The Fukushima Nuclear Disaster and Nuclear Safety Systems in Korea (후쿠시마 원전사고와 한국의 원전안전정책)

  • Exactly 25 years after the Chernobyl nuclear disaster, 11th of March 2011 the Fukushima nuclear accident occurred in Japan and was ranked at level 7 same to the Chernobyl. A Korean and Japanese joint civil survey was conducted around Fukushima on April 13-17. The radiation survey data clearly shows a large hotspot area between 20 km and 50 km radius north and west direction from the accident reactors, with the highest radiation recorded being 55.64 ${\mu}Sv/hr$ in the air, 99.89 ${\mu}Sv/hr$ in the surface air, and 36.16 ${\mu}Sv/hr$ in a car, respectively. 3.65 ${\mu}Sv/hr$ in the air and 6.89 ${\mu}Sv/hr$ in the surface air were detected at the playground of an elementary school in Fukushima City. Spring came with full cherry blossoms in Fukushima, but it was silent spring of radiation contamination. Interviews with Fukushima nuclear refugees reveal serious problems about Japanese nuclear safety systems, such as there was no practical evacuation drill within 1-10 km and no plan at all for 10-30 km areas. Several reforms items for Korean nuclear safety system can be suggested: minimization of accident damage, clear separation of regulatory and safety bureaus with a new and independent administrating agency, community participation and agreement regarding the safety system and levels, which is the major concern of 80% Korean. To tackle threats of nuclear disaster in neighboring nations like China, a new position entitled 'Ambassador for nuclear safety diplomacy' is highly necessary. The nuclear safety of Korea should no longer be the monopoly of those nuclear engineers and limited technocrats criticized as a 'nuclear mafia'.

  • Indian railways has been regularly in the news albeit for the wrong reasons. The frequency with which train accidents have been taking place has led to serious doubts in the public mind about the safety of rail travel and also the health of the network. Against this background, an attempt is made in this paper to assess the trends in railway accidents for the period from 2000-01 to 2009-10. The paper also highlighted the various measures taken by IR to prevent accidents to ensure safety to the public.

  • Korea Post service provides public services to the public, including mail, deposits, and insurance. The work of the postal activities is labor-intensive and physically intensive. Postal workers are exposed to the risk of injury and musculoskeletal disorders, and delivery workers are exposed to the risk of traffic accidents. The Postal Service Headquarters has strengthened safety and health activities to improve hazardous risk factors in the field. In addition, we are promoting activities to spread safety culture continuously. However, it is difficult to determine whether these activities were applied well to the site of the affiliated institution, and it is not known whether they were effective in preventing safety accidents. In addition, there is no objective evaluation system, so the current level of safety and health and problems related to workplace safety and health cannot be identified. Therefore, in this study, we tried to prepare basic data to propose an evaluation system, standard, and evaluation index suitable for the postal business so that the safety level of the public postal business can be evaluated efficiently and objectively. In other words, it was intended to analyze the characteristics of the public postal business and prepare the basis for the development of evaluation indicators considering it, and through this, an effective level evaluation can be performed and problems in safety and health management by institution can be identified.

Assessing Reliability and Validity of an Instrument for Measuring Resilience Safety Culture in Sociotechnical Systems

  • Background: Safety culture, acting as the oil necessary in an efficient safety management system, has its own weaknesses in the current conceptualization and utilization in practice. As a new approach, resilience safety culture (RSC) has been proposed to reduce these weaknesses and improve safety culture; however, it requires a valid and reliable instrument to be measured. This study aimed at evaluating the reliability and validity of such an instrument in measuring the RSC in sociotechnical systems. Methods: The researchers designed an instrument based on resilience engineering principles and safety culture as the first instrument to measure the RSC. The RSC instrument was distributed among 354 staff members from 12 units of an anonymous petrochemical plant through hand delivery. Content validity, confirmatory, and exploratory factor analysis were used to examine the construct validity, and Cronbach alpha and test-retest were employed to examine the reliability of the instrument. Results: The results of the content validity index and content validity ratio were calculated as 0.97 and 0.83, respectively. The explanatory factor analysis showed 14 factors with 68.29% total variance and 0.88 Kaiser-Meyer-Olkin index. The results were also confirmed with confirmatory factor analysis (relative Chi-square = 2453.49, Root Mean Square Error of Approximation = 0.04). The reliability of the RSC instrument, as measured by internal consistency, was found to be satisfactory (Cronbach ${\alpha}=0.94$). The results of test-retest reliability was r = 0.85, p < 0.001. Conclusion: The results of the study suggest that the measure shows acceptable validity and reliability.

