The purpose of the present study was to investigate perceptions of mental health literacy and mental health services of local public officials in Korea. The participants were 273 civil servants working in three Gangwondo provinces. Data were collected from July 1, 2018 to August 15, 2018 using structured questionnaires, and SPSS Ver. 22.0 was used for data analysis. Results showed mental health literacy of public officials was 101.45 points (range 35-160). Mental health literacy level was found to be significantly dependent on occupation and levels of mental health education, mental health treatment experience, and family mental health treatment experience. Only 39.9% of respondents stated they were aware of mental health welfare centers. The most common condition that caused respondents to seek mental health services was depression (35.9%). In addition, 44.7% of the respondents opined that mental health care was improving due to community changes. An analysis of the relationship between perceptions of mental health welfare centers and mental health literacy scores showed a positive relationship between participant prior knowledge about mental health welfare centers and investment in mental health management (p=.012), suggesting a need for further development of educational programs using mental health nurses to improve mental health literacy among community officials.
A study to estimate the appropriate size for the quota of civil servants during the period of change of government is required. Therefore, in this study, we would like to introduce a study that uses DEA to estimate the appropriate size of public officials. The department of a public institution is DMU, and the number of employees in each department is applied as an input variable, and the number of electronic approval production documents and the number of electronic approval expenditures are applied as output variables. MaxDEA 8 was used as an analysis program for this purpose. As a result of the analysis, when the efficiency level was 1.00 (100%), 3 out of 14 departments showed the optimal level by satisfying the efficiency, and 10 of the remaining departments scored 0.50 (50%) with a score of 0.50 (50%), confirmed to be relatively inefficient. In other words, it was confirmed that most departments had inefficient surplus staff. As an additional analysis, we calculated the number of possible staff reductions using the efficiency level. Using this, it is expected that the field of manpower reduction can be discovered in advance through an analysis of manpower efficiency by department, and based on this, it can be used to relocate manpower by department according to future response strategies.

In order to improve the waste management system for the unit of small villages, we visited 14 counties nationwide and investigated the present conditions of the farming and fishing villages on waste management. First, we selected one concentrated residential type village and one separated residential type village. Then we investigated the quantities and the characteristics of the domestic wastes generated from the 2 sample villages that we chose early on. The concentration of 7 heavy metals in open burned residuals was analyzed. The results are as follows: (1) We distributed the 799 questionnaires to public servants (83 Gun, 716 Myon) and 337 questionnaires to residents. In accordance with a result of questionnaire on the Volume-Based Waste Fee System, the rate of participated questionnaire was 70.3% from public servants and 31.8% from residents. (2) From the survey on two chosen villages, the generation of municipal waste was 48.6g/person/day in A Village, 54.3g/person/day in B Village. This amount was smaller than that of national average of 1.05kg because of excluding recyclable wastes and some of incinerated combustible waste. (3) The 14 counties entered the aged society. There were 2 aging societies, 8 aged societies and 4 super-aged societies. And the average ratios of Public financial independence and waste budget of financial independence were 16.1% and 17.9% respectively. These are lower than that of national average of 57.2% and 31.4%. This indicates that these factors seemed to be operated with the hindrance insettling Volume-Based Waste Fee System in the small villages.

This study was conducted to investigate the relationship between interest in smoking cessation and factors that define this interest. The study subjects were 593 male civil servants who work at D metropolitan city and were smokers at the time of the survey. The research method was a survey using a self-administered questionnaire in October 2015. Interest in smoking cessation of study subjects showed that 28.3% had no interest in smoking cessation, 45.7% were interested in smoking cessation, but had no intention to quit within six months, and 26.0% were interested in smoking cessation and intended to quit within six months. Multiple regression analysis revealed that the factors influencing interest in smoking cessation with explanatory powers of 23.6% were employment type, age when first starting smoking, number of cigarettes smoked per day, time from when you wake up until you smoke your first cigarette, recognition of susceptibility to lung cancer, and benefits to smoking cessation. Logistic regression analysis revealed that the odds ratio of recognition of susceptibility for lung cancer, benefits to smoking cessation, and barriers to smoking cessation were significantly increased in the group with interest in smoking cessation and intention to quit within six months vs. the group with no interest in smoking cessation. Taken together, these results suggest that cancer prevention due to smoking and awareness of the seriousness of health problems caused by smoking were factors increasing interest in smoking cessation.
The modern state has always followed a variety of risks in the industrialization and informatization trends in the development of science and technology. Under such an environment, A matter of State compensation should take into consideration a variety of values such as harmony relief victims' rights in accordance with the principles of the rule of law, suppression of illegal acts of public servants, ensuring stable performance of official duties, the national treasury stability. As the state takes responsibility for an act of a public servant in a modern constitutional state, there may be a doubt on that the state takes responsibility only when there is a deliberation or a mistake. According to the theory of the self-responsibility, which suits the Constitution, the principle of liability with mistake on the State Compensation Law shall be excluded. I agree to the opinion that a subjective responsibility prerequisite such as a deliberation or a mistake is not required in relation to the liability of reparation on the State Compensation Law. Therefore, it is needed to convert the principle of state liability of reparation from the principle of liability with mistake to the principle of liability without mistake through a fundamental revision of the State Compensation Law.
This study is to analyze the research trends related to the 'glass ceiling' phenomenon using big data analysis methods and to suggest social implications. To analyze the research trends of 'glass ceiling', the historical event that broke the 'glass ceiling' was set as an important issue, and keywords were collected by dividing park's term into three. Before, throughout and after, her term. As a result of frequency analysis, research was conducted based on 'public servants' which was selected as the main keyword in the first period, while 'women's work family compatibility' was chosen as the main keyword group in the second period. In the third period, keywords for women's occupational groups were being diversified. As a result of applying CONCOR techniques to make the studied main topics grouped, we were able to confirm that the main issues were the differentiating factors, the customary gender discrimination culture, the jobs aimed for studying, the work-family balance, the glass ceiling and the organizational performance adjustment factors, the public sector, organizational performance, and the private sector. Besides work-family compatibility support system, it was suggested as a social implication that research on improving the system to resolve the glass ceiling factor and to expand the target jobs to give solutions to real-life issues were needed, and also suggested that research on the 'glass ceiling' which the general public perceives through social medias or articles in the news, was needed in the future.

