A Way to Enhance Efficiency of Nuclear Program in Korean R&D Program by Data Envelopment Analysis (자료포락분석법을 활용한 국가연구개발사업의 효율성 분석 - 원자력연구개발사업을 중심으로 -)

  • This paper studies the efficiency of public sector confronting with increasing oil price, economy crisis and energy-environment problems. In consideration that efficiency of national R&D program has been subjectively evaluated, this paper focuses objective validity by relative efficiency through a comparison among R&D programs in Korea. To implement this study, data published in national reports on R&D programs is used and analyzing method is induced by related books and theories. At the result of Data Envelopment Analysis on the collected data, this paper suggests the way to enhance the efficiency of nuclear R&D program. This study is the first on efficiency of national R&D programs applied DEA methods and is expected to contribute exploring the more efficient way of program management if more sophisticated DEA could be developed and applied.

  • The Korean economy has undergone growth based on manufacturing end products. The Korean government aims to advance industry by strengthening the materials and components industry, which is attracting more attention in terms of maintaining the competitiveness of existing key industries, and fostering new industries required in the era of the Fourth Industrial Revolution. Despite this importance, there is insufficient related research on the efficient R&D of the materials and components industry. This study analyzed the R&D efficiency. In addition, exploratory research was conducted on the impact of corporate size and type of cooperation on R&D efficiency. Output variables were set to reflect economic performance and the empirical analysis revealed that overall R&D efficiency is low. Small firms were found to perform better than large firms in terms of firm-size, and the efficiency of business-university-research cooperation is worse than other types of cooperation. This study is exploratory research considering the materials and components industry, and the results provide implications for research institutions and regarding types of cooperation. This is expected to help develop polices for qualitative growth and R&D strategies for investment and allocation.

  • Culture technology is contributing to the creation of new values through convergence with other industries. The government is also actively investing in R&D in this field to secure competitiveness. In this study, the R&D efficiency of culture technology is analyzed by characteristics. Data envelopment analysis and non-parametric tests are performed on 968 national research projects in 2016-2019. As a result, it is confirmed that there are a difference in R&D efficiency according to the characteristics of national research projects in culture technology sector. This suggests that when planning national research projects for culture technology, these characteristics should be taken into consideration and strategically promoted.

  • This study considers the improvement of R&D promotion program and its investment efficiency for regional industry. We find out some problems of R&D promotion program and suggest plans to improve investment efficiency of R&D through practical analysis of achievement. Since the 2000s, our country has implemented diverse policies for regional industry; R&D for regional industry has become a core part of business from the point of view of regional industry. As ever, these policies are highly supported for the purpose of securing industrial competitiveness by the central government and local governments. This study, through practical analysis of certain region (Jeonbuk), reviews some problems of R&D promotion program and suggests plans to enhance the achievements of a variety of policies, strategies, and projects. We perform practical analysis using three methods for three different aspects: shift-share analysis for each industry type, performance analysis for each investment type and characteristic analysis for each company type. Reviewing the results of practical analysis, we suggest some plans to promote the collaboration of main R&D support organizations and to minimize the doubleness caused sporadically by the central government and local governments. This research will be used effectively in setting up, implementing, and evaluating R&D investments for regional Industry.

Measuring the Dynamic Efficiency of Government Research Institutes in R&D and Commercialization by DEA Window Analysis (DEA 윈도우 분석을 이용한 정부출연연구기관의 연구개발 사업화 동태적 효율성 분석)

  • Government-funded research institutes (GRIs) have played a pivotal role in national R&D in Korea. To achieve desired goals of GRIs with the limited R&D budget, their performance along with time needs to be measured and compared so that appropriate R&D policies can be formulated and implemented. This study measures the dynamic performance of GRIs from the efficiency perspective using the window model of data envelopment analysis (DEA). DEA is a non-parametric approach to measuring the relative efficiency of decision-making units (DMUs) with multiple inputs and outputs, and the DEA window model can capture the dynamic changes in efficiency of DMUs during multiple periods. The relative efficiency of GRIs is measured from the two perspectives: R&D and R&BD. Patents, papers, technology transfers are selected as outputs for R&D while compensated technology transfers and technology royalty are employed as outputs for R&BD. This study measures and compares the two types of performance of 20 Korean GRIs under the control of National Research Council of Science and Technology during the period of six years from 2008 to 2013. The results are expected to provide fruitful implications for national R&D policy making.

