Public health system for more prevention-oriented health promotion rather than hospital-based curative service, focusing population rather than individual, and comprehensive health management in the local community strongly needs to be constructed to solve major issues on efficiencies and equity problems which Korean healthcare system is facing nowadays. Public health promotes and protects the health of people and the communities where they live, learn, work, and play. Medical care tries to cure those who have diseases, but public health tries not to become ill and not to be injured. Debates on how we build or rebuild public health system, which is contrasted with medical care system, are needed in Korea, focusing how needs for healthy community and right to health are fulfilled. Public health specialists for practising population health at local community level should be systematically recruited, the function of public health centers should be strengthened, and new government organization should be established for place-based health management.

In Japan, apartment housing occupies a great proportion of residence due to high population density like Korea. Although Korea and Japan are similar in big proportions of apartment housing, and apartment housing management systems and utilization behaviors, there are considerable differences. This paper examined Japanese public facilities and the status of public facility management and utilization, which differ from those in Korea. In order to analyze the status of public facilities from a perspective of management companies, a preliminary survey was conducted targeting apartment management companies in the top 100 and a field study on public facilities was conducted targeting chief directors and managers of individual housing facilities to look into public facility utilization methods, problems with public facility management, demands of residents, and utilization situations. Also, the present state of facility utilization and utilization promotion plans were investigated, based on the drawings of facilities collected. As the result, results were found in three respects; 'elements, related to building plans', 'elements, related to utilization promotion', and 'elements, related to facility remodeling, including changes of uses'. In relation to the use of public facilities in the future, a more active communication between managers and users would be needed for planning. Also, there would be a need to provide public facilities for visitors when there are events for both occupants and visitors in order to promote the use of facilities and management companies would have to share information of excellent facility models.

In the process of promoting policies to strengthen health insurance coverage, the relationship between public health insurance and private health insurance, along with the management of non-benefit, is also emphasized as a policy issue. First, the concept and scope of non-benefit were comparatively analyzed by country. Second, the interaction between the public and private health insurance was classified as 'large or small,' and the government's regulation and management policy on private health insurance was classified as 'strong or weak.' Korea has relatively smaller benefits covered by public health insurance, higher copayment expenses, and more areas and scope of non-benefits. In countries where the interaction between public and private health insurance is small, private health insurance-related policies are weak. And in countries with large interactions had public-private partnerships and the government's management policies were also strong. On the other hand, Korea has a large interaction, but the actual structure of cooperation between public and private insurance and management policies were weak. Because the non-benefit sector in Korea is relatively wide, it is difficult to manage compared to other countries where the concept of non-benefit is limited. In addition, the health authorities rarely perform the role of supervision over private health insurance, and they have so few linkages and cooperation for public-private insurance. Therefore, practical policy enforcement is necessary to achieve the easing of the burden of national medical expenses through linkage and cooperation of public-private health insurance with reference to relevant other countries' cases.

본 연구는 경기도를 주요 분석대상으로 하여 공유재산 보유현황, 관리체제와 운영성과, 운영의 한계점 등을 분석하였다. 또한 경기도와 서울특별시, 인천광역시 등의 타 광역단체들의 공유재산 관리체제를 비교·분석하여 시사점을 얻고자 하였다. 동시에 경기도 전체 공유재산 실무담당자를 대상으로 공유재산 운영과 관련된 설문조사를 실시하였다. 분석결과, 경기도는 재정자립도가 완전하지 않기 때문에 재원확충이 중요인데도 불구하고 공유재산의 세외수입 실적이 보유규모에 비해 미미한 수준이다. 그 원인으로는 무엇보다도 공유재산 관리전담부서가 별도로 신설되어 있지 않고 기존의 업무를 담당하는 주무부서도 행정력이 부족하다는 점이 주요 원인이라 판단된다. 따라서 본 연구에서는 공유재산의 운영 성과와 기타 재산 가치를 증대시키기 위해서는 공유재산 전담부서를 신설할 것을 제안하고자 한다. 설문조사에서도 공유재산 운영 성과를 개선시키려면 현재의 관리체제를 개편해야 하며 그 개편방향은 전담부서의 신설이어야 한다는 인식이 형성되어 있음을 확인할 수 있었다.

A strategic model on quality management system was developed and applied for the public service sector. The public service sector includes a wide range of organizations such as local authorities responsible for education, social services and housing, government departments, military forces, and public enterprises like post office and Korean Railroad. Quality management requires strategic integration of management system for achieving customer satisfaction. Questionnaire was developed, and data was collected and analyzed for this study. Conclusively, leadership and organization culture are the important drivers among the quality management activities. Human resource development and process management are significantly related to employee satisfaction, which also significantly influences on customer satisfaction in the public sector.

