  • Light railway system has many characteristics of better accessibility, frequency service, low construction cost, reduced air pollution and medium capacity public transport etc. Light railway system as a urban transportation system has been glowing worldwide since the late 20th century. More than 300 cities around the world have light railway systems. Many medium-size cities in domestic site is planning the construction of light railway. This paper reviews the domestic and foreign light railway system.

  • Railway safety aims to ensure that railways take appropriate action to limit the risk of injury to persons or damage to property, to acceptable levels. Accreditation system specifies railway safety requirements to be included in a railway safety management system by any organization seeking to demonstrate the ability to control the processes that determine the acceptability of railway safety activities. The objective of this research is to investigate the international accreditation system for railway safety management. The yield information is quite valuable to operate collaborative processes with all interfacing transport operators and undertakings to facilitate risk control across the railway system.

  • Railway safety is one aspect of the transport service quality delivered to passengers, employees and third parties. To improve safety by a cultural shift from a deterministic to a risk based approach, European Railway Agency (ERA) introduces common and transparent methods to monitor safety performance and set targets and establishes safety management systems. The objective of this study is to review the common safety performance management method of the ERA(European Railway Agency) for it's application to the Korea railway. For this end, the risk assessment models were developed based on the accident scenarios and domestic railway accidents had been investigated and quantitative and qualitative analyses was performed using the developed information system.

  • 본 연구에서는 철도 투자에 따른 투자이후 수요변화를 계량화하기 위한 조사방법론을 검토하도록 한다. 특히, 유발수요는 전환수요에 비해 조사 및 계량화 방안에 대한 연구가 미흡하므로 유발수요를 중심으로 조사 및 계량화방법들을 검토하여 제시하도록 한다. 이러한 연구 결과는 국내에 철도에 대한 투자이후 단계에서 수요변화를 추정하는 연구가 미흡한 실정이므로 향후 활용도가 높을 것으로 판단된다.

  • The Korean railway standards (KRS), formerly managed by Korea Railroad (Korail), have been managed by the Korean Ministry of Land, Transport and Maritime Affairs (ML TM). According to Korean railway safety law and its ordinances, which were established for the guarantee of railway safety, the management of KRS including enactment and revision of technical standards for railway vehicle and components, was committed to Korea Railroad Research Institute (KRRI). Currently, a total of 195 standards has been managed from the various railway applications including track, electrical, and vehicle areas. Moreover, according to the guideline on the management of KRS, the conformity of KRS with international standards is encouraged for the enlargement of international trade. In this investigation, a brief management activity of KRS and the recent activities on conformity of KRS with AAR standards on automatic coupler will be introduced.

도시철도 안전사고 예방을 위한 유아·어린이 대상 표준 매뉴얼 개발 (Standard Manual Development for Infants and Children's Urban Railway Accident Prevention)

  • 도시철도 역사 내에서 발생하는 안전사고는 혼자만의 사고가 아닌 주변인들에게 피해를 주며, 사소하게 보이는 주의 행동을 통해서 충분한 예방이 되기도 한다. 본 논문은 교육의 효과가 극대화 될 수 있는 유아 어린이를 대상으로 도시철도 역사에서 발생하는 안전사고 감소를 위한 행동요령과 안전수칙을 교육할 수 있는 안전교재를 개발하고, 부모 및 교사를 대상으로 설문조사를 실시하여 앞으로의 연구방향에 대한 의견수렴의 목적이 있다. 유아 어린이를 대상으로 시행하고 있는 국내외 안전 매뉴얼에 대한 사례조사 및 비교분석을 진행하며, 교육효과 및 도서 선호도를 기준으로 도시철도를 이용하기 위한 탑승부터 하차까지의 단계별로 안전수칙을 학습하여 안전하게 이용할 수 있도록 동화책 형태로 구성하였다. 개발된 안전교육 교재를 제시하여 부모 및 교사를 대상으로 설문조사를 실시하였으며, 이와 관련된 긍정적인 평가를 확보할 수 있었으며, 추후 발전방안에 대한 의견을 수렴하였다. 본 연구에서 개발된 안전교재는 유아 어린이가 안전하게 도시철도를 이용할 수 있도록 구성된 교재이며, 동화책 형태로 제작됨으로서 이용자의 흥미와 호기심을 자극하고 학습에 도움이 될 수 있을 것으로 기대된다.

영국 철도화물정책의 변화 - 보조금제도를 중심으로 - (Changes in the Rail Freight Policy of the UK focusing on Grants)

  • Following the recent privatization of the UK railway system there has been an increase in the volume of rail freight. It. Influential factors include the problem of road congestion, and policies towards increasing grants. With a focus on grants (government subsidies), this paper examines changes in rail freight, and the tasks facing the UK railway. I attempt to explain recent trends in rail freight grants and changes that have positively influenced the rail freight. In particular, I demonstrate the trends in rail freight and scheme which link the government and industry. Moreover, I explain the grants scheme and method of calculation, concisely. Finally I reveal the characteristics of UK rail grants scheme. In this paper, I argue that grants have played an important role of in the development of freight and that rail freight is more environment friendly than road transport. This paper have a many important aspects. Namely, an account of the introduction of the grant scheme of UK. Also, I explore the method of calculation of these grants. It will give some lessons for Korea rail. In conclusion, I note some suggestions and those problems which impede the freight transport. In future, the problems of some of these problems should be addressed, For example, the lack of infrastructure and development of an adequate train time schedule in case of rail freight have to be improved.

  • The Korea railway design trends has been developed by the change of the society and culture through the consideration of the history of railway. The railway design trends is as the vehicles in the external form of railways, instantly means to plan and create the value added something like the form of the exterior design. The railway design has been changing form instinctive methods to settle the mass transport of the early days, to sensitive methods to pursue the railway culture centering around human being. As dividing by the style's change of railway in image scale aspects between 1800's and 2005 according to the life environment into the external nation, there are big differences so that is to study the development history of the railway design accordingly each nation (Korea, United Kingdom, Germany, France, Japan) and the style's change, to confirm into the design applied in society and culture needs, and to analyze by a year in changes of the environment and the railway design history. This paper analyzed railway introduced as railway models by top 4 nation (United Kingdom, Germany, France, Japan) and Korea in the past years(1800-2005) for their Korea railway design trends by image scale positioning.

  • 도시철도 역사의 안전사고는 사고 당사자에게 피해를 주는 것에 그치지 않고 대중교통 이용을 기피하는 원인이 되기도 한다. 본 논문은 도시철도 역사에서 발생하는 안전사고를 감소시키고 이를 근본적으로 예방하기 위해 도시철도 역사 설계 시 고려해야 할 디자인 요소를 도출하는 데 그 목적이 있다. 특히 최근 새로이 등장하고 있는 모든 사람을 위한 디자인, 즉 유니버설디자인 관점에서 도시철도 역사의 안전을 위해 역사 설계 시 고려해야 할 요소를 도출하고자 한다. 이를 위해, 본 연구는 도시철도 역사에서 발생하는 안전사고를 유형별로 분류하여 위험도를 분석하고 사고 원인을 분석하였다. 이를 통해, 도시철도 역사에서 발생하는 안전사고와 관계가 높은 요소를 도출하고, 이를 유니버설디자인 관점에서 그 중요도를 고려하여 디자인 요소를 도출하였다. 본 연구 결과는 도시철도 역사의 개량 및 설계 시 안전사고를 최소화 하고 예방할 수 있는 디자인을 위한 기초자료로 활용될 수 있을 것이다.
