This study aims to identify the causal relationship among public technology transfer, technological performance, and research and development (R&D) productivity. Using the impulse-response function(IRF) of a panel vector autoregressive model (panel VAR), this study suggests the results of how long the factors such as technological performance (patent), public technology transfer, and R&D productivity takes and lasts if a one-unit shock of standard deviation occurs. As a result, first, the increase of public technology transfer activities has no power to increase the technology performance but improve the R&D productivity. If the public institute increases its technology transfer activities by one unit, the R&D productivity will increase within five years. Second, the impact of increasing technological performance on improvement of public technology transfer and R&D productivity is an insignificant. Third, the effect of R&D productivity on the public technology transfer creates a substantial reaction after a current time. Considering the structural relationships among public technology transfer, technological performance, and R&D productivity, if policy makers intend to construct the active R&D circumstance, technology suppliers should be motivated to run the active R&D mechanism because they achieve gains.

Although Korean government has made a great deal of investment on R&D projects, corresponding amount of efforts has not been effectively made for their commercialization. Effective technology transfer can help to spread the results of IT R&D programs. The main objective of this study is to provide some strategies for successful commercialization in lieu of technology transfer program at home and abroad. We summarize the present situation of IT R&D programs and analyze the obstacles to improve the process of materializing technology transfer.

Nowadays almost nations try to promote the competition of nation through the development of national science technology. Also Korea has been engaging in this race of through public research&development institute. But recently the commercialization of R&D products appears a poor result in the royalty of technology according weak technology transfer toward IT small and medium-sized enterprises. Even If we have been trying to find the problems and causes, as yet it is true that we don't solve clearly the problem, make a diagnosis about it. This paper analyzes the process of commercialization in public R&D research institute(ETRI: Electronics and Telecommunications Research Institute) through system thinking and researches an interrelationship among government agency, public R&D research institute, and enterprise. This one can find the fact that between research fund and R&D products, transfer technology and royalty, and enterprise's operating profit and active technology transfer like adding technology development is a positive feedback loop. This positive feedback loop in the commercialization of public R&D research institute carries out very important role in examining problems in R&D product's commercialization. Also this paper looks forward to being a guide in the commercialization of public R&D research institute.

This study aims to analyze the factors that could influence business decisions of in the commercialization of R&D when technology is transferred from government research institutes (GRIs) to small and medium-sized enterprises (SMEs). We examine 353 such cases of technology transfer. The dependent variable is whether the licensee had the intention of following up with R&D after the technology has been transferred. The independent variables, classified into ex-ante factors and ex-post factors, consist of the involvement of SMEs into GRI R&D, technology readiness level, relatedness to existing technologies, and contribution to sales revenue and level-up of existing technologies. The results of the study show that the contribution to existing technologies has a positive impact on R&D commercialization. However, unlike our expectation, contribution to sales revenue, the involvement of SMEs into GRI R&D, technology readiness level, the relatedness to existing technologies of the technology transferred have no impact on follow-up R&D.

최근 창출된 R&D 성과의 기술이전을 통해 경제적 부가가치를 높이는 것이 R&D 정책의 핵심적인 이슈로 중요하게 다루어지고 있다. 기술이전은 우수한 기술의 사업화를 통해 수익을 창출하는 역할을 하지만, 국가들 간의 기술이전 실적에는 큰 차이가 존재한다. 그러므로 본 연구는 국가 차원에서 기술이전에 영향을 미치는 요인으로써 과학기술 환경을 분석하였다. 본 연구는 과학기술 환경을 크게 개방적인 환경, 용이한 창업 환경, 지식재산권이 보호되는 환경, 과학이 강조되는 환경으로 구분하여 기술이전에 미치는 영향을 분석하였다. 실증분석을 위해 OECD 34개 국가를 연구 대상으로 선정하였으며, IMD로부터 2002년부터 2011년까지 데이터를 수집하여 분석에 활용하였다. 분석 결과, 본 연구에서 제시한 모든 가설들이 지지되었다. 개방적인 환경과 용이한 창업환경은 기술이전에 대한 관심이나 의지를 제고하여 국가 차원의 기술이전 실적을 향상시킬 것으로 예측된다. 또한 지식재산권의 보호는 R&D 성과의 활용 확산과도 밀접한 관련이 있는 것으로 나타났으며, 학교에서부터 과학이 강조되는 환경을 조성함으로써 R&D 성과의 창출뿐만 아니라 기술이전까지 적극적으로 이루어질 수 있도록 유인해야 할 것이다. 본 연구는 기존의 연구들이 기술이전을 촉진하기 위해 대부분 기술적인 역량을 강조한 측면에서 벗어나 제도적 환경의 영향력을 고려하였다는 점에서 의의가 있다.

R&D 성과이전은 좁은 의미의 기술이전 형태이다. 본 연구는 기술개발 아이디어 탐색으로부터 시장진입에 이르는 R&D 성과이전을 효과적으로 수행하는데 유용한 관리시스템의 구성을 연구하였다. 이를 위해 본 연구는 기술이전의 특성과 성공요소를 분석하고 실험실 연구결과를 사업화 하는 학술적 기업가의 실험실 창업프로젝트의 수명주기를 7단계로 구분하고 사례연구를 통해 위험유형을 각 단계별로 탐색하였다. 이를 바탕으로 학술적 기업가의 R&D 성과를 성공적으로 이전하기 위한 전략으로 마케팅 지향적 사고, R&D 참여 당사자간 역할 명시, 학술적 기업가의 역동적 리더십 발휘 시스템 구축, R&D 성과이전 관리시스템 구축, 그리고 프로젝트 위험관리기법의 사용 등을 제시하였다.

