국회의원 기록관리 방안 연구 (A Study on the Records Management for the National Assembly Members)

  • 본 연구의 목적은 국회의원 기록관리의 현실을 짚어보고 바람직한 대안을 제시하는 것이다. 1999년 "공공기관의 기록물관리에 관한 법률"이 제정되기 전까지 기록관리는 행정부나 입법부 모두 문서관리 수준을 벗어나지 못하고 있었다. 오히려 국회는 회의록과 의안문서를 체계적으로 관리하는 기록관리 전통이 제헌국회 이래 국회사무처를 중심으로 남아 있었다. 기록관리법이 제정된 후에도 적극 대응하여 기록관리 체제를 정비하기 시작했다. 2000년에 "국회기록물관리규칙"을 제정하여 시행하고, 영구기록물관리기관 설치가 의무사항이 아님에도 국회사무처의 보조기관 형태로 영구기록물관리기관을 설치하였다. 또한 국내에서 처음 기록연구직으로 전문요원을 배치하고, 국회기록물분류기준표도 행정부에 비해 빠르게 만들어 시행하는 등 선도적으로 대응하였다. 그러나 2007년 전부개정 법률에 따른 규칙 개정이 2011년에 이르러서야 완료될 정도로 국회사무처 시기 국회기록보존소의 기록관리 동력은 크게 떨어졌다. 국회의 경우 행정부의 직접적인 영향력이 미치지 않기 때문에 참여정부 당시 기록관리 혁신에 따른 긍정적인 영향도 거의 받지 못했다. 국회기록관리 영역 내에서도 국회의원 기록관리 분야는 실무적으로나 학술적으로 매우 미미한 상황이다. 국회의원은 기록관리법상 대상에서 아예 제외되어 있기 때문에 기록관리를 강제할 수 있는 법적 근거도 없다. 이에 본 글에서는 주로 국회기록보존소 내부에서 수립한 국회의원 기록관리 계획과 추진 현황을 중심으로 국회의원 기록관리의 문제점을 분석하였다. 그리고 원론적인 수준에서 향후 국회 영구기록물관리기관 역할을 수행하고 있는 국회기록보존소에서 추진해야 할 국회의원 기록관리 방안을 관련 법규 제정 개정, 국회의원실 기록관리 컨설팅 지원, 행정정보시스템 데이터세트 및 웹 기록물 이관 방안 마련 등 세 가지로 구분하여 제시하였다.

  • Facilities are getting more automated and informative in modern manufacturing systems, especially in semiconductor and LCD plants. These systems keep a great deal of such information on its current and near-future status as the arrival time and job completion time of their parts. This paper presents an efficient policy for AGV and part routing using information on the future status of the system where AGVs are playing a central role for material handling. Efficient control of AGVs is very important because AGV systems often become the bottleneck and limit the total production capacity of a very expensive plant. The cell controller records the future events chronologically in Next Event Schedule, and uses this list to determine to which place the AGVs and parts to be sent.

BIOFIT - Smart, Portable, Wearable and Wireless Digital Exercise Trainer Device with Biofeedback Capability

  • Today Human Personal Trainers are becoming very famous in this health conscious world. They teach user to achieve fitness goals in managed way. Due to their high fee and tight schedule they are unavailable to mass number of people. Another solution to this problem is to develop digital personal trainer portable instrument that may replace human personal trainers. We developed a portable digital exercise trainer device - BIOFIT that manages, monitors and records the user's physical status and workout during exercise session. It guides the user to exercise efficiently for specific fitness goal. It keeps the full exercise program i.e. exercises start date and time, duration, mode, control parameter, intensity in its memory which helps the user in managing his exercise. Exercise program can be downloaded from the internet. During exercise it continuously monitors the user's physiological parameters: heart rate, number of steps walked, and energy consumed. If these parameters do not range within prescribed target zone, the BIOFIT will alarm the user as a feedback to control exercise. The BIOFIT displays these parameters on graphic LCD. During exercise it continuously records the heart rate and number of steps walked every 10 seconds along with exercise date and time. This stored information can be used as treatment for the user by an exercise expert. Real-time ECG monitoring can be viewed wirelessly (RF Communication) on a remote PC.

