  • Railway signalling system always is required high safety and reliability. The failure of the train control system can provoke a serious accident. In this paper, we show how to achieve the safety and reliability by dividing signalling system into vital and non functions, studying operational environment.

  • The development of Technology study for preventing of accident and reducing the risk through the intelligence of level crossing is provide the detection of stopped car at railway crossing with the most advanced intelligence technology such as sensor, computer, communication and date processing and transmit to the operational staff on broad for reaction or make the train stopped automatically through the connection with train. Also this study include that showing the situation of crossing railway when the train is approached and prevent the accident and reduce the risk through the connection of road transit signal system. On this study is performed the test through the date from spot level crossing and the development of video detection algorism for stopped road transit vehicle at level crossing with intelligent system.

  • The Railroad Safety Act was implemented in 2005 due to the increased concerns regarding railroad safety since the Daegu subway fire in 2003. In line with this, the Act became a standard to build the total railroad safety systems which has been overlooked compared to the quantitative growth of the railroad business. The minister of the ministry of Land, Transportation and Maritime Affairs lays down the Act for railroad Companies to conduct emergency programs in response to the emergency occurring on the railroad such as fire, explosion, derailment, etc. By enacting the Safety Act, the nation's construction of the contingency management system for railroad emergency increased", and it made the railroad company prepare the Emergency SOP by establishing 'The guideline on the Establishment of the railroad Emergency Plan' in order to support the efficiency of the Act. In line with this, I would like to analyze a matter of system development and the main function of the "railroad Emergency Training Program" for activation improvement of standardized operation procedure developed through the 'Total capitalize Safety Technology development'.

A Study on Standardization of Optimum Transportation Routing based on GIS for Railway HAZMAT Transportation (GIS 기반 철도 위험물 최적수송경로도출 표준화에 관한 연구)

  • The types and quantities of Hazmat and Hazmat transportation are gradually increasing, keeping pace with industrialization and urbanization. At present the safety management for Hazmat transportation only considers reducing accident probability, but even when an accident involving Hazmat-carrying vehicles occurs, that is not regarded as a Hazmat-related accident if the Hazmats do not leak out from the containers carrying them. Thus the methods to reduce risk (Risk=Probability$\times$Consequence) have to be developed by incorporating accident probability and consequence. By using Geographic Information System (GIS), a technical method is invented and is automatically able to evaluate the consequence by different types of Hazmat. Thus this study analyzed the degree of risk on the links classified by the Hazmat transport pathways. In order to mitigate the degree of risk, a method of 7-step risk management on Hazmat transportation in railway industries can be suggested. (1st step: building up GIS DB, 2nd step: calculating accident probability on each link, 3rd step: calculating consequence by Hazmat types, 4th step: determination of risk, 5th step: analysis of alternative plans for mitigating the risk, 6th: measure of effectiveness against each alternative, and 7th step: action plans to be weak probability and consequence by the range recommended from ALARP). In conclusion, those 7 steps are used as a standardization method of optimum transportation routing. And to increase the efficiency of optimum transportation routing, optional route can be revise by verification.

  • In this paper, is propose to the object(human) dection method using geometrical structures and projection histograms in the image. The problem of existing methods for objects tracking of background subtracted is resulted from uncertainty at background unfixed. In this paper, two methods are applied to solve problem. This problems are proved by method. This problems is demonstrated by using this methods and applied to the train railroad crossing. Therefore, this paper aims that this contributes to improve the accident of the train railroad crossing.

  • In this study, temperature sensors were adhered to transformer that is used in KHST(Korean High-Speed Train) to verify variation of temperature characteristics about transformer synthetically and efficiently. In the case that temperature of transformer exceeds reference temperature for running of KHST, overheating of transformer may cause a fatal accident of vehicle. Therefore, after on-line measurement system was constructed in vehicle, oil temperature and tank temperature were measured on real-time. Characteristics and main specifications of transformer in KHST were described in this paper. Also, measurement system for temperature measurement of transformer was explained in brief. Temperature data of transformer was acquired using measurement system, KHRI(Korea Railroad Research Institute) analyzed characteristic in contrast with comparing with temperature of transformer about month, running speed and running time.

  • Due to the industrialization and urbanization, the transport of hazardous materials increases, which rises possibilities in occurring prospective accidents in terms of hazardous material transport as well. This study applied the model developed from the previous research to analyze the scale of damage areas from the accidents related to hazardous material accidents, as well as suggested a method to measure automatically the scale of accident including casualties and environmental damage based on the guideline which suggests the quantities of hazardous materials exposed from an accident and was defined in the study of standardization for hazardous material classification. A buffering analysis technique of Geographic Information System (GIS) was applied for that. To apply the model which evaluates the scale of population and exposure to environment on each link, rail network, zones, rail accident data, rail freight trips, and locations of rivers etc were complied as a database for GIS analysis. In conclusion, a method to measure damage areas by the types of hazardous materials was introduced using a Clip and a Special Join technique for overlay analysis.

  • In Korea, the railway history has more than 100 years and the KTX(Korean Express Railway) was launched on April 1, 2004. Nevertheless, the safety management of the railway has not been emphasized. Thus this paper proposed the novel frame of the railway safety management system which can secure the railway safety and administer the railway accidents via Management Systems from domestic to international. Secondly, we developed the prototype Management System for the railway accident based on GIS(Geographic Information System) by introducing the concept of "location". This Management System has two parts: space and attribute. Also it provides the map for emergency actions.

  • It is necessary to analyze the railway accidents and incidents for the purpose of understanding present safety state and enhancing its system. Korea National Railroad has its accident/incident reporting codes, but it is relatively not sufficient for detail classification and investigation of accident and incident compared with foreign countries. This paper suggests how to classify the railway accident/incident, and describes the analysis result for domestic recent railway accidents and incidents according to the new suggested classifying system.

  • The purpose of this study is to evaluate the structural risk and weakness of a railway tank car through nonlinear collision analysis according to overseas collision safety standards. The goal is to propose a crash safety design guideline for railway tank cars for transporting dangerous goods in Korea. We analyzed the buffer impact test procedure of railway freight cars prescribed in EN 12663-2 and the tank puncture test criteria prescribed in 49CFR179. A nonlinear finite element model according to each standard was modeled using LS-DYNA, a commercial finite element analysis solver. As a result of the buffing impact test simulation, it was predicted that plastic deformation would not occur at a collision speed of 6 km/h or less. However, plastic deformation was detected at the rear of the center sill and at the tank center supporting the structure at a collision speed of 8 km/h or more. As a result of a head-on test simulation of tank puncture, the outer tank shell was destroyed at the corner of the tank head when 4% of the kinetic energy of the impacter was absorbed. The tank shell was destroyed in the area of contact with the impacter in the test mode analysis of tank shell puncture when the kinetic energy of the moving vehicle was reduced by 30%. Therefore, the simulation results of the puncture test show that fracture at the tank shell and leakage of the internal material is expected. Consequently, protection and structural design reinforcement are required on railway tank cars in Korea.
