R&D 조세 지원 정책과 기업 혁신활동 간의 관계 연구: 국가전략기술 R&D 기업을 중심으로 (A study on the relationship between R&D tax support policy and corporate innovation activities: Focus on national strategic technology R&D companies)

  • Purpose - The purpose of this study was to analyse the relationship between R&D tax support policy and firm innovation activity using data on firms engaged in 12 national strategic technology sectors. Design/methodology/approach - This study collected survey data from 664 companies engaged in national strategic technologies. The data were then analysed using the Propensity Score Matching (PSM) analysis. Findings - First, corporate R&D tax support had a statistically significant positive (+) relationship with firm innovation performance. Second, there was a statistically significant positive (+) relationship with incremental innovation, but there was no statistical significance with radical innovation. Third, there was a statistically significant positive (+) relationship with the firm's first innovation, but there was no statistical significance with the world's first innovation. Fourth, there was a statistically significant positive (+) relationship with the number of R&D projects of a firm. Finally, there was a statistically significant positive (+) relationship with a firm's open innovation. Research implications or Originality - First, in terms of policy effectiveness, the government needs to consider promoting R&D tax support policies in areas where R&D competition is fierce. For private companies engaged in the 12 national strategic technology fields, the R&D tax support policy is working in the direction of promoting corporate innovation activities, and this positive policy effect is likely to be effective in areas where R&D competition is fierce. Second, if the government wants to improve the quality of corporate innovation activities through R&D tax support policies, it needs to provide incentives higher than the current level.

  • 현재 한국 건설산업은 미래지향적인 혁신을 필요로 하고 있다. 건설산업의 혁신과 효율성 및 생산성 향상을 모색하기 위한 다양한 주제 중 본 연구에서는 발주자 혁신 노력에 초점을 두고 있다. 그 주된 이유는 건설생산의 효율성과 생산성은 궁극적으로 발주자치 역량과 효율성에 의해 결정되기 때문이다. 본 연구는 미국 GSA(General Services Administration)의 Construction Excellence 프로그램을 추진 배경, 추진 전략 및 성과 등의 관점에서 분석하고 이 혁신 프로그램이 주고 있는 교훈과 시사점을 발굴하고자하는 목적으로 수행되었으며 공공 발주자의 자각, 민간주체와의 파트너십, Best Practice 발굴 및 실천, 성과측정 등이 주요 키워드로 분석되었다.

  • This paper applies the technology-gap trade theory to explaining radical changes in the competitive positions of countries in world machine tool markets over the last three decades. It develops the notion that the innovation gaps in machine tools among countries led to the inter-country differences in the competitive performance in the sector as well as in its user sectors. Since competitive advantage largely depends on a capability to improve, create and apply technology to market competition, a higher innovative performance in one country than another is closely related to a higher innovative performance. A higher innovative performance in machine tools is also associated with a higher competitive performance of the large areas of its user sectors, due to sectoral interdependences and externalities generated by machine tool innovations. The results of empirical investigation through a panel data analysis show that the international gaps in machine tool innovations appeared to have a positive significant relationship with the differences in the export performance of both the machine tool sector and its user sector across countries.

Radical Scavenging Activity of Kemenyan Resin Produced by an Indonesian Native Plant, Styrax sumatrana

  • Kemenyan resin from Styrax sumatrana is a unique non-timber forest product (NTFP) native from Sumatera Island, Indonesia. It possesses a wide range of applications in the pharmaceutical, perfume, and cosmetics industries. In this paper, six kemenyan resin samples were investigated to evaluate their free radical scavenging activity using 1,1-diphenyl-2-picrylhydrazyl (DPPH) reagent. The kemenyan resin samples, which originated from North Tapanuli, Pakpak Bharat, and Humbang Hasundutan, showed high antioxidant activity with $IC_{50}$ < 16 mg/L. The antioxidant activity of common kemenyan resin constituents, i.e., cinnamic acid, ethyl cinnamate, gallic acid, and vanillin was also investigated as positive control, although they exhibited lower antioxidant activity ($IC_{50}$ < 1000 mg/L), except for gallic acid ($IC_{50}$ = 5,23 mg/L). The total phenolic and flavonoid contents (TPC and TFC) for all samples were 44-66 mg gallic acid equivalents (GAE)/g sample and 143-160 mg quarcetin equivalents (QE)/g sample. The results revealed that kemenyan resin has high potency as an antioxidant and could be used as a natural antioxidant resource.

