A Study of Programs Operation within all the Related Agency Provides Services for Married-Immigrant Families in Korea (결혼 이민자 가족 관련기관의 프로그램 운영 현황에 관한 연구)

  • The purpose of this study is to guide in providing quality services to meet the needs of married immigrants and their families. The researched agencies in this study were 14 public agencies and local government agencies, 21 married-immigrant family support centers, and 11 community social welfare centers located in the Seoul and Kyung-Gi areas. The program was categorized by the participating researchers, SPSS WIN 12.0 was used to calculate frequency, percentage and average then cross-tabulation was initiated. The results of the study are as follows: 1) The married-immigrant family support centers provide dominant services compared to public agencies and local government agencies, and community social welfare centers are located in the region of Seoul and Kyoung-Gi in the service areas of education, counseling, culture, child care and protect, support group and network. 2) All agencies provide service targeted to married immigrant women and their children 3) Three different types of agencies are mainly focused on providing Korean education programs. Married-immigrant family support centers and community social welfare centers are focused on providing computer skills programs. Public agencies and local government agencies are focused on providing vocation-oriented education. 4) Married-immigrant family support centers were investigated to service to the needs of married-immigrant families through networking with their neighboring communities.

Current Status and Needs Assessment for Obesity Prevention and Management Project at Public Health Centers (보건소 비만예방관리 사업 현황 및 요구도 분석)

  • Purpose: The obesity prevention and management program led by public health centers are important in the community. This study aims to identify the current status of obesity prevention and management programs at public health centers and perceptions regarding facilitators and barriers when implementing programs. Methods: This study used a concurrent mixed methods design. A survey was conducted to investigate the current status and infrastructure of the obesity prevention and management program at eighty-three public health centers nationwide. Nine program managers and six local residents with experience in the program were interviewed by using a semi-structured questionnaires. Results: Most of the infrastructure facilities for the program were inadequate, and insufficient budgets and lack of professional staff were identified as barriers. Facilitators included diversification of program delivery methods, operator competence, and visible outcomes and rewards. For the effectiveness of the program, it is vital to have adequate assistants, a sufficient budget, various promotional methods, and connections with various institutions in the community. On this basis, it is acknowledged that the public health center serves as a platform for preventing and managing obesity in the community. Conclusion: It is expected that infrastructure improvements in public health centers and the link with community resources are needed. In addition, there is an urgent need to set standards for obesity prevention and management programs implemented in public health centers to 'resolve regional disparities'.

Assessment of Community Capacity Building Ability of Health Promotion Workers in Public Health Centers

  • Objectives : This study was performed to assess the community capacity building ability of health promotion workers of public health centers and to identify influential factors to the ability. Methods : The subjects were 43 public officers from 16 public health centers in Busan Metropolitan City. Questionnaire was developed based on 'Community Capacity Building Tool' of Public Health Agency of Canada which consists of 9 feathers. Each feather of capacity was assessed in 4 point rating scale. Univariate analysis by characteristics of subjects and multivariate analysis by multiple regression was done. Results : The mean score of the 9 features were 2.35. Among the 9 feathers, 'Obtaining resources' scored 3.0 point which was the highest but Community structure scored 2.1 which was the lowest. The mean score of the feathers was relatively lower than that of Canadian data. The significant influential factors affecting community capacity building ability were 'Service length', 'Heath promotion skill level', 'Existence of an executive department', and 'Cooperative partnership for health promotion'. According to the result of multiple linear regression, the 'Existence of an executive department' had significant influence. Conclusions : Community capacity building ability of subjects showed relatively lower scores in general. Building and activating an executive department and cooperative partnerships for health promotion may be helpful to achieve community capacity building ability.

