The study covers three components of the facility for protecting public utilities market participants in the public utilities market: prevention of potential poverty, reduction of existing poverty and compensation to the injured party in a case of tort that exacerbates or threatens to exacerbate its poverty. The analysis is based on official statistical information on the activities of the public utilities sector. Operational information of public utility service providers regarding certain indicators of their activity in the work was not studied. This approach narrows the empirical basis of the study, but at the present stage in the context of different rates of implementation of changes in regions, sectors and at the level of individual entities, as well as lack of uniformity in the structure of indicators published by service providers, analysis allows to identify «bottlenecks» of legal regulation, which are systemic in nature and largely independent of the subjective factor.

This article examines the features of improving the public management of the market of medical and social services using information technology to improve the efficiency of public activity in modern conditions. The interpretation of the essence of the categories "information technologies" and "information support" is analyzed. The importance of the organization of information support of public authorities in the insurance of the state apparatus of information management for the adoption and solution of state issues of the market of medical and social services has been studied. Issues and system of information support of public management of the market of medical and social services are considered. The stages of the ICT implementation process in the market of medical and social services are described. The tools of state regulation in the market of medical and social services and the introduction of targeted programs for the development of the social sphere and health care are highlighted. Recommendations for improvement are formulated public management of the market of medical services and social way introduction of ICT tools, which provide for the implementation of a set of measures aimed at intellectualizing the entire system public data management spheres. The necessity of development of innovative tools of public management of the market of medical and social services of Ukraine for the purpose of working out of strategies of increase of quality of medical and social services in the XXI century is substantiated. A number of benefits from the implementation of an effective process of application of information support of public management of the market of medical and social services to ensure the efficiency of public authorities of Ukraine. It is proposed to create a "Department of information support of self-government" and electronic health care system (e-Health) to improve the management decision-making process, which will provide an opportunity to accumulate, process, analyze, and as a result, get the expected effect in the form of balanced management decisions by public authorities of Ukraine.

This paper conducts an explanatory analysis of the web sphere produced by National Assemblymen in South Korea, using some statistical methods. First, some descriptive metrics were employed. Next, the traditional methods of multi-variate analyses, multidimensional scaling and corresponding analysis, were applied to the data. Finally, cross-sectional data were compared to examine a change over time.

본 연구는 공공도서관 직영전환결정에 대한 정책적인 관점에서, 정책옹호연합모형을 적용하여 도서관 운영체제의 변동에 영향을 미친 요인을 분석하는 것을 그 목적으로 한다. 분석 결과, 해당 사안을 둘러싼 3개 연합(직영찬성, 직영반대, 위탁유지)의 신념체계와 이들의 활동을 고려하였을 때, 기본핵심신념을 공유하는 경우 정책지향학습을 통해 부차적 신념은 변화될 수 있었다. 앞으로도 도서관 정책 전반에서 공론의 장을 활성화시키는 것은 정책추진에 있어 전략적으로 필요함을 시사한다.

이 연구는 한국 사회의 종합편성채널이 단지 미디어 산업 내부에서의 경제적 효과에 국한되지 않는 광범위 사회적 영향력을 지닌 저널리즘 기구로 성장했다고 판단한다. 종합편성채널은 방송 저널리즘이라는 특수한 사회적 행위에 기초를 두어 다양한 특권을 확보하고 그를 통해 비즈니스적 운신의 폭을 넓히는 사회정치적 제도의 일종인 셈이다. 따라서 이 연구는 종합편성채널의 사회정치적 특성을 규명하기 위한 목적에서 이론적 자원을 검토하고 적절한 개념적 장치를 마련하는 데 초점을 맞춘다. 이를 위해 정치와 미디어 사이의 상호 관계성을 다루는 다양한 개념과 이론에 주목하는데, 정치에 의한 미디어의 도구화, 미디어 권력화, 정치 병행성, 정치-미디어 체계 간 구조적 접속 등이 그것이다. 이론적 검토와 개념화의 결과로, 이 연구는 종합편성채널이 정치 체계와 미디어 체계의 구조적 접속을 상시화하는 새로운 인터페이스로 부상했으며, 미약하게나마 존재하고 있던 미디어 공론장의 쇠락을 촉진하면서 그것을 대체하는 오락적 정론장을 형성시켰다고 제안한다. 오락적 정론장은 정치 체계의 정치 논리와 미디어 체계의 미디어 논리가 착종되는 독특한 공간으로서, 정치의 미디어화는 물론 미디어의 정치화를 동시에 가속화시키는 기능을 수행하고 있다고 판단한다. 이로 인해 정치-미디어 체계 사이의 기존 경계가 붕괴되는 상황이 촉발될지, 아니면 제3의 체계 형성이 유도될지 속단하기는 아직 이르다. 다만 새로운 인터페이스로 부상한 이 오락적 정론장이 정치 체계와 미디어 체계의 작동에 영향을 미침으로써 부분적 구조 변화로 이어질 가능성을 타진해 볼 필요는 있다.

