Three Trends in Research on Responsible Research and Innovation (사회에 책임지는 연구혁신(RRI) 연구의 배경과 동향)

  • This study discusses the research trends in Responsible Research and Innovation (RRI) which recently emerged as the central concept among international innovation policy circles. In particular, we attend to the conceptual diversity of RRI, showing that each trend emphasizes different elements of RRI and reflects the context in which the concept has emerged. The first trend centers on research on governing emerging technologies which has been developed from the tradition of technology assessment and ELSI. The second trend has been closely related to the innovation policy efforts to take up the social challenge driven innovation as a new driving force for innovations. The third involves the attempts to operationalize the concept of RRI to evaluate whether the vision of RRI has been successfully incorporated in the actual innovation practices. We also insist that recent Korean R&D policies which emphasize social responsibility of science and technology include essential elements of RRI, although they do not use the term RRI. Finally, we discuss policy implications of discourse over RRI on such innovation policies.

  • Responsible Research and Innovation (RRI) is a concept emerging rapidly as a theoretical and methodological framework to shape science for better society, instead of merely for economic growth. While the responsibility of science usually means ethics of researchers in the process of research, RRI extends the concept of the responsibility by claiming that researchers should be responsible for the purpose and outcome of research as well. In addition, RRI proposes four interconnected concepts of anticipation, reflectivity, deliberativeness/inclusiveness, and responsibility as a methodological framework to achieve these tasks. However, RRI is not merely a theoretical concept but has been already practiced at many levels in real world. We discuss how RRI has been practiced and played important roles in reflecting on research and innovation policies in the past and guiding new policies by examining two research projects, STIR and SPICE, and three national R&D programs, EPSRC's embracement of RRI in the Britain, MVI in the Netherlands, and R&D for social problem-solving in Korea.

Effect of Curcumin Derivatives on Heme Oxygenase-1 Expression in HT22 Cells (HT22 세포에서 Curcumin 유도체가 Heme Oxygenase-1 발현에 미치는 효과)

  • Curcumin, of which a critical characteristic is the capacity of crossing the blood-brain barrier, has been reported to induce the expression of neuroprotective heme oxygenase (HO)-1. The aim of this study is to compare HO-1-inducing capacity and neuroprotective activity of curcumin, its demethoxy (demethoxycurcumin, DMC; bis-demethoxycurcumin, BDMC) and hydrogenated derivatives (tetrahydrocurcumin, THC) in mouse hippocampal HT22 cells. Curcumin attenuated glutamate-induced cell death through HO-1 expression. DMC lacking a methoxy group on one of the aromatic rings possessed slightly lower activity in HO-1 expression and neuroprotection than curcumin. Similarly, BDMC, which lacks two methoxy groups on both of the aromatic rings, showed less activity than curcumin. These findings suggest that the presence of methoxy groups on the aromatic ring is required to enhance neuroprotective HO-1 expression. The reduction of the diarylheptadienone chain of curcumin by hydrogen, as in THC, was accompanied by a complete loss of ability to induce HO-1 expression and neuroprotection, suggesting that the conjugated double bonds of the central seven-carbon chain of curcumin may be essential for its ability to induce neuroprotective HO-1 expression. Our findings may provide useful information for further development of neuroprotective HO-1 inducers.

Technological Governance Regarding Life-Sustaining Technologies: The Limitations of RRI and Bioethics ("한국의 연명의료정책과 기술 거버넌스: 사회에 책임지는 기술혁신(RRI)의 적용 한계와 생명윤리")

  • Recently, as DNR prevails more and more in Korea, discussions regarding meaningless medical life-sustaining-treatment (LST) intensified. Some of the Supreme Court decisions are even discussed in mass media, causing public debates. These cases tell us that, as life-sustaining medical technologies are highly developed, more sociological and policy-related analyses are needed on them. Firstly, this study will review 40 previous studies that analyze recent discussions in Korea about LST. Secondly, this study also shows that in bioethical and policy-related perspectives, governance about LST calls for a new implications regarding thanatoethics and thanatopolitics. In this new theoretical framework, death with dignity (DwD) can be understood as a process of giving back the thanatopower to the subject who chooses his way of ending based on his sound and free will. Thirdly, some of the new LST or resuscitation technologies such as automated external defibrillators (AED) are developed in RRI framework. However, if subjects themselves choose not to apply those technologies on them, as in the case of DNR (do not resuscitate) vows, meaning of developing such technologies are to be questioned. But currently such questions regarding the limitations of RRI are seldom asked. I argue that in order to properly apply RRI framework on existing technology, we also need to consider these points.