본 연구는 토공현장의 토사관리를 중심으로 토공사에 대한 시공관리시스템 구현을 목적으로 한다. 본 연구 결과는 토공사 시공관리에 대한 DB 설계 및 시스템 구현으로 구분한다. 첫째, 토공사 시공관리에 대한 DB설계는 토공사 장비에 대한 작업계획 대비 실적의 분석을 통한 시공관리와 노무관리 등 자원관리 DB를 구성하여 작업과 자원 분류체계를 연계하여 구성하였으며, 둘째 토공사 시공관리 시스템은 토공사 작업계획을 평면도에 구획단위로 구분하여 실적을 그래픽으로 표시하며, 이를 기반으로 공정 현황, 진도보고 등폭 시각적으로 표시하여 현장의 실무자간에 의사소통 및 업무 수행에 원활히 사용하도록 개발하였다. 본 연구는 토공전문회사의 토공사 업무에 특화한 시스템으로 시험적용 단계를 거쳐서 현장에 사용 가능한 시스템이다.

Recently, maintenance of public rental housing becomes a critical issue because its expenditure possesses the majority proportion of life cycle cost. The countries, such as USA and Singapore, have introduced the approaches for advanced property management, which are cost-effective in the maintenance management. However, as maintenance management system becomes advanced, risks associated with its application are also increased. Therefore, it is needed to assess the appropriate applicability of public rental housing maintenance management considering the constrains in domestic construction industry. The main objective of this study are to investigate international cases and systems and to propose strategic introduction, which satisfies the regulations and policies for domestic public rental housing. In order to evaluate the suitability of the investigated systems, practitioners' opinions were reviewed through the questionnaire surveys using analytic hierarchy process (AHP). The surveys indicate that advanced asset management was the suitable process for managing efficiently domestic public rental housing. Moreover, the results showed each weights of considerable criteria for assessing the effective application of maintenance management, and would contribute to further detailed and systematic management.

최근 정부산하공공기관은 "공공기록물 관리에 관한 법률" 시행령에 따라 기록관리기준표를 도입하기 위해 분류체계를 정비하고 있다. 하지만 정비한 기록관리기준표를 탑재할 시스템이 부재하여 활용성에 문제가 있다. 본 연구는 고유의 미션을 가진 정부산하공공기관을 대상으로 기록관리의 토대가 되는 분류체계를 관리 할 수 있는 분류체계관리시스템 기능 설계를 목적으로 수행되었다. 기능 설계를 위해 5개 정부산하공공기관 기록물전문 요원과의 심층면담을 수행하였고, 이를 토대로 다양한 분류체계 등록 기능, 집합체 계층 구조 설정 기능, 기록관리기준 관리 기능을 설계하였다.

The use rate of sports facilities in Korea is increasing every year, which means that accidents are also increasing. However, it is difficult to determine the level of safety management necessary to prevent accidents because there are no measurement tools to evaluate such management of sports facilities. Accordingly, in this study, tools and models to evaluate the safety management level of public sports facilities were developed based on public company management evaluation guidelines and the EFQM Excellence Model. A comparative analysis of the proposed tools and models between local governments showed no difference in awareness of safety management by group. This means that active safety management activities are needed to improve the low level of interest in safety of public sports facilities. We hope that this model will be widely used for the safety management of public sports facilities and to identify improvements and priorities in safety management.

본 연구는 충청남도 직영기업을 대상으로 지방공기업 경영평가의 수용성을 분석하였다. 이를 위해 지방공기업 경영평가와 관련하여 5개 측면으로 영역을 구성하고 지방공기업 경영평가의 수용성과의 영향여부를 분석하였다. 직영기업은 조직 구조상 다른 공기업들과 다른 형태를 지니고 있어서 경영평가가 효율적으로 운영되기 위해서는 보다 차별화된 전략이 필요시 된다. 상하수도의 경우 지방자치단체 조직으로 경영평가 결과의 환류가 어려운 특징이 있어 관리자의 관심과 노력이 필수적으로 요구된다. 또한, 경영평가를 통한 직영기업의 성과를 높이기 위해서는 담당자의 전문성이 필요시 되는 만큼 이를 위한 정책적 운영방안이 필요시 된다. 무엇보다 경영평가 결과에 대한 인센티브가 다른 공기업처럼 의도한 효과를 내기 어려운 구조에 있다. 따라서 평가결과에 대한 보상시스템에 대한 차별화가 필요할 것이다. 본 연구의 한계가 있으나 상대적으로 특성이 다른 상하수도 관계자에 대한 의식조사가 이루어진 만큼 향후 경영평가제도의 운영방향을 모색하는데 기여할 수 있다는 것에 의의를 지닌다.
