공공 소프트웨어 프로젝트의 관리 행태에 관한 탐색적 연구 (An Exploratory Study on the Management Behavior of the Public Software Project)

  • This study was exploratively performed to demonstrate the management behavior of the public software project in korea. In this study, 167 auditing reports on the public software project which were carried out during $1999{\sim}2003$, were employed and surveyed. Survey reveals that quality management was the most neglected in process of software project management relative to other 12 management areas. And configuration management, risk management, time management, and scope management follow up in order in its vulnerability in software project management.

공기업 윤리경영 사례 연구: 한국가스기술공사 사례를 중심으로 (A Case Study on Ethical Management of Public Enterprises: Focusing on the Case of Korea Gas Technology Corporation)

  • Purpose: As an excellent example of ethical management of public enterprises, it provides implications for excellent management strategies through continuous ethical management promotion to domestic public enterprises and general enterprises through case analysis of the Korea Gas Technology Corporation's ethical management system and implementation. Methods: A case analysis was conducted on the ethical management system and implementation of the Korea Gas Technology Corporation, focusing on ethical management, human rights management, and social contribution activities. Results: The Korea Gas Technology Corporation's ethical management case is significant as an example showing the long-term progress and development process of establishing and implementing the ethical management system. Starting with the establishment of a basic plan for ethical management in 2004, the Korea Gas Technology Corporation has continuously advanced its ethical management system and practical capabilities. Through this, it is possible to provide implications to other companies through benchmarking on major implementations at each stage, such as the introduction, institutionalization, settlement, and maturity of the ethical management system. Conclusion: It proposes ethical management execution performance management centered on the performance of each stakeholder, linkage between the ethical management strategy system and the organization's strategy system, classification of related subjects and roles in the ethical management promotion system, and active external communication.

공기업 기록경영 도입을 위한 구성 요소 분석에 관한 연구 (A Study on the Analysis of the Factors for the Introduction of the Management for Records in Public Enterprises)

  • 공공기관에는 공공성과 함께 기업성을 보유하는 공기업이 포함되어 있으나 공공기관 기록관리에 필요한 제도나 정책수립에 공기업의 특성을 반영하는 노력이 부족하다. ISO는 기록관리 표준이 가지는 한계를 극복하고자 패밀리 구조의 기록경영시스템 표준인 ISO 30300을 개발하였고 국내에서도 이를 산업표준으로 받아들였다. 이는 기록관리가 실무차원에서 벗어나 경영적 차원에서 추진될 수 있는 표준 체계가 마련된 것이며, 기록관리 인증제 도입을 예고하는 것이다. 이에 공기업의 특성과 기록경영 도입의 필요성을 살펴보고 공기업이 기록경영 도입을 위해 필요한 기록경영 구성 요소를 분석하였다. 이를 통해 공공기관 기록관리 평가체계에 공기업 기록경영 요소를 반영할 것과 공기업이 기록경영 도입을 위해 필요한 요건을 제안하였다.

  • 이 연구는 도서관 경영패러다임 및 기법 변화의 후속연구이다. 1980년대부터 주요 선진국은 사회변동에 따른 경영 및 행정패러다임의 변화에 주목하여 신공공경영이론을 행정개혁과 경영혁신의 사상적 원천 및 전략적 수법으로 채택하였는데. 그 이유는 무엇이며 구체적인 실천수단이 도서관의 경영개혁과 관리운영에 어떻게 적용되어 경영형태를 변용시키는 지에 대하여 분석하였다. 특히 공공도서관을 중심으로 아웃소싱, 위탁경영 및 지정관리자제도, 민간자금 활용사업을 집중적으로 논급하고 제언하였다.

공공의료기관의 경영성과 차이에 관한 분석 (The Study on the Difference of Management Performance in Public Health Care Institution)

  • This research analyzes on the difference of the management performance in public health care institution, especially between provincial medical center and national university hospital. The meaningful results of this study as follow. First of all, management performance was showed the loss in both of provincial medical center and national university hospital. but national university hospital is superior to provincial medical center in management performance. Secondly, It is noteworthy that social working expenses have influence on national university hospital. Finally, It shows that personnel expenses are the most important factor in the management performance in public health care institution. We hope that these results will be useful in the performance management of public health care institution.

The Effect of Organisational Structure on Quality Management in Public Hospitals in a Developing Nation: A Comparative Study Between District, State and National Level Hospitals in Malaysia

  • The objective of the study was to empirically assess the practice of quality management among employees of Malaysian public hospitals at the district, state and national level hospitals. Comparative analysis on the practice of quality management was made among the three groups of hospitals. Self-administered questionnaire was the main method of data collection. Twenty-three public hospitals throughout Peninsular Malaysia participated in the survey. Practice of quality management was found to be significantly higher in district hospitals than in the national referral centre, which is based in the capital city of Kuala Lumpur. However, there was no significant difference in perception of implementation outcome between the three levels of hospitals. Among the factors of quality management, teamwork was found to be significantly higher in district hospitals than in state hospitals and the national referral centre. Leadership and management commitment was found to be significantly higher in district and state hospitals than in the national referral centre. The effect of organizational structure could have an effect on practice of quality management.