표준 진료 지침서(Critical Paths) 개발에 관한 연구 - 충수절제술(Appendectomy) 환자용 - (Development of Critical Paths for Appendectomy)

  • Background : A critical path defines an optimal sequencing and timing of interventions by physicians, nurses, and other staff for a particular diagnosis or procedure, designed to better utilize resources, maximize quality of care, and minimize delays. It can be thought of as a visualization of the patient care process. In this study, a review of appendectomy patient records was undertaken to identify a critical path for the management of this treatment. Methods: For this study, records of patients under 15 or over 65 years of age were excluded ; cases where the patient was pregnant, or where complications developed were also excluded. The remaining 21 cases were divided into two categories according to the indication for appendectomy : for acute appendicitis, and for perforated appendix or drainage of periappendical abscess. The time frame for the review was from patient examination immediately prior to operation, through discharge. The study team was composed of a surgeon, research head nurse, education head nurse, surgical part head nurse, and medical recorder. Following their review of the 21 charts, the team determined an appropriate progression and schedule for an appendectomy. Result : Through the chart and literature review, the following aspects of the care process were identified as typical and tracked : monitoring/assessment, treatment, lines/drains, medication, activity, diet, tests and patient education. Conclusion : From this study, the design team determined two separate critical paths : one for appendectomy only, and one for appendectomy plus drainage. Next, these paths must be validated and fine-tuned through clinical implementation. In addition, a comparison of our design with the critical paths determined at other hospitals would be extremely valuable for advancing research in this area. Lastly, the critical path approach to improving patient care and maximizing hospital resources should be applied to other procedures.

중앙행정기관 정보공개심의회 운영 개선방안 연구 (A Study on the Enhanced Strategies for Information Disclosure Deliberative Committees)

  • 본 연구는 정부3.0 정책 시행 이후 정보공개심의회의 운영방식을 살펴보고 심의회의 문제점과 개선방안을 제시하고자 하였다. 분석결과, 정보공개심의회의 운영은 정부3.0 정책 이전과 별다른 차이가 없거나 일부 더 악화된 것으로 나타났다. 이를 개선하기 위해 첫째, 정보공개심의회의 개최가 정례화 되어야 하며 이를 위해 심의회의 직권심의 기능이 추가되어야 한다. 둘째, 심의회위원 구성에 있어 외부위원과 내부위원 비율의 제고가 요구되며, 내부 임원이 위원장을 맡는 관행도 개선되어야 한다. 셋째, 심의회의 회의형태는 대면회의를 원칙으로 하여야 한다. 다만 유사한 사안과 반복적 사안에 대해서만 서면회의를 허용하되 이때에도 일정 절차를 마련하고 이를 준수하게 한다. 넷째, 정보공개심의회를 포함한 정보공개제도를 원활히 운영할 수 있는 전담 부서와 인력 배치가 필요하다.

공공기록물 재평가 제도 보완 방안 (Complementary Methods of the Records Reappraisal Policy)

  • 재평가는 영구기록물관리기관의 수집 관리 전략으로 발달한 이론으로, 과거에 내려진 평가 결정을 검토하는 과정이다. 첫째, 과거에 내려진 평가 결정이 항상 옳지는 않으며, 둘째, 기록의 가치는 시간의 흐름에 따라 변화한다는 사실이 이 이론의 바탕이 된다. 전자기록환경이 도래하고 거시평가가 주요 평가 전략이 된 지금 재평가가 지니는 의미는 더 확대되었다. 기능 분석을 기반으로 하는 사전 평가 과정에서는 가치 있는 기록을 선별하는 데 한계가 있으며, 당대의 사회상을 재현할 수 있도록 하기 위해서는 사전 평가를 보완할 수 있는 방안이 필요하기 때문이다. 한국의 기록물 평가제도는 업무 기능 분석을 기반으로 하는 기록관리기준표를 중심으로 이루어지고 있다. 운영상의 현실적 문제를 배제하더라도, 기록관리기준표를 통한 평가는 지속적 가치를 지닌 기록물 선별이라는 목적을 달성하는 데 한계가 있다. 이를 재평가가 보완해주어야 하지만, 현행 재평가 제도는 그러한 역할을 수행하지 못하고 있다. 이 글에서는 현행 평가의 한계를 살펴보고, 재평가 제도가 그 한계를 뒷받침해주지 못하고 있다는 문제를 제기하였다. 재평가를 보완하기 위한 방향을 세우고, 주제 기반의 평가를 통하여 현행 평가를 보완하는 모델을 제시하였다.

