An Empirical Study on Managerial Factors Affecting Performance of Defense R&D Projects (국방연구개발 사업성과에 영향을 미치는 사업관리 요인에 관한 실증연구)

  • Defense R&D is an essential investment for the national security. Recently our nation has also begun to initiate a number of defense R&D projects. As a lot of fund and resources are allocated to these projects, we need to identify which projects to initiate and then how to manage these projects well. Though there have been a number of studies on R&D projects in commercial sector, there are only a few studies in defense R&D sector. Moreover, these existing defense R&D studies mainly deal with the former issues, which are occurring at the stage of project planing. We are more concerned with project management issues, such as how to manage projects that had already been evaluated to undertake at the planning stage. Specifically our study aims to identify project management factors leading to the success of defense R&D projects. Results of the empirical analysis indicate that management support, user-driven requirements management, and project planning capability are key elements for project performance.

  • This study examines a normative model of project management systems, PPMS, to provide information for directing R&D activity in order to increase R&D productivity. The PPMS (Project Process Management System) is a disciplined and systematic framework to manage R&D projects effectively and efficiently under the assumption of a strategic decision making and long-range planning. The purpose of PPMS is to provide for the management of research organization at different levels an effective management tool; first, for the planning system which deals with rational selection and authorization of R&D projects, second, for the control system which concerns monitoring and controlling the execution of R&D projects, and finally, for the evaluation system which attains evaluation of the performance results of R&D projects and determination of the necessary follow-up. A view for the future development of project management within the context of a project-performing organization is also elaborated to exhibit the progress and phase description of the project management system.

  • The Korean government's recent R&D policy has focused on encouraging government-funded research institutes (GRIs) to develop mid-term, long-term, and large-scale R&D projects. It is necessary to prepare thoroughly for the new R&D strategy, but there is no systematic accumulation of planning expertise, and there has been continued demand for good examples of research planning. Therefore, this study analyzes the reports of preliminary feasibility for government R&D programs through a meta-analysis of detailed evaluation items and contents to help researchers enhance their project-planning ability. The evaluation items that can be applied to R&D planning for GRI were reviewed, and twelve detailed evaluation items were selected through content analysis. The results of this study could contribute to practical R&D project planning and the improvement of evaluations.

  • The aim of this study were to investigate the process of national R&D project planning by using the industry quantitative analysis(especially supply-chain enterprise ananlysis). In the selection process of funding project, the role and significance of the industry analysis can be identified as the effective guideline of using this methodology. Across the study, the following is noted : the factors of R&D effectiveness and R&D necessity are found reliable and valid. On the other hand, the emptiness of supply chain and the positive effect of foreign trade balance did not influence the selection of project. The information gained from this study will help us to define better expectations and industry analysis employing to the National R&D Project Planning.

A Study on R&D Project Planning Selection Evaluation Indicators based on CIPP model (CIPP모형을 활용한 R&D과제기획 선정평가 도구 개발 연구 : K연구원 중심으로)

  • The purpose of this study was to develop an evaluation tool for selecting new projects for R&D project planning level of K Research Institute. For this purpose, items and questions for R&D project selection evaluation were developed based on the CIPP model and previous studies on selection evaluation and evaluation indicators for research project evaluation, and then two Delphi surveys were conducted. The developed evaluation tool was surveyed by 13 experts to verify contents validity ratio, convergence and consensus. The finally selected evaluation tool for R&D project planning consisted of 21 questions in 8 items, including 5 questions for context evaluation, 2 questions for input evaluation, 8 questions for process evaluation, and 6 questions for product evaluation. The evaluation tool developed will contribute to the solution of problems in the bottom-up planning process and to the improvement of the planning competence of the researchers. It will also contribute to improve the consistency and efficiency of evaluation during the selection process.

