The movement of continuously changing positions should be stored and indexed for querying current and past positions. A simple extension of the original R-tree to add time as another dimension, called 3D R-tree, does not handle current position queries and does not address the problem of low space utilization due to high overlap of index nodes. In this paper, 1 propose the dynamic splitting policy for improving the 3D R-tree in order to improve space utilization of split nodes. 1 also extend the original 3D R-tree by introducing a new tagged index structure for being able to query the current and past positions of moving objects. 1 found out that my extension of the original R-tree, called the tagged dynamic 3DR-tree, outperforms both the 3D R-tree and 75-tree when querying current and past position.

Under the diagnosis of low employment rate and low growth, the government regards the creation of new jobs through the creative and innovative R&D as an important national plans. This study attempts to measure the employment creation effect of R&D investment of industrial technology by using input-output analysis used in domestic and international broadly. The employment effect can be divided into employment inducement effect and direct employment effect. As a result of the analysis, The employment creation effect of R&D investment of government industrial technology is measured to be 8-12 peoples per 1 billion KRW investment. This results mean that government R&D investment is a effective policy for employment creation. And it is necessary to establish R&D policies that reflect the technical characteristics of the employment creation effect. In short term, it is important that the government invest the superior technology of total employment and direct employment as essential means of employment creation by selection and concentration strategy. In mid-long term, the government should focus on technology spread as technology transfer and opening innovation strategy for employment creation to support superior technology of employment inducement. The results of this study can be used in analysis on the employment creation effect related to industrial technology R&D.
It is almost impossible for firms to possess all of resources and capabilities needed to create technological innovations in modern competitive environment. This situation forces firms to conduct R&D collaboration. Therefore, this paper analyzes an effect of appropriability protecting knowledge exclusively on R&D collaboration and product innovation performance. In addition, we investigate how the governmental R&D support moderates and influences those relationships through empirical analysis. The results of moderated mediation show that the impact of appropriability on product innovation performance appears to be a common pattern in each conditional indirect effect of appropriability regardless of financial, direct, indirect R&D support of the government. The more governmental R&D supports increase over a certain level, the more conditional indirect effects of appropriability on product innovation performance increase through the vertical R&D collaboration. However, conditional indirect effects of appropriability through horizontal R&D collaboration are not significant in all levels of government R&D supports. If we utilize an analysis of moderated mediation by applying governmental R&D supports as a moderator, it is possible to analyze a significant strength of innovation policies and their performance. Therefore, this paper would make a contribution to an evolution of governmental R&D support and an effective formulation of innovation policy.

