A Study of DB System Establishment for Facility Management of High-Rise Mixed-use Building in Urban Regeneration (도시재생사업에서 초고층 주상복합시설의 유지관리를 위한 DB System 확립에 관한 연구)

  • Recently, amount of High-Rise Mixed-use Building is Increasing based on Preference of comfortable residence and good view. Government policies were turned to prefer about High-Rise Mixed-use Building because of decreased real estate Condition. But these changes have revealed that it has many maintenance problems for example- efficiency, economic, environmental problems. This paper suggests that the Database System based on various alternatives and real case. And it will be a tool in the scientific decision and value analysis from the facility management to make optimized decision.

Developing Creative Cities in Australia: A Case Study on the City of Maribyrnong, Victoria (호주의 창조도시 개발사업에 관한 연구: 멜버른의 맬버농시를 사례로)

  • This paper attempts to analyse the processes, key actors and projects contributed to the urban renewal and creative city policies of the City of Maribyrnong, Victoria, Australia. The paper introduces how former military lands are redeveloped into new urban areas mixed with arts, cultural, commercial, residential and university activities. It articulates major actors involved in the creative city policies with governments, universities and non-government organisations. It is interesting to note that Maribyrnong uses Victoria University in vitalising declining old urban areas. It is also interesting to do the same that the city does adopt the concept of "creativity" in urban renewal policies; however, it does not use the same concent of creativity appeared in the textbooks of the major authors of creative city or creative economy, such as Richard Florida and John Howkins.

Governance of Regional Innovation Policies of the Ruhr Area in Germany (독일 루르지역의 지역혁신정책 거버넌스 연구: 혁신주체간 협력관계를 중심으로)

  • The Ruhr region used to be a large industrial area, working as an engine of economic growth of the Germany. However, the region has been suffering from economic and social problems originating from de-industrialization. Since the 1970s, various levels of governments have attempted to solve the problems with policies of regional innovation, e.g., establishing technology parks, competence centers, and business incubators to promote start-ups, technology transfers, and networks between governments, businesses, universities, public research institutes, and the public. In this context, this paper attempts to analyse governance of regional innovation policies of the Ruhr area, based on an analytical framework developed by a groups of researchers, i.e.. Bae et al (2006), The paper concludes that the roles of governments are important in creating and implementing regional innovation policies of the Ruhr area, the policies heavily rely on the R&D capacity of local universities and public research institutes; and various levels of governments have different roles to play.

Promoting a private finance initiative and regenerating public facilities by local platforms: a case in Japan (일본의 지역플랫폼 형성을 통한 민간투자사업 활성화와 공공시설정비 사례연구)

  • The purpose of this study is to analyze measures to promote a private finance initiative aimed at public facility regeneration in the midst of sharp increase in local financial burden due to the low birthrate and rapidly aging population. In particular, the study looked at the case of promoting a private finance initiative through a local platform aimed at public facility regeneration in Narashino, Japan. The study is based on the relevant systems and policies, and government documents and statistical data on the Narashino case. The results show that the local platform helps the local government and participants share business expertise and experiences, leading to improvements in their expertise and business capability. The local platform allows them to identify and discuss potential business ideas in advance, which in turn encourages private investment business.

Analyzing the Residential Mobility Factors of Low-Income Households (저소득가구의 주거이동 요인 분석)

  • This study analyzed the factors associated with residential mobility based on the data from the 11th to the 19th wave of the Korean Labor & Income Panel Study (KLIPS). After grouping low-income households within the first to the fourth income bracket into households that exhibited no income bracket change and those with income bracket changes during the research period, this study examined the effects of the income situation of each group on residential mobility. According to the results of the analysis, in the group of households that showed no low-income bracket change, significant effects were found only in the age of the head of the household, housing cost, and rental deposit (Jeonse) and monthly rental of the household. In the group of households that showed low-income bracket changes, findings were generally in line with those of the whole household, where total income and the number of full-time employees in the household were the same as those of the whole household, indicating that it would be necessary to improve the employment stability of low-income households. Based on the findings of this study, housing inequality is intensifying within low-income households, and, thus, housing policies, based on continuing surveys, must be implemented to enhance income opportunities and stabilize the housing needs of low-income households.

