알레르기 유발물질 미표시 제품 실태 조사 (A Survey on the Actual Condition of Products not Labeled with Allergens)

  • 식품별 알레르기 유발물질 표시사항을 모니터링하기 위해 돼지고기, 우유 등 14개의 종 특이 프라이머를 이용한 유전자 검출법(PCR)을 실시하였다. 초등학교 근처 문구점과 수입과자판매점을 대상으로 알레르기 유발물질에 대한 표시사항이 없는 과자, 캔디류, 초콜릿류 등 60건에 대한 검사를 진행하였으며 그 중 30건에서 우유, 밀, 달걀, 토마토, 아몬드, 땅콩이 검출되었다. 특히 수입제품에서는 알레르기 유발물질을 표시하지 않았거나 한글 표시가 없는 경우도 확인되었으며, 표시 항목 이외의 물질이 검출되는 등 표시 사항이 미흡한 제품들이 다수 확인되었다. 소비자들이 안심하고 제품을 구매할 수 있도록 알레르기 유발물질 표시 사항에 대해 국내 제조가공업체와 수입관련 업체의 계도 및 감시 등 관련 기관 간의 긴밀한 협조 체계가 유지되어야 할 것이다.

개발제한구역의 친환경적 보전 및 관리를 위한 내셔널트러스트의 도입방안 연구 (A Study on the National Trust Approach for the Environmental-friendly Conservation and Management of Greenbelts in Korea)

  • 우리나라는 도시의 무분별한 확산방지와 도시주변의 자연환경 보전 및 도시민의 건전한 생활환경 확보를 위해 1971년 개발제한구역을 지정하여 엄격한 개발행위 제한조치를 취해 왔다. 그러나 개발제한구역 내 토지소유자의 재산권 요구 증대와 체계적인 관리대책 미흡 등으로 1990년대 후반 개발제한구역제도는 획기적인 전환을 겪었다. 개발제한구역의 지정해제 및 구역조정작업을 거치면서, 개발제한구역제도는 구역경계의 불변성 원칙이 붕괴되었다. 그러나 개발제한구역은 향후 도시주변의 자연환경 보전을 위한 도시녹지지대(greenbelt) 및 도시민에게 개방적이고 친환경적인 오픈 스페이스(open space)로써 활용될 수 있도록 적극적인 보전과 관리대책 마련이 필요하다. 이 글에서는 개발제한구역의 친환경적인 보전 및 관리의 기본방향과 추진전략을 제시하고, 유용한 정책대안으로서 내셔널트러스트 방식의 도입가능성과 제도개선 방안을 살펴보았다. 특히 개발제한구역의 친환경적인 보전 및 관리를 위한 내셔널트러스트의 도입방안 검토에서는 내셔널트러스트의 원리 및 구성요소와 개발제한구역의 친환경적 관리 패러다임과의 연관성, 개발제한구역 트러스트의 설립유형 및 운영방식, 개발제한 구역 트러스트의 대상지 선정기준, 그리고 법제 정비방향을 제시하였다.

암 환자의 민간의료보험 가입 실태와 관련 요인 (The Determinants of Purchasing Private Health Insurance in Korean Cancer Patients)

  • Objectives : The aim of this study is to identify factors determining the purchase of private health insurance under the mandatory National Health Insurance(NHI) system in Korea. Methods : The data were collected by the National Cancer Center in Korea. It includes cancer patients who were newly diagnosed with stomach (ICD code, C16), lung(C33-C34), liver (C22), colorectal cancer(C18-C20) or breast(C50) cancer. Data were gathered from the hospital Order Communication System (OCS), medical records, and face-to-face interviews, using a structured questionnaire. Clinical, socio-demographic and private health insurance related factors were also gathered. Results : Overall, 43.9% of patients had purchased one or more private health insurance schemes related to cancer, with an average monthly premium of \65,311 and an average benefit amount of \19million. Females, younger aged, high income earners, national health insurers and metropolitan citizens were more likely to purchase private health insurance than their counterparts. Conclusions : About half of Korean people have supple-mentary private health insurance and their benefits are sufficient to cover the out-of-pocket fees required for cancer treatment, but inequality remains in the purchase of private health insurance. Further studies are needed to investigate the impacts of private health insurance on NHI, and the relationship between cancer patients' burden and benefits.