경호비서의 역할에 관한 연구 (A Study of the Security and Secretary Service's Roles)

  • Security and Secretary Service is the man who maintains safe condition of boss', following him during all daily schedule and help the boss display his supreme business abilities, settling various affairs The purpose of this study is to examine the role of Security and Secretary Service. To understand the role of Security and Secretary Service, interviews with Security and Secretary Service's. synthesizing records inquire and interviews with present workers, was analyzed. As results of the study, the open coding of grounded theory was 85 categories, 22 lower categories, and 13 upper categories; 7 roles of Security and Secretary Service types out of 13 upper categories were attained. Based on this, from the axial coding a paradigm model related to categories was produced and selective coding the core category, story line development and type were analyzed. Therefore, Security and Secretary Service plays roles: Office manager, Training manager, Information manager, Customer relations manager, Facilitator, Health manager, and Safety manager. Compared with Office secretary, It is said that Health manager, and Safety manager are distinguishing roles. Through the coding process based on grounded theory. For this, based on the writer's theoretical sensitivity and constant comparative analysis, theses as well as writing in each field, data from serial publications and others, the statements of interview subjects were constantly compared and analyzed. Based on these analyses, this study suggests the following: First, the intimidate sample survey is need. Second, professional educational content during the training process of Security and Secretary Services should be strengthened. Third, to expect a more professional role of Security and Secretary Services. the systematic support will be required.

중립파일 기반의 조선소 시뮬레이션 환경에 관한 연구 (An Approach for Construction of Shipyard Simulation Environment based on Neutral File Format)

  • In shipbuilding, the scheduling system is susceptible to sudden changes and thus it turns to be difficult to predict the differences between schedule and production records in advance. A computer-based simulation is commonly utilized to overcome the discrepancies occurred in estimating workloads and resulting processing times. The main drawback of this simulation-based solution is its limited applicability because, in most cases, each shipyard requires specific and customized simulation environment. By standardizing the planning data of the midterm scheduling system, as proposed in this paper, the efficiency of the current simulation model can be enhanced. To present an alternative approach, this paper begins with the analysis of the complex planning data structure of several shipyards and then proceeds to construct a standard data structure based on the neutral format. An interface application is developed for the data transaction and simulation in on-line environment. As a result, a simulation-based production management of shipyards can be achieved by the efficient prediction of planning and scheduling.

FPSO의 선행의장률 향상을 위한 생산관리 및 공법개선 사례연구 (Process Improvements for Elevating Pre-outfitting Rate of FPSO)

  • Generally, functional design of FPSO has been done by the engineering firm designated by ship owner. Main equipment such as topside facility is imported from abroad. But sometimes, OFE (Owner Furnished Equipment) does not satisfy the PND (Product Need Date) of each production stage because the delivery date of OFE is not scheduled to satisfy the PND. And sometimes many loose items and equipment are complex from engineering which does not consider pre-outfitting. Main objective of this study is process improvements by maximizing pre-outfitting rate in the stage of equipping STP (Submerged Turret Production), one of main equipment on FPSO. In this study, we analyzed the factors which obstructed pre-equipping STP using the past records of FPSO projects.

Analysis of the Result of Korean Medicine Treatment for Female Subfertility Using Herbal Medicine, Acupuncture and Moxibustion Treatment

  • Objectives: To report on the result of infertility treatment with Korean medicine in clinical settings. Methods: This study was single arm, retrospective observational study. Analysis of the medical records on thirty four infertile women who were treated by acupuncture, moxibustion, herbal medicine(Jokyungjongoktang-gagambang, Sutaehwan-gagambang). Pregnancy rate(PR) and Live birth rate(LBR) were analyzed as the primary outcomes. Changes of AMH, FSH, LH, $E_2$, $P_4$, endometrial thickness, fat mass, and BMI were also analyzed as the secondary outcomes. Results: A total of 34 patients were treated in the traditional Korean medical clinic. Nine patients were dropped, and 25 subjects completed the final examination at the end of this treatment schedule. Five of 25 subjects conceived during treatment, reaching 20% PR and LBR was also 20%. Except for FSH level, the results of the remaining outcome measures, including LFT, showed no significant changes. No serious adverse event has been reported. Conclusion: Although no significant changes in bio-markers were observed, complex treatment using Korean medicine has shown effectiveness on women's infertility. In addition, the safety of the treatment has been verified.
