VE aims at reduction in a budget, improvement of function, structural safety and quality security for public construction projects. However, there is possibility for the structural safety and quality security review to be insufficient because related regulations are mostly composed of analysis on economic efficiency of design. In addition, due to the misconception about VE as a cost saving methodology, an alternative is being presented which still focuses mainly on cost saving, but with no objective evaluation of function related to cost. In order to improve this, the government adopted the reduction of life cycle cost and proposal of value improvement, and let people specify the cost and function of the original plan versus the alternative plan, and the value changes between them. However, it is written mainly into practical convenience rather than theoretical basis since a specific way is not suggested. The current method sets a different starting point by applying the attributional difference of function and cost. Furthermore, an evaluation standard for correlating is an important element in rational decision making for assessing and choosing an alternative. This paper analyzes the process and method of function & cost scoring when performing VE and suggests a mathematical normalization model in order to support rational decision making when selecting an optimum plan.
Purpose - For the past several decades, behavioral economics or behavioral decision theory has undergone rapid development. This study provides a critical review of the development of behavioral economics with a focus on what are deemed to be core theories in the field. Starting from the utility function proposed by Daniel Bernoulli in the 18th century, the development history of utility functions until the emergence of the prospect theory is thoroughly reviewed. Some of the experimental results violating the traditionally assumed utility function and supporting the prospect theory value function are summarized. The most representative principles of rational choice are transitivity, independence from irrelevant alternatives (IIA), and regularity. The development of behavioral economics has been triggered by finding counter-examples to these principles. Some of the choice behaviors discussed in this study as counter-examples to the traditional theories of rational choice are the St. Petersburg paradox; the Allais paradox; gambling behavior; and the various context effects including the similarity effect, attraction effect, and the compromise effect. The Elimination-by-Aspects (EBA) model, which was proposed as an explanation for the similarity effect, is discussed in detail as well. Based on the literature review and further analysis, this study summarizes the relationship between the context effects, prospect theory, and EBA model. Research design, data, and methodology - This study provides an extensive literature review on several important theories in the field of behavioral decision theory and adds some critical comments to the theories and the relationships among them. This study first reviews the development of utility functions. Daniel Bernoulli introduced the concept of utility function to solve the St. Petersburg paradox. In the mid-20th century, Herbert Simon proposed the "satisficing" heuristic and presented a value function with a shape different from traditional utility functions. This study highlights the strengths and weaknesses of several utility functions proposed until the emergence of the prospect theory value function. Results - This study posits that prospect theory and EBA model are the two most important theories in the field of behavioral decision theory. They can explain various choice behaviors that traditional utility maximization analysis has been unable to. The application of these models to various fields is further increasing nowadays. This study explains how prospect theory and the EBA model can be used to explain the context effects. Conclusions - The traditional economic theory relies on a single variable called "utility" in explaining consumer choice. However, this study argues that, in investigating consumer choice, several other variables should also be considered. These are the similarity among alternatives, an alternative's prototypicality within the category, the dominance relationship between alternatives, and the reference point in evaluating alternatives. Due to the development of behavioral economics, we are now closer to a more complete understanding of consumer choice behavior than in the past when we had only a single tool called utility.
Purpose - This study aims to build a systematic frame for effective marketing performances by prioritizing product type and pertinent channel that are appropriate for digital channel characteristics. FCB grid model was used to define a product type, and Internet communication satisfaction index was considered as a marketing performance measuring tool for digital channel. Research design, data, and methodology - As systematic understanding for Digital marketing is still unfamiliar to even professional marketer, the hypothesis was established based on preliminary research by conducting a qualitative survey of marketing experts who already experienced digital marketing in the fields as well as existing related study literature. Through a preliminary research, the degree for understanding for digital marketing, current digital marketing (including product/channel mix) execution status, and difficulties for marketers who had experienced digital marketing were figured out. Based on preliminary research, the main part of survey was designed to examine which type of product would be effective for digital marketing and which digital channel would be effective to achieve marketing performance in line with marketing objectives. To collect data, the questionnaire survey was conducted for professional marketers who had experienced digital marketing in 10 different fields including FMCG, cosmetics, distribution industry for one month (July, 10, 2014~Aug, 10, 2014). A total of 90 questionnaire were distributed and 66 questionnaires were used for the analysis, excluding the unanswered and insincere questionnaires. The data were analysed using SPSS ver.18.0. Results - The analysis for product type which is pertinent to digital marketing and prioritization for digital channel per digital marketing performance type could be summarized as followings. First, high involvement buying decision type of product and rational purchasing decision type of product in FCB grid are more effective for digital marketing in terms of marketing performance. Therefore, marketers in field would prioritize considering product type before executing digital marketing. Second, factor for sales increase, potential consumer creation and brand awareness was represented respectively 31.25%, 21.9%, and 20.8% as a result of factor analysis in terms of digital marketing channel performance. Third, effective major digital channel per digital marketing performance factor was differently identified as each digital channel has its own peculiarity. For instance, search engine is more effective for increasing sales while social media such as facebook and Kakaotalk is more effective for encouraging consumer participation. Conclusions - As a result of this study, product type and peculiarity which were pertinently fit to digital marketing were identified by using FCB grid model, and also suggested framework for decision making of digital channel selection in line with marketing objectives for effective marketing performance. It also provided insight to professional marketer which type of product could be effective for digital marketing execution as well as which factors should be measured for digital marketing performance.
Purpose: This study was a descriptive methodological study to develop protocols for school health practice to manage health problems of primary school students effectively. Methods: The protocols were verified by 12 experts and 10 health teachers, respectively, to secure a two-step content validity. Results: The main 8 health problems of primary school students were headache, abdominal pain, musculo-skeletal, respiratory, circulatory, ophthalmic, and oral-dental problems, and fever. The developed protocols consist of 8 algorithms, which are to help decision making in the course of assessing health problems and to identify and link related factors and associated symptoms, 8 school nursing records based on the Omaha classification system, and the list of 441 links between nursing assessment and nursing intervention. Conclusion: The use of the protocols is expected to make it easier for health teachers to apply the nursing process in solving the health problems of primary school students and supporting the rational decision making process, eventually improving the quality of primary school health. Repeated studies for protocol standardization as well as studies dealing with various health problems not included in the protocols should be performed for the development of school health practice protocols.
The growing need for assuring efficient and sustainable investments in civil engineering structures has determined a renovated interest in the rational design of such structures from designers, clients and authorities. As a result, risk-informed decision-making methodologies are increasingly being used as a direct decision tool or as an upper-level layer from which performance-based approaches are then calibrated against. One of the most important and challenging aspects of today's structural design is to adequately handle the system-level effects, the known unknowns and the unknown unknowns. These aspects revolve around assessing and evaluating relevant damage scenarios, namely those involving unacceptable/intolerable damage levels. Hence, the importance of risk analysis of disproportionate collapse, and along with it of robustness. However, the way robustness has been used in modern design codes varies substantially, from simple provisions of prescriptive rules to complex risk analysis of the disproportionate collapse. As a result, implementing design for robustness is still very much a grey area and more so when it comes to defining means to quantify robustness. This paper revisits the most common robustness frameworks, highlighting their merits and limitations, and identifies one among them which is very promising as a way forward to solve the still open challenges.

