A study on the Improvement of Welfare System for Care Worker in Seoul (서울시 요양보호사 처우개선을 위한 지원방안 연구)

  • Long-term care Insurance system for the Elderly was started to respond to the aged society on July 2008 in Korea. So responsibility of the care for the old is being changed from the family to the society. The introduction of that insurance system has brought the growth of demand for care service. To improve the level of quality for care service providers in long-term care, the role of care worker in providers is recognized as important. But welfare system for the care worker seems to be poor. So the Seoul Metropolitan Council is preparing an ordinance for the care worker and the purpose of this study is for the ordinance as well. Questionnaires, interviews, documentary surveys were used to carry out this study. The results of this study are summarized as follows. The job stability is the most important thing for the care worker, so local government has to make efforts to promote the job stability of care worker. A welfare center for care workers is needed for the health for care workers in the local government. And the local government has to supervise service providers more strictly and evaluate them in treatments of care worker.

A Suitability Analysis on the legal standards of the Rural Housing Standard Plans (농촌주택 표준설계도의 관련 법적 기준에의 적합성 분석 연구)

  • The Rural Housing Standard Plans for improving the quality of life and housing stability in rural areas has been developed 87 types from 1994 to 2012. However, some types of Plans do not satisfy the current legal standard in accordance with social and legal changes. Standard plans has the same effect as a building permit, and replace it, so legal suitability of Plans is an important. Therefore, it is required the suitability analysis on the legal standards of Rural Housing Standard Plans. The Purpose of this study is to derive improper types and items of the Rural Housing Standard Plans on the legal standards. In this study, we analyzed its suitability on the legal standards(law on fire-fighting system installation and safety management, energy saving design criteria for buildings, structural checklist for small buildings, the types of drawing for building permit) in accordance with "rules for the operation of standard plans". And we analyzed the utilization of the Rural Housing Standard Plans through downloads from welchon portal.

A Study on the Preservation and Management Technique of Urban Skylines (도시 스카이라인 보존.관리 기법에 관한 연구(II))

  • The major purpose of this study is to suggest a comprehensive and systematic process for the preservation and management of urban skylines. The city of Seoul has been selected as a case study for this process. The results of this study are summarized as follows; 1) An urban landscape masterplan needs to be established before the preparation of the preservation and management plan for urban skylines. 2) Preservation and management plans for urban skylines are suggested in the case Mt. Nam, Han River, Mt. Kwanak in Seoul city. In the case of Mt. Nam and Mt. Kwanak, the control of building heights and guidelines for building height have been studied. For the Han River, various alternatives in building height and disposition have been investigated for the enhancement of the visual quality. 3) Two major steps are suggested for the effective preservation and management of urban skylines. The first step is to prepare an urban landscape masterplan for the whole city, to delineate the skyline preservation area, and to fix controls on building heights in the area. The second step is to divide the whole city into landscape units, to make detailed landscape masterplan for each the units, and to fix controls on building heights in the units. However, only the first step will be necessary in a small city.

  • In the millenium, which will be characterized by its global culture, a strong sense of identity of one's culture is needed to nature one's culture in a way that more people can participate in creating, enjoying and consuming it. In order to respond to both globalization and localization, natural and cultural backgrounds of such should be considered in the conversation of nature, so that the optical and color environment can have local identity while undergoing sustainable development. Therefore, the objective of this research is to enhance the image of a city, which is endowed with beautiful scenery and unique culture, but has lost its identity since industrialization An through a scientific and systematic color planning The Research was conducted as follows. First, color environment which doesn't reflect local characteristics due to modernism which emphasizes on uniformity was examined. Second, standard and analysis of environment color planning were examined. Natural color specimen was use to make a palette of nature colors, from which colors for architecture were extracted to come up with color combination types. Without traditional architecture philosophy, materials and colors, which were once in harmony with the environment, it is impossible to clean up the environment all together. However by using colors to control new city plans, urban redevelpment, construction and renovation gradually, that process can be effective and less costly.

  • High Quality CD, OAT audio requires that large amount of data. Currently, multi channel preference has been rapidly propagated among latest users. The MPEG(Moving Picture Expert Group) is provides data compression technology of sound and image system. The MPEG standard provides multi channel and 5.1 sounds, using the same audio algorithm as MPEG-l. And MPEG-2 audio is forward and backward compatible. The MDCT (Modified Discrete Cosine Transform) is a linear orthogonal lapped transform based on the idea of TDAC(Time Domain Aliasing Cancellation). In this paper, we proposed the micro-program type vector processor architecture a benefit in MDCT/IMDCT of MPEG-II AAC. And it's reduced operating coefficient by overlapped area to bind. To compare original algorithm with optimized algorithm that cosine coefficient reduced $0.5\%$multiply operating $0.098\%$ and add operating 80.58\%$. Algorithm test is used C-language then we designed hardware architecture of micro-programmed method that applied to optimized algorithm. This processor is 20MHz operation 5V.