The transformation of the processes of governance using the Information and Communication Technologies is aimed at bringing in faster and transparent service delivery, accountability, information sharing and people participation in the decision-making and government processes. The implementation of e-Government requires a comprehensive strategy that is not only sensitive to existing political and economic conditions and realities but is also benchmarked on global best practices. The article reviews the handbook E-Government and Governance Efficiency that provides an insight to research that is being undertaken in the e-Government area, gives an in-depth understanding of critical issues involved in e-Government, and provides expert opinion and recommendations for the Republic of Belarus to augment its potential. It studies the Korean experience on e-Government with special focus on such concepts as e-Government benchmarking, mGovernment, Smart Government and u-Government.

The article is devoted to the problems and prospects of integration of informational technologies in the administration of justice as a necessary component of the development of the informational society in Ukraine. In general, informational technologies make it possible to create new forms of organization and interaction of bodies of public authorities with society, to introduce innovative solutions for legal regulation and organization of public relations. More and more services for citizens are moving to electronic format. Judicial reform is aimed at ensuring more comfortable and convenient interaction with the courts. The need for the usage of informational technology in the proceedings is preconditioned by the global informatization of modern society, the development of new forms of interaction in the civil sphere with the usage of electronic means of communication: the global Internet, mobile, and satellite communication systems and more. "Electronic justice" involves the use of information and communication technologies in the implementation of procedural law.

숙의 민주주의의 이론적 전통은 롤즈를 중심으로 한 자유주의적 접근과 하버마스를 중심으로 한 비판이론적 접근으로 대별될 수 있다. 이 논문의 목적은 롤즈와 하버마스의 숙의 민주주의 이론체계를 상호 비교함으로써 숙의 민주주의 이론체계가 지니는 학문적 의의를 구체화시키는 것이다. 롤즈는 종교적, 철학적, 도덕적 신념으로 이질화된 사회에서 사회의 기본적 운영원리에 대해 시민들이 어떻게 합의에 도달할 수 있는지를 보여주고자 한다. 하바마스는 체계와 생활세계를 매개하는 공론 영역의 개념을 중심개념으로 상정하여, 시민사회의 정치적 역량이 공론영역을 활성화시키는데 가장 중요한 자원임을 강조한다. 언론현상에 대한 롤즈는 시인들의 자율적 정치참여의 조건으로서 정치적 언론의 자유에 대한 보다 엄격한 보장을 강조한다. 반면 하버마스는 공론영역에서 분출되는 시인들의 의지를 증폭시키는 언론의 역할에 기대를 걸고 있다.

이 논문은 민주주의의 위기와 저널리즘의 상관성을 분석하고, 그에 근거해 미디어 비평이 '민주주의 유지와 성숙'을 견인하는 학술 운동으로 새롭게 자리매김해야 한다는 주장을 담고 있다. 한국 민주주의가 절차적 실질적 차원에서 모두 후퇴한 데는 언론의 책임이 크다. 비평의 기준을 '민주주의 유지와 성숙'에 둬야 할 이유는 미국과 유럽의 저널리즘 이론으로 뒷받침할 수 있다. 저널리즘의 목적은 사람들이 자유로워지고 스스로 다스리는 데에 필요한 정보를 제공하는 것이며, 공론장은 숙의 민주주의의 조건이다. 이 논문은 구체적 비평의 전략으로 세 가지를 제안했다. 첫째, 보수 진보의 프레임 탈피다. 진영 논리는 어떤 미디어의 보도와 논평이 민주주의 후퇴에 책임이 있는지 시시비비를 가리는 중요성을 희석시킬 수 있다. 둘째, 노사 관계에 대한 비평 확대다. 한국의 노사 관계는 언론 지형과 공론장 못지않게 크게 기울어져 있다. 저널리즘은 노사 관계 의제 설정에 인색했고, 보도와 논평을 하더라도 대부분 '자본 편향'이었다. 셋째, 주권자의 역량 강화다. 민주주의가 '민중에 의한 통치'라면, 가장 중요한 것은 민중의 역량 강화다.

건설 산업은 수주 산업으로서 시설물의 수요자인 발주자에 의해서 생산 활동이 발생되고 시장이 형성된다는 특성을 가지고 있기 때문에 발주자의 기능과 역할이 사업의 성패에 미치는 영향이 타 산업에 비해서 매우 크다고 할 수 있다. 특히 사회기반시설(infrastructure)을 건설하는 공공 건설 산업의 경우 발주자의 기능과 역할에 따라 국가 재정에 큰 영향을 미치게 되므로, 민간사업에 비하여 발주자의 중요성이 더욱 더 강조된다. 하지만 이러한 발주자 및 발주기관의 기능과 역할에 대한 중요성에도 불구하고 현재까지 국내 건설 산업의 주요 수요자인 공공 발주기관의 기능과 역할의 전문성, 전반적인 수준이나 역량에 대한 객관적이고 의미 있는 평가에 대한 연구는 미흡한 실정이다. 이에 본 연구는 공공 발주기관의 역량에 대한 객관적인 평가를 실시할 수 있는 발주 역량 평가 지표를 개발하기 위하여 발주 역량의 평가 영역 및 요소를 정의하고자 한다. 이러한 평가 영역 및 요소를 활용하여 발주자의 현재 수준을 판단하고, 이를 통해 부족한 역량에 대한 정확한 판단을 하고 미래지향적인 전략을 수립할 수 있다면 발주자 조직 관리의 효율성을 높일 수 있을 것이다.