It is essential that firm makes a rational and scientific decision making and creates a news value for the future direction. To do so, many firms attempt to collect meaningful data and find the filtered and refined implication for the better customer relationship and the active market drive through the various analytic tools. Among the possible IT solutions, utilization of 'Big Data' is becoming more attractive and necessary in such a way that it would help firms obtain the systemized and demanding information and facilitate their decision making process to keep up with the market needs. In this paper, it introduces the concepts and development of 'Big Data' recognized as a IT resource and solution under the rapidly changing firm environment. This study also presents the several firm cases using Big Data' and the Oracle's total data management and analytic solutions in order to support the application of 'Big Data'. Finally this paper provides a holistic viewpoint and realistic approach on use of 'Big Data' to create a new value.

The purpose of this study is to improve career awareness of students by using visual thinking and SNS. In addition, parents' interest about their children 's career was increased, and career guidance suitable for the development stage of elementary school students' education was searched to find out the course appropriate for their aptitude and ability. The results of the comparative study showed that the experimental group had a significant effect on the opinions and attitudes toward career, information search and rational decision making, and knowledge on occupation. Research shows that career-based education using visual thinking and SNS has a positive effect of encouraging students' career awareness and positive attitude toward career search.
Purpose: The purpose of this study was to grasp the subjectivity of the nurses toward DNR (Do not resuscitation) order. Methods: Q methodology was employed to explore the nurses' subjectivity. Q population consisted of 292 statements that were obtained through individual in-depth interviews targeting 30 employees(nurses, doctors, staff members) and literature review. Finally, 30 nurses classified 34 statements using a 9 point scale. Results: The current survey that probed into the subjectivity of the nurses relative to DNR order abstracted four categories. The first type (restrictive acceptance type) perceived the determinants of DNR as the patient's hopeless state. The second type (evidence-based type) emphasized the decision based on the guideline. The third type (medical personnel-centered type) showed the characteristic that depends passively on the professional judgement. The fourth type (rationalistic type) emphasized rational characteristic that DNR decision needs to be made by considering several situations such as economic and psychological burden of family and the quality of life. Conclusion: These types of nurse's perception need to be considered in the nurses' continuing educational program in order to confront affirmatively and positively with ethical dilemma.

Generally, the size of our recreation sites is selected through use demand at the peak day. At same time, scale economic and diseconomic are applied to a recreation site. If you are a rational decision-maker, you would like to select the size of your park at profit-maximization point. This study is the first try for modelling a Gain-Loss by the size options of a theme park. For testing the validity of a financial model to select the size of theme parks. Ever-Land, Seoul-Land, Dream-Land's operating size was analyzed. By the size options, the revenue of each park was compared with cost. The profit-maximization point and break-even point of each park were found. Ever-Land and Dream-Land's size was selected between the profit-maximization point and the break-even point. In contrast with Ever-Land and Dream-Land's, Seoul-Land's was selected upper the break-even point. To increase the utility of this model in selecting the size of a theme park, a decision-maker must keep in mind a few limits of this study. That is, 1) this model can not be applied at public parks. 2) Sometimes the others can be more important than financial revenue and cost. Finally, there is the validity of Gain-Loss Model in estimating only the financial revenues and costs through the size options.

An efficient operational strategy using expert system for metro water supply systems in case of emergency situations is developed in this study. The emergency situations of the water supply systems are classified into three categories : pipeline system accident, machinery and electric facility accident and water quality accident. A PC-based expert system is developed using CLIPS for Seoul metro water supply system, Phase 1 & 2 system and Phase 3 & 4 system. Broad professional knowledges and experiences from the experts in the water supply systems have been collected systematically to construct the knowledge base. Decision-making in case of an emergency is based upon the professional knowledge so that a rational and efficient operational management can be available even in the absence of experienced expert. Especially the expert model developed in this study also provides a guide for pumping operation in case of pipeline accident to confirm that the proper pressure to all nodes in the system is supplied. The pipe network simulator KYPIPE has been consecutively executed by trial and error fashion for each pipeline in the system. The results from KYPIPE were included in the knowledge base to supplement the knowledge of the field engineers.