This study was carried out to use efficiently forest resources through the survey of analysis of consciousness for the application of other use following quarrying. The application types of other use following quarrying were 366 people (49.5%) for forest recreation, 164 people (22.2%) for facility application, 117 people (15.8%) for vacation facility, and 93 people (12.6%) for tree planting types. According to the test of independence between facility utility types and gender, male preferred the leisure facility type, but female preferred the forest recreation type. The tree planting type was not related to the gender, but male preferred facility application types. Also, female preferred a static use type such as recreation and walking, while male preferred a dynamic use type such as the leisure and facility application types. According to the test of independence between facility application and occupation types students and company employees preferred the leisure facility type, while school faculty and staff, self employees, and housewives preferred the forest recreation type. Public servants preferred tree planting and facility application types. The sojourn time was the overnight and 6-8 hours in the leisure facility type, within 4 hours in the forest recreation and tree planting types, and 6-8 hours in the facility application types. Other use plans of the quarry site following quarrying will be needed to establish quarry facility application models with consideration for visitor's preferences.
The purpose of this study is to find out perception types of related groups - service providers, welfare public servants and advocates of disabled people - on the residential care home for disabled people. For this purpose, this study adopted Q-methodology which is developed mainly to study on the subjective conceptualization of related people on research theme. This study found out four major types of perception on residential care home for disabled people, which are the types of focusing specialization and professionalization of care home, valuing on user participation on daily decision making, requesting similar style of care home with normal family home. insisting on abolishment of all kinds of residential care home. This research finding can be used to make clear understanding on diverse voices of related groups about residential care home for disabled people. This kind of understanding would contribute to mutual understanding and clear communication to arrive positive consensus related to the matters of residential care services for the disabled people.

The objective of the study was to evaluate the impact of the Call System of agricultural extension services in Korea. The respondents were satisfied on the speedy solution (74.5%), consultation (88.4%), and accessibility (79.7%) of the call system. However, satisfaction of farmers on in-depth consultation was higher (74.3%) than the satisfaction rated by the public servants of RDA (48.9%). Both groups replied positively (70.4%) on the need for expansion of the call system. The analyses of the results leads to a conclusion that there is a need to increase marketing on the importance of RDA's Call System to customers of agricultural extension and to improve accessibility through expansion of the system in other areas. These could solve the decreasing number of extension professionals and improve the quality and efficiency of extension services. These analyses may be useful as bases for a nationwide Call System that connects the center with other districts and for planning a renovation of information-oriented agricultural extension services. The issue that needs improvement is to abandon the grounds of agricultural technology information provider and respond to the customers' needs efficiently by building an established Call System which can minimize the side effect of the trends of reforming and downsizing the organization. It is needed to develop a unified management Call System of agricultural technology information that could provide real-time information, and database the results simultaneously for use as feedback to the Rural Development Programs. Related laws and policies need to be improved to establish a nationwide information network that maximizes the current network in agricultural regions to spread information, to provide institutional support, and to encourage development of training system and research and development by concerned institutes.
This study was conducted to analyze the effects of person-environment fit on the job performance in the National Assembly legislative support organization. Job performance was classified into task performance, contextual performance, and adaptive performance. Impacts of each factors on the job performance were identified through structural equation model. From the results of analysis, it was confirmed that supplementary fit of officials of legislative support organization of the National Assembly had a positive effect on task performance, contextual performance, and adaptive performance. However, complementary-fit does not directly affect task performance, contextual performance, and adaptive performance. Rather complementary-fit affects job performance by the mediating role of variable self-efficacy. The implications of this study confirm that it is important to match between organization members and jobs in order to improve the job performance of civil servants in the legislative support organization. The necessity of introducing self-efficacy enhancement program into the education and training process of the legislative support organization was proposed.
