The Data Sharing Economy and Open Governance of Big Data as Public Good

  • Data-driven markets depend on access to data as a resource for products and services. Since the quality of information that can be drawn from data increases with the available amount and quality of the data, businesses involved in the data economy have a great interest in accessing data from other market players and sharing data with other stakeholders. Despite the growing need for access to data and evidence of the economic and social benefits, data access and sharing remains below its potential. Individuals, businesses, and governments often face barriers to data access, which may be compounded by the reluctance to share, including within and across sectors. To address these challenges, this paper focuses on finding possible solutions for a better data-sharing economy. This paper 1) Discusses opportunities and challenges of open data and the data-sharing economy, limitations of private sector data, and issues with open government data. 2) Introduces open government data initiatives and open governance networks initiatives. 3) Suggests possible solutions, including the governance and management, the legal and policy frameworks, and the technical standards for open data with proposing an open data governance model for the data-sharing economy.

A Study on the Improvement of 'Geospatial Information Open Platform' for Geospatial Information Convergence Industry

  • In this paper, we propose a direction for improving 'Geospatial information open platform' service to support the converged and integrated geospatial information. Since there can be a number of issues relating to the support for geospatial information convergence industry, two qualitative surveys were performed to collect opinions comprehensively and specifically. The responses from 165 experts from 5 areas that use geospatial information were used, and the requirements of demanders were divided into the aspect of policy, aspect of data development and distribution, and aspect of data utilization support in order to effectively analyze the survey results. As a result, a total of 26 major issues were derived and it was deemed that it is necessary to find a way to expand the role of 'Geospatial information open platform' from "Open-API Oriented Passive Spatial Information Open Platform" to "Platform that Comprehensively Provides Active Convergence Support Information" order to resolve the issues derived.

A Study on Librarians' Perception about Government 3.0 (정부 3.0에 대한 도서관 사서의 인식조사 연구)

  • Recently in accordance with Government 3.0 policy, public data is being released in large quantities and entrepreneurs are succeeding in utilizing this policy to develop products and apps that increase the convenience of the people to use the information. As libraries belong to the public domain, libraries must open a variety of data to the public in accordance with the Government 3.0 policy, and make the various applications utilizing the data. Therefore, this study investigated the government 3.0 Policy, classified the success cases of the applications according to specific criteria, identified data having high availability from the library data, and tried to discover data that can increase the utilization value through the library from other subject areas. An awareness survey was conducted of librarians of the University and Special Library and the results are as follows: First, librarians' awareness about the Government 3.0 was more than the average of 3.6, whereas for the initiatives presented in 3.0. Second, those responding that the government 3.0 policy would have a positive effect on libraries were six times higher than those responding negatively. Third, the respondents listed the ways that the policy can be effectively utilized in the library, in order, as providing to the user public open data classified by topic, providing user education about utilizing method of public open data, and privacy-related user education regarding open data utilization. Fourth, there was overall agreement by the respondents that public open data would be helpful in improving the library's changing role and image, with 60% responding in a positive way.

  • There are many activities that open source software may using at several areas from the government and international organization such as the UN. And Korea enforces the open source software demonstration activities with different meaning link. It is an evaluation field whether or not using the open source software in information projects. But the public information and the education against the open source software are insufficient in the secondary school students who are be latent open source software users. In this paper, We present an examination and analysis of the open source software recognition of the secondary school students in Korea. And We suggest education methods that can use the open source software in the information subject of the revised 7th national education curriculum.

This research results could be applied with the place fundamental data which searches a program which revitalizes the open source software education from the middle and high school.

A Study on the Standards for Public Library Opening Hours in Foreign Countries and Korea (국내외 공공도서관 개관시간 기준 연구)

  • Public Libraries should be open at times when the community can make the most effective and convenient use of library collections and services. In other words, public library must provide adequate open hours for local residents. In this respect, this study analyzed the minimum opening hours per week in public library standards of international organizations(IFLA/UNESCO) and major countries (USA, Canada, UK, France, Australia, China, Taiwan, Japan, Korea) and suggested a desirable minimum standards(under 10,000 population-45 hours ; over 10,000~20,000 population-50 hours ; over 20,000~50,000 population-55 hours ; over 50,000~100,000 population-60 hours ; over 100,000~300,000 population-65 hours ; over 300,000 population-70 hours) for opening hours per week of public library based on population size in Korea.

Interlinking Open Government Data in Korea using Administrative District Knowledge Graph

  • Interest in open data is continuing to grow around the world. In particular, open government data are considered an important element in securing government transparency and creating new industrial values. The South Korean government has enacted legislation on opening public data and provided diversified policy and technical support. However, there are also limitations to effectively utilizing open data in various areas. This paper introduces an administrative district knowledge model to improve the sharing and utilization of open government data, where the data are semantically linked to generate a knowledge graph that connects various data based on administrative districts. The administrative district knowledge model semantically models the legal definition of administrative districts in South Korea, and the administrative district knowledge graph is linked to data that can serve as an administrative basis, such as addresses and postal codes, for potential use in hospitals, schools, and traffic control.

  • As The Fourth Industrial Revolution and Intelligent Information Age came into full-scale, the policy of open government data has become a hot topic for each country. The United States, the United Kingdom, and other countries are shifting policy direction to "creating value" of open government data. Also, in the age of the digital economy where the data market is soaring, open government data is gradually being recognized as a new raw material for new business and start-ups. In addition, Korea ranked first in the OECD open government data evaluation twice in a row, and was highly evaluated in the international evaluation. However, domestic firms are still lacking in qualitative openness of government data, data is dispersed among institutions, lack of public-private data linkage, and development of app-oriented development. This study attempts to analyze major national policies for the creation of a data ecosystem that considers data lifecycle, from production to storage, distribution and utilization of data. First, the target countries were the leading public data countries among the OGP member countries, the USA, the UK, Australia and Canada. The results of this study are as follows. As a result of analyzing the results and comparing Korea's policies, it was concluded that most of Korea is superior in open government data policy. However, improvement of data quality, development of open data portal as an open platform, support for finding various users including apps and web development companies, and cultivation of open government data utilizing personnel are analyzed as policy issues. In addition, the direction of policy for the balanced ecosystem of Korea is presented together.

Development of a Method for Analyzing and Visualizing Concept Hierarchies based on Relational Attributes and its Application on Public Open Datasets

  • In the age of digital innovation based on the Internet, Information and Communication and Artificial Intelligence technologies, huge amounts of datasets are being generated, collected, accumulated, and opened on the web by various public institutions providing useful and public information. In order to analyse, gain useful insights and information from data, Formal Concept Analysis(FCA) has been successfully used for analyzing, classifying, clustering and visualizing data based on the binary relation between objects and attributes in the dataset. In this paper, we present an approach for enhancing the analysis of relational attributes of data within the extended framework of FCA, which is designed to classify, conceptualize and visualize sets of objects described not only by attributes but also by relations between these objects. By using the proposed tool, RCA wizard, several experiments carried out on some public open datasets demonstrate the validity and usability of our approach on generating and visualizing conceptual hierarchies for extracting more useful knowledge from datasets. The proposed approach can be used as an useful tool for effective data analysis, classifying, clustering, visualization and exploration.

But companies are increasing who distribute software as open source, mass of people's interest also became high and it is coming about installation related methods have been changing. Not only traditional compile based installation, it is entrance on the stage of user friendly technique that is package installation, network based install, file execution after uncompression and cmake method to give easily to developer various platform support. This paper will analyze open source operating system Linux based public open source distributed application installation trend.
