate in decision-making process by way of attending the committee sessions and plenary sessions. At the Court's committee sessions, the Court fixes advance on costs; reviews the prima facie existence of arbitration agreements; fixes the place and language of arbitration, and the number of arbitrator(s); confirms and approves arbitrators; scrutinizes draft awards, determines the costs of arbitration; decides on extensions related to Terms of Reference, draft awards and correction and interpretation of the awards. At the Court's plenary sessions, the Court performs only two responsibilities: the challenge or replacement of arbitrators or the scrutiny of draft awards. The Court is required to scrutinize draft awards involving states or state entities, drafts with huge amounts in dispute or complex technical or legal questions, and as well as draft awards to which a dissenting opinion has been attached. Turning to the KCAB International Arbitration Rules, Article 1(3) provides that the KCAB shall establish an International Arbitration Committee. Further, it is provided that the KCAB shall consult with the said Committee with respect to challenge and replacement/removal of arbitrators pursuant to Article 1(3). The notion and role of the International Arbitration Committee was originally adapted from the Court to ICC arbitration, but its role was quite reduced in the process of enactment of its Rules. Accordingly, I examined the detailed roles of the Court to ICC arbitration in this paper and hereby suggest that the KCAB International Arbitration Rules shall be amended in the following ways: The Secretariat of the KCAB shall: fix advance on costs at the first stage and the costs of arbitration at the final stage of the proceedings; determine the number of arbitrators; review the prima facie of existence of arbitration agreement; confirm arbitrators; decide extensions related to time table, draft awards and correction and interpretation of the awards. I, also, suggest that the arbitral tribunals shall fix the place of arbitration and the language of arbitration and make a final decision on the validity of arbitration agreement. With regard to the International Arbitration Committee, it is desirable for its Rules to empower the Committee to recommend any prospective arbitrator and to review and decide challenge and replacement/removal of arbitrators.

Islands are supplied with power from diesel generation or from photovoltaic power generation, and problems with offshore environmental impacts (age deterioration, salt pollution), environmental pollution (exhaust gas, noise, dust) and power generation costs (installation, maintenance) have increasingly emerged. In 2016, the cost recovery rate was only 27%, and deficits reached 73% on 65 islands managed by KEPCO. In terms of deficits, the costs incurred in the power generation sector accounted for 91%, with the ratio of fixed costs at about 60%. Analysis suggests that operating costs can be reduced with an optimal power supply system that improves power generation efficiency and makes operating systems more efficient. Therefore, it is possible to simplify fuel transportation and facility maintenance, because one island integrates the power plants of remote islands, and offshore cable is used to supply power to the other islands. From the economic evaluations in this paper, an algorithm deciding offshore cable layout validity for an integrated power supply between adjacent islands is presented. Simulation results based on the proposed algorithm confirmed that an integrated power supply is economical for existing stand-alone operations on islands having diesel generation, low peak power, and near distances.
The purpose of this study were to :(a) investigate meal costs, plate waste costs, and advantages/disadvantages of conventional /commissary foodservices and (b) compare the effectiveness of commissary foodservice systems with that of conventional systems. Questionnaires were developed and mailed to 136 schools in Kyonggi-do. A total of 106 questionnaires were usable, resulting in a 77.9% response rate. Teacher's teaching of good food habits and students satisfaction with school foodservices were surveyed in three schools from each system. Moreover, plate waste was measured to express cost and benefit in currency. Data were analyzed using the SAS package for description analysis, t-test, $\chi$$^2$ test, ANOVA, and the Vilcoxon rank sum test. Approximately seventy percent of 294schools in Kyonggi-do were operating commissary systems and most of them were of the rural (reduced paid) type. The number of meals served varied significantly between types of foodservice. The results of this study indicated that average food , labor utility , and supply costs were saved in the commissary system and that the total meal cost/person for a day was 1218.7 won compared to 1452.4 won in the conventional system. Though total meal costs were saved in the commissary system, dietitians had difficulties cooperating with school foodservice committees and supporters associations, especially in satellites of the commissary system. In addition, dietitians and teachers in the commissary system did not carry out teaching activities on good food habits to students as often as in the conventional system. Other problems that dietitians recognized in the commissary system were difficulties in training employees and parents for portion control and serving relatively simple menus. Students, as customers of school foodservices, are very important for system evaluation . Students in the commissary system scored of food itself , cleanliness of tableware, waiting time, quantity of meal and food temperature significantly lower than students in the conventional system. Moreover , the rate of plate waste was 20.5% in the commissary system as compared to 3.3% in the conventional system. Cost-effectiveness (saving 233.7won/person/day) is the main benefit of the commissary system. However , because of lower satisfaction scores and a highest plate waste rate, 201.9won/ person were wasted in the commissary system. The results of this study suggest that increasing the number of meals served within a commissary system might maximize the efficiency of the system, but increasing the number of satellites is not recommended because it might be out of dietitians control in many aspects.

