건설공사 사후평가 제도는 공공건설사업 수행결과를 반영하여 향후 유사한 공공건설사업의 계획 수립 시 활용되어져야 하나, 현행 제도는 당초 기획 계획 당시에 추정한 수요, B/C비율, 공사비, 공사기간 등 예측치와 건설공사 완공후 일정기간(3년 내지 5년) 경과후에 측정한 실제 결과치를 단순히 비교하여 제시하는 수준에 그치고 있다. 또한 대부분 공공발주기관에서는 수동적인 사후평가 업무수행에 그치고 있어 제대로 환류가 이루어지않고 있다. 이에 본 연구에서는 공공발주기관을 대상으로 설문조사를 실시하여 건설공사 사후평가 제도의 수행현황을 파악하였으며, 국내 사후평가 제도와 유사한 미국과 일본의 건설사업 평가체계를 벤치마킹하였다. 또한, 건설공사 사후평가 제도와 관련된 국토부 실무담당자와의 수차례 업무회의를 실시하여 사후평가 수행의 적시성 확보 및 활용성 강화방안을 제시하였다. 이와 같이 건설공사 사후평가 제도 개선을 통해 건설사업 수행과정에서의 목표 및 성과에 대한 확인 점검 분석 체계를 내실화하고, 건설공사 특성별로 평가내용 및 방법을 차등화함으로써 발주청의 사후평가 수행에 대한 실천력이 제고될 것으로 기대된다.

건설기술자는 건설산업의 지속적인 성장을 위한 핵심자원이며, 건설기술자에 대한 긍정적인 이미지는 유능한 인재의 유입과 보유에 많은 영향을 끼친다. 비록 기존 연구를 통해 건설산업의 이미지는 부정적으로 진단된 경향이 있지만, 현재까지 건설기술자의 이미지에 대한 현 주소는 정확하게 진단되지 못하였다. 본 연구의 목적은 건설기술자의 이미지를 일반 국민과 건설기술자를 대상으로 설문조사를 실시하여 비교 분석하고 주요 특징 및 시사점을 도출하는데 있다. 연구 결과, 일반국민 보다 건설기술자 스스로가 건설기술자의 이미지에 대해 부정적인 경향이 높은 것으로 나타났다. 건설기술자의 이미지에 대한 일반 국민의 인식을 제고하기 위해서는 건설기술자의 정체성과 역할에 대한 이해 증진과 도덕성 제고가 가장 중요한 현안으로 나타났으며, 건설기술자의 자기 이미지 제고를 위해서는 건설산업의 생태계를 회복하는 근본적인 처방이 필요한 것으로 나타났다.

공공건축물공사의 실적공사비제도에서 공사규모에 대한 건축공사비 차이가 크게 나타나므로, 산정방식에서 많은 문제점으로 제기된다. 이에 공사규모에 따라서 선별적, 차등적으로 적용할 예측모형의 개발이 필요하다. 이에 본 연구는 조달청에서 2011~2012년에 발주한 이미 준공된 42개 현장의 실적자료에서 공사규모 $5,000m^2{\sim}20,000m^2$으로 선정하여, 회귀분석을 통해서 추정된 모형을 도출하였다. 이를 근거로 신규공사에 적용하여 검증함으로써 합리적인 건축공사비 예측모형을 제시하였다.

The Public Data Act mandates that every public institution must make efforts to facilitate convenient access to public data for all and take necessary measures to universally expand the right to use such data. Furthermore, it specifies that the head of a public institution must provide the data held and managed by that institution to the citizens. The Construction Project Information Disclosure Service aims to increase the utilization of data within the Construction CALS System, creating new added value by disclosing information and fostering communication. This service seeks to enhance public interest and transparency, support the creation of new businesses based on construction project data, and stimulate related industries. Since 2019, a total of 26 types of information have been disclosed through this service. As the volume of disclosed information continues to increase, there has been a consistent demand for reducing burden on data providers and enhancing user functionality. This study analyzes the current status of the Construction CALS Information Disclosure System to identify its existing challenges. Subsequently, it establishes a systematic approach to the data opening process and proposes enhancements to information disclosure and search functionalities for addressing these challenges.