Induction of the Anticarcinogenic Marker Enzyme, Quinone Reductase, by Dalbergiae Lignum

  • The effect of an extract of Dalbergiae Lignum and four components that were isolated from the extract on the anticarcinogenic phase II marker enzyme, quinone reductase (QR), was investi-gated. Of the solvent extracts of Dalbergiae Lignum, the CH$_2$CI$_2$ fraction was the most potent in inducing QR activity, with a CD value (the concentration required to double the QR activity) of 29.5 $\mu$/mL. The CH$_2$CI$_2$ extract was further separated into six compounds, four of which were identified as 4-methoxydalbergione, latifolin, 4',6-dihydroxy-7-methoxyflavanone, and obtusafu-ran. Obtusafuran [CD = 1.1 $\mu$M; chemopreventive index (CI) = 101.9] and latifolin (CD = 1.7 $\mu$M; CI = 154.6) displayed potent QR inducing activity and high chemopreventive indices. Lati-folin and 4-methoxydalbergione were identified as strong DPPH-scavengers with half-maximal free radical scavenging concentrations of 15.9 and 17.2 $\mu$M, respectively.

Assessing the Suitability of Satellite Precipitation Products for Flood Modeling in the Tonle Sap Lake Basin, Cambodia

  • The Tonle Sap is the richest and diverseness of freshwater ecosystem in Southeast Asia, receiving nurturing water flows from the Mekong and its immediate basin. In addition, the rapid development in the Tonle Sap Lake (TSL) Basin, and flood inundation may threaten the natural diversities and characteristics. The impacts of flood inundation in 11 sub-basins contributing to the Tonle Sap Lake were assessed using the Rainfall-Runoff-Inundation (RRI) model to quantify the potential magnitude and extent of the flooding. The RRI model is set up by using gauged rainfall data to simulate the information of river discharge and flood inundation of huge possible flood events. Moreover, two satellite precipitation products (SPPs), CHIRPS and GSMaP, within respectively spatial resolutions of 0.05° and 0.1°, are utilized as an input for the RRI model to simulate river discharge, flood depth, and flood extent for the great TSL Basin of Cambodia. This study used statistical indicators such as NSE, PBIAS, RSR, and R2 as crucial indices to evaluate the performance of the RRI model. Therefore, the findings of this study could provide promising guidance in hydrological modeling and the significant implications for flood risk management and disaster preparedness in the region.

Apoptosis Inducing Effects of 6-Methoxydihydrosanguinarine in HT29 Colon Carcinoma Cells

  • 6-Methoxydihydrosanguinarine (6ME), a benzophenanthridine alkaloid derived from the methanol extracts of Hylomecon hylomeconoides, showed a dose-dependent effect at 1-10 ${\mu}M$ on causing apoptotic cell death in HT29 colon carcinoma cells $(IC_{50} = 5.0{\pm}0.2 {\mu}M)$. Treatment of HT-29 cells with 6ME resulted in the formation of internucleosomal DNA fragmentation. Treatment of the cells with 6ME caused activation of caspase-3, -8 and 9 protease and subsequent proteolytic cleavage of poly(ADP-ribose)polymerase. 6ME increased the expression of p53 and Bax and decreased the expression of Bid. These results indicate that p53 and proapoptotic Bcl-2 family proteins might participate in the antiproliferative activity of 6ME in HT29 cells.

Development of ECG Identification System Using the Fuzzy Processor (퍼지 프로세서를 이용한 심전도 판별 시스템 개발)

  • It is very difficult to quantize the ECG analysis because the decision criterion for ECG is different with each other depending on the medical specialists of the heart and there are measured detecting errors for each ECG measurement system. Therefore, we developed the real-time ECG identification system using digital fuzzy processor for STD-BUS, in order to reduce ambiguity generated in the process of ECG identification and to analyze the irregular ECG stastically to ECG's repetition interval. The variables such as AGE (months), width of QRS, average RRI, and RRI were used to classify the ECG, and were applied to ECG signal indentification system which is developed for the purpose of research. It was found that the automatic diagnosis of ECG signal was possible in the real time process which was impossible in general process of algorithm.