일본의 공문서관리법 시행에 따른 기록관리 체제 검토 (A Study on Records management system under enforcement of The Public Records and Archives Management Law in Japan)

  • 2011년 4월 1일은 일본에서 공문서관리법이 시행되었다. 공문서관리법은 2009년도에 제정되었고, 시행령 및 관련 법 체계를 정비하여 2년 후인 2011년 4월 1일에 시행되었다. 이는 기존의 기록관리 관련 법 체계와는 전혀 다르다. 공문서관리법이 제정되기 이전에는 공문서관법과 정보공개법이 일본의 공공영역 기록관리 법 체계의 근간이었다. 공문서관법은 비현용기록의 관리와 이용에 대한 조항으로 구성되어 있으며, 정보공개법에서는 생산 단계에서의 현용기록의 관리에 대해 명시하고 있다. 이 2개의 법률은 기록의 라이프사이클 단계에 따라 각각 적용되었지만, 서로간의 관계는 상호보완이 아닌 단절적인 것에 그치고 말았다. 공문서관리법은 기록이 건전한 민주주의의 근간을 지지하고, 국민공유의 지적자산으로서 국민이 주체적으로 이용할 수 있도록 공문서관리에 관한 기본적인 사항을 정하고 있다. 이를 위하여 현용기록의 적절한 관리, 비현용기록의 적절한 보존 및 이용 등을 도모하여 행정의 효율성과 현재와 미래 국민들에게 설명 책임의 책무를 다하는 것을 목적으로 한다. 본 논문에서는 공문서관리법, 시행령, 행정문서 관리에 관한 가이드라인을 비교 분석하였다. 공문서관리법이 시행됨에 따라 생산, 정리, 보존 등의 기록의 라이프사이클 단계에서 기록관리가 어떻게 진행되는지 검토하였다. 이를 통하여 공문서관리법과 레코드스케줄과의 관계를 분석하였고, 더 나아가 공문서관리법이 민주주의와 행정투명성에서 어떤 의미를 가지는지 검토 하였다. 시행된 지 얼마 되지 않지만, 공문서관리법 체계 하에서의 일본의 기록관리는 분명히 발전할 것이며, 이에 대하여 우리나라에서도 깊은 관심을 가질 필요가 있다.

AHP를 이용한 공공병원 평가지표의 우선순위 및 가중치 개발 (Priority Analysis of Criteria for Evaluation of Public Hospital Using Analytic Hierarchy Process)

  • This study looks at priorities in managing public hospitals by figuring out categories needed to examine the quality of each hospital. In order to analyze priorities and relative importance of valuation indicator in Seoul municipal hospitals, surveys were sent via e-mail to medical professionals who have participated in evaluation of municipal hospitals. The analytic hierarchy process (AHP) was conducted using the Expert Choice 11.5 program. The results show that 'providing public service' is considered to be the most important category for all kinds of public hospitals, followed by 'improving the quality of medical care', 'hospital management and governance', and 'efficient hospital management'. The importance of 'hospital management and governance' and 'efficient hospital management' is different depending on the types of hospitals, but the importance of 'providing public service' and 'improving the quality of care' remains the same regardless of the types of hospitals. Based on these results, the study comes to a conclusion that public hospitals should place high value on certain categories and their management purposes should differ depending on their specific fields and characteristics. This study will help furthering discussions on the identity and roles of public hospitals.

범부처 공공보건의료인력 관리조직의 필요성과 과제 (Creation of a central public healthcare human resources management department to coordinate existing agencies)

  • Purpose : The aim of this study is to review the current status of healthcare provision and its human resources administrative management and propose a coordinated human resource management plan for the more efficient operations of healthcare organizations. Methods : We reviewed the literature and held discussions with officials from the United States Department of Health and Human Services to survey United States Public Health Service Commissioned Corps operations. In addition, we surveyed the literature to analyze the current structure and responsibilities of governing bodies involved in public healthcare in Korea. Results : In Korea, there are several administrative offices involved in public health: the Ministry of Health and Welfare, the Ministry of Defense, the Environment Ministry and others. Since these diverse agencies don't integrate their operations, it is difficult to grasp their management of both public healthcare services and their personnel. A potential model is the United States Public Health Service Commissioned Corps, a sub-group of the Department of Health and Human Services and an elite team of highly qualified, public health professionals, which coordinates and manages the overall work and personnel of diverse healthcare organizations. Conclusion : We suggest the establishment of a federal level, public health administrative department of human resource management to centralize and coordinate the existing, disparate healthcare administrative agencies.

공공서비스시설에서의 시설성능 요인에 대한 탐색적 연구 (Exploratory approach to measuring facility performance in public service facilities)

  • In order to plan and manage public facilities effectively and efficiently, it is necessary to diagnose the current status of facilities and decide the objective features. Performance measurement is to provide managers with the information they need to measure competitive advantages. This paper discusses public facility performance in order to establish the conceptual framework for performance measurement for public facilities. In order to develop the measurement of public facility performance, a pilot study was conducted with facilities managers of facilities management corporation of public districts in Seoul. We investigated how public facilities management teams have assessed their performance and collected data regarding financial aspects, service aspects, community aspects, and building aspects. There is no standard format to measure facility performance since building sizes, programs, community needs widely differ. However, it is necessary to have a more consistent system to measure facility performance. In addition, each public municipal district needs to empower each district facilities management corporation to participate in managerial decisions and budget control.
