In this paper, I propose the modular support of IT small companies that assigns specialist on each module and create the module corresponding to R&D processes to small companies in order to support technical difficulties arising in a R&D process of IT small companies. The number of applied target companies is 149 IT small companies and altogether 45 specialist who had supported 10 modules. As a result of observing for two years, I identified that the system helps the technical difficulties.

RTCA DO-278A는 통신, 항법, 감시 및 항공 교통 관리(CNS/ATM) 시스템과 장비에 대한 비항공용(지상 및 우주) 소프트웨어의 무결성을 보장하기 위한 개발 지침을 제공한다. 안전하고 효율적인 공항운영을 위한 차세대 지상이동 관제시스템인 A-SMGCS는 DO-278A의 무결성 보장 고려사항을 준수하여 개발되어야 한다. 본 논문에서는 소프트웨어 개발 수명 주기 전체에 걸쳐 DO-278A의 소프트웨어 무결성 보장 고려사항을 반영한 A-SMGCS 개발 방법을 제안한다.

Governments around the world invest in research and development (R&D) for different purposes : national economy, defence, environment, health, etc. as a means of national survival beyond the means of national competitiveness. These are usually programs with high social impact but low short-term economic impact or large scientific programs that are too expensive and risky for private sector investment alone. The Republic of Korea has also shown a very successful model of economic progress and social development through government R&D programs. However, there have been many corruption scandals behind it while selecting awardees for government R&D programs in Korea. So, the Republic of Korea focused on reforming appraisal system for government R&D and began preparation for "Clean Appraisal System" last year. In this study, first we analyzed the related appraisal tasks through the review of laws and administrative rules and typed appraisal tasks according to the flow of the actors and time. Thus securing the information infrastructure and finally we drew the conceptual model of the system according to an open appraisal tasks by introducing an element of the OECD on open government typed appraisal tasks.

현재 국내의 정부 R&D 사업은 300여개에 이르고 있고, 이를 사업의 특성별로 16개 국가R&D 관련 부처 청의 15개 대표연구관리 전문기관에서 각각 관리하고 있다. 이로 인하여 발생하는 국가 R&D에 대한 중복 투자와 체계적인 R&D연구과제 및 성과관리의 미흡으로 R&D 투자의 효율성에 대한 문제가 계속해서 제기되고 있다. 그러한 가운데 이러한 문제를 해결하기 위하여 교육과학기술부는 국가연구개발의 기획에서 성과활용에 이르기까지 연구개발의 효율화를 지원할 수 있는 국가 R&D 포털시스템으로써 국가과학기술종합정보시스템(NTS)을 구축하고 있다. NTIS와 같이 분산된 데이터의 통합시 동일한 의미의 데이터들이 각 조직에서 달리 명명되고 다른 데이터 유형으로 되어 있기에 통합된 데이터의 정확성과 높은 수준의 품질을 달성하는 것이 어려운 문제이다. 본 논문에서는 NTIS 시스템의 인력/과제/성과 정보의 통합DB 구축 및 연계방식과 이를 통해 수집된 데이터의 품질관리를 위한 데이터정제 프로세스를 고찰해 본다. 그 과정에서 발생할 수 있는 데이터 품질문제의 요인을 분석하여 NTIS의 데이터 품질향상을 위한 개선방안을 제시한다.

우리나라의 현행 법령은 국가R&D보고서 정보 가운데 대외적 보안이 필요한 경우 또는 이해관계자의 요구에 따라 일정기간 비공개가 필요한 경우에는 해당 연구보고서의 공개 및 등록 등을 하지 않을 수 있도록 규정하여 연구보고서 정보의 수집 및 유통에 일정부분 영향을 미치고 있다. 비공개 국가R&D보고서도 국가R&D사업의 중요한 성과물의 하나이므로, 비록 일정한 사유에 따라 비공개되더라도 그 비공개 사유가 해소되는 등 비공개의 필요성이 없어진 경우에는 관련 정보의 유통체계를 구축하는 것이 필요하다. 특히, 현재 많은 국가R&D보고서가 비공개 대상으로 분류되고 있는 실정에서는 이와 같은 제도정비가 더욱 필요한 실정이다. 본 논문에서는 국가R&D보고서 비공개 제도에 관한 운영 현황을 살펴보고, 비공개 국가R&D보고서의 국가적 수집 및 이용 활성화를 위한 제도정비 방안을 제시하고자 한다.

Many R&D organizations have interests on knowledge management system(KMS) to organize and utilize their knowledge resources. Currently, for research collaboration and knowledge management R&D organizations use either a specialized knowledge management system or a set of general application systems such as basic messaging system and document management system. The objectives of this paper are to identify important functionalities of knowledge management systems based on team characteristics and knowledge process of research teams in research organizations and to provide implications to design and implement knowledge management system for R&D teams. Survey results show that research teams perceive communication, collaboration and connection functionalities are important when their team sizes are large or they are distributed. During knowledge capture process, they need personalization of knowledge to reduce information overload.

This study is to define the Automated Container Terminal(ACT) and container terminal system. Also, we analyze the present condition of the container terminal system in Pusan port and its automation level by systems approach. And this paper aims at evaluating on the priority of R&D investment until the beginning of the second stage of New Pusan Port Project(2006). In this process we have considered 8 factors (cost, labor, area, time volume, reliability, safety, convenience) to analyze 6 subsystems. The priority order of R&D until target year by sub-systems is as follow : Cargo Handling System〉Transfer System〉Port Entry System〉Storage System(Distribution&Manufacturing System included)〉Inland Transport System〉Port Information System.

Power automation system to operate power distribution systems can be distinguished by distribution SCADA with remote monitoring and control; and distribution automation system with basic functions such as service restoration to the distribution SCADA; and distribution management system which is operated by various applications in order to enhance distribution system operation performance based on the distribution automation system. In the technological change, a technical boundary of information technology (IT) and operation technology (OT) is being blurred by that new concepts such as interoperability. In addtion, IT/OT convergence has been proposed by the improvement of ICT and power system technology. At the viewpoint, advanced distribution management system (ADMS) to have the new concepts and to increase distribution system operation efficiency through global information and functions from the other systems has been proposed. In order to implement the ADMS, IT and OT have to be employed together on the ADMS; and the concept-based IT/OT convergence concept has been presented. Therefore, this paper introduces ADMS and IT/OT convergence and proposes a design of IT/OT convergence based ADMS system design with configurations and functions.

해체 준비 작업부터 해체 후 처리까지 가상의 디지털 해체 환경에서 해체 활동의 예측에 필요한 모듈별 기능들을 요소별로 검토 분석하였다. 해체 정보 통합 관리 시스템의 기본 정보를 제공할 수 있는 모듈을 확립하기위해 해체 데이터베이스와 3D CAD 를 연동시키는 방안에 대하여 연구하였다. 3 차원 dosimetric mapping 기술로 방사능 오염 분포를 입체적으로 묘사할 수 있는 모듈과 제염 해체 단위 작업별 평가식과 가중치 값을 이용하여 해체 작업자수와 해체 시간을 평가할 수 있는 모듈을 연구하였다. 연구 결과 가상의 해체 환경에서 연구로 및 원자력 시설 해체시 경제성과 안전성에 영향을 미치는 해체 일정과 해체 비용을 평가할 수 있는 단위 모듈들의 기능을 활용하여 해체 통합 관리 시스템의 설계 기준과 요구 조건 및 기능을 도출하였다.