Effects of Parents' Homeownership on the Economic Performance of Its Offspring (부모의 자가가 자녀의 경제적 성과에 미치는 영향)

  • Prior studies concerning the analysis of parents' homeownership on its offspring usually focus on the transmission of tenure between two generations. This study adopted a more comprehensive approach on this topic so the effects of parents' homeownership were analyzed through the economic performance of their sons. Korean labor panel data were used to test hypotheses on intergenerational transmission of parents' homeownership. The period covered years 2000 to 2014, consisting of about 862 samples, while many socioeconomic variables were selected through a filtering process. The results of the three hypotheses showed the following consequences. First, parents' homeownership was a meaningful factor in determining their son's housing tenure. Second, parents who are homeowners tended to have more educated sons. Third, parents' homeownership did not affect their son's annual income. This study showed more extensive effects of homeownership, and government strategy must consider this additional benefit in homeownership policies.

System Dynamics Modeling of Korean Lease Contract Chonsei (시스템 다이내믹스 방법론을 활용한 국내전세 구조분석)

  • Since the sub-prime mortgage crisis from the US in 2008, Korean housing market has plummeted. However, Korean local lease contract, Chonsei, price has been increasing. This increase of Chonsei price can be a threat to the low-income people because most of them prefer to live at the house with a Chonsei contract. In order to solve this problem, the Korean Government implemented several Chonsei policies to secure low-incomers' residence by decreasing the price of Chonsei; however, due to the lack of understanding on housing and Chonsei market, Korean government policy seemed to fail on getting effective results. In the housing and Chonsei market, there are many stakeholders with their own interest, hence, simple thoughts about housing and Chonsei market, such as more house supply will decrease house price, would not work in a real complex housing market. In this research, we suggests system dynamics conceptual model which consists of causal-loop-diagrams for the Chonsei market as well as the housing market. In addition, we tries to explain why the policy did not work effectively using the examples from the government's past measures. In results, Chonsei price has its own homeostasis characteristic and different price movement with housing price in the short and long term period. Unless government does not have a structural causation mind in implementing policies in the real estate market, the government may not attain intended effectiveness on both markets.

An Input-Output Analysis on the Economic Effect of the Korean First Medium-term Logistics Plan (2001-2005)

  • This study introduces the adoption of the logistics industry by the Korean government as a threshold of overcoming economic difficulties. The core contents of the National Logistics Plans (2001-2020) which contain the basic principles of the logistics policies of the Korean government and its aim to be an 'Excellent Nation of Logistics' is introduced. The economic effect of the logistics policies implemented between 2001 and 2005, (the period of the first Medium-term Logistics Plan according to the National Logistics Plans (2001-2020) set up by the Korean government at the end of 2000) is estimated through input-output analysis. The input-output analysis result is as follows: the total output effect is 8,856 billion won of which indirect output effect is 3,982.9 billion won; indirect output effect comes mainly from real estate and business services, non-metal products, metal products, electrical and electronics products, finance and insurance, wholesale and retail, petroleum and coal; the total amount of value-added effect is 3,376 billion won and total import effect is 726 billion won. Employment effect including self-employed and unpaid family supporters with paid laborers is 79,203.7 people of which paid laborers comprise 67,547.7 people.

Analysis of Short-Term Impact of Tax Policy on Housing Purchase Price in Small and Medium-sized Cities in Korea (세금정책이 중소도시의 공동주택 매매가격에 미치는 단기 영향분석)

  • With apartment purchase prices rising, small and medium-sized cities have been highlighted as areas in which real estate speculation is overheated, and thus designated as target districts for adjustment. In addition, tax policy is constantly being adjusted in an attempt to stabilize real estate prices. The purpose of this study is to analyze the basic effect of tax policy on the purchase price of apartments in small and medium-sized cities. This study selected apartments in the Daejeon area that were constructed between 1990 and 2015. In addition, tax policy was divided into regulatory policy and easing policy based on tax increase and tax cut. This study analyzes the short-term difference of one year before and after the change in the purchase price of apartment houses. In addition, this study set the time when real estate policy was implemented and the actual transaction price of apartments in Daejeon as the analysis targets, and analyzed the correlation between tax policy and apartment sales prices through the NPV technique and T-test results. Through the study, it was found that most tax policies changed apartment purchase prices in the short term.

  • The purpose of this study is to suggest the rational plans of Construction Policies under Product Liability Law. The results of this study are summarized as follows: 1) Analytical survey of actual Influence under Product Liability Law in Construction Industry. 2) Review of Business Strategies of Constructor and Building Material Supplier. Although real estate including apartment is excepted from the application of product liability law, constructor are not perfectly free to the product liability law. And the expectancies of this paper are that it can be used as efficient data for improvement of system to systematize contents of Product Liability Law in korea.
