This study aims at finding impact of cultural and sports characteristics on urban growth. For the empirical analysis, this study uses unique urban resources associated with four categories (Social, Traffic, Cultural and Sports, and Spatial characteristics) among 228 cities and towns using a semi-log multiple regression analysis. The result shows that various local resources have significant impacts on urban growth in terms of population, industry, and fiscal self-reliance ratio. Impressively, cultural and sports resources are relatively beneficial for the urban growth. For the population and industrial growth, expanding public sports facilities and professional sports facilities can be more efficient. For solid local finance, typically focusing on professional sports facilities that have far-reaching ripple effects are useful. The conclusion for this study shows that urban growth policy should prioritize the cultural and sports resources because it can be more effective way to enhance not only for urban growth but also for quality of citizens' life.
Sejong, Korea's special multifunctional administrative city, was created as a national project to relocated government ministries, the aim being to pursue more balanced regional economic development and boost national competitiveness. During the second phase development will focus on mitigating the challenges raised due to the increasing population and urbanization development. All of infrastructure, apartments, houses, private buildings, commercial structures, public buildings, citizens are producing more and more complex data. To face these challenges, Sejong city governments and policy maker recognizes the opportunity to ensure more enriched lives for citizen with data-driven city management, and effectively exploring how to use existing data to improve policy services and a more sustainable economic policy to enhance sustainable city management. As a city government is a complex decision making system, the analysis of astounding increase in city dada is valuable to gain insight in the affecting traffic flow. To support the requirement specification and management of government policy making, the graphic representation of information and data should be provide a different approach in the intuitive way. With in context, this paper outlines the design of interactive, web-based dashboard which provides data visualization regarding better policy making and risk management.
Hackers' cyber attack techniques are becoming more sophisticated and diversified, with a form of attack that has never been seen before. In terms of information security vulnerability standard code (CVE), about 90,000 new codes were registered from 2015 to 2020. This indicates that security threats are increasing rapidly. When new security vulnerabilities occur, damage should be minimized by preparing countermeasures for them, but in many cases, companies are insufficient to cover the security management level and response system with a limited security IT budget. The reason is that it takes about a month for analysts to discover vulnerabilities through manual analysis, prepare countermeasures through security equipment, and patch security vulnerabilities. In the case of the public sector, the National Cyber Safety Center distributes and manages security operation policies in a batch. However, it is not easy to accept the security policy according to the characteristics of the manufacturer, and it takes about 3 weeks or more to verify the traffic for each section. In addition, when abnormal traffic inflow occurs, countermeasures such as detection and detection of infringement attacks through vulnerability analysis must be prepared, but there are limitations in response due to the absence of specialized security experts. In this paper, we proposed a method of using the security policy information sharing site "snort.org" to prepare effective countermeasures against new security vulnerability attacks.
The practice of asphalt pavement recycling has grown rapidly over the decade, one of which is the cold in-place recycling with the foamed asphalt (CIR-foam) or the emulsified asphalt (CIR-emulsion). Particularly, in Iowa, the CIR has been widely used in rehabilitating the rural highways because it significantly increases the service life of the existing pavement. The CIR layer is typically overlaid by the hot mix asphalt (HMA) to protect it from water ingress and traffic load and obtain the required pavement structure and texture. Most public agencies have different curing requirements based on the number of curing days or the maximum moisture contents for the CIR before placing the overlay. The main objective of this study is to develop a moisture loss index that the public agency can use to monitor the moisture content of CIR layers in preparation for a timely placement of the wearing surface. First, the moisture contents were measured in the field using a portable time domain reflectometry (TDR) device. Second, the weather information in terms of rain fall, air temperature, humidity and wind speed was collected from the same location. Finally, a moisture loss index was developed as a function of initial moisture content, air temperature, humidity and wind speed. The developed moisture loss index based on the field measurements would help the public agency to determine an optimum timing of an overlay placement without continually measuring moisture conditions in the field.