  • This study attempts to provide an efficient method for managing the Nuclear R&D projects. It should be noted that the technology and experiences to develop a well-balanced plan and mon-itoring for the R&D project are not yet well established when compared with the commercial con-structionand engineering projects. This study recommends that the R&D project manager utilize the scheduling techniques to establish an integral management system taking in to account the un-certainties in the research environment. Based upon the results of a case study for the Liquid Metal Reactor Design Technology Development Project which is led by the KAERI this study also con-firms that it is possible to run the national nuclear R&D projects with the Scheduling & Planning.

  • Based on analysis of trend and development of industrial and technical information such as patents and scientific data, using industrial and technical information in the process of planning can be a important factor to reduce budget and opportunity cost. This study aims to investigate needs to collect and analyze industrial and technical information in planning of R&D project. To do it, this study examines definitions, needs and types of industrial and technical information for planning of R&D project. And then this study investigates the importance of use of industrial and technical information in the process of planning of R&D and performs case study in domestic and foreign countries. Lastly, this study investigates a method to analyze industrial and technical information for R&D planning and proposes the role of a library for R&D planning.

R&D Project Selection Models in the Public Sector (중점연구개발과제 도출을 위한 기술기획 모델-공공부문의 정보통신기술개발계획을 중심으로-)

  • The purpose of this paper is to purpose methods and procedures by which we can set up technology planning scheme essential for R'||'&'||'D(or technology) planning in public sector (governmental and government-sponsored institutions), and can develop and select "main R'||'&'||'D projects" which are crucial to R'||'&'||'D planning, were quite specifically discussed in case of I'||'&'||'T(Information '||'&'||' Telecommunications) sector, so that they may not remain theoretical but may be practically applicable to real R'||'&'||'D programs. In this paper, the concept of technology planning was defined as a procedure for establishing nominal planning to acquire technologies efficiently for a specific sector. More detailed definition optimal technology-acquisition strategy, i.e., analyzing technological development '||'&'||' environ-ment, establishing R'||'&'||'D objectives as promising technology opportunities, selecting main R'||'&'||'D projects, allocating resources and so on."The"main R'||'&'||'D projects by technology sectors and by planning phases and then deciding on priority. Scoring method was rsed in assessment phase. Summing up, this paper suggested technology planning scheme of methods and procedures for sorting out required technologies, developing and assessing public R'||'&'||'D projects, and finally selecting main R'||'&'||'D projects.

  • The purpose of this study is to pro-actively respond to changes in government R&D policy and start to supplement the limitations of previous KIGAM R&D planning process. We looked out through the existing literature for a variety of R&D planning process, and analyzed the R&D planning process characteristics of each institution through the interview. As a result, we can be derived conclusions and implications from three sides, environmental analysis, demand excavation methods, R&D project configuration and selection method. In the case of environmental analysis and the overall need to enhance the skills and mega trend analysis by market trend analysis. And in the demand side, the institute need to establish challenging and specific R&D goals. In addition, in case of configuration and selection of R&D projects we derived several implications, such as convergence, SME support, resource analysis, selection of long-term project.

  • R'||'&'||'D project management is a process of decisions concerned with the achievement of goals of objectives. Especially, defense R'||'&'||'D project planning is the key in the successfull management of defense development. The defense project managers are constantly having to perform "what if\ulcorner" exercise, such as what if the project is extended out for an additional cost\ulcorner In this reserch, we developed a schedule-cost analysis model based upon Critical Path Method(CPM) and Venture Evaluation and Review Technique(VERT) for schedule-cost trade off analysis defense R'||'&'||'D projects. In the first step, a deterministic model is developed as a heuristic which deterministic model is developed as a heuristic which determines the schedule extension and reduction cost as a function desired schedule. In the second step, a stochastic network simulation model is developed to analyse the project risk (sucess and failure). The expected time and cost can be determined for desired schedule under the assumptions of stochastic arc data (time and cost) with a various precedence relationships. This model provides the defense R'||'&'||'D managers with an estimated and expected cost for curtailing or extending a project a given amount of time. The effectiveness and efficiency of the proposed methods, a heuristic and stochastic networks simulations, have been demonstrated through examples.