오동나무 잎 추출물의 항염 효능에 관한 연구 (Studies on the Anti-inflammatory Activity of Paulownia coreana Uyeki Leaf Extract)

  • 본 연구는 피부에 안전하고 부작용이 없는 식물성 원료를 이용한 항염 소재를 개발하여 피부 진정 및 여드름, 아토피 피부에 적용되어질 수 있는 피부 자극 완화제를 개발하고자 하였다. 이에 따라 전통적으로 염증 질환 치료에 사용되어진 오동나무(Paulownia coreana Uyeki)를 소재로 하여 오동나무 잎 추출물의 항산화 효능과 항염 효능을 알아봄으로써 화장품 원료로의 가능성을 확인하였다. EPR을 이용하여 오동나무 잎 추출물의 superoxide anion radical 소거능을 확인하였으며 대식세포주에서의 LPS 처리에 의해 유도되어지는 NO의 생성을 저해시키는 효능을 확인하였다. 그 결과 추출물의 우수한 NO 생성 저해능을 확인하여 오동나무 잎 추출물의 항염 효능 메카니즘을 규명하였다. ELISA 기법을 이용하여 $PGE_2$ 생성 억제 효능을 확인하였으며 NO와 $PGE_2$ 생성 단백질인 iNOS와 COX-2의 발현 여부를 확인한 결과 오동나무 잎 추출물 처리에 의해 두 단백질의 발현이 확연히 감소되는 것을 확인하였다. 또한 염증 반응의 초기 단계에 관여하는 $IkB-{\alpha}$ 단백질의 분해정도를 시간별로 확인한 결과 LPS 처리 30 min 후 $IkB-{\alpha}$ 단백질의 분해가 일어나게 되는데 오동나무 잎 추출물을 함께 처리하였을 경우 시간이 경과되어도 $IkB-{\alpha}$ 단백질의 분해가 일어나지 않는 것을 확인하였다. 이로써 오동나무 잎 추출물의 항염 효능은 염증 반응 신호 전달의 초기 단계에 해당하는 $IkB-{\alpha}$ 단백질의 분해를 억제함으로써 결과적으로 NO와 $PGE_2$의 생성을 감소시킴을 확인하였다. 또한 CCD-986sk와 Raw 264.7 세포에 대한 세포 독성이 존재하지 않음을 확인함으로써 오동나무 잎의 항염 효능을 이용한 피부 자극완화제로서의 개발 가능성을 확인하였다.

개망초꽃 에센셜 오일의 항산화, 항균 및 항염 활성 (Antioxidant, Antimicrobial and Anti-inflammatory Activities of Essential Oil from Erigeron annuus L. Flower)

  • 본 연구는 개망초꽃 에센셜 오일의 항산화, 항균 및 항염 효능에 관하여 조사한 것이다. 개망초꽃 에센셜 오일은 용매추출법으로 추출하였다. 개망초꽃 에센셜 오일의 항산화 효능은 ABTS 라디칼 소거능과 DPPH 라디칼 소거 효능 측정으로 확인하였다. ABTS 라디칼 소거 효과는 $500{\mu}g/ml$ 농도에서 98.6%, DPPH 라디칼 소거는 48.3%로 좋은 효능을 나타내었다. 항균 활성은 S. aureus와 P. acnes, E. coli 균에 대하여 paper disc법과 최소저해농도(MIC)와 최소사멸농도(MBC)값을 측정하여 확인하였다. S. aureus 균주에 대해서는 MIC 값과 MBC 값이 모두 0.31 mg/mL 농도에서 우수한 억제 효과를 나타내었다. P. acnes 균에 대해서는 disc법에서 14 mm의 clear zone 형성과 MIC, MBC에서 각각 0.31 mg/mL, 0.63 mg/mL로 좋은 억제 효과를 보였다. 항염 활성에 관련하여 NO 억제 측정에서도 농도 의존적으로 NO의 생성을 억제시킴을 확인하였고, pro-inflammatory cytokine인 TNF-${\alpha}$, IL-6 역시 농도 의존적으로 억제하였다. 이러한 결과로부터 개망초꽃 에센셜오일은 항산화, 항균 및 항염 효능을 갖는 화장품 원료로서 개발 가능성이 있음을 시사한다.