전국호환 교통카드를 위한 테스트베드 운영 (Test-bed Operation for Nation-wide Interoperable Transportation Card)

  • 본 논문은 금융결제원 코레일네트웍스 하이플러스카드가 개발한 전국호환 교통카드 시스템과 삼성SDS가 개발한 호환 교통정보집계시스템을 연계하여 테스트베드를 구축하고 운영한 결과를 보여준다. 광주광역시에서 시내버스 4개 노선, 지하철 1호선 20개 역, 철도 2개 역, 호남고속도로 2개 구간에 전국호환 교통시스템을 구축하였고, 서울대 IC카드센터에 호환교통정보집계시스템을 구축하였다. 그리고 480명의 테스트요원에게 전국호환 테스트 카드를 배포하여 약 6개월 동안 테스트베드를 운영하였다. 이는 전국호환 교통카드 시스템과 호환 교통정보집계시스템에 적용한 전국호환 표준 기술이 실제로 전국 모든 대중교통수단에 적용 가능함과 호환성, 정확도, 안전성, 신뢰성 등을 검증하기 위함이다. 테스트요원이 테스트카드를 지불단말기에 접촉시키면, 지불단말기 안에 있는 지불SAM과 연동하여 거래를 수행하고, 거래 내역을 정산시스템에 송신하여 정산하며, 호환 교통정보집계시스템에 일부 거래 내역을 전송하여 집계한다. 테스트베드를 통해 이러한 과정을 살펴보고, 전국호환 표준 기술 적용 시스템 운영 중 나타나는 문제점이나 개선사항을 도출하여 이를 해결하였다. 그리고 테스트요원의 설문조사와 민원 사항을 통해 테스트베드의 성공적인 결과를 입증하였다.

도시공원 내 기존 건축물 제도의 변천 과정 분석 (An Analysis on the Change of Existing Building-related System in Urban Parks)

  • Existing buildings in urban parks are a kind of thing that has been settled and occupied on the site of an unexecuted park. The aim of this study is to identify nature by analyzing the causality and path-dependency through the transformation of the relevant system. The scope of the study was set up as a system for the occupancy of urban parks from 1934 when the building restriction system was established to 2000 when purchase claim (매수청구권) was introduced. The method of study was to get correlation by harmonizing the external and internal mechanisms affecting the relevant institution. The related system showed a modest change in the fourth stage, polymerizing the initial system. In the 1950s and 1960s, the existing buildings in urban parks were 'disguised' by government and the 'regulation' principle was applied since 1967. In the 1980s, the principle of 'protection' and 'support' for parks was added, but in the 1990s, the principle of regulation began to be lifted as the long-term unexecuted urban park (장기미집행 도시공원) problem continued for more than 60 years. Although the public concept of land ownership (토지공개념) has worked strongly for nearly 30 years since 1960, the system has developed into a form of deregulation since 1980. The nature of the relevant institution is first, dependent on the higher-level system and vertical. Second, it implies a conflict of restrictions and acceptance. Third, it is a temporary measure of the park problem. Therefore, the relevant system has long been enhancing the encroachment requirements on urban parks, so fundamental readjustment is needed in the future.

장애인생산품 우선구매제도 활성화를 위한 지방자치단체 조례분석 (Analysis of Ordinance in a Local Government for the Improvement of the Preferential Purchasing System of Products Manufactured by Disabled)

  • 본 연구는 지방자치단체 조례분석을 통해 장애인생산품 우선구매 활성화방향을 제시하는데 목적이 있으며, 2015년 7월 현재 지방자치단체가 제정 또는 입법예고한 조례 44건을 조례의 각 항목을 분석하였다. 분석결과를 살펴보면 첫째, 전국 지자체 중 44개 지자체에만 조례가 제정되어(18.1%) 더 많은 지자체의 조례제정이 필요하다. 둘째, 조례의 구성내용 분석결과 조례의 목적 및 적용대상기관, 이행계획, 구매 협조 요청, 구매촉진 의무는 대부분의 지방차지단체에서 제시되고 있었다. 반면에 그 외 항목은 명시되지 않은 곳이 많았고 특히, 지자체장의 책무는 30개만 명시되어(68.1%) 있었다. 셋째, 상위 법령 위반(불일치) 조항이 있었다. 넷째, 이행계획 수립을 위한 위원회 설치에 관한 조항은 한 곳도 명시되지 않았다. 우선구매 확대를 위해 계획단계에서부터 학계, 현장, 장애인당사자가 포함된 위원회 설치의 검토가 필요하다. 다섯째, 적극적인 우선구매를 위한 조례 항목의 신설이 필요하며, 효과적인 생산 유통 판매 기반마련을 위한 규정이 필요하다. 마지막으로, 중앙정부가 지자체의 장애인생산품 우선구매 관련 조례와 실적 등을 모니터링하고 이를 개선해 나가기 위한 노력이 요구된다.

