Technology Valuation Method for Improving Its Reliability to Expand Technology Transfer Market (기술이전 활성화를 위한 사업화주체 발굴 전(前) 단계에서의 기술가치평가 신뢰성 제고방안에 관한 연구)

  • Due to the toughening intelligence-based competitions among nations, it has become important to industrialize R&D results. To industrialize R&D results through technology transfer, the transfer fee between a technology developer and a company should be discussed. While discussing the transfer fee, the results of technology valuation have been used. However, due to the unreliability of its result, the technology transfer market has not been expanded. In this paper, we discuss the improvement of the reliability of the technology valuation method to expand the technology transfer market. The proposed scheme provides graph-type technology valuation results according to various industrial scenarios using objective technology and market data. With the use of the proposed scheme, the technology developer and the consumer (i.e., the company) can determine the appropriate technology transfer fee. Thus, the proposed scheme is expected to contribute to the expansion of the technology transfer market.

  • 한국 재래산양 체내수정란 생산에 대한 발정동기화 및 과배란 유도방법과 회수된 수정란의 동결 융해 후 생존율을 조사하였다. 발정동기화를 위해 CIDR+FSH 및 CIDR+PMSG의 방법을 이용한 결과, 배란점 및 회수된 수정란의 수는 CIDR+FSH 처리구에서 16.3개 및 9.4개, CIDR+PMSG 처리구에서 16.4개 및 8.7개를 나타내어 두 처리구간에 유의적 차이는 인정되지 않았다. 회수된 수정란을 형태학적으로 평가한 결과 CIDR+FSH 처리구에서 Gade A, B, C 및 D는 75.8%, 15.2%, 4.5% 및 4.5%를 나타낸 반면 CIDR+PMSG 처리구에서는 52.5%, 16.4%, 16.4% 및 14.8%였으며, 이식 가능한 수정란 (Grade A, B) 수는 CIDR+FSH 처리구가 유의적(P<0.05)으로 높게 나타났다. 회수된 수정란의 완만 동결 융해 후 생존성은 CIDR+FSH 처리구에서 73.3%, CIDR+PMSG 처리구에서 63.3%이었으며, 두 군간의 유의적차이는 인정되지 않았다. 따라서 본 결과는 한국 재래산양 체내수정란의 생산과 회수된 수정란의 보존을 위해서 CIDR+FSH로 발정동기화 시키는 것이 효과적이었다.

  • The purpose of this case study is to understand the sustainability practices of knowledge transfer process at the Malaysian government-industry-academia consortium. At this stage in the research, the R&D consortium is defined as an established entity by two or more organizations that pool resources and shared decision making for cooperative research and development activities. In attempts to understand the formation, outcomes and sustainability of the sustainable knowledge transfer process, this paper conducted a systematic literature review based on Gough, Oliver and Thomas systematic reviews protocol. From the review, the data were enriched and enhanced with a better understanding of sustainable knowledge transfer process. The systematic review resulted in identifying six factors including internal and external perspectives. However, key sustainability factors are not only directly influencing KTP, and the consortium, but are also mediated by other organisational variables.

  • This paper proposes a tactile transfer and display method between a data glove and vibration motors module. The data glove is developed to capture the hand postures and to measure the grip forces. The measured data are simplified with the proposed 5-bit transfer and display algorithm, and the vibration motors module is developed to display the measured hand posture and grip force to the operator. The proposed 5-bit algorithm contains both an 8-step hand posture and 4-step grip force level information for tactile transfer to the vibration motors module. Also, the effectiveness of the proposed method is shown through several experiments.

  • 본 연구는 우리나라 고유의 유전자원인 재래산양의 체내수정란 생산기술을 확립하고자 수행하였다. 흡입법(aspiration)과 세절법(slicing)에 의해 난소 한 개당 회수된 난자의 수는 3.9개와 4.1개를 나타내어 slicing방법이 aspiration방법보다는 많은 숫자의 난자를 회수하였으나 유의적인 차이는 나타내지 않았다. 회수된 난자의 등급별 분포는 aspiration방법에서 Grade I, Grade II, Grade III, Grade IV의 비율이 10.3%, 20.5%, 38.5%, 30.8%를 나타내었으며, slicing법에서는 9.8%, 22.0%, 39.0%, 29.3%를 나타내어 Grade III과 Grade IV의 비율이 70% 이상을 차지하였다. 회수된 난자를 체외성숙 시킨 결과 Grade I과 Grade II에서는 85% 이상이 metaphase H (MII)까지 도달하였으나, Grade III과 Grade IV는 40% 이하의 체외성숙율을 나타내었다. 체외수정용 배양액으로 BO를 사용하였을 경우 Grade I 및 II에서 84.4%의 난분할율을 나타내어 TALP를 사용하였을 때의 58.8%보다 높은 난할율을 보였다. 또한 배양액의 종류별 체외발달율에 있어서는 상실배 및 배반포기배로의 발달은 mSOF를 배양액으로 이용하였을 경우 15.0%의 발달율을 나타내었으며, 체외배양 시 항산화물질인 glutathione (GSH)을 첨가함으로서 26.8%의 상실배 및 배반포배로의 발달율을 나타내었다.

  • Experiments on the condensation and evaporation heat transfer characteristics inside plate heat exchanger with R134A are performed in this study. The test plate heat exchangers in 45o, 55o and 70o shevron angle are used. Varying the mass flux of the refrigerant and the saturation temperatures, the average heat transfer coefficients are investigated. It is shown that the heat transfer is increased with increasing shevron angle. Experiments results show that average condensation heat transfer coefficients are decreased with increasing condensation temperature but those of evaporation are increased with increasing evaporation temperature.

