  • Client-supplier collaboration in new product development (NPD) has been a strategy in response to fierce global competition. Traditionally, Hong Kong suppliers collaborate with worldwide clients through original equipment manufacturing (OEM) arrangement in which suppliers manufacture products according to clients' design. In recent years, a growing number of Hong Kong suppliers have transformed to original design manufacturing (ODM) in which they are assigned a design responsibility other than manufacturing products. The ODM arrangement necessitates a close interaction between clients and suppliers, which brings about intense conflict. Conflict has been recognized as an important factor affecting NPD performance including product quality. This paper studies the conflict handling practices of Hong Kong ODM suppliers based on 87 survey data. The results show that the suppliers frequently adopt effective conflict handling practices by which they can develop products of good quality through better design decisions. The results also suggest that the use of ineffective conflict handling behaviors, particularly avoiding, should be reduced for better product quality.

  • Supplier quality management (SQM) is considered as a proactive approach in the buyers' perspective to seek for continuous supply quality improvement and collaborative ongoing alliance between buyers and suppliers. Therefore, it is important for the buyers to understand their circumstances for managing their suppliers, and thereby to search for an improved way to rectify managerial deficiencies, if any. This paper aims to identify the critical factors of SQM, and then propose a hierarchical framework which can facilitate the assessment of their SQM performance in the buyers' perspective and also serve as a working tool for managing supply quality performance.

  • One of the major issues in the material-based or acceptance quality characteristics asphalt pavement Quality Assurance (QA) is that the method does not have rationality to link between the individual materials and the projected performance of the pavement. A new asphalt mix QA method has been recently developed under a national research project using the probabilistic Performance Related Specification (PRS). This advanced PRS QA methodology integrates the AASHTOWare Pavement ME Design$^{(R)}$ technology with the simple performance test concept that bridges the material characteristics with the pavement performance. This paper presents a case study of asphalt pavement performance using the developed PRS QA computer program, named Quality Related Specification Software (QRSS), with an actual pavement project, to demonstrate the developed PRS procedure and to assess the robustness of QRSS in terms of the rationality of the distress predictions. The results of this limited case study show that the new PRS QA method reasonably predicts the pavement performance, properly applied the probabilistic methods, and produced rational pay adjustment.

  • Recently, the importance of quality control on the online collaboration system is increasing, since it is realized that many participants do not guarantee the quality of online collaboration's output anymore. Hence in this paper, we propose the framework of quality control in order to assure the quality of output from online collaboration system. The proposed framework provides the solution strategies to overcome the challenges of current collaboration systems. To do that, first of all we define the basic process (create, initiate, discuss, complete) of the online collaboration system based on wiki-based system or open source project, and then we find the challenges in each online collaboration process, and propose the effective strategy to overcome these challenges with reference cases including Wikipedia, OSS project, etc.

  • The proposed scheme provides a scheme to preview the whole image contents of low quality JPEG coded image without license and to select image quality as required. Therefore, users can confirm the image contents from low quality image without paying for previewing it and then, can see the best quality image by paying for the additional qualify of the image. The proposed scheme in this paper can be able to provide quality graded services as requested as well as protecting environment of intellectual property of digital contents.

  • The success of a building design team is achieved as a result of a combination of multiple events/factors and interactions, and has a great impact on the quality of the building construction process. While most of previous studies have focused on quality of the construction process, the success of a design team has not been completely investigated. This paper presents the critical factors that impact the success of a building design team and describes an assessment tool to measure the successful performance of the design team with respect to the critical factors. The development of the assessment tool employs the concept of quality function deployment (QFD), a technique to measure the service quality of an organization.

  • Building Information Modeling (BIM) encourages effective information share and utilization among project participants during entire life cycle of facility. This paper presents a method that keeps track of the historical quality records involved in construction operations and facilitates using BIM. The method is coded into BIM based Quality Record Traceability (BIM-QRT) System that makes use of historical records obtained from database administrating construction operations. This study is of value to practitioners because the method makes clear the project participants' responsibility relative to the quality of each and every element of the facility. The main objective of this research is to develop an accurate, fully automated method for construction Quality Record Tracking by using a BIM along with construction operations data obtained by information technology. Test cases verify the usability and validity of the methods implemented in the system.

  • In spite of the emphasis on quality control in auto-industry, most of subcontract enterprises still lack a systematic in-process quality monitoring system for predicting the product/part quality for their customers. While their manufacturing processes have been getting automated and computer-controlled ever, there still exist many uncertain parameters and the process controls still rely on empirical works by a few skilled operators and quality experts. In this paper, a real-time product quality monitoring system for auto-manufacturing industry is presented to provide the systematic method of predicting product qualities from real-time production data. The proposed framework consists of a product quality ontology model for complex manufacturing supply chain environments, and a real-time quality prediction tool using support vector machine algorithm that enables the quality monitoring system to classify the product quality patterns from the in-process production data. A door trim production example is illustrated to verify the proposed quality prediction model.

  • Purpose: Government quality assurance (QA) activities in Korea, which is carried out by the Defense Agency for Technology and Quality, is not effective due to 1) the obscureness of the QA implementation method, 2) the gap between QA activities of provisions and those conducted in the fields, and 3) the variation in subjective judgement among the QA personnel. The purpose of this paper is to propose some suggestions to enhance the effectiveness of government QA activities for military supplies in the production stage. Methods: QA activities for military supplies are investigated and problematic aspects are deduced for the production stage. To secure the effectiveness of the QA activities, Defense Contract Management Agency of the United Sates is benchmarked and five improvement methods are presented. Results: Five improvement aspects are 1) reflecting special terms and conditions of government mandatory inspection in contract, 2) classifying QA personnel, 3) making use of data collection and analysis template compulsory, 4) providing checklist for process review, and 5) establishing guidelines for sampling plans for product examination. Conclusion: Suggestions of this paper can lead to consistency and balance in government QA activities, reducing military suppliers' complaints and enhancing the effectiveness of QA effort, and ultimately contributing to the quality improvement of military supplies.