Space Plan for Activated Community Center : 6 Cases in Heungduk-gu, Cheongju City (주민자치센터의 활성화를 위한 공간 및 프로그램 계획 : 청주시 흥덕구 6개소를 중심으로)

  • The purpose of this study is to suggest an activation plan for community centers. The community centers, categorized into 3 types by the number of visitors, were comparatively analyzed by their programs, operation, and visitors' opinion. 6 community centers in Heungduk-gu, Cheongju-city, their 6 operators, and their 220 visitors were the sample. This study surveyed community centers on the spot about their space characteristics and programs, interviewed operators, and asked questionnaires to visitors. The data of the 3 categorized centers were analyzed by frequency, average, and percentage. The following is the result: 1) The number of visitors was dependent on the type of residence and age of the residents. The activated community centers were found in residence type apartment blocks, and with an age group in its 40s. 2) The space satisfaction was dependent on the year of construction; it was higher with newer buildings and wider sizes. 3) All the centers were affirmative on the communication of the participants of programs. In conclusion, the activation plan of the community center has to comprise a renovation of old buildings, public promotion, and the development of programs taking into consideration the age group of the residents.

Status and Needs for Nutrition Services for Infants and Preschoolers among Public Health Center Workers and Infants Mothers (보건소 영유아 영양사업 실태와 보건소 종사자와 영유아모의 영양사업 요구도)

  • This study was carried out to investigate the present status of nutrition services for infants in public health centers and the need for nutrition services of health workers and infants mothers. The study subjects were 146 health workers and 197 infants mothers. The results were as follows : At present, the only major nutrition services for infants were vaccination and dental care. Proper nutrition management services were available to infants. Nutrition knowledge scores were 16.8 for health workers and 15.3 for mothers out of 20 possible points. Health workers strongly demanded a well-organized nutrition education program, government support, audio-visual materials and the employment of a community nutritionist. The public health workers, in particular, demanded the development of education programs for breastfeeding and weaning. The infants mothers demanded services of nutrition information and teaching of cooking and menu planning. Based on this, the results suggest that the employment of a community nutritionist and the development of practical nutrition service programs for infants are needed very urgently for public health centers.

  • Village community centers are public locations where residential members of communities gather for various group meetings, social support, public information and recreational activities. Since the residents voluntarily operate the facilities, a convenient access to the center is a very important criterion for choosing where such facilities should be distributed throughout the districts. In particular, it is highly desirable to locate them within walking-distances from the residential populations. In this work, we have evaluated the accessibility to the community centers in several rural areas based on the surveys that were collected from year 2005 to 2012. We used the collected rural amenity resource distributions of the area for the evaluating the accessibilities to village center. More specifically, we considered some factors such as residential district and fraction of elderly population in the vicinity.

Development of Strategies to Improve the National Nutrition Survey System (국가 영양조사에서 가구 방문 조사 체계의 개선 방안)

  • Objectives: The current survey environment is changing and participation rates in national nutrition surveys are decreasing. Therefore, the purpose of this study was to develop strategies for improving the nutrition survey system in the Korea National Health and Nutrition Examination Survey (KNHANES). Methods: To develop an alternative system for conducting the KNHANES nutritional survey, we conducted focus group interviews with stakeholders of the survey, SWOT (Strengths, Weaknesses, Opportunities, and Threats) analysis, and expert reviews. In addition, spatial analysis of potential sites for conducting surveys instead of relying on household visits was performed, and the perception of nutritional surveys in the population eligible for KNHANES was evaluated. Results: Based on the results of the focus group interviews, SWOT analysis, and expert reviews, we propose two options for survey sites: vehicles specifically prepared for nutritional surveys and public facilities such as community service centers or public health centers. Among public facilities, community service centers were found to be more appropriate sites than public health centers because they were considered more accessible. About 90% of respondents would participate in the survey in public facilities and about 74% would in vehicles. Conclusions: Conducting national nutrition surveys in specially designed vehicles and public facilities could be a viable alternative to home visits. Next, the validity of these newly proposed nutrition survey methods needs to be compared to the results of the current national nutrition survey.

