The public-private cooperation in package deal has been studied for the overseas energy resources acquisition. The effectiveness of the package deal has not been successful because the deal has led by the government organizations. It is difficult for the plant EPC companies to join the packaged deal due to the lack of the whole responsibility organization to support the participation of the package deal. The followings are suggested as the ways to strengthen of the public-private cooperation in this study. 1) the relevant public enterprise privatization 2) establishment of the joint model for leading the plant EPC companies to the package deal 3) establishment of the whole responsibility organization for the public-private cooperation.

학교도서관과 공공도서관의 협력은 도서관 자원을 효율적으로 활용하고, 어린이와 청소년에게 좋은 서비스를 제공함으로 써 사서직의 교육적 역할을 신장할 수 있는 전략 중 하나이다. 설문을 통한 사서교사와 사서의 협력에 대한 인식과 실태분석 결과, 사서교사와 사서 모두 학교도서관과 공공도서관의 협력이 필요하다는데 공감하고 있으며, 협력이 가장 필요한 분야는 '프로그램'과 '자료'라고 생각하고 있는 것으로 나타났다. 협력이 잘 이루어지고 있지 못하는 공통적인 이유는 '인식 및 관심 부족'이라는 응답이 많았다. 사서교사는 주로 공공도서관이 운영하는 어린이 청소년 관련 프로그램이나 서비스를 학생과 학부모에게 홍보하고 있으며, 공공도서관 사서의 경우에도 프로그램을 학교도서관에 홍보하거나, 교육과정 관련 자료의 구비 및 제공을 사서교사와 협의하고 있는 수준으로 나타났다. 그리고 도서관 간 협력을 활성화하기 위해서는 '전문 인력 배치'와 '협의체 운영'이 필요하다고 인식하고 있는 것으로 나타났다.

In 2015, the State Council of South Korea finalized its goal to reduce greenhouse gas emissions by "37% from the business-as-usual (BAU) level" by 2030 across all the economic sectors. Of that reduction, 4.5% will be achieved overseas by leveraging Emission Trading Systems (ETS) aided by international cooperation. In line with this, considering both the demand for and supply of the carbon market increased after the Paris agreement, the importance of public diplomacy in negotiating climate change actions also rose. This study aimed to analyze the impact of international discussions such as the United Nations Framework Convention on Climate Change (UNFCCC) on domestic policies and the types of public diplomatic climate change policies pursued by different government agencies, and draw implications from them. This study attempted to find implications from the Korean government's public diplomacy on climate change for developing countries. Lessons learned regarding Korea's public diplomacy would provide a practical guidance to the Asian developing countries, which are suffering from environmental crisis at a phase of rapid economic growth.

This paper aims at exploring financing methods for port development in response to unification of South and North Korea. In so doing, methods of port financing employed by major countries have been enumerated. Major financing sources for the two Korea, among others, taxes, public bond, public administration fund, establishment of harbour maintenance tax, port development tax, port development fund, Civil Economic Cooperation Fund of South and North Korea, and Fund for Port Development of North Korea and, fund for cooperation of South and North Korea, Economic Development Cooperation Fund, borrowing of foreign capital, project financing, domestic civil capital investment, foreign capital investment, application of cross-subsidization principle, etc. were suggested.

본 연구는 공·사연금 제도의 협력 활성화의 필요성, 이를 위한 국내외 제도의 사례를 살펴보고, 한국에 적합한 공사연금 협력의 정보인프라 구축방안을 제시하려 하였다. 선진국은 최근 노후소득보장제도의 다층화에 주력하고 있으며, 연금교육과 정보서비스는 공사연금 협력의 핵심 요소로 등장하고 있다. 현재 한국에서 다층노후소득보장 체계의 틀은 갖추어졌으나 내실화되지 못하고 있다. 특히 연금제도에 대한 잘못된 인식과 정보가 연금제도의 정착에 큰 지장을 초래하고 있다. 이를 개선하기 위해 본 연구는 국가주도형인 아일랜드과 뉴질랜드, 민관협력형인 네덜란드, 민관분화형인 스웨덴의 사례를 분석하였다. 이 연구는 공사연금 협력의 기본인프라를 구축하기 위해 연금기관 간 정보교류와 협력의 촉진, 영세사업장 등의 공동실사체계 구축, 통합연금정보 서비스의 활성화를 제안하였다. 또한 네덜란드형의 민관협력형을 참고하여 '공사연금협회'의 구축을 제안하였다. 공사연금협회는 민간기관과 공적기관이 파트너로써 구축하고, 연금제도의 정보, 교육, 홍보와 관련된 모든 서비스를 통합, 관리한다.

The purpose of this research was to study the merits and barriers to successful school and public library cooperation in the city of Seoul and to obtain perspective and the basic data used to implement practical cooperative measures. A questionnaire survey was conducted for 22 public libraries in city of Seoul concerning both positive and negative aspect of cooperation between two types of libraries. Based on the survey results, the following conclusions and recommendations are made ; 1) The librarians recognized the necessity of cooperation that promote efficiency of library operation and also contribute toward local community development. 2) The librarians are agreeable to the cooperative service and the institutional cooperation will prevent redundancy of collection development and will make variety of book selection possible. 3) The cooperation will not result in manpower reduction or budget saving. 4) Inconvenience due to distance between two types of library is anticipated. 5) In order to develop the skills and capabilities of the librarians, it is desirable to offer reeducational program and o n.0, pportunities to attend conferences and meetings. 6) The library user orientation program is to be held regularly. 7) It is necessary to make policy statement of library cooperation in order to maintain autonomy of each library. 8) The establishment of branch libraries and moving libraries under the educational district is recommended.