Action Research: the Use of Enterprise Resource Planning System in Construction Engineering and Project Management

  • Although information communication technology (ICT) is long regard as very useful tool in today's construction engineering and project management environment, organizations must not only operate based upon its original setting, but also requires on-going observation, additional features and fine-tuning actions before the desirable outcome can be achieved. However, it is a very common phenomenon that organizations purchase the licensed "off-the-shelf-software" package and customize it to suit their own business need. Due to the incapability of such software and inefficient customization, the possible result is making that ICT tool not user-friendly and sometimes the whole system becomes obsolete. The purpose of this paper is to review and report those actions taken (between February 2006 and December 2010) by a construction organization to enhance the performance of its Enterprise Resource Planning (ERP) system launched in December 2002. Such actions include: improving data inputting method; removing the transition bottleneck; introducing crystallization function; revising the organization's "Delegation and Limits of Authority"; publishing the "League Table" amongst users; integrating the 3D Mode into the system and upgrading hardware. Whilst the ultimate goals of such system are well beyond the time limit of this research study, an obvious interim result, achieved by this case studied organization, was winning a landmark project worth US$500 million after the ERP system was functioned properly and effectively. Their experience and success becomes an exemplar which can be borrowed by those companies, from managerial perspectives and as a roadmap, planning to adopt information technology (IT) strategy and use ICT tool in the construction engineering and project management framework. Singapore, where public housing provisions have been a major concern of their citizens as the building stock gets older.

커피전문점의 서비스품질이 고객만족과 행동의도에 미치는 영향 (The Effects of Service Qualities on Customer Satisfaction and Behavioral Intention in Coffee Shops)

  • Purpose - The purpose of this study is to classify the quality factors of coffee shop customers with the service quality based on the SERVQUAL, selection attributes, and service qualities used in previous studies. The path structure of coffee shops' quality factors → customer satisfaction → trust → behavioral intention was analyzed in order to confirm the system of coffee shops' quality factors. Research design, data, and methodology - The survey of was conducted with college students of Kangwon University. A total of 250 questionnaires were distributed, with 232 collected. Of them, Excluding 36 respondents' because of incomplete answers and missing values, 196 responses were used in the final analysis. Empirical analysis was made through factor analysis, correlation analysis, multiple regression analysis, simple regression analysis and mediating regression analysis by using Statistics Package SPSS 19.0. Results - The results are as follows: Firstly, coffee shops' quality factors were classified into seven categories like service encounter quality, product quality, cleanliness, overall interior, purchase quality, convenience, and aesthetics. Secondly, service encounter quality, product quality, purchase quality, and aesthetics had a positive effect on customer satisfaction, respectively. Thirdly, it showed that service encounter quality, product quality, overall interior, purchase quality, and aesthetics had a positive effect on trust, respectively. Fourthly, customer satisfaction had a positive effect on behavioral intention. Lastly, after verifying the effect relations of trust between customer satisfaction about coffee shop and behavioral intention, customer satisfaction has a positive effect on trust and trust has a positive effect on behavioral intention. On the other hand, trust did not have a mediating effect between customer satisfaction and behavioral intention. But, cleanliness, convenience, and overall interior did not have a positive effect on customer satisfaction. Conclusions - Coffee shop consumers put importance on price, discount systems, taste, and freshness, but more on courteous and kind services of coffee shop staff or comfortable and calming atmosphere of inner space. Thereby, coffee shop marketers need to take factors like service encounter quality and aesthetics into more consideration. In addition, customer satisfaction has an effect on trust, while trust on behavioral intention, even though trust is not mediated between customer satisfaction and behavior intention.