통초, 필발을 포함한 7종 한약재 추출물의 항산화 및 항염증 활성 (Anti-Oxidative and Anti-Inflammatory Activities of Seven Medicinal Herbs including Tetrapanax papyriferus and Piper longum Linne)

  • In this study, we analyzed the anti-oxidative and anti-inflammatory activities of seven medicinal herbs. All extracts of the tested herbs, Euryale ferox Salisbury, Echinops setifer Iljin, Amomum cardamomum Linne, Tetrapanax papyriferus, Illicium verum Hook. f., Typha orientalis Presl, and Piper longum Linne, exhibited potent anti-oxidative activity as confirmed by DPPH radical scavenging capacity. Lipopolysaccharide (LPS) induced nitric oxide (NO) production, in the RAW 264.7 cell line, was also ameliorated by all extracts' treatments in a dose dependent manner. NO suppressive activity originated from the inhibition of inducible nitric oxide synthase (iNOS) protein expression by the extracts. Three extracts, E. ferox S., I. verum Hook. f., and P. longum L., possessed suppressive activity against, not only iNOS, but also cycloxygenase 2 (COX-2) protein expression. These three extracts may then serve as potential candidates for non steroidal analgesic inflammation drugs (NSAIDs). Furthermore, all extracts induced anti-oxidative enzyme, heme oxygenase 1, protein expression. Taken together, these results provide an important new insight into the fact that various medicinal herbs possess potent anti-oxidative and anti-inflammatory activities and might be utilized as promising agents in the field of health products. Further studies for the identification of the active compounds from medicinal herbs are clearly needed.

Syringaresinol derived from Panax ginseng berry attenuates oxidative stress-induced skin aging via autophagy

  • Background: In aged skin, reactive oxygen species (ROS) induces degradation of the extracellular matrix (ECM), leading to visible aging signs. Collagens in the ECM are cleaved by matrix metalloproteinases (MMPs). Syringaresinol (SYR), isolated from Panax ginseng berry, has various physiological activities, including anti-inflammatory action. However, the anti-aging effects of SYR via antioxidant and autophagy regulation have not been elucidated. Methods: The preventive effect of SYR on skin aging was investigated in human HaCaT keratinocytes in the presence of H2O2, and the keratinocyte cells were treated with SYR (0-200 ㎍/mL). mRNA and protein levels of MMP-2 and -9 were determined by real-time PCR and Western blotting, respectively. Radical scavenging activity was researched by 2,2 diphenyl-1-picrylhydrazyl (DPPH) and 2,2'-azino-bis-3-ethylbenzothiazoline-6-sulfonic acid (ABTS) assays. LC3B level was assessed by Western blotting and confocal microscopy. Results: SYR significantly reduced gene expression and protein levels of MMP-9 and -2 in both H2O2-treated and untreated HaCaT cells. SYR did not show cytotoxicity to HaCaT cells. SYR exhibited DPPH and ABTS radical scavenging activities with an EC50 value of 10.77 and 10.35 ㎍/mL, respectively. SYR elevated total levels of endogenous and exogenous LC3B in H2O2-stimulated HaCaT cells. 3-Methyladenine (3-MA), an autophagy inhibitor, counteracted the inhibitory effect of SYR on MMP-2 expression. Conclusion: SYR showed antioxidant activity and up-regulated autophagy activity in H2O2-stimulated HaCaT cells, lowering the expression of MMP-2 and MMP-9 associated with skin aging. Our results suggest that SYR has potential value as a cosmetic additive for prevention of skin aging.

Characterization and Antioxidant Activity of the Exopolysaccharide Produced by Bacillus amyloliquefaciens GSBa-1

  • The exopolysaccharide (EPS) produced by Bacillus amyloliquefaciens GSBa-1 was isolated and purified by ethanol precipitation, and DEAE-cellulose and Sepharose CL-6B chromatographies. The molecular mass of the purified EPS was determined to be 54 kDa. Monosaccharide analysis showed that the EPS was composed of predominantly glucose, and it was further confirmed by NMR spectroscopy to be ${\alpha}-glucan$ that consisted of a trisaccharide repeating unit with possible presence of two ${\alpha}-(1{\rightarrow}3)$ and one ${\alpha}-(1{\rightarrow}6)$ glucosidic linkages. Microstructural analysis showed that the EPS appeared as ellipsoid or globose with a smooth surface. The EPS had a degradation temperature at $240^{\circ}C$. Furthermore, the EPS had strong DPPH and hydroxyl radical scavenging activities, and moderate superoxidant anion scavenging and metal ion-chelating activities. This is the first characterization of a glucan produced by B. amyloliquefaciens with strong antioxidant activity. The results of this study suggest the potential of the EPS from B. amyloliquefaciens GSBa-1 to serve as a natural antioxidant for application in functional products.
