A Study on the Strategy of Parties Concerned with regard to the Ban of the Use of Asbestos on Ships (선박에서의 석면사용금지와 관련 당사자의 대응전략에 관한 연구)

  • A use of Asbestos onboard was banned by the provisions of SOLAS since 1 January 2011. And this provision was also implemented by the Rule for Ship's Facilities in Korea. However, these provisions were only declaration and there were no detailed measures for detect, removal and confirmation. In this study, by reviewing the Ship Recycling Convention, IMO circulars and Asbestos Safe Management Act, the following strategies for each concerned parties were proposed. The administration and class society should establish the provisions for appointment of subject vessel which to be inspected for asbestos, criteria for asbestos management and appointment of handling expert. The shipbuilder and equipment manufacturer should make written confirmation that asbestos was not used in their product. And shipowner and ship manager should establish procedure for onboard control of asbestos in the ship's safe management system.

  • Economic feasibility for retrofitting the wet bottom ash handling system to the dry system in a existing 500MW${\times}$2 units pulverized coal thermal power plant in Korea was studied. Replacing to the dry system requires the initial capital costs of 13,415,127,000\, and saves the operating costs of 935,345,000\ per year. Economic analyses based on these results showed that the initial capital cost would not be recovered within the service life of the facilities at the interest rate of 10%, and the internal rate of return of 5.6% were obtained. Thus, the retrofitting to the dry system was not economically favorable in the current condition. However, the retrofitting would be profitable when the ash disposal cost and ash selling price were increased over 15,000\/MT or 17,000\/MT, respectively.

  • The ways of producing metal silicon include a carbon reduction method, a plasma reduction method, and a thermite reaction method. The carbon reduction process produces metal silicon by metallurgical refining. The carbon reduction method is produced by adding a raw material mixed with quartz and coke to an electric arc furnace which is for carbon reduction. The cost of high energy costs and environmental protection facilities is an issue when producing metal silicon using electric arc furnaces. For this reason, there is no metal silicon production facility in Korea yet. Therefore, the optimal manufacturing conditions by the carbon reduction method are being studied through the experimental facilities by the companies and research institutes. The present study investigated the change of metal silicon purity according to the purity of silicon when extracting metal silicon using the thermit reaction, which has a relatively lower manufacturing cost than the carbon reduction method.

The Occurrence and Treatment Status of Off-site Contaminated Soils in Korea (국내 오염토양 반출정화사업 현황)

  • Recently, ex-situ remediation technologies has been emerging to clean up contaminated soils mainly because the in-situ techniques have limited applicability and technical difficulties in relatively small contaminated sites. Accordingly, implementation of off-site treatment and disposal have been continuously increased in soil remediation and restoration projects in Korea. However, in many cases, reclaimed soil is still not properly recycled or reused. Therefore, there is an urgent need to document the current status of soil management practices in soil remediation projects in the nation. This study presents a survey of soil contamination status and remedial approaches in Korea based on soil cleanup projects completed in 2015 - 2019, and proposes the possible options of the recycling or reusing the reclaimed soils under compliance with related regulations. The results of the soil survey showed soil contamination was most severe in gas stations, industrial facilities, and military areas. The major types of pollution were related to the petroleum-contaminated site (TPH and BTEX) with 77.0% occurrence in all the contaminated sites. The reclaimed soils were mostly reused as a ground filling-up soils in industrial facilities (60.0%) and warehouses (37.0%).

  • LH Corporation uses the construction waste disposal fee standard, of which the model was developed a long time ago. Therefore, this model is problematic because it needs to reflect waste treatment facilities' technological development and environmental conditions. In this study, the estimated manpower and costs required for the process operation of waste treatment facilities were analyzed, followed by the proposed estimation criteria. This improved standard model can be used as a cost calculation standard for the recycling and treatment of construction waste in public institutions. The study also suggests that an increase in waste treatment costs is needed.

A Study on the Removal of Air Pollutants Using Oxidants and Microbubbles (산화제와 마이크로버블을 이용한 대기오염물질 제거)

  • This study investigated the possibility of treating heavy metal pollutants existing in the air in addition to simultaneously removing NOx and SOx by injecting oxidizing and reducing agents into a scrubber into a microbubble device to create an eco-friendly method that does not generate secondary pollutants. Lead compound (Pb) was selected as the heavy metal substance in the air to be treated with microbubbles, and the removal efficiency was confirmed. By treating microbubbles by connecting them to a scrubber, it was confirmed that not only NOx and SOx but also heavy metal substances in the air were reduced, cost was reduced, and secondary environmental pollutants were not generated. Through this study, it was possible to simultaneously remove NOx, SOx, and heavy metals at low cost by applying an eco-friendly method, rather than the existing high-cost treatment method such as SCR. If oxidizing agent, reducing agent, and microbubbles are used appropriately, economical and efficient air pollution can be achieved. Since material processing was possible, it is expected to be helpful in the technological development of environmental prevention facilities.