국가R&D의 규모가 커짐에 따라 연구결과의 활용 차원에서 주요한 이슈로 기술이전과 기술사업화가 다뤄져왔다. 본 연구에서는 국가R&D과제를 통하여 기술이전이 실시된 데이터를 바탕으로 기술이전이 되기까지 영향을 미치는 요인을 연구수행 주체에 따라 분석함으로써 효율적인 기술이전이 행해지기 위한 방안을 제시하였다. 기술이전 성과를 분석한 결과, 기술료 수익에 있어서 연구비가 각각의 연구주체인 대학과 정부연구기관, 산업체 모두에 정(+)의 영향을 미치는 것으로 나타났으며, 정부연구기관은 수도권과 대전지역에서 유의미한 영향을 미치는 것으로 나타났다. 또한 산업체의 경우 협동유무와 응용연구단계, 연구에 대한 시간에 대한 투자가 유의미한 영향을 미치는 것으로 나타났다. 반면, 기술이전 건수의 경우에는 대학은 연구비, 개발 단계의 연구에, 정부는 연구기간과 연구비, 개발단계의 연구에 유의미한 영향을 미치는 것으로 나타났으나, 산업체는 기술이전 건수에 응용연구만 정(+)의 영향을 미치는 것으로 나타났다. 따라서 효율적인 기술이전 성과 창출을 위하여 각각의 연구주체에 따른 차별화된 정책이 실행되어야 하는데 이를 위해서는 연구 주체들의 성과 분석을 통하여 주체들에 대한 구체적인 포지셔닝을 하고, 이를 바탕으로 연구과제의 목적과 미션을 차별화하여 기술이전이 효율적으로 행해질 수 있도록 지원해야 할 것이다.

정부의 R&D 투자는 지속적으로 증가하고 있지만, 그에 비해 정부출연연구기관의 기술이전이나 사업화 성공률은 투자에 비해 낮은 상황이다. 본 연구는 정부출연연구기관의 기술이전 사례 분석을 통해 성공적인 기술이전 방법론을 제시하였다. 구체적으로 K 연구원에서 실시한 3가지 유형의 기술이전 프로그램(수요기업 중심모델, 보유기술 중심모델, 컨소시엄 중심모델)의 사례 분석을 통해 연구원의 보유기술을 기업에 홍보하는 일반적인 형태의 기술이전 마케팅보다 잠재적인 수요기업 발굴을 통한 기술이전 방법이 기술이전에 더 효과적임을 설명하였다. 또한, 수요기업의 니즈를 고려한 R&D 사전기획이 기술이전 성과에 긍정적인 영향을 미치기 때문에, 이를 고려한 전략적 R&D 기획의 중요성을 시사하였다.

Global research and development (R&D) spending has increased in recent years as the need for new technologies has grown and structural changes in the market have become evident. R&D and its transfer into the commercial sector have an important relationship. This paper analyzes the relationship between industrial R&D expenditure and how it affects technology transfer in Malaysia, Singapore and Taiwan. The research is based on the analysis of secondary data from published annual reports followed by a quantitative analysis of primary data using survey questionnaires. The research finds that the bulk of R&D expenditure was from the top ten organizations and the top five industries for each country. The findings also reveal that an organization's readiness in terms of technology and people capabilities is still weak in Malaysia and Singapore. The findings also indicate that there is a relationship between industrial R&D expenditure and the propensity of technology transfer in Taiwan.

본 연구는 우리나라 공공 연구기관들의 기술이전과 사업화 과정에 관련된 주요 활동 및 기술이전 사업화 성과에 영향을 미치는 요인들을 도출하고 국내 공공 연구기관의 기술사업화 프로세스에 대한 포괄적인 이해를 도울 수 있는 모형을 제시하였다. 구조방정식을 이용한 공공연구기관의 기술사업화 프로세스 모형은 투입-중간산출역량-산출(성과)의 구조를 적용하여 구성하였다. 선향 연구에서 도출된 이론을 바탕으로 투입 요인으로는 R&D 투입, 기술사업화 전략/지원, 기술사업화협력, 사회적 자본 등을 포함하고, 중간산출역량요인으로 R&D역량을, 산출요인으로 기술사업화 성과 등을 포함하고 있다. 기술사업화 프로세스 모형을 국내 대학 및 공공연구기관을 대상으로 설문조사를 실시하여 회수한 88부와 관련 통계 자료를 활용하여 실증분석하고 결과를 제시하였다. 주요 실증분석 결과를 보면 R&D 투입은 R&D역량에 긍정적인 영향을 미치며 R&D역량은 기술사업화 성과에 영향을 미치는 것으로 나타났다. 그리고 기술사업화 협력과 사회적 지본도 기술사업화 성과에 긍정적인 영향을 주는 것으로 나타났으나 기술사업화 전략 및 지원이 기술사업화 성과에 미치는 영향은 통계적으로 유의하지 않은 것으로 조사되었다.
