Development of Intermodal Connectivity Index for High-Speed Rail (고속철도와 연계교통수단간 연계성 지표 개발)

  • Recently, the building of an intermodal transportation system has become the most important policy in the establishment of a national-wide sustainable transport system. In the case of rail and public transport, an intermodal connecting improvement policy is essential due to the lack of trip completeness. In particular, high-speed rail has brought dramatic changes to the transportation system in Korea and the idea of high-speed rail stations as major transportation nodes to be linked to various travel modes needs to be analyzed in terms of an intermodal network. Thus, this study proposes a new connectivity analysis method to objectively and quantitatively evaluate intermodal connecting performance for high-speed rail in terms of an intermodal network around high-speed rail stations. Seoul, Busan, Ulsan, and Sin-gyeongju stations were designated for a range of spatial analyses; detailed connecting performance indexes of travel modes connecting high-speed rail stations, and the influence sphere of these stations are analyzed, except for internal transfer facilities. Finally, this study proposes a connectivity analysis method that applies the structural equation model and develops a connectivity index.

  • Global warming has become one of the most important social responsibilities. After Kyoto protocol for greenhouse gas reduction by climatic change convention came into effect, developed countries are presenting various policies to reduce greenhouse gas that is produced in transport field. One of those policies is modal shift that change from road freight to sea, inland waterway and railway transportation that is eco-friendly. Because increase of road freight brings about road congestion and accident, logistics cost, air pollution and green house gases. Railways are superior to all other modes of transport in mass transportability, high speed, timeliness, safety and environmental-friendliness, but the railway industry has been pushed behind in competition. In developed country's government actively promoted relevant legislation, policies, and countermeasures known as modal shift policies to shift freight transport from road to large volume mode such as railway and ship. In this paper, we discuss the current situation in modal shift, compare it with cases in other countries EU and Japan, identify problems in Korea, and propose the following ways to enhance competitiveness of rail freight.

  • As the Kyoto protocol and Bali road-map, our country is expected to be included to the emission reduction controlled country of greenhouse gas, so we are now urgent situation to take an action in the level of government. In this research, environment friendly rail logistics and combined transport were treated to meet with the green growth policy of our government. Major problems of Ui-wang ICD suggested in this research are short of yards, unutilized public CY, inconvenience use by non-share holders. It is necessary to improve rail logistic infrastructure, that is, additional expansion of yard, direct operation by KORAIL and regular unloading system are needed. such improvement can not be solved just by the endeavor of business body. Rail logistic infra & Integrated freight terminal has a tendency of SOC, which require tremendous amount of investment, so there are some limit in doing by private sector itself, now it's time to do by the government level. The improvement of rail logistic infrastructure in the level of government is possible by the policy of environment friendly green logistic support which is related with Logistic Policy Basic Law, so government should prepare detailed directives to activate Integrated freight terminal.

Lessons from the Policy Implications of Green Logistics in Europe (유럽녹색물류의 정책적 시사점과 교훈)

  • Purpose - As economic activities between different countries have rapidly spread in a world of free trade, it is inevitable that a large volume of cargo will be carried between countries. It is natural, then, that CO2 emissions and other environmental pollutions have followed, which exposes people and society to serious environmental problems and social costs, and so on. Therefore, the need to understand logistics is not only a matter of transportation but also an environmentally oriented matter. The purpose of this study is to look at some lessons and implications from the European case in terms of green logistics matters. Research design, data, and methodology - In order to look into this matter, first, it has to be established that some cargo transport volumes using different transportation modes have clearly declined because of previous economic recessions. Some transport policies produced by the European Union (EU) are based in a long history of struggling to cope with transport matters in European countries. In its recent transport policies, the EU has provided greener transportation alternatives, realizing that pollution matters affect the European transport market. This study tries to determine what policies the EU has implemented to deal with green logistics matters. This study concentrates in particular on the Marco Polo program in the EU. Results - This study found that the EU seems to consider these kinds of matters, that is, transport and the environment in the context of green logistics. The EU launched some policy instruments to solve this matter relatively earlier than other countries and reviewed them as necessary. In order to make these policy tools work, the EU provided PACT for combined transport, and then the Marco Polo I and II European transport white paper packages. These European policies deal with green logistics matters in two ways. First, some restrictions have been imposed, especially taxation, and so on. Transport subsidies are also powerful means of handling green logistics matters in Europe. Along with these two means of dealing with transport and the environment, the EU eventually targeted integration of different transport modes. Instead of employing only a single transport instrument mode to deliver the cargo to be carried, such as trucking, rail, ocean-going carrier, flight, or inland waterway transport, the EU has proposed that combining transport modes is the best alternative for transport and the environment. That is, the EU is pursuing the adoption of multimodalism as an answer to the green logistics challenge as it provides a more cost efficient and more productive means of transport. Conclusions - In conclusion, multimodal transport should be considered when applying green logistics, as it can provide an alternative way to achieve transport and environmental solutions together at the present time. Two methods can be used to encourage multimodal transport: restrictions and subsidies. These are the lessons and implications from European green logistics policies.