  • This study was conducted to analyze problems related to non-water-soluble sanitary products during the treatment of water regeneration centers in E.T.F. and S.T.F. at a time when the demand and supply of non-water-soluble sanitary products are increasing. As a result, the improvement plan of the W.R.C. should focus on pretreatment facilities. When replacing facilities in the future, various dust removers suitable for the facility's reality will be installed in the pretreatment of S.T.F., and it is proposed to link a bar-racks screen with a comprehensive treatment device or install a comprehensive treatment device for impurities alone in the pretreatment of E.T.F.. In addition, a microscreen screen must be installed on the front end of the excretory treatment unit. to separate non-water-soluble materials, and it is necessary to secure a maintenance space for the excretory treatment unit.

Assessing Neurobehavioral Alterations Among E-waste Recycling Workers in Hong Kong

  • Background: E-waste workers in Hong Kong are handling an unprecedented amount of e-waste, which contains various neurotoxic chemicals. However, no study has been conducted to evaluate the neurological health status of e-waste workers in Hong Kong. This study aimed to evaluate the prevalence of neurobehavioral alterations and to identify the vulnerable groups among Hong Kong e-waste workers. Methods: We recruited 109 Hong Kong e-waste workers from June 2021 to September 2022. Participants completed standard questionnaires and wore a GENEActiv accelerometer for seven days. Pittsburgh Sleep Quality Index and Questionnaire 16/18 (Q16/18) were used to assess subjective neurobehavioral alterations. The GENEActiv data generated objective sleep and circadian rhythm variables. Workers were grouped based on job designation and entity type according to the presumed hazardous level. Unconditional logistic regression models measured the associations of occupational characteristics with neurobehavioral alterations after adjusting for confounders. Results: While dismantlers/repairers and the workers in entities not funded by the government were more likely to suffer from neurotoxic symptoms in Q18 (adjusted odds ratio: 3.18 [1.18-9.39] and 2.77 [1.10-7.46], respectively), the workers from self-sustained recycling facilities also have poor performances in circadian rhythm. Results also showed that the dismantlers/repairers working in entities not funded by the government had the highest risk of neurotoxic symptoms compared to the lowest-risk group (i.e., workers in government-funded companies with other job designations). Conclusion: This timely and valuable study emphasizes the importance of improving the working conditions for high-risk e-waste workers, especially the dismantlers or repairers working in facilities not funded by the government.

  • As a guideline for desulfurization and dehumidification pretreatment facility for optimizing utilization of biogas, the $H_2S$ concentration is set at 150 % which can be treated with iron salts, dehumidification is the optimum value for generator operation, and the relative humidity applied at the utilization of biogas in EU is set at 60 %. We have set up the generator facility guidelines to optimize utilization of biogas. The appropriate amount of biogas should be at least 90 % of the total gas generation, and the capacity of generator facility should be set at 20~30 %. In order to equalize the pressure of the incoming gas the generator, a gas equalization tank should be installed and the generator room average temperature should be kept at $45^{\circ}C$ or less. Since the gas is not produced at a certain methane concentration in the digester, the efficiency is lowered. Therefore, it is required to install an air fuel ratio control system according to the change in methane concentration. Therefore, it is necessary to compensate for the disadvantages of biogasification facilities of organic waste resources and optimize utilization of biogas and improve operation of facilities. This study was conducted to optimize biogas utilization of type of organic waste(containing sewage sludge and food waste, animal manure), investigate the facilities problem and propose design, operation guidelines such as pre-treatment facilities and generators.

A Study on the Characteristics of Livestock Manure Treatment Facility in Korea (국내 가축분뇨 처리시설 형태별 특성조사 분석)

  • Due to development of the national economy growth, livestock goods consumption has rapidly increased over the past 30 years. It has led livestock breeders to increase their livestock numbers. An increased number of livestock have consequently resulted in an increasing animal feces generation. According to the agricultural statistics provided by the Bureau of Statistics, livestock manure amounts to 47,235 thousand tons in 2013. To treat livestock manure, various types of treatment facilities like composting, liquid fertilization, purification, and anaerobic digestion facilities are being applied. In composting facility, there are four kinds of agitation system: escalator, paddle, screw and rotary type. In case of liquid fertilization process, there are two types of system: aeration and anoxic type. There are about 8,000 liquid fertilization facilities for treatment livestock manure in Korea. For purification of livestock manure, the treatment process is divided by three steps: Solid/Liquid separation process, Secondary purification process and advanced oxidation process. About 21 thousand tons of livestock manure was treated by anaerobic digestion facility in 2012. In every type of facility for livestock manure treatment, it is very important to choose the optimal deodorization equipment for the livestock manure treatment facility. In this study, the investigation has been carried out for six years to analyse the characteristics of livestock manure treatment facilities and related technique of Korea.
