실증분석을 통한 지역산업 R&D 육성전략 및 투자 효율성 제고방안 연구: 전북 지역산업 R&D를 중심으로 (A Study on the Improvement of R&D Promotion Program and its Investment Efficiency for Regional Industry by Practical Analysis: Focused on R&D for Regional Industry in Jeonbuk)

  • 본 연구는 지역산업 경쟁력 제고를 위한 육성정책의 핵심인 지역산업 R&D의 육성전략 및 성과에 대한 실증분석을 통해 문제점을 도출하고 R&D 투자 효율성을 증대하기 위한 연구이다. 우리나라 지역산업은 2000년대에 접어들어 국가균형발전정책과 더불어 본격적으로 전개되기 시작하여 산업통상자원부를 중심으로 한 다양한 지역산업 육성정책이 추진되었으며 현재는 비수도권 14개 시도의 산업경제를 선도하는 핵심 사업으로 자리매김하고 있다. 지역산업 육성정책 중 핵심 프로그램인 R&D지원의 경우 규모가 지속적으로 확대되고 있으며 산업경쟁력 확보를 목적으로 범 부처 청 및 광역지자체별로 자체적인 지원사업들에 대한 지원을 더욱 강화하고 있다. 본 연구에서는 지역산업정책 중 가장 큰 비중을 차지하고 있는 핵심사업인 지역산업 R&D에 대한 국가 R&D정책, 부처 청 및 지역자체의 R&D정책, R&D전략, 사업 추진현황, 성과 등에 대해 특정지역(전북)의 실증분석을 통해 문제점을 도출하고 성과창출 확대를 위한 개선방안을 제안하고자 한다. 또한 제안된 개선방안을 통해 부처 청 단위의 국가 R&D, 지자체 R&D 등에서 산발적으로 지원되고 있는 R&D의 중복성 최소화 및 지원주체별 협력방안을 제시하여 지역산업 R&D투자의 전략성과 효율성을 강화함으로써 궁극적으로 지역의 산업육성 성과창출을 극대화하는데 기여할 것으로 기대된다.

  • 본 연구는 IoT 분야의 다양한 정부정책을 파악하고, 이들 간 상대적 중요성을 분석하고자 하였다. 이를 위해 전문가를 대상으로 Analytic Hierarchy Process(AHP)분석방법을 활용하였다. 그 결과, 첫째, IoT 관련 정책범위가 광범위함에도 불구하고, 학계, 산업계 등의 정책 전문가가 매우 제한적이었고, 둘째, 만족도관점에서 해외진출정책, R&D지원 정책, 벤처지원정책, 인력양성정책, 규제정책의 순이었으나 전반적인 만족도 수준은 낮았으며, 셋째, 중요성 관점에서 벤처지원이 가장 높았으며, 그 다음으로 R&D지원, 인력양성, 규제정립, 해외진출의 순으로 높았다. 종합하면 연구활동 지원, 해외시장 개척지원, 벤처제품우선구매, 산학협동 대학교육 강화 등의 선도자적 정부역할에 높은 중요성을 부여하고 있었던 반면에 조정자적 역할에 대한 중요도 인식은 상대적으로 낮았다. 그러나 전문가집단도 정부가 중요한 프로젝트에서는 기본적으로 시범사업이나 실태조사 등을 수행해 와서, 이의 중요성에도 불구하고 제대로 인식하지 못하였을 수 있다.

철도교통 분야 정책·제도적 R&D 실용화 촉진 방안 연구 (A Study on the Improvement of R&D commercialization policy system for Railroad Transportation)

  • Recently, the Korean government has been making efforts to achieve 'creative economy' based on science and technology. As part of these efforts, it has been promoted specific policies for innovation and performance enhancement of national R&D projects. They contains commercialization of research outcomes, technology transfer, technology based startup and support small and medium-sized businesses. The railroad transportation industry is a representative in the field of SOC and has own characteristics different from other industry areas. Especially, industry and market of railroad transportation are directly related to planning and implementation of government SOC policies. So in order to promoting commercialization of railroad transportation projects, it is very important to ensure consistency between government policies and R&D projects. In this paper, we investigate barriers of successful commercialization with typical researchers in the area of railroad transportation, and suggest problems and improvements of policy-based commercialization by giving specific examples.