Mode Choice Models for Freight Transportation Using SP Data (SP자료를 이용한 화물수송수단 선택모형의 개발 -컨테이너 내륙운송을 중심으로-)

  • This study aims to assess the potential competition among road, rail, and coastal transport under various scenarios concerning the future inland container transport systems in Pusan-KyungIn corridor. For this SP approaches are adopted to collect data from shippers and carriers, and multinomial logit models are estimated at disaggragate level. The results of the analysis indicate that the SP data are reliable, and that the mode choice models estimated are valid. The results also indicate that the most effective policy to divert the freight volume from road to other modes is to reduce freight rates for the railway, and is to transport time for the coastal water with improved reliability.

  • Rail transportation system are needed to develop proper corresponds to satisfy various demands in freight transportation since there are many problems in rail transportation infrastructure and operation. This paper analyzes characteristics of rail transportation consumers and develops policy for vitality of rail transportation by survey of rail transportation consumers and AHP methodology. This paper is organized as follows. Section 1 presents the description of the objective and the methods for this study. Section 2 presents the description of the methods for analysis of characteristics of consumers of rail freight transportation. Section 3 presents the characteristics of rail transportation consumers by analysis the survey results of rail transportation consumers. Section 4 summarizes our conclusions and discusses further research topics.

  • The decline of railway industry been a world-wide phenomenon. Recently, increased attention has therefore of railway systems has considerable impacts on the existing transport systems. Korea is expecting a era of high-speed railway and thus the need for the preexamination of such system emerges. This study is therefore concerned with the impacts on the conventional railway systems of the planned high-speed railway and its policy implication. The results revealed that the high-speed railway is almost exclusive to the conventional railway system emerges. The results revealed that the high-speed railway is almost exclusive to the conventional railway systems. The only impact is to induce some users of the conventional railway services, resulting in some excess track capacity of Kyungbu line. It dose however appear not to have any influence on the level of service for the conventional passenger services and rail freight transport. Consequently, it appears desirable to pay as much attention to the conventional railway systems as to the high-speed railway.

  • Recently, the railway has been growing as the eco-friendly transport which is excellent for reducing carbon dioxide. However, the level of using tools to quantitatively and objectively evaluate the environmental performance is still low in the rail industry. Therefore, it is necessary to introduce Environmental Product Declaration(EPD) which describes the environmental performance by using Life Cycle Assessment(LCA) for evaluating the environmental impacts through entire life cycle of a product. The EPD enables stakeholders including policy makers, operation body, vehicle manufacturers and drivers and consumers to be informed about the superior environmental performance of rail vehicles.

  • This paper deals with modal shift projects and policy of modal shift services at home and abroad. This study aims to review the results of foreign modal projects in advanced countries and to suggest policy directions for promoting modal shift services in Korea. This paper consists of three main sections: concept of modal shift policy; analysis of modal shift projects and policy at home and abroad; policy directions of modal shift services in Korea. In recent years, shippers who shift mode from truck to rail or coastal shipping are subsidized by the government. The government intends to encourage modal shift services of shippers, as shown in the example of Marco Polo in EU. It is identified that the government should devise effective policy for the successful implementation of truck-rail modal shift in Korea. It is suggested that the policy goal of modal shift must be clear and its attainment is feasible in order to promote modal shift services here. It also turns out that indirect supply policy works better than direct one. Freight transport environments differ between countries. It, thus, hard to directly apply foreign policies to Korea's freight transport field. Korea is at an inceptive stage of exploring foreign modal shift policies and promoting modal shift services in Korea. We will gain from the wide range of case studies, which analyze the modal shift successes and failures experienced by advanced countries. It is necessary to use them with care.

A Preliminary Study of Railway Transport of LNG between TKR~TSR (TKR~TSR간 LNG 철도수송 연계를 위한 기초연구)

  • This study is the realization of natural gas as ways to advance the South and the continental railway linking basic research was conducted on railway transport. Summary data on the Status of North Korean railway which was to have reviewed the case of LNG railway transportation in Japan and China is becoming an LNG tank containers by rail transportation is done. In the case of Korea, the stability of railway transportation through the development of LNG tank containers and rail transportation pilot project was tested. It was set up and the basic directions of freight trains transport routes and methods for rail transport 7.5 million tons of natural gas per year. TKR ~ TSR between the LNG transportation business is an existing railway south. North. Russia gas pipeline (PNG) instead of a separate project to replace the business SRX (Silk Road Express) is a symbolic project for the early realization of the Eurasian railway linking policy. This study may give greater meaning to secure the iconic railway transport route for continental transport of containers and bulk cargo (coal, ores, etc.).