A Descriptive Study on Violence by Customer against 'Daeri' Drivers in Korea (대도시 대리운전 기사의 안전 운행에 영향을 주는 고객의 폭언 및 폭행 실태에 관한 연구)

  • Objectives: The purpose of this study was to research 'Daeri' drivers who work for drunken customers as a substitute driver. This was the first study in Korea to investigate assault and verbal abuse experienced while employed as a 'Daeri' driver. Methods: In this study, we conducted a survey to investigate people who work as 'Daeri' drivers. The survey was performed from September 1 to 7, 2014. The participants were 166 adult men and women who work as full-time 'Daeri' drivers. Results: Participants who experienced physical violence and assault from the customers to the point of disturbing safe driving in a year were 36.1% of total respondents. People who experienced verbal abuse to the point of disturbing safe driving in a year totaled 80.4% of respondents. In addition, there were also qualitative research results. Conclusions: Acts that impede safe driving are a danger to both passengers and drivers. By protecting the safety of 'Daeri' drivers, we will be able to protect the safety of citizens. Therefore, it is necessary to make an effort to protect 'Daeri' drivers from customer violence. Furthermore, it is also necessary to research policy to emplace a legal system that can protect 'Daeri' drivers.

A Study on the Plan of Construction of Cooperating Crime Prevention System between Public Police and Private Security of Korea (공경비와 민간경비의 협력방범체제 구축방안)

  • This study presents a plan of construction for cooperating crime prevention system between public police and private security to provide positive safety, and crime prevention activity for clients. A method of this study, this paper used statistics analysis and literature study. This study, an introduction is at the chapter I , a role of public police and private security at the Chapter II, the realities of private security industry of korea at the Chapter III, the police service relating with private security and operating realities at the ChapterIV, the problems and a plan of construction for co-operating crime prevention system at the ChapterV, and conclusion at the ChapterVI. In conclusion, It is needed a public information strategy, partnership between the police and guard, establishment of special office for private security, and the improvement of the quality in security corporation.

Need for Reinforcement of Safety Assessment on Genetically Modified Organisms (GMO 안전성평가제도의 고찰)

  • Biotechnology has reached the level of giving birth to new forms of life and with this is a growing controversy in the conflict between science and ethics. Especially, GMOs are closely linked to the food products we consume and thus, the majority of the public shows a very sensitive reaction to the safety of GMO food products. Many perspectives arose surrounding the issues of safety on the human body and the ecology. This outlines diverse structural mechanisms to be set up to ensure safety such as risk assessment, risk management etc. Despite the precautionary principle guaranteed in many ways, the problem arises whether and how this principle can be taken in the safety assessment. GMOs due to its uniqueness do not end with just the possession of the technology involved but must also be considered with the prerequisite that they could be cultured again. Therefore the reinforcement of safety assessment system is necessary. That is, the reinforcement of risk assessment including field tests, the consideration of socio-economic effects, the coordinated system of relevant authorities, the development of technology for safety assessment.

  • The biggest change in the field of coastal ship safety control since the accident of passenger ship Sewol has been the introduction of the maritime safety supervisor system. With its introduction, the safety control system in coastal passenger ships was changed from consisting of operation managers and marine police to operation managers and a newly-introduced maritime safety supervisor. The safety control system for coastal cargo ships was also converted from relying on ship inspection officers to having a maritime safety supervisor and ship inspection officers. However some negative elements have surfaced due to confusion related to the scope of work in the coastal cargo shipping field. These have been caused by dividing the supervisory agency, a lack of work continuity given non-permanent public official status, low supervisor qualifications overlooking reality, and limitations of the order for improvement to secure seaworthiness. It is essential that the maritime safety supervisor system be solidified to reinforce coastal ship safety control. Therefore, systematic safety control in the coastal cargo shipping industry should be conducted by a single, integrated government agency, and the area covered by the order for improvement to secure seaworthiness should be extended. Also limitations of the supervisor recruitment system due to non-permanent public official status should be simultaneously improved. In addition, it is necessary to upgrade supervisor qualifications to require experience with surveyors of international class, ship captains, and chief engineers.

Improvement Plan for Safety Management System related to Kids Cafe

  • As the number of kids cafes, one of the children's playgrounds, is increasing rapidly, safety accidents in the kids cafe are also increasing rapidly. The facility is also increasing as the need increases, but it is spreading without ensuring safety. In particular, the Ministry of Public Administration and Security for children's play facilities in the kids cafe, and the Ministry of Culture, Sports and Tourism for organic organizations are divided into different departments, so it is not easy for local governments to manage and supervise the actual business, and there are safety blind spots. Kids cafes have changed rapidly according to needs of children and guardians who are users, and there are many problems associated with them. Therefore, we identified problems that may arise due to insufficient safety management systems for kids cafes, investigated the safety management related to kids cafes in advanced countries, and compared and analysed them with domestic systems. As a result of the research, we proposed a safety management reinforcement system, and we hope to contribute to the reduction and prevention of kids café safety accidents.