The Cognition and Attitude for Internal and External Organizational Behavior of Health Centers Staff (보건소조직(保健所組織)의 내(內)·외부적(外部的) 행위(行爲)에 대한 보건소장(保健所長) 및 직원(職員)들의 인식(認識)과 태도(態度))

  • This study was conducted to the cognition and attitude for internal and external organizational behavior of health centers staff. An analytical model employed in this study was developed by modifying 'organizational behavior model'. Data was collected a mail survey of officers at health center, including 66 directors and 1,768 staffs of the health centers in southern region. The major findings are as follows : Among directors of the health centers 47% of them stated that legislators and chief executive officer(CEO) of local governments are highly concerned about the public health program. However only 15.2% of health center directors reported that legislators and CEO put public health high priority. For leadership type of directors 39.0% of them was classified as controller, 30.3% as participant, 22.7% entertaining and 7.6% comprehending. Regarding sociopsychological characteristics of the health center staffs, about a quarter of them had high degree of group cohesion, while 10.7% had low degree. Those staffs who are older, high educational level, or working in the rural health centers showed higher degree of cohesion than those who are young, low educational level, or working in urban health center. A third of them were less likely to be satisfied by what they are doing at the health centers. The higher educational level, the likely to be satisfied by what they are doing at the health centers. The higher educational level, the more satisfied with their job. Considering these results, policy implication was discussed and suggested. It is suggested that educational efforts be made to improve leadership of the health center directors and concern with public health program by the CEOs and legislators of local governments.

Related Factors of Treatment Success of Patients with Tuberculosis Management in Public Health Centers (보건소 관리 결핵환자의 퇴록시 치료성공 요인)

  • Objectives: This retrospective study is to identify related factors of treatment success of patients with tuberculosis at community health centers. Methods: The subjects of this study were 1,417 patients with tuberculosis treated in 28 community health centers. The predictors of tuberculosis treatment success were analyzed in terms of 2 areas, which were characteristics of patients and health centers(TB control program). The characteristics of patients consist of 2 factors, such as demographic & diagnosis and treatment. The present conditions of health centers consist of 3 factors, location of centers, resources, and community activities. Data were analysed using X2- test and logistic regression methods. Results: The significant differences between success group and failure group were sex(p=0.003), age(p=0.013), job(p=0.000), type of patients(p=0.001), past history(p=0.029), BCG injection(p=0.009), sputum culture examination(p=0.017), period of treatment(p=0.000), location of center(p=0.001), population per staff(p=0.015), FTE(p=0.027), education days of staff(p=0.005), BCG injection rate(p=0.001), case detection rate (p=0.003), and health education provision rate(p=0.044). Then these variables were analysed using logistic regression analysis. Significant positive factors of treatment success were occupation(95% CI:1.3-6.1), periods of treatment(95% CI:1.5-2.2), center in large city(95% CI:1.2-16.7), center in middle city(95% CI:2.1-24.3), job education related TB(95% CI:1.02-1.3), and BCG injection rate(95% CI:1.1-303.4). Significant negative factors of treatment success were male(95% CI:0.1-0.5) and treatment after default(95% CI:0.005-0.5). Conclusions: Tuberculosis is still one of serious diseases in Korea, because it causes highest mortality rate among OECD countries. This study may provide information to improve treatment effectiveness of tuberculosis at community health centers.

A Study on the Factors Influencing the Number of Network Organizations, Network Continuity and Service Continuity of Community Child Centers - Focusing on Chonbuk Province - (지역아동센터의 네트워크 연계기관수 및 네트워크 지속성, 서비스 지속성 영향요인 연구 - 전북지역을 중심으로 -)

  • The purpose of this study was to explore how the number of network organizations, network continuity and service continuity of community child centers were affected by the charge factors, organizational factors and environmental factors of community child centers. To better understand this, we researched 107 community child centers in Chonbuk Province. The key results are as follows. The interpersonal connections of the charge factors had a strong effect on the number of network organizations, but organizational factors and environmental factors appeared to have no effect on the number of network organizations. The operational type(religious group), organizational support level of the organizational factors and public-private cooperation, regular consultative group operation(no) of the environmental factors appeared to have an effect on the level of network continuity. The region(local), regular consultative group operation(yes) and public-private cooperation of the environmental factors appeared to have an effect on the level of service continuity. It was hoped that the results would enable us to explore how factors related to a network had an effect on the service continuity, the number of network organizations and clients referral network continuity, and they appeared to have an effect on the service continuity.