There has been fast progress in economy in Korea derived by a consecutive five-year plan program for economic development started in the early 1960's. In the field of transportation, rapid changes in the technological environment of transportation and communication have brought a revolution of the transport system, of which inter-modal transportation through containerisation is typical. Because of the rapidly growing traffic volumes of cargo, especially container traffic, and lack of investment into transport infrastructure in the past, both road and railway are beyond their capacity. As a result, the public-road network has suffered a serious congestion problem. For instance, in relation to the corridor between Seoul and Pusan, today, it takes about 14 hours for the journey of container trailer through Kyongbu Expressway, for which it used to take only 7 hours in 1986. For the railway, though the congestion problem is not very serious compared with the road sector, a shortage of capacity on certain main lines has emerged as a problem as railway traffic has increased. Furthermore, the further expansion of the system in near future is difficult due to burden of higher construction the cost. Unlike these two modes, coastal shipping, which has been paid relatively less attention for commodity transport in Korea, shows no constraint in this respect. In addition, it is the most cost efficient mode of transport. This work therefore aims to make a proposal for the alternative inland transportation mode, which is to promote the coastal transport of container. Three obstructing factors for the promotion of the coastal transport are investigated and some solutions for those are suggested as follows : First, it appears to be essential to provide exclusive ports for the coastal shipping, that comply with simplification, specialization and rationalization. The optimum size of berths on the exclusive ports in Pusan port is estimated as 16-20. We found that it needs periodical study and publicity on the advantages from the adoption of the coastal mode. Inducing competition in the coastal shipping market is also necessary. For the supply of the fleet in the coastal shipping, chartering of the surplus ships in the oversea shipping is found to be more desirable than new shipbuilding. Second, to solve the fragmentation of the companies which wish to participate in the coastal transport, government has to implement the subsidy policy. The encouragement of participation of the shipping lines engaging in Korea-Japan run and Korea-East South Asia run, into coastal shipping also needs to be considered cautiously. Third, simplification of the document for entry in ports is needed for rational coastal shipping management. We can use B/L (Bill of Lading) for coastal shipping as a prerequisite to get the indemnity by P & I Club. The reduction of the government controls on entering and leaving the ports also needs.
As social data become into the spotlight, mainstream web search engines provide data indicate how many people searched specific keyword: Web Search Traffic data. Web search traffic information is collection of each crowd that search for specific keyword. In a various area, web search traffic can be used as one of useful variables that represent the attention of common users on specific interests. A lot of studies uses web search traffic data to nowcast or forecast social phenomenon such as epidemic prediction, consumer pattern analysis, product life cycle, financial invest modeling and so on. Also web search traffic data have begun to be applied to predict tourist inbound. Proper demand prediction is needed because tourism is high value-added industry as increasing employment and foreign exchange. Among those tourists, especially Chinese tourists: Youke is continuously growing nowadays, Youke has been largest tourist inbound of Korea tourism for many years and tourism profits per one Youke as well. It is important that research into proper demand prediction approaches of Youke in both public and private sector. Accurate tourism demands prediction is important to efficient decision making in a limited resource. This study suggests improved model that reflects latest issue of society by presented the attention from group of individual. Trip abroad is generally high-involvement activity so that potential tourists likely deep into searching for information about their own trip. Web search traffic data presents tourists' attention in the process of preparation their journey instantaneous and dynamic way. So that this study attempted select key words that potential Chinese tourists likely searched out internet. Baidu-Chinese biggest web search engine that share over 80%- provides users with accessing to web search traffic data. Qualitative interview with potential tourists helps us to understand the information search behavior before a trip and identify the keywords for this study. Selected key words of web search traffic are categorized by how much directly related to "Korean Tourism" in a three levels. Classifying categories helps to find out which keyword can explain Youke inbound demands from close one to far one as distance of category. Web search traffic data of each key words gathered by web crawler developed to crawling web search data onto Baidu Index. Using automatically gathered variable data, linear model is designed by multiple regression analysis for suitable for operational application of decision and policy making because of easiness to explanation about variables' effective relationship. After regression linear models have composed, comparing with model composed traditional variables and model additional input web search traffic data variables to traditional model has conducted by significance and R squared. after comparing performance of models, final model is composed. Final regression model has improved explanation and advantage of real-time immediacy and convenience than traditional model. Furthermore, this study demonstrates system intuitively visualized to general use -Youke Mining solution has several functions of tourist decision making including embed final regression model. Youke Mining solution has algorithm based on data science and well-designed simple interface. In the end this research suggests three significant meanings on theoretical, practical and political aspects. Theoretically, Youke Mining system and the model in this research are the first step on the Youke inbound prediction using interactive and instant variable: web search traffic information represents tourists' attention while prepare their trip. Baidu web search traffic data has more than 80% of web search engine market. Practically, Baidu data could represent attention of the potential tourists who prepare their own tour as real-time. Finally, in political way, designed Chinese tourist demands prediction model based on web search traffic can be used to tourism decision making for efficient managing of resource and optimizing opportunity for successful policy.
