This study suggests a new paradigm to build the identity of railway culture design, since it plays a critical role in enhancing competitiveness of culture and design. It is considered to be a valuable factor to improve users' satisfaction and to have a new effect on the railway industry. This study is focused on systematic study on the culture ＆ design and competitiveness for railway industry, that emphasizing on making necessary strategic scenarios accordingly. Consequently, it is going to make higher added values to secure a footing and advanced images of railway industry.

In this paper, I illustrate the situations and problems rail industry is faced with. The rail industry has been suffering deficiency in investment with low technical level. Lacks of strategic marketing plans and low competitiveness in the industry led to a small portion of modal share, estimated at 12.6% in 2001(person base). Recently, rail industry has caught up with the current flow of changes. For example, a prototype of Korea high speed train had been manufactured to be successfully tested on commercial track. And the amount of rail investment increased gradually. The rail industry of EU nations, America, Japan reveals good outcomes, which keeps the balance in the black thanks to growth of investment in rail and high technical level. I have come up with some ideas for improvement, which I believe will be helpful to lead the rail industry. First, I suggest the upbringing of rail industry and technology on a national level. Second, expanding the rail network with the rail modernization. Lastly, I think it is crucial to establish a law and institution before we advance into overseas markets.

The logistics industry is changing with the diversification of demand and related technology development. Thus, the transportation system is also changing to social problems and environmental damage, and the importance of rail freight is increasing with changes in the international logistics environment. This study analyzes railway freight competition structure using freight volume and suggests improving the competitiveness of railroad freight. To achieve the research purpose, this study was conducted using the Hirshmann-Herfindahl Index(HHI) and Location Quotients(LQ) method. As a result, the concentration trend of railway trends has increased from 0.213 to 0.238 during the last 9 years, and LQ analysis has enabled the identification of local competition lines by item. The study result confirmed that policy measures on railway freight system, railway infrastructure construction and railway operation are necessary to enhance railway competitiveness.

본 연구는 철도산업의 경쟁력과 투명성을 제고하기 위해 정부의 통제를 유발하는 철도규제에 대한 새로운 접근과 철도산업에 대한 정부의 역할을 재정립하고자 하였다. 이를 위하여 철도관련규제를 규제개혁위원에서 적용하고 있는 경제적, 사회적, 행정적 규제로 분류하여 각 규제들의 운영방식에 따라 강제 및 통제와 유인, 사전적과 사후적으로 유형화하여 분석하였다. 철도관련규제개혁을 위한 과제로 경제적 규제에서 경쟁 제한적인 규제는 완화하고 사회적 규제는 안전을 담보하기 위한 합리적인 규제의 수준 설정이 필요하다. 또한 무엇보다도 철도산업에 많은 영향력을 행사하고 있는 정부의 기능 재정립을 통하여 철도산업의 활성화를 이루어야 할 것이다.

This study suggests that low cost companies should be created and entered into rail freight market and rail freight operation should be integrated into road transportation to increase the competitiveness of rail freight transportation and to supply door-to-door services. Recently, The business environment is very rapidly changed and complicated. Therefore, the companies are confront with the biggest difficulty. To overcome this difficulty, the management should be able to accomplish the human resources management and the efficient business management. Korea railroad industry has a close association with national life as it carries out public works based on its public nature as well as purses the corporate spirit. For that reason, Korea railroad industry has a great spin-off on national economy and exerts a tremendous impact on the improvement of productivity around the industries and the international competitiveness at aspect of efficiency resulting from business rationalization. Railroad system can be described as organic. Railroad Employs take a great role in this system. According the psychology and the Organization Behavior, the decision maker's personality and employee' work satisfaction have influence on performance. The purpose of this study is to examine the Railroad Employs' Personality and Work satisfaction which influence on the efficient business management.

The type approval system for railway vehicle has been in effect since 2016 in order to establish a regular safety management system to secure railway safety and enhance the technological competitiveness of the railway industry, abolished the conventional performance test system through the reform of the Railroad Safety Act in 2012. Until now, there has been appreciated it has been making significant contributions to railway safety and industry of operation and manufacturing companies, taking their place in accordance with the implementation of the system. But there has been no case of quantitative analysis on the effectiveness of the actual system. In this study, in order to examine the full-scale performance of the approval system and quantitatively analyze effectiveness, we identified and defined the relationships with the major elements of the type approval system based on system thinking principle and determined the calculated outcomes to relevant stakeholders. A method of establishing a type approval performance management system that can be grasped, utilized, and adjusted from a point of various stakeholders' views was proposed. This is expected to be more helpful in the implementation of the system, such as improving and applying quantitative effects to analysis by closely reviewing the effects and influencing factors of the type approval system based on the data accumulated through continuous performance management and reflecting to system improvement.

The Maglev(UTM-02) project is leading by Korea Institute of Machinery & Materials and financially supported from the ministry of Commerce, Industry and Energy. The early development stagy of Maglev(UTM-02) was adopted the general urban railway pneumatic brake system due to the Korea domestic industrial environment. Currently there is two commercial operation Light Railway Train(LRT) system in Korea. One is U-Line in Uijungbu, and the other is Everline in Yongin. Both LRT systems are adopting high performance light weight hydraulic brake system. But those design and manufacturing core technology of the brake system is came from a major brake system companies located from aboard. Currently various studies have been continued to increase practical application and to improve competitiveness on performance for each sub-system of Maglev. Also in case of brake system, developing competitive hydraulic brake system is required. In this study, we have introduced the development process and performance evaluation of the new hydraulic brake system of Maglev.

본 연구에서는 우리나라 철도산업 해외진출 영향요인을 도출하고, 각 영향요인이 철도산업 해외진출에 미치는 중요도와 경쟁력을 분석하였다. 또한, 영향요인별 주요 정책방향을 도출하였고, 정책방향별로 국내철도산업의 여건을 분석하였다. 철도시장 해외진출 영향요인은 전반적으로 중요도가 높은 것으로 나타났다. 엔지니어링 분야는 인력/해외경험, 기술력의 중요도가 높게 나타났으며, 건설분야는 가격경쟁력, 정보/인적네트워크, 인력/해외경험, 제조분야는 정보/인적네트워크, 기술력, 가격경쟁력의 중요도가 상대적으로 높은 것으로 나타났다. 한편, 이들 영향요인에 대한 경쟁력은 전반적으로 높지 않은 것으로 나타났다. 본 연구에서는 영향요인별 주요 정책방향을 제시하였으며, 이에 대한 중요도는 전반적으로 높은 것으로 나타났다. 사업분야별로 정책방향에 대한 중요도를 살펴보면 엔지니어링 분야와 건설분야는 해외 인적 네트워크 구축 강화, 해외 전문인력 양성, ODA 사업을 활용한 해외경험 축적의 중요도가 상대적으로 높게 나타난 반면, 제조분야는 원가(비용) 절감, 외국 기업과의 전략적 제휴(현지 업체 활용 등)의 중요도가 높은 것으로 나타났다. 한편, 이들 각 부문에 대한 만족도는 높지 않은 것으로 나타났다. 끝으로, 각 영향요인별로 국내 철도산업의 해외진출 활성화를 위한 방안을 제시하였다.