간호장교의 복지정책을 위한 조사연구 - 여성복지와 군복지 일반을 중심으로 - (A Study On The Welfare Policies For Nurse Officers)

  • It is clear that the women's participation in social activity is dramatically increased in civilian field as well as military profession. Because of the characteristics of military nursing service, there are many difficulties. Frequent move, medical insurance, baby care. and the education are typical forms of difficulties for nurse officers in the military. The purpose of this research is to contribute to the perfect execution of nursing service. guarantee the active attitude for research and improve the combat strength by solving those private and economic problems. The method of research was analysis of question survey and the review of related literatures. The subject of research was 300 active nurse officers who work at the Army Hospitals. The survey was conducted 14 days from Oct 15 to Oct 28. The collected data was processed by computer using SPSS(Statistical Package of Social Science). Frequencies and percentages were used to examine the demographic characteristics of subject, and T-test was also used in the case of necessity. The result showed as follows; As the general characteristics of subject group; 28.7 years of average age, 73.6 months of service period, 63.4% of married. In regard of specialty; General 57.7%. Intensive Care 12.7% and Psychiatries 8.8%. The dissatisfactory factors about military welfare system were the difficulties in children education (36.9%). disadvantages on the civil medical insurance system (27.3%), and little chance of self education and development (21.5%). The problems in performing their duties were shown as dwelling instability due to frequent move (67.7%), and bring up children (14.2%). The reasons for resigning their job were shown as the instability of living status (64.2%), bring up children (18.8%) and dissatisfaction to the service (11.2%). The residential status was shown that military offered houses (45.2%), rental houses (29.3%) and own houses(14.64). The average numbers of moving residencies were; 3-4 time(34.6%), less than 2 times(33.1%), and 5-7 times(21.5%). Higher than 94.7% of the subject group spent more than 50.000 Won. In regard of education, they wanted to attend graduate school with their own expense(26.2%), computer science(20%) and Office Job Training(20%). The ways of taking care of children were mother-in-low(49.6%), mother(14.6%), and others(25%). The average expenditure per month for children were 20-30 hundred Won(44.2%), 10-20 hundred Won(25%) and 30-40 hundred Won(22.3%). The places of children care selected were public or occupational care center(56.2%), religious organization(20.8%), and other center managed by social organizations(10.4%). The result of survey for general welfare of nurse officers are as follows; By and large they seem to be satisfied with their job. however. there are some dissatisfactory factors. They are children care facilties, promotion. income. welfare facilities. disadvantage in medical insurance and civil hospitals. house purchase. unfair chances in specialty training. influence on promotion by educational status. and insufficient role for their children and husbands. As conclusion. the recommendations for improving nursing service are as follows; 1. Children care center managed by occupation 2. Dormitory system for children by military personnel 3. Equal opportunities in education according to ability 4. Reasonable moving price according to the distance and scope of family and extra allowance

충남지역 사회적 경제 조직의 활성화 방안에 관한 연구 (A study on the Activation Plan of Social Economic Organization in Chungnam Area)

  • 본 연구는 충남지역 사회적 경제 조직의 활성화 방안 연구로 선행연구를 기반으로 한 문헌 연구를 통해 다음과 같은 주요결과를 나타내었다. 첫째, 충남 사회적 경제 조직 추진체계 및 제도의 고도화가 필요하다. 둘째, 사회적 경제 조직에 대한 통합적 지원 시스템 구축으로 시·군의 다양한 사회적 경제 조직 활성화 방안을 고도화 할 필요성이 있다. 셋째, 사회적 경제 조직의 상품에 대한 공공구매의 확대가 필요하다. 넷째, 사회적 경제 조직의 사업역량 강화 및 교육 활성화가 필요하다. 다섯째, 사회적 경제 조직에 대한 네트워크 고도화와 차별화된 비즈니스 창출이 필요하다. 한편 본 연구를 통해 나타낸 충남지역의 사회적 경제 조직이 활성화 방안은 다음과 같다. 첫째 사회적 경제 조직은 지역 내 다양한 문제해결과 개선이라는 측면에서 충남 도정과 시·군의 정책 실행 의지가 공유되며, 이를 기반으로 사회적 경제 조직 영역의 고도화가 요구된다. 둘째, 충남지역의 특성상 산업기반의 취약성, 고령화에 따른 인구구조의 변화를 극복하기 위한 핵심요인인 사회적 경제 조직이란 인식의 전환이 필요하다. 셋째, 사회적 경제 조직에 대한 인식전환과 교육 강화를 통해 긍정적 인식전환이 요구된다. 이를 위해 공공교육 및 민관 합동교육 등을 통해 지역주민들의 인식수준의 향상이 필요하다.
