A Study on the Record Management Manual for R & D Management: A Focus on Government-Supported Science Research Institutes (연구관리기록물 관리 매뉴얼 연구 - 과학기술분야 정부출연연구기관을 중심으로 -)

  • This study suggested the necessity of the management of R & D management records produced from government-supported science research institutes (the so-called "gwagichulyeon") and of a record management manual (item). As such, it gathered rules with regard to record management, conducted a survey, and interviewed general R & D managers. As a result of the research, the ratio of the arrangement of R & D managers to R & D management departments is 100%; however, the ratio of the arrangement of record managers is 33.3%-50%, and the ratio of the arrangement of record management departments is 23.1%, which was poor. The enactment ratio of record management rules is 26.4%, and 73.7% of institutes has managed their records under the provision only of document management rules or only of office management rules. R & D management records has been collected according to an institute's capability without a prescribed collection scope, and the conditions with regard to the omission, damage, and loss of records were poor. There are institutes that did not comprehend the production status of R & D management records. Thus, as a response, this study suggested a record management manual (item) established for the arrangement duties of record managers and record management departments as well as for notifications on the status of R & D management records. In addition, this study produced a standardized collection scope and described how to manage R & D management records.

  • A research and management institution plays a middleman role between government departments and research institutes. Research records collected from research institutes are important not only as evidence for research tasks but also for knowledge and information sharing. In this study, the key research records collected by research management institutions are identified, and problems are analyzed to present efficient measures to improve key research management.

  • Development of R&D Knowledge Management System for Science & Technology Research Institutes, which was initiated early 2001, was introduced. The project, funded by the Ministry of Science and Technology, is being carried out by several R&D institutes in cooperation With implementers. The purposes of the project are: sharing knowledge about on-going research progresses and existing research results, facilitating cooperative efforts among research staff, teams, and institutes, and improving the efficiency of research project administration. The system consists of 4 components that are highly intertwined: Knowledge Portal, Knowledge Repository, Project Administration System and Groupware. This 3-year project will benefit R&D researchers, and R&D project carrying-out institutes and government project administration organization by facilitating research and development activities, and improving management efficiency, respectively.

An Analysis of the Status of National Research and Development Projects in Records Management (기록관리 분야 국가연구개발사업 현황 분석)

  • The scale of research and development (R&D) investment is increasing to strengthen national competitiveness through technological innovation, leading to an increased interest in investment efficiency. In records management, the National Archives of Korea has been leading the national research and development project since 2008. Accordingly, this study analyzed R&D projects in records management regarding implementing organization, performance or outcomes, and subjects, targeting 111 National Archives of Korea contract research projects from 2008 to 2022. The analysis showed that small and medium-sized enterprises (SMEs) were the most likely to conduct research, the majority of the research outcomes were academic publications, and there were some discrepancies between the reported performance in research and the actual performance. In terms of research subjects, the most common type of records are paper or print documents, establishing an electronic management system among the National Archives' works. In terms of the frequency of keywords in the records management process and research projects, it was found that research was mainly conducted on "preservation." Meanwhile, only 10 cases, or 9% of the 111 projects, were found to be relevant in terms of utilizing big data and developing intelligent technologies related to digital transformation. Therefore, the effectiveness of the R&D project must be improved through follow-up management of the results even after the research project is completed. In addition, in terms of research topics, it was identified that aside from "preservation," studies focusing on "transfer," "classification," "evaluation," and "collection," as well as research that responds to digital transformation, are needed.

  • Many researches have been processing on research records management and way of service for efficient usage of various records from R&D process. Especially, a study on type analysis and structured method of research records is very important for efficient knowledge transfer system. This study, as a basic study for integrated research record management system, is about how to structuralize records efficiently reflecting features of research records. First, analysis and systematization of broad records type made from atomic energy technology R&D process were conducted. Second, efficient methods for contents structuralization in terms of usage to maximize usage of research records were studied. This research tried to structuralize all records based on TOC enable to link, search and use of data for reflecting of integrated and systematic structure which is a feature of research record.

Data envelopment analyses on evaluating efficiencies of satellite communication and broadcasting R&D outcomes in Korea

  • Traditionally R&D evaluation has been performed by experts who can understand the contents of the study area very well. Recently extensive application of quantitative evaluation methods have been attempted for introducing the administrative management system that poses greater importance on records and results. More objective reviews on the R&D outcomes are called for gaining public supports. In this paper a bibliometrical analysis is to be performed to evaluate satellite communication and broadcasting public R&D outcomes for last 7 years. Data envelopment analysis method is selected for evaluating the efficiencies of multiple outputs (papers, patents, royalties, technology transfers) where multiple inputs (number of researchers and R&D expenses) are given. R&D outcomes from 22 research institutes are being compared and satellite communication and broadcasting R&D efforts turn out to be highly efficient.

  • It is an important role of a researcher to preserve the research process and results as a record in the overall R&D from the planning stage to completion. This can be used as a basis to support the objectivity of the R&D process and results. This can be used as a basis to support the objectivity of the R&D process and results. The necessity of writing research notes is raised in terms of research ethics, records management, intellectual property rights protection, and research results protection according to 「National Research And Development Innovation Act」. Therefore, in this paper, the results of the systematic and practical management method of research notebooks operated by government-funded institutions are described.

A Study on Significant Properties for Dataset Type Preservation Format (데이터세트 유형 전자기록의 필수보존속성 연구)

  • This study acknowledges that prevailing regulation concerning for the long-term preservation of electronic records focus mainly on document types, neglecting the preservation of electronic records from various administrative information systems. With the growing interest in data management in the era of big data, it is imperative to establish clear standards for the long-term preservation of datasets. The choice of preservation format for electronic records is based on the specific standards for each type of electronic record. These standards are formulated according to the significant properties relevant to the electronic record type. This study aims to identify the significant properties of electronic records of each record type, before creating specific preservation format selection criteria for these record types. To achieve this, we reviewed and analyzed R&D studies by the National Archives of Korea and the NARA in the United States. As a result of the research, 9 significant properties were identified for database-type entities, and 7 significant properties were identified for structured data-type entities.

Factors of priority setting in the government R&D investment (정부 R&D 투자의 우선순위 설정의 요인들)

  • This article has reviewed some possible factors of priority setting in the government R&D investment, and also reviewed the roles of scientific community. Recently many development countries have planned more and more large-scale researches which require huge resources. Many large-scale researches have presented strikingly poor performance records in terms of efficiency. Nevertheless, more and more large-scale researches have been selected and executed. According to this article, some factors such as attracting attention of the media and the public, enhancing national prestige, raising the technological independence for economic growth were raised. As implications for policy, this article presented a necessity of strengthening the public control for priority setting of government R&D investment. And new procedures such as public discourse and National Assembly's in-depth deliberation were presented.

  • Today, most of all the query processors in the world generally use the 'Pipelining' method to acquire fast response time (first record latency) and less memory usage. Each of the operator nodes in the Query Execution Plan (QEP) provides Open(), Next(), and Close() functions for their interface to facilitate the iterator mechanism. However, the embedded database systems for the mobile devices, based on the FLASH memory, usually require a function like Previous(), which returns the previous records from current position. It is because that, in the embedded environment, the mobile devices cannot fully provide it main memory to store all the query results. So, whenever needed the previously read records the user (program) should re-fetch the previous records using the Previous() function: the BACKWARD data fetch. In this paper, I introduce the 'Direction Switching Problem' caused by the Previous() function and suggest 'Block-wise Skipping' method to fully utilize the benefits of the block-based data transfer mechanism, which is widely accepted by most of the today's relational database management systems.