In this paper, we investigate several factors that affect the locational decision of discount stores by using previous studies on the marketing area and the location of commercial facilities. We selected 21 primary variables that are expected to influence the decision of store location and, by factor analysis, grouped them into five underlying factors. Among these, the demographic factor, which shows the potential purchasing power level, had the greatest impact on the locational decision for the store. However, we found individual stores positioned according to unique locational characteristics in addition to the demographic factor. It means that we have to additionally consider if the vicinity of the market is based on any physical properties. Many previous studies proposed four decision factors for store location: the economic factor, the demographic factor, the land utilization factor, and traffic factor. However, the fivefold factors-our distinctive contribution-are more concrete and persuasive according to Korean reality. We show that location preference is based on the following criteria: (1) the area is densely populated, (2) houses stand close together, (3) residents have a high income level, (4) road traffic is developed and easy to access, and (5) public transportation is well developed. The demographic factor has the greatest impact on the location of a discount store. The number of households has a greater relevance to the demographic factor than does the individual consumer. Second, discount stores relatively prefer places where houses are located close together because such places offer easy access to the market. Third, a place whose residents have a high income level will be preferred, with its large cars and excellent traffic conditions. Fourth, a location would be highly rated if the roads around commercial facilities are well developed and their accessibility is good. Finally, discount stores must be located close to bus stops because female consumers, including housewives-the most important customers-evaluate stores based on distance. In this research, the variable of consumer attitude and preference was excluded, and the location factors of discount stores were analyzed according to a microscopic view through physical spatial data. In the future, the opening of new discount stores based on the five factors indicated above will require a comparatively shorter time from the first project feasibility analysis. In addition, the result of our study can be applied to the field of public policy for constructing and attracting large-scale distribution facilities.
In advanced country, private investigation system is made up of private security and in domestic, there is growing need constantly to introduce private investigation but it is not passed until now in assembly so a messenger office which is run illegally is growing because of demand by subdividing business areas. That is a proof that both the police and private security don't meet demand of public peace to the public. that's why the police has own businesses like a investigation, traffic, intelligence, crime prevention and private security's business areas are limited like a facilities security, escort security, protection of a person, machine security, special security as the Private Security Act. This study attempts to know structural difference between private security system and private investigation system in case private investigation system becomes one of the private security. on some question, respondents reply like that private security and private investigation is very different(71.2%), different(22.4%), average(6.3%), similar(0.0%), very similar(0.0%). the result seems like respondents recognize private security and private investigation as different businesses. In the result of non-quantity analysis, the differences seem like a business character, expense, business scope, public power, scale of organization, object of threat, legislation. In domestic, effort to legislate private investigation system has undergone difficulty since congressman Ha Soon Bong's motion in 1999 and today, congressman Yoon Jae Ok's All Amendments Private Security Act and congressman Song Young Geun's Private Inveswtigation Act are pending in assembly. This study's result is intended for examining difference in exploration between private security and private investigation and then there is going to propose to the policy in case private investigation system is passed in assembly by amending Private Security Act like congressman Yoon Jea Ok's All Amendment Private Security Act.

This treatise made a general survey of the welfare policy in our country, and examined the present condition of welfare facilities and distributional trait in Taegu, setting the limits of welfare to welfare facilities. As the result, I could get conclusion like this. First, the present condition of welfare facilities in Taegu exceeds the national average value. Second, the distribution of housing facilities generally corresponds with the distributional area of low-income class and has an unbalanced distributional trait. Third, public facilities are distributed in periphery of the city and we can see they are regarded as loathsome facilities. Lastly, most of the welfare facilities except welfare house are small-scale and worn-out and also petty because they are run by individuals. With basis on this result of the research. I want to make these suggestions. That is, the improvement in quality than in quantity must be made. In addition, until now welfare facilities have restricted users, but from now on they must be converted to public services for most of a nation. To realize those things, welfare facilities must be located in the site where traffic is convenient and medical facilities are neighboring. In conclusion, the socialization of welfare facilities must be carried out.

The purpose of this study was two-fold. Firstly, it investigated the current state of the 34 specific policies of school safety-accident prevention that were implemented at K-12 public schools in accordance with the $1^{st}$ School Safety-Accident Prevention Plan established in December 2015. Secondly, it prioritized the policies based on the outcomes from the investigation to make policy recommendations for future improvement. For this purpose, we surveyed 614 school teachers and staff from 24 school-safety research schools across the nation on their perception of the current policies for preventing school safety accidents. Specifically, they were asked about the degree of realization and the necessity of expansion of the policies. Based on the survey results, the Borich index as a needs measure was computed for each policy and a list of policies prioritized in descending order of the index was presented. The results of the study showed that school teachers and staff's perception of the improvement of school safety since the policies took effect was highly positive in general. It was also shown that the policies perceived as best-implemented were, in descending order, "first-aid education for teachers and staff", "safety management of school meals", "prevention activity of student traffic safety-accident", and so on. The majority of survey respondents said that the policies were being implemented well and that they should be expanded and enhanced. As a result of the Borich's needs analysis, it was found that "more collegial collaboration between the Office of Education and other relevant organizations in the community for school safety", "prevention education activity for water safety", and so forth should be more actively implemented.