A Study on Strategies of Public R&D to Achieve National Carbon Neutrality: Focusing on the Implications of the Republic of Korea

  • Climate action is at the top of the agenda in the international community, as demonstrated at the 2021 G7 Summit and the 2021 UN Climate Summit. Major developed countries are scrambling to make a transition to a green economy and create a new growth momentum. Following the Paris Climate Agreement in 2016, they focus on "carbon neutrality" as an effective means of tackling climate change. The Republic of Korea, a high-carbon economy, submitted its second Nationally Determined Contribution and announced carbon neutrality as a top policy priority. Accordingly, the country increases government budget in research and development (R&D) and science and technology (S&T) policies. Against this backdrop, this study analyzed policies on carbon-neutral S&T and R&D in major advanced countries. The analysis was made by identifying globally pending issues in carbon-neutral policies and climate technology. In addition, focus group interviews were conducted six times with 10 experts to come up with three R&D strategies and action plans for government-funded research institutes to achieve carbon neutrality. To be specific, the following measures were suggested. First, creative and innovative R&D programs are required to solve the problem of carbon emissions. Second, it is necessary to establish carbon neutrality policies and infrastructure which are sustainable to run and manage. Third, it is crucial to promote cooperation in climate technology based on excellence. In conclusion, the strategies proposed in this study are expected to provide directions and implications for policymakers, researchers, and scholars in science and technology to develop effective strategies to achieve national carbon neutrality.

간호서비스 연구개발 분야에서의 우선순위과제 도출 (Development of Agenda Priority for Nursing Service Research and Development)

  • Purpose: The purpose of this study was to suggest agenda priorities for nursing service R&D (Research and Development) related policies development. Methods: Two steps in developing the agendas and priorities were performed in this descriptive study. First, nursing service R&D agendas were extracted through needs assessment of nursing researchers and practitioners. Then, the priority of agendas was set by Analytic Hierarchy Process by ten experts who were representatives of nursing and other healthcare professionals. Results: Six core areas and forty-six nursing service R&D agendas were developed. The priority of agendas was different according to the evaluation criteria depending on weight value of nursing services. Conclusion: In order to select and promote nursing service R&D projects within national healthcare policy, nursing service R&D policy should be proposed with consideration to the importance of the criteria in reflecting characteristics of nursing care. By strengthening R&D capabilities for quality improvement and sensitive awareness of national directions for healthcare R&D policies, nursing service R&D can be appropriately promoted.

  • Using the results of the expected busy periods for the dyadic Min(N, D) and Max(N, D) operating policies in a controllable M/G/1 queueing model, an important relation between them is derived. The derived relation represents the complementary property between two operating policies. This implies that it could be possible to obtained desired system characteristics for one of the two operating policies from the corresponding known system characteristics for the other policy. Then, upper and lower bounds of expected busy periods for both dyadic operating policies are also derived.

  • In industrialised countries, innovation is a key source of economic growth. Research is a key driver of technological innovation and involves the process of systematic investigation and/or experimentation to discover new knowledge. The Governments' industry innovation policy supports a business focus on Research and Development (R&D) through a range of programs in order to achieve these aims. The Innovation Statement, launched by the Australian Prime Minister in January 2001, commits an additional $3 billion over five years to encourage and support innovation. The Australian Government aims to build world competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity. It develops policies and programs to enhance investment in innovation. The Australian Government also undertakes analysis and comparisons of innovation policies, instruments and approaches to maintain a leading-edge National Innovation System. This includes analysis of the innovation activities of other nations, and evaluation of the impacts of innovation policies and programs on Australia's institutions and enterprises. 정부 R&D 지원이 민간 R&D 투자에 미치는 영향: 혁신성장동력 정책을 중심으로 (The Effects of Government R&D Support on Private R&D Investment: Evidence from Innovative Growth Engine Policies)