  • In this paper, we seek to find an optimal allocation of link capacity in a data communication network. The architecture of the data communication network considered in the study is an online-service network based on public switched telephone network(PSTN) and packet switched data network(PSDN). In designing the architecture of the network, we need to deal with various measures of quality of service(QoS). Two important service measures are the call blocking probability in PSTN and the data transfer delay time in PSDN. Considering the tradeoff between the call blocking probability and the data transfer delay time in the network, we have developed the optimal link capacity allocation model that minimizes the total link cost, while guarantees the call blocking probability and the data transfer delay time within an acceptable level of QoS. This problem can be formulated as a non-linear integer programming model. We have solved the problem with tabu search and simulated annealing methods. In addition, we have analyzed the sensitivity of the model and provided the insight of the model along with computational results.

  • In steel making plant, sampling system for raw material such as iron ore, limestone is necessary for quality control purpose. For the sake of efficiency and productivity, automation of the sampling system is highly desirable. From technical standpoint, the development of the automated system requires multi-disciplinary domain knowledge such as mechanical engineering, industrial engineering, information technology and computer engineering. Up to present time, the development has been mainly carried out by a single domain expert with project manager. The automated system developed in this way caused problems in the final system. This paper suggests a systems engineering approach to the development of automation for raw material sampling plant via a tailored process called Plant Systems Engineering (PSE) Process based on ISO/IEC 15288. Through the PSE process, we could derive right requirements and architecture of the Systems Of Interest (SOI), and we were convinced that the PSE Process can be applied to many other Plant Systems.

Open BIM-based quantity take-off system for schematic estimation of building frame in early design stage

  • Since construction projects are large and complex, it is especially important to provide concurrent construction process to BIM models with construction automation. In particular, the schematic Quantity Take-Off (QTO) estimation on the BIM models is a strategy, which can be used to assist decision making in just minutes, because 70-80% of construction costs are determined by designers' decisions in the early design stage. This paper suggests a QTO process and a QTO prototype system within the building frame of Open BIM to improve the low reliability of estimation in the early design stage. The research consists of the following four steps: (1) analyzing Level of Detail (LOD) at the early design stage to apply to the QTO process and system, (2) BIM modeling for Open BIM based QTO, (3) checking the quality of the BIM model based on the checklist for applying to QTO and improving constructability, and (4) developing and verifying a QTO prototype system. The proposed QTO system is useful for improving the reliability of schematic estimation through decreasing risk factors and shortening time required.

A Study on the development of Construction Field Management Model based on BIM (BIM기반 건설현장 관리모델 개발에 관한 연구)

  • The importance of efficient construction site management has been growing as the amount of construction information increases which is used in the growing construction site. Accordingly in this study, we are trying to find out the application situation and possibility of BIM through theoretical examination and domestic & overseas case study of BIM and we are trying to suggest the way of efficient construction site management formulation through implementation phase-oriented and cooperation entity-oriented analysis in the construction site. We found out that it was possible to minimize time loss and financial loss by visualizing 2D drawings through 3D modeling of target building by applying BIM and that it was possible to improve accuracy of budget planning with quantitative information of 3D model, to plan construction process with more confidence due to accurate architectural information of drawings and quantitative information, and to manage cost and quality through process management based on construction information acquired by BIM including object information by part. It is concluded that we can improve efficiency of construction management between field and each cooperating entity by integrating and linking BIM information through this process.

The Study of the SOA Enabled ERP Systems Implementation in Service Industry: Case Study

  • The primary objective of this research is to explain how to implement the Service Oriented Architecture (hereafter SOA) enabled Enterprise Resource Planning (hereafter ERP) system successfully for service industries. An implementation of the ERP system help many organizations to alleviate the difficult job of supporting inflexible or legacy systems that in most cases result in cost increases, data redundancy and inaccuracy, and various inefficiencies. However, the ERP system is losing its market share rapidly to the cloud computing system which utilizes the Software-as-a-service (hereafter SaaS) and SOA. The SOA is an approach to integrate various types of IT resources to leverage existing ERP system, while at the same time building an infrastructure that can readily respond to new business environment and offer new dynamic applications. The companies that implement this system have less of a need for the kinds of all-in-one ERP system that have dominated the back office for decades and can move freely to best-of-breed applications. This research will identify the benefits and costs of the SOA enabled ERP system through case studies and its impact on competitive priorities such as cost, quality, delivery, and flexibility.