A Comparative Study on the Legislative System of IPRs Management of government R&D outputs in Korea and U.S.A (한.미 국가연구개발사업의 지식재산권 관리제도 비교)

  • With the advance to the knowledge-based economy, science and technology (S&T) has been recognized as key factor in a nation's competitiveness. To cope with this kind of new trend Korean government has tried to increase the R&D investment and to streamline acts and regulations concerning national R&D activities. Korea's total R&D expenditure for the year 2007 amounted to about 31.3 trillion won including government R&D of 8.9trillion won. With these efforts the capacity of Korea S&T has made great strides recently. Korea was ranked world's top 7 in R&D investment, top 12 in S&T paper publication and top 4 in patent application. Korean government enacted several pieces of legislation concerning S&T : the "Technology Transfer Promotion Act (1999)"; the "Framework Act on Science and Technology (2000)"; and the "Presidential Regulation for Managing the Government R&D Programs (2001)." In addition, the government has put a lot of effort into promoting the commercialization of technologies developed in public sector and improving the infrastructure of technology transfer and commercialization. However in spite of these various efforts, the technologies obtained from the public sector have not been transferred to the industry properly. Only 24.2% of technologies developed in the public for the year 2005 were transferred to industry. The royalty revenues of the public for the year 2005 was 1.5% of their total R&D expenditure. It shows only a third of the percentage of royalty revenues for the public sector in the U.S.A. and a second of Europe. There are many obstacles of public technology transfer such as immaturity of technology market, lack of licensing experience, and inadequacy of legal system and government policy. In this study I compared the Korean legislative system of patent management of government R&D outputs with the American system, derived problems from Korean system, and suggested proper alternatives.

  • This study is public R & D institutions report to verify what the impact factors on the course of progress of industrialization based on technology companies who previously received prior to the developed technology, what policies and plans for the next requirements based on this by offering the implications for business rate was to contribute to the improvement of the public research institution technology transfer. In this study, the influence factors on technology commercialization derived through the analysis of existing and previous studies, the characteristics of the previously received corporate environmental characteristics and previous technologies through a survey of the company received a technology transfer from public research institutions commercialization decisions and contributions, including sales and commercialization of the results were analyzed by logistic regression analysis demonstrated how to have relevance. Analysis, and linkage with high production company has an existing case of IT technology transfer, commercialization of higher technical success rate was higher compatibility. On the other hand, were observed and expected success rate were higher when a rather commercialized technologies independently be earlier than if participating in joint research in the development of the technology, unlike previously, completeness of the prior art did not significantly affect. This study has the following policy implications. Public research institutions have developed technologies are commercialized to figure out what the requirements of the technical aspects of consumer technologies in order to create economic wealth. And for technology commercialization for enough technical competencies to absorb the technology, and that the technology and considering the link between business and technology commercialization success to be applied. This study has some limitations. First, the sample size was not sufficient. In relation to the presence and participation of corporate success and commercialization of the R & D process, with many previous studies are needed more in-depth analysis by leading research in the sense that different results are obtained. Also did not reflect the will or the corporate culture, management and organizational skills and belongs to the external environment and internal corporate enterprises industry characteristics affecting the success of corporate management of the business. And lacked sufficient consideration of the various technical characteristics present in the form of joint research and industry. Finally, there is a limit of generalizations about other industries.

  • 한우의 mt DNA cytochrome oxidase subunit I, II, 및 III complex지역의 유전적 다형현상을 제한효소를 이용하여 검출하였다. PCR primer 6종에 대하여 20가지 제한효소를 처리하였으며, Pst I, Pvu II, Rsa I, Eco RI, Bgl II, and Msp I 제한효소를 사용하여 유전적 변이를 검출하였다. 검출된 변이체와 한우의 성장과의 관련성을 조사한 결과 cytochrome oxidase subunit III complex 지역의 유전염기서열을 근거로 제작한 primer Mt9 좌위에서 제한효소 PvuII를 이용한 절단형과 체중형질 인 WT15(P<0.05) 및 WT18(P<0.01)에서 고도의 유의성이 관찰되었다. 아울러 , Mt9-Pvu II(P=0.07), Mt6-Bgl II(P=0.05), and Mt8-Rsa I(P=0.05) 좌위 또한 WT9, WTl5, and WT15에서 각각 통계적 유의성이 관찰되었다. 따라서 본 결과는 cytochrome oxidase subunit III complex segments가 candidate gene으로서 기초적 유전정 보 제공은 물론 유전적 개량을 위해 사용될 수 있을 것으로 사료된다.

A Study on the Success Factors of National R&D Commercialization in Agriculture (농업 분야 국가 R&D 기술이전 사업화 성공 요인 분석)

  • This study identifies the commercialization success factors that can be an important indicator for the transfer and commercialization of national R&D results in the agricultural sector. Unlike other industries, the agricultural sector has a non-systematically scaled and processed industrial structure, and R&D is led by government rather than the private sector. Although the quantitative performance of national agricultural R&D, especially the number of patents and publications, has increased rapidly with the quantitative expansion of the government R&D budget, the technology commercialization of the results of agricultural R&D has been accompanied by difficulties for SMEs. Therefore, this study summarized the success factors for commercialization of state-owned technologies presented in previous studies, and based on them, analysed the success factors for commercialization specific to the agricultural sector. It also conducted a questionnaire survey using Delphi and focus group interviews (FGI) with experts from academia, research and industry, and a survey of agricultural companies to derive success factors for commercialization in the agricultural sector using logistic regression analysis. As a result, five indicators with positive correlation and three indicators with negative correlation within technology characteristics, suppliers, adopters, policy and market factors were finally derived as key factors for agricultural commercialization. In the future, it is expected that independent factor analysis of the food and seed sectors, which have independent industry characteristics from the agricultural sector, will be needed.