  • Purpose - The purpose of this study was verifying the policy effects by field of innovative growth engines, focusing on the discussion of the relationship between government support and corporate R&D activities (substitute/complementary goods), and based on the results, policy recommendations for promoting private R&D were carried out. Design/methodology/approach - Through literature research, academic/theoretical discussions about relationship between government support and corporate R&D activities were synthesized. Next, survey data were collected for companies engaged in the field of innovative growth engines and empirical analysis was conducted on the relationship between government support and R&D activities in 13 major sectors. Findings - First, as a result of analyzing all companies regardless of sector, government R&D subsidies had a positive (+) relationship with R&D activities of companies engaged in innovative growth engines, that is, a complementary relationship. Next, as a result of performing empirical analysis by dividing the 13 fields, it was found that 9 fields were complementary goods in which government support had a positive (+) effect on the R&D activities of companies. On the other hand, in the remaining four fields, the effect of government support on corporate R&D activities was not statistically significant. Research implications or Originality - In order to promote R&D activities of companies in the 9 fields where government support acts as a complementary product, it is necessary to establish policies centered on direct government support. On the other hand, it would be more desirable to seek indirect support rather than direct support in the 4 fields where government support did not have a statistically significant effect on corporate R&D activities.

  • Technology diffusion policy can be defined as the role of government in linking knowledge production with usage. It has an importance due to the fact that linking knowledge between the producing agent and using agent does not automatically occur. If knowledge produced by an R&D agent is not used by somebody else, the knowledge may deteriorate to a social loss since knowledge production consumes a considerable degree of social resources. Explicit technology diffusion policies are not found in Korea. There we, however, a number of implicit policies to promote technology diffusion, mainly by promoting cooperation among universities, industries and research institutes. Government R&D programs have provided incentives for cooperative research projects, and many government sponsored institutes have been assigned the role of technology assistance for small and medium sized firms. Nevertheless, diffusion policies remain weak in comparison to other innovation and technology policies. This is reflected in the relatively small scale of government support for technology diffusion programs. In addition, there is no systematic approach between the different ministries for enhancing diffusion across technologies, institutions, sectors and regions. A comprehensive evaluation of government diffusion programs, which is necessary for improving policy and program design, is lacking. Enhancing the diffusion of technology in Korea will require the strengthening of policies at different levels, including; 1) increasing the orientation of science and technology policies towards diffusion; 2) increasing the scale of existing diffusion programs; 3) developing new diffusion programs, in particular sector-specific or manpower training programs; 4) developing policies to encourage a culture of cooperation that can facilitate technology diffusion; and 5) carrying out substantial policy research to develop diffusion policies.

중소기업 R&D 정보 지원과 성과의 관계에 대한 연구: ICT 기업을 중심으로 (A Study on the Relationship between R&D Information Support Programs and SME Performances: With Focus on ICT SMEs)

  • 최근 우리나라는 글로벌 경제의 침체를 극복하고 침체된 경제를 활성화시키기 위해서 중소기업의 혁신역량을 강화시킬 수 있는 다양한 정책을 진행해 왔다. 이 연구는 ICT 기술 기업이라는 관점에서 이러한 정부의 노력 중에서 R&D 정보 지원 사업이 가진 가능성과 한계를 실증적으로 연구해서 증거기반의 정책이 가능하도록 시사점을 제공하고자 한다. 이 연구에서는 2014년 중소기업 기술통계조사 결과를 활용해서 정부의 R&D 정보 지원 정책과 중소기업의 기술적 또는 경제적 성과가 어떤 관계가 있는지 분석했다. 이 연구의 결과에 따르면 중소기업에 제공된 R&D 지원 사업(R&D 기획 지원 및 기술정보 제공)은 기술투자에 유의한 관계가 있는 것으로 나타났다. 반면에 R&D 정보 지원 사업은 기술적 또는 경제적 성과와 직접적으로 유의한 관계는 없는 것으로 밝혀졌다. 다만, R&D 기획 지원 사업은 기업이 ICT 분야를 연구하는 경우 기술적 성과에 유의한 관계가 있는 것으로 나타났다. 이 연구의 결과는 ICT를 포함한 기술 중심의 중소기업을 지원하는 정책을 구상하는 정책입안자에게 다양한 시사점을 제공할 수 있으며, 특히 중소기업에게 정보를 지원하는 기업이나 연구자에게 여러 가지 정책적 가이드를 제공해 줄 것으로 기대한다.
