  • The purpose of this study is to understand what kind of effects a local residents’ participation on a local environmental problem has on the Environmental consciousness of the resident, and on the local community. I (researcher) employed qualitative research methods on the residents' environmental movement, which claimed to preserve the Sung Mi Mountain from the Seoul City Hall's plan of the water reservoir construction. I tried to understand the participation motivation and participating actions, and also the changes and effects the participation brought at both a personal, and community level. The data were gathered by means of in-depth interview with the local residents and unstructured questionnaire. At first, through the residents' environmental movement, the participants acquired a growth in environmental consciousness. For example, they obtained better understanding of the environment, change of attitude to environment, and participation function. Secondly, it is meaningful that a local tie intervened by the environment, enforced self-governing, and shows how community sentiment plays an important role for local community organization. Moreover, the environmental movement contributed to developing a ‘culture for participation’. In conclusion, participating in a local environmental problem can be an integration of learning and practice and also leads to reflective thinking about the relationship not only between human beings and nature, but also among human beings. In addition, it can buildup a systemic cooperation for local problem-solving and the ability to make an alternative culture in the community. These are the significances of the local environmental problem-participation on the environmental education.

For this, we conducted a self-administered questionnaire survey and personal interview targeting 150 residents of seven villages. Summarizing the results, first, because of analyzing the consciousness of the residents, most of the local residents turned out to be aware of the Sobaeksan Jarackgil development plan and agreed on it. Second, as a result of analyzing the consciousness of residents, for attitudes according to gender, females expected more than males of exchanging with visitors and excavation of cultural assets. Furthermore for attitudes according to age, groups aged under 60 turned out to be concerned about the increase of environmental pollutions, rise in crimes, destruction of cultures, and the induction of conflicts among residents. For attitudes according to occupations, farm workers were worried about the destruction of ecology, and for local characteristics and damages to the landscape, all of the local residents turned out to be concerned. It was shown that groups that agreed on the development plan expected positively on most of the items of economic, environmental, and sociocultural aspects, while those that disagreed on the plan were anxious for negative effects such as landscape damages and the increase of environmental pollutions from the environmental point of view, and the induction of conflicts among residents from the point of sociocultural perspective.

  • Factors for promoting the resident participation in mountain villages are suggested to introduce the activity-oriented program of green tourism using a multinomial logit model(MNLM). Direct surveying, using a structured questionnaire was performed on local residents in the different types of rural tourism villages such as mountain villages, agricultural themed villages, and the mixed types of villages. The MNLM revealed that participation intention in the program was significantly higher for males, those with lower education, and residents in mountain villages. The participation intention of the program had a negative relationship with the increase of expected problems not from the program itself, but from the results of the program such as income distribution and nature destruction. Participation intention also increased with the indirect effects of an investment by the Village Development Project, such as local cooperativeness, public mind, etc. It was suggested that to introduce the activity-oriented program in mountain villages, negative effects from the results had to be minimized, and positive effects from the indirect changes between local residents had to be maximized through better communication and policy endeavors.