  • The construction industry has been recognized as lagging behind other industries in the area of research and development (R&D) due primarily to the lack of R&D funds. To overcome this situation, the Korea Ministry of Construction and Transportation has a plan to expand its investments on the construction R&D up to 1.72 billion US dollars over the next 3 years. Despite this effort, it is still challenging to conduct the quantitative measurement on the efficiency of construction R&D projects, which can be utilized as the objective basis in the reasonable selection of a promising R&D team or in the consequential evaluation of a R&D performance. This study aims to conduct the efficiency analysis on the construction R&D projects to provide the basis for evaluating the performance of research and development. Toward this end, this study performs an efficiency analysis, which reflects all of the input and output data into/from the construction R&D by utilizing the Data Envelopment Analysis (DEA). The proposed methodology can be utilized to make a better decision on the priority of the R&D investments and present a sound basis to suggest the areas to be improved so as to reduce the inefficiency of R&D projects.

  • Once a production focused on primary industry, Food, agriculture, forestry and fisheries industry is now trying to shed away and plans to totally transform the paradigm of agricultural R&D with a leaping goal towards being a new growth engine. Promoting the bioindustry through utilizing agricultural bioresources was selected as the primary task and also made all efforts to support by all government department and ministry. In this study, we are raised problems and planned the improvements by the empirical analysis of national R&D policy, investment strategy, the recent progress of R&D program, and the performance of R&D investment to achieve early commercialization in fields of agricultural bioresources utilizing. We also propose the R&D role sharing and cooperations of public/private sector to commercialize the agricultural bioresources from the comprehensive empirical analysis results. It will eventually strengthen the national R&D investment strategy and efficiency and then will contribute towards a successful early commercialization performance in bioindustry through utilizing agricultural bioresources.

Development of High Efficiency PDP Driven by RF Pulses

  • The conventional AC PDP has a relatively low efficiency which is close to 1.5 lm/W. If the AC sustain period is replaced by the RF sustain period, due to oscillating and low electric field, almost 60% of the supplied energy is spent by Xe excitation [1]. The efficiency of RF PDP can be $4{\sim}5$ times higher than that of AC PDP. In this paper, we will present the RF PDP that is a new type of PDP. A new display method in PDP using RF pulses is suggested and applied on a 4-inch-diagonal Panel (hereinafter 4" panel). Even though there were many researches in RF discharge, there was not enough research for display application. Now we propose the RF PDP that is a new display field and we will expect to do more research in this field.

Empirical Analysis of DEA models Validity for R&D Project Performance Evaluation : Focusing on Rank Correlation with Normalization Index (R&D 프로젝트 성과평가를 위한 DEA모형의 타당성 실증분석 : 정규화지표와의 순위상관을 중심으로)

  • This study analyzes a relationship between Data Envelopment Analysis(DEA) efficiency scores and a normalization index in order to examine the validity of DEA models. A normalization index concerned in this study is 'sales per R&D project fund' which is regarded as a crucial R&D project performance evaluation index in practice. For this correlation analysis, three distinct DEA models are selected such as DEA basic model, DEA/AR-I revised model(i.e. DEA basic model with Acceptance Region Type I constraints) and Super-Efficiency(SE) model. Especially, SE model is adopted where efficient R&D projects(i.e. Decision Making Units, DMU's) with DEA efficiency score of unity from DEA basic model can be further differentiated in ranks. Considering the non-normality and outliers, two rank correlation coefficients such as Spearman's ${\rho}_s$ and Kendall's ${\tau}_B$ are investigated in addition to Pearson's ${\gamma}$. With an up-to-date empirical massive dataset of n = 482 R&D projects associated with R&D Loan Program of Korea Information Communication Promotion Fund in the year of 2011, statistically significant (+) correlations are verified between the normalization index and every model's DEA efficiency scores with all three correlation coefficients. Especially, the congruence verified in this empirical analysis can be a useful reference for enhancing the practitioner's acceptability onto DEA efficiency scores as a real-world R&D project performance evaluation index.