Due to the rapid increase of vehicles on the street, Korean society is facing worsening traffic congestions and air pollutions. Also, the oil price pickup has led to increasing need for the use of public transportation. In particular, transfering among public transportation may be a main factor for riders who are commuting for a long distance journey. In order to ensure such connectivity, transfer stations have been actively built in Korea. However, it would be necessary to shift those vehicles, from cars to public transportations by enhancing the users' satisfaction with public transportation through strategies for minimizing the users' waiting cost by building an efficient connective system between transportation modes as well as the preparation of aforementioned transfer stations. Therefore, this study aimed to develop an algorithm for minimizing transferring passengers' waiting costs based on service intervals of linked buses within the transfer facilities. In order to adjust the service interval, we calculated the total costs, involving the wait cost of transfer passengers and bus operation costs, and produced an allocation interval, that would minimize the costs. We selected a KTX departing from Seoul station, and a No. 6014 bus route in Gwangmyeong city where it starts from the Gwangmyeong station in order to for verifying the model. Then, the transfer passengers' total waitting cost was reduced equivalent to the maximum of 212 minutes, and it revealed that the model performed very effectively.

Background: Influenza illness causes several disruptions to the workforce. The absenteeism that often ensues has economic implications for employers. This study aimed to estimate the cost-benefit of influenza vaccination in a healthcare setting from the employer's perspective. Methods: A cross-sectional questionnaire survey was conducted in a private hospital in 2018-2019 comparing voluntary vaccinated with non-vaccinated employees with influenza vaccine. The analyses were made based on self-reporting on absenteeism and presenteeism from Influenza-like illnesses (ILIs). The costs incurred, both direct and indirect costs, were included in the study. A cost-benefit analysis was performed by measuring the cost of the vaccination program. The costs of absenteeism and reduced productivity were calculated using 3 hypothesised levels of effectiveness in the following percentage of productivity of 30%, 50%, and 70%. The costs were also calculated based on four scenarios: with and without operating income and with and without replacement. The benefits of the influenza vaccination from the employer's perspective were analysed. The benefit to cost ratio was determined. Results: A total of four hundred and twenty-one respondents participated. The influenza vaccination rate was 63.0%. The rate of ILI of 38.1% was significantly lower among vaccinated. The ILI-related absenteeism reported was also significantly lower amongst vaccinated employees at 30% compared to 70% non-vaccinated. Employers could save up to USD 18.95 per vaccinated employee when only labour cost was included or 54.0% of cost savings. The cost-saving rose to USD 155.56 when the operating income per employee was also included. The benefit to cost ratio confirmed that the net cost-benefit gained from the vaccination was more than the net cost of vaccination. Conclusions: Influenza vaccination for working adults was cost-saving and cost-beneficial when translated into financial investments for the employer. A workplace vaccination demonstrates a significant cost-benefit strategy to be applied in any institutional setting.

Three-dimensional (3-D) integration is an emerging technology, which vertically stacks and interconnects multiple materials, technologies, and functional components such as processor, memory, sensors, logic, analog, and power ICs into one stacked chip to form highly integrated micro-nano systems. Since CMOS device scaling has stalled, 3D integration technology allows extending Moore's law to ever high density, higher functionality, higher performance, and more diversed materials and devices to be integrated with lower cost. The potential benefits of 3D integration can vary depending on approach; increased multifunctionality, increased performance, increased data bandwidth, reduced power, small form factor, reduced packaging volume, increased yield and reliability, flexible heterogeneous integration, and reduced overall costs. It is expected that the semiconductor industry's paradiam will be shift to a new industry-fusing technology era that will offer tremendous global opportunities for expanded use of 3D based technologies in highly integrated systems. Anticipated applications start with memory, handheld devices, and high-performance computers and extend to high-density multifunctional heterogeneous integration of IT-NT-BT systems. This paper attempts to introduce new 3D integration technologies of the chip self-assembling stacking and 3D heterogeneous opto-electronics integration for realizng the super-chip.

Water supply and drainage noise in the bathroom is recognized as one of the main noises, along with the floor-impact sounds, in apartment housings. Recently, to solve such noise issues, a new construction method of installing the piping on the slab has been adopted. rather than the traditional method of penetrating the piping through the slab between the upper and the lower bathrooms. However, this new method has limitations due to high costs and constructional difficulties. Therefore, this study was conducted to develop noise reducing piping and elbows, where the noise can be reduced simply by replacing the existing pipings. The noise level was measured in a laboratory by installing the horizontal drainage piping (three types) and the elbows (three types) developed in this study. The results showed that the horizontal pipings reduced the noise level in LAmax by 0.3 dB(A)~1.0 dB(A), as compared to the existing pipings (VG2), indicating an insignificant noise reduction effect. The elbow reduced the noise level in LAmax by 5.5 dB(A) ~ 11.5 dB(A), as compared to the existing elbow (DRF elbow), with the result of reducing the noise level at all frequencies evenly. Consequently, it was shown that using the elbows is more effective in reducing the water-drainage noise from the toilet than using the horizontal pipings.