Various safety measures have been established and implemented in order to reduce construction accidents. However, statistics data on at construction sites still show higher accident and mortality rates than other industries. As a result of investigating the causes of accidents occurring in the construction industry, most accidents resulted from the failure of the system. Therefore, the existing safety management system of the construction site is monitored so that it operates properly in the field, and it is an important factor to actively participate in construction work. In order to overcome this, the government emphasized on-site inspections and planning and implementation confirmation by public institutes to ensure the effectiveness of the safety management system through amendment of the Construction Technology Promotion Act, but the orderer' safety capability and manpower are insufficient at present. Therefore, in this study, the safety management system, such as design for safety, safety management plan, safety check, safety management cost, etc. specified in the Construction Technology Promotion Act, is regularly checked and confirmed to improve the effectiveness of the safety management system as well as to improve the safety management system of the construction site by deriving measures to strengthen the public function of the government.

These days Construction Industry is one of the major industry in public project and it has many problems. And Construction Industry highly respond to a chage of IT, politics, economy, domestic and international situation. And it causes an uncertainty in Korea economy. The goal of this paper is showing the efficiency application of BIM in Public Project. And this paper follow three steps. First, these day's trend of BIM and delivery method are researched. Second, major factors are thrived to appreciating BIM Third, delivery method based on BIM is proposed. Major factors of delivery method are researched to make guide line of delivery method in public project in the future.

공공건설사업은 사람들의 복지 후생 향상과 국가 또는 공공단체 등이 공공자원을 사용하여 시행된다. 따라서 본 논문은 공공건설사업의 성과를 제고시키기 위해 건설성과에 영향을 주는 요인을 파악하였다. 그리고 전문가를 대상으로 AHP를 실시하여 영향요인 별 영향정도를 가중치로 제시하였다. 이를 위해 먼저 영향요인을 건설관련 제도, 프로젝트 관리노력, 프로젝트 환경을 구분하고 세부 영향요인 16개를 제시하였다. 그 결과 적정 예산확보, 합리적 사업시행 절차, 사전 기획 등의 순으로 가중치가 결정되었다. 이는 시공 이전단계의 업무에 해당되는 요인들로 시공이전단계의 관리업무의 중요성을 나타내고 있다. 반면, 자재조달, 작업난이도, 현장 조건 등 시공과 관련된 요인의 중요도는 상대적으로 낮은 것으로 나타났다. 본 연구 결과를 바탕으로 가중치가 높게 나타난 영향요인을 중점 관리하여 건설공사의 성공적인 수행이 가능할 것이다.

In this era of information, the public library takes a important role in the local community. In several years, public libraries have been proliferated in our society. However, there have not been specific planning standards of space size for construction of public library. The situation has lead the local governments to the need of consulting for the construction and management of library in search of appropriate guideline. The research paper focuses on the result of consulting support project for construction and management of public library. It examines total 11 libraries which were consulted from 2009 to 2011. It examines the configurational differences between the first scheme from the local government and the final scheme after the consulting, and the percentages of gross areas of each parts of library, reference and reading area, office area, education and cultural area, and public common use area. The analysis concludes that reference and reading area increased by 6.4% from 34.1% to 40.5%, and public common use area reduced by 6.1% from 30.2% to 24.1%, which represents a certain tendency of the configuration ratio of the each parts. Thus, the paper could be a starting point of establishing planning standard of space size for public library.

철저한 계획도시인 신도시는 도시건설 과정에서 주민들에게 필수시설인 공공도서관을 건립할 수 있기 때문에 도서관 인프라를 확충할 때 기성도시보다 훨씬 수월하다고 할 수 있다. 본 연구는 우리나라 1기 수도권 신도시중의 하나인 B신도시를 선정하여 이 도시 건설과정에서 공공도서관 건립이 어떻게 이루어졌는지 조사 분석하였다. B신도시의 경우 주민 입주 시기 전 그리고 신도시 건설 완료 전에 공공도서관이 건립되지 못한 문제점을 가지고 있고, 현재까지 건립된 공공도서관의 수도 부족하다. 결론적으로 B신도시 건설 과정에서의 공공도서관 건립은 미흡한 점이 많다고 하겠다.

Korean government is planning to supply a half million public and permanent rental houses from 2013 to 2018 for settlement of non-homeowners. It is requested an objective criterion to appropriate the budget for the rental houses construction project cost. In this study, construction cost indices, which reflect the inflation trend of construction resources, were explorated to suggest a effective methodology for the construction cost estimation of therental houses. We figured out the future construction cost indices using several scientific methods, and seven estimated indices values were shown. It is required an additional research to select the proper value among the analyzed indices.