The government's various support policies have helped Korea's SMEs and startups to grow from the beginning to the end, from domestic companies to exporters. In particular, direct business support policies such as financial support, R&D projects, and export support have been effective in helping a large number of entrepreneurs and startup companies to establish themselves in the market and have achieved tangible results every year since the establishment of the Ministry of SMEs and Startups. As such, the government is making significant efforts to create and promote various types of support policies and to help companies utilize them in their business. However, this study aims to analyze the factors that affect the satisfaction of government policies and the achievement of managerial performance from the companies' perspective and to suggest the purpose of government support policies and the direction companies should take. Specifically, this study categorizes entrepreneurial self-efficacy into marketing, innovation, management, risk-taking, and financial management, using the relationship model of self-efficacy and collective efficacy to ultimately lead to practical results for SMEs and startups support policies. It uses perceived firm efficacy as a variable to reveal the influence relationship. In addition, the direct and mediating effects of entrepreneurial self-efficacy and policy satisfaction on managerial performance were analyzed to determine what SMEs and startups support policies should do. The results showed that, first, among the five components of entrepreneurial self-efficacy, innovation, and risk-taking efficacy positively affected perceived firm efficacy. Second, the specific components of entrepreneurial self-efficacy, marketing, and financial management efficacy positively influenced policy satisfaction. Third, we found that perceived firm efficacy positively influenced policy satisfaction and managerial performance, which are factors of SMEs and startups' policy performance. Specifically, perceived firm efficacy positively influenced policy satisfaction managerial performance. Fourth, we found that policy satisfaction positively influenced managerial performance.
Purpose - Research on the ability of domestic public institutions to conduct business is being conducted. Research on government support policy for public technology projects, emphasizes technology creation. Public agencies are encouraging evolutionary barriers at the stage of realistic business. This paper presents the policy possibilities by presenting policies and strategies based on corporate public policy. Research design, data, and methodology - In this study, we surveyed the actual state of public technology commercialization based on the data on state of technology commercialization of public institutions. We collected and analyzed the literature data to enhance the competitiveness of technology commercialization by identifying success cases of public technology commercialization. In Korea, there are not many research papers that provide policy alternatives for technical commercialization of public research institutes. Therefore, in this paper, we review various government policies and check the status of technology commercialization to increase its value. Results - As a result of this study, it is suggested that various policy development is necessary for the commercialization of public technology, because it is important to increase the value of technology users, suppliers, investors and customers through various network activation. In particular, it is necessary to establish differentiated Korean public technology commercialization model for the proliferation of public technology commercialization by presenting methodical model of technical commercialization. Conclusions - Through this study, it is important to raise the competitiveness of domestic public technology commercialization, to create economic value, and to improve the performance of technology commercialization. Therefore, it is necessary to contribute to the creation of research achievement, research method of excellent technology, and method of commercializing technology, and to create achievement of technical commercialization in the future. In addition, from the viewpoint of commercialization of technology, strategies for creating value through utilization of public technology should be prepared, and a plan for mutual prosperity among domestic companies should be prepared. Policy alternatives of various public technology commercialization to build national competitiveness have been developed, and various examples of performance for the performance of public technology commercialization should be derived.
Responsible Research and Innovation (RRI) is a concept emerging rapidly as a theoretical and methodological framework to shape science for better society, instead of merely for economic growth. While the responsibility of science usually means ethics of researchers in the process of research, RRI extends the concept of the responsibility by claiming that researchers should be responsible for the purpose and outcome of research as well. In addition, RRI proposes four interconnected concepts of anticipation, reflectivity, deliberativeness/inclusiveness, and responsibility as a methodological framework to achieve these tasks. However, RRI is not merely a theoretical concept but has been already practiced at many levels in real world. We discuss how RRI has been practiced and played important roles in reflecting on research and innovation policies in the past and guiding new policies by examining two research projects, STIR and SPICE, and three national R&D programs, EPSRC's embracement of RRI in the Britain, MVI in the Netherlands, and R&D for social problem-solving in Korea.
This study aims to analyze the factors that influence the technological performance of national R&D programs, and to compare these factors with those that affect R&D in the machinery and chemical industry. This study also seeks to explore policy implications for the national R&D programs to meet the characteristics of each industrial technology. The results of this study are as follows: First, big enterprises create more Korean patents than small- and medium-sized enterprises (SME) in the machinery R&D. Moreover, government-funded research institutes produce more SCI articles than enterprises in the chemical technology R&D. Second, there is no significant difference in the number of institutions that participate in the machinery technology R&D. Third, the production of Korean patents and Science Citation Index (SCI) articles on all samples in the machinery industry are influenced by government grants. For instance, in the samples, which consist of enterprises, the creation of overseas patents is influenced by the amount of government grants. Fourth, there is no significant difference in the magnitude of private investment, regardless of the sample and industry. In conclusion, different factors influence the technological performances of the national R&D programs in the chemical and machinery technology R&D. This shows that it is necessary to consider the characteristics of industry-specific technology when making science and technology policies for the national R&D programs.
This study analysis the current status and policies of Korean Medium Sized Enterprises, and compared with those of U.S and Germany Recently the number of Korean Medium Sized Enterprises is highly increased. But the average sales, employment, and export which can be the indicator for growth were decreased, particularly the decrease of R&D intensity was remarkable. There are 3 policies suggestions necessary to accelerate growth of Medium Sized Enterprises. First, reform the system for Medium Sized Enterprises to grow their activity. There need to direct support as well as arrange governmental regulation. Second, need to increase R&D aid for enhance innovative competence of MSE. Lone-term continuous support for R&D is most import for promoting competitive Medium Sized Enterprises. And the lastly, for successful supporting policy there need to modify the comprehensive criterion for present Medium Sized Enterprises.
Among numerous policy influencers' and researchers' advices and policy suggestions, there is little opposition to the proposition that technology is essential to the economic development. The role of technology has never been more emphasized than today in Korea as in any other countries. The effects of the government's innovation policy on corporate R&D activities and more broadly the economic welfare of a whole nation are widely recognized with intuitional and empirical evidence. That is, various R&D incentives reduce the marginal cost of a firm's R&D efforts, inducing as much increase of its R&D investment to result in a better chance to acquire target technology. This paper examines the impact of R&D incentives on the technological outcomes by analyzing individual firms' investment behaviors subject to the government's R&D incentive policies. An econometric model of technological outcomes is estimated on a project level with cross-sectional data. "Probit model" is employed for estimations. Special attention was given to the effectiveness of R&D programs by estimating policy impact by types of investment. The data were collected from 928 different R&D projects completed between 1987 and 1993. With the single equation approach, we were able to find that the structure of investment is a far more significant factor in technological outcomes than the total amount of investment. The analysis also shows that the two types of firms' matching investment, in-kind and cash, do not bear a complementary, but a substitutive relations to each other. It also reconfirms the proposition that R&D incentives increase firm's financial investment. Despite many supportive studies emphasizing the cooperation between innovation performers, it is also found that the larger the number of institutions involved in a project, the less likely it leads to a technological success, And meeting the proposed deadlines without postponing is estimated to be a good barometer to predict the outcome of an R&D project. Also the probabilities of success for major variables are represented for policy implications, after calculating marginal effects.

The Biotechnology Support Act has provided a legal basis for promoting the biotechnology field as the highest legal authority in the biosciences since its enactment in 1983, and has contributed to enhancing Korea's biotechnology research and development (R&D) capabilities and to revitalizing bioscience ecosystems by establishing policies for supporting biotechnology, expanding the government research and development, and promoting industrial applications. The revised bill of the Biotechnology Support Act is the law that reflects changes in the technological and social environment and that provides a legal basis for practical support of government policies such as total periodic research support, commercialization empowerment, and creation of an innovative research environment, and it will come into effect in November, 2020 after a six-month grace period. The main contents of the revised bill are 1) increasing status as a general norm in the biotechnology field, 2) establishing data evidence-based policies, 3) inducing biotechnology innovation, and 4) promoting regulatory science, especially research and development. This revision has been reorganized in a timely manner in accordance with the current technological advancements, changes in society and environment, and both quantitative and qualitative growth of the domestic bioscience ecosystems and its competitiveness are expected by systematic supports and promotions of the government during the whole period in terms of research and development (R&D) as well as business and industrialization.