The purpose of this study is to build a model of inter-library cooperation's network in the information of library materials. Results of this study are 1. The YTational Assembly Library and the Central National I, ibrar:; should be unified. 2. The unified organization should be organized its cooperative quarter for itself (in the Central National Library). .And every library should he organized his quarter and personnel for the inter-library cooperation. 3. The cooperatior, organization in the re~ion should organized by the Regional Central Public Library. 4. In case of the Central National Library, financial problems required of the performance in the inter-library cooperation should he charged equally among the Central National Library, the library belong to the reader and the reader. In case of the regional Central Public Library, it should be charged equally arnozlg the regional Central Public Library, the library belon-g' to the reader and the reader. 5. The Regional Central Public Library in the seat of provincial government should be managed the cooperation's work of the individual library, and upward the unified Central Xarional Library should generalize. 6. The purchase of materials should be done by the character of the each library 1r:ith the assignment of the each subject should be decided in the meeting of the each library personne!. -2nd the budget for purchasing per the year should be decided on the minimum by the circumstances of the each library regionally. 7. The unified Regional Central Public Library in the seat of provincial government should be charged of the Union Catalog's expense regionally, and the Central National Library should be charged of that National Union Catalog's expense to cumulative the Fegional Union Catalog within a definite period of time. 8. Books without presentation of a specimen copy to the unified Central National Library should be purchased, and r.cr 'oe included to the National Union Catalog. 9. The cooperation of the each library should be decided on the law, and considered the character of the each region.

본 연구는 지식과 정보를 기반으로 하는 21세기 지시기반사회에서 공공도서관과 학교도서관의 협력 활동에 대하여 다양한 방안을 제시하고자 한다. 이를 위하여 도서관 협력 이론과 우리나라 공공도서관과 학교도서관의 현황과 문제점 및 협력 현황을 살펴보고, 외국의 협력 사례를 비교 . 분석하여 새로운 협력 방안을 마련한다.

목적: 이 연구는 국가위기 시 지도자의 공공외교의 내용과 효과를 이해하는 것을 목적으로 하며 다음의 두 질문을 던진다. 첫째, 지도자는 위기 시 국제사회의 협력과 지원을 얻기 위해 어떠한 내용의 공공외교를 하는가? 그리고 둘째, 지도자의 공공외교는 어떤 원리를 통해서 국제사회의 협력과 지원을 증진하는가? 방법: 연구질문에 답하기 위해 국가위기 시 국가지도자에 의한 공공외교가 활발하게 나타난 최근 사례인 러시아-우크라이나 전쟁에서의 우크라이나 젤렌스키 대통령의 공공외교에 대한 사례분석을 실시하였다. 세부 연구방법으로는 파이썬(Phython)을 활용하여 젤렌스키 대통령의 트위터 텍스트를 기술적으로 분석하였다. 결과: 2022년 러시아의 침공 후 젤렌스키 대통령은 SNS를 적극 활용하여 다른 국가 국민과 소통하였으며 이를 통해 공공외교의 효과를 얻을 수 있었다. 그는 트위터를 통해 다른 국가 국민에게 '협력과 지원에 대한 감사', '우크라이나의 입장', '다른 국가 축하 및 애도' 메시지를 보냈으며, 이를 통해 지지와 신뢰, 청중비용을 증가시킬 수 있었다. 결론: 공공외교의 효과는 국제협력과 지원 간에 발생하는 문제를 상당 부분 해소하여 협력의 증진으로 이어질 수 있었다. 하지만 이 사례에서 후견국의 딜레마와 이행의 문제는 지속되었으며, 공공외교만으로는 해결이 어려운 것으로 나타났다. 이 연구의 분석을 통해 차후 대한민국의 위기 시 지도자의 공공외교를 위한 교훈을 도출할 수 있으며, 이를 위해 평시부터 지도자의 효과적인 공공외교를 위한 노력이 필요할 것으로 보인다.

이 연구는 공공 행정에서 서비스 전달 조직과 절차를 관리하고 재정을 지원하는 공공부문 사례관리 사업 중 방문건강관리 사업 실무자를 대상으로 타 사례관리 사업과의 연계협력 업무에 대한 경험을 파악하기 위해 실시하였다. 광역시와 시군 소재 보건소 방문건강관리사업 담당자 3명을 대상으로 포커스 그룹 인터뷰를 실시하였고, 자료 수집을 위해 사용한 인터뷰 질문들은 사전에 연구진간 논의를 거쳐 도출한 반구조화 질문지를 활용하였다. 연구 참여자들은 방문건강관리 업무를 수행하면서 경험한 연계협력의 성공과 실패 요인들을 심층적으로 기술하였다. 인터뷰 내용은 질적으로 분석되어 3개의 주제, 9개의 하위주제가 도출되었다. 연구결과, 공공부문 사례관리 사업 간 연계협력 업무안내서는 연계협력을 수행하는 데 있어 긍정적 성과요인이었지만, 방문건강관리 전문 인력의 불안정한 고용문제와 통합시스템의 부재는 연계협력의 장애요인이었으며, 성공적인 연계협력을 위해서는 인적 인프라 강화, 기능적 시스템 개선, 조직적 차원의 방안 마련 등 다각적인 접근이 필요한 것으로 확인되었다. 이에 명확한 연계협력 표준 및 절차 수립, 방문간호 전문인력의 처우 개선, 사례관리 통합정보시스템 개발을 제안한다. 또한, 지역 간 편차가 큰 방문건강관리 사업의 특성을 고려하여 다양한 지역을 대상으로 한 추후 연구가 필요함을 제안한다.
