This research tests the effects of institutional pressures, the use of performance measurement systems and accountability, and moderation effects of human resource capability between institutional pressures and the use of performance measurement systems in the Local Government institutions in Indonesia. The research aims to provide empirical evidence both quantitatively and qualitatively that isomorphism institutional pressures occurred in the scope of implementation of the performance measurement system and accountability in the public sector organizations and to show the importance of human resource capability enhancement in reducing external pressure impact. In addition, it tries to develop the correlation model of institutional pressures, human resource capability, implementation of the performance measurement system, and accountability of public sector organizations. The research used mixed methods with sequential explanatory design. The data collection used surveys and interviews in 209 regency/Special Region of Yogyakarta and Central Java local governments as samples. The research result indicated that the institutionalization process of the performance measurement is influenced by institutional pressures, especially coercive and mimetic pressures. Human resource capability was unable to weaken institutional pressures effects in the performance measurement system implementation. The research also proved that the use of a performance measurement system was able to improve local government institution accountability.

공공기관에 산재되어 있는 홈페이지들의 컨텐츠와 보안정책을 효과적으로 유지관리하기 위해서는 체계적인 방안과 관리 할 수 있는 시스템의 구현이 필요하다. 사용자들은 신뢰성 있는 시스템에 손쉽게 홈페이지를 만들고 사용하기를 원하고 기관에서는 외부로 공개되는 정보들이 정확성과 일관성이 유지되기를 기대한다. 본 논문에서는 특정한 정부출연 연구기관의 홈페이지들을 대상으로 운영현황과 문제점들을 분석하고 사용자 및 관리자가 효과적으로 활용하고 관리할 수 있는 방안을 도출하여 이를 바탕으로 웹 통합시스템을 설계하고 구현한 사례를 분석하였다.

본 연구에서는 국내의 대표적인 박물관, 기록관, 도서관 등 5개 기관을 대상으로 근대 공문서 소장현황, 소장기록물의 특성, 그리고 서비스 현황을 검토하였다. 검토결과, 대부분의 기관이 소장 기록물 전체 목록을 작성하지 못하고 있으며, 웹서비스도 제한되고 있었다. 또한 생산출처가 동일한 기록물군이 2~3개 기관에 분산 보존되고 있는 사례도 있었다. 그 결과, 각 기관에 분산 소장되어 있는 근대 공문서를 효과적으로 정리하고 활용하기 위하여 기록관, 박물관, 도서관 등이 협력해야 할 이유를 확인할 수 있었다.

The Service sector has increased in importance over the last decade in troops. Military included public sector, but has very different peculiarity from other public institution. So it's necessary that developing an evaluation tool that measuring service quality and customer satisfaction for troops. This study was conducted to identify tile service quality factors which are utilized to measure military vehicle maintenance service quality and customer satisfaction. In this paper, developing a Structural Equation Model at 'three dimensional model of service quality', and it is applied to customers of military vehicle maintenance service.

This study investigates the productivity of Indonesian social scientists during the COVID-19 pandemic, with a particular concentration on their contributions to COVID-19 prevention and management. By categorizing social science research according to themes such as authors' gender, authors' institution of origin, forms of collaboration, and journal quality, this study examines the patterns and factors that influence research output. Using information from the Scopus database, 1,071 journal articles were analyzed in total. The findings indicate that collaborations with foreign researchers considerably improve productivity and publication quality, with Malaysian and Australian institutions serving as the most active partners. Nevertheless, there are gender disparities, as female authors write and are cited less frequently than male authors. The study stresses the importance of increasing international collaboration among Indonesian authors and implementing affirmative action policies to support and empower female researchers. This study contributes to the existing body of knowledge by providing policymakers, funding agencies, and academic institutions with recommendations for fostering a more inclusive and influential research environment in Indonesia.

Unlike in general manufacturing process, safety management in laboratory-based research area is complicated because the latter generally involves trying untested methods or handling unusual substances in small amounts. Laboratory accidents in South Korea have recently shown an increasing trend. Unfortunately, statistics on such accidents are not officially published by any domestic public agencies. In this study, multivariate analysis was performed on the relationships between variables to develop effective strategies for preventing laboratory accidents. A Cross-Tabulation Analysis of accident-related factors in 179 accident cases revealed that the laboratory type, accident type, and unsafe-act type are all statistically significant, whereas the unsafe condition and management factors differ with the statistical criteria. Furthermore, the results of a Multiple-Correspondence Analysis showed that accidents can be divided largely into three groups having different accident causes and injury types; this confirms the necessity of different strategies to prevent accidents of each type. The findings also reveal differences between the distribution of accident types mentioned in the accident case collection books and actual reported cases. This suggests that an official statistical system administered by a public institution would be necessary for effective prevention of laboratory accidents.

이 연구는 다문화사회에 진입한 우리나라의 사회통합을 지원하기 위한 기관으로서 공공도서관에서 취해야 할 철학적 관점을 새로이 제시하고자 하였다. 현대 사회에서 심화된 문화의 이분법적 사고체계에 대하여 공공도서관의 다문화서비스에 대한 상호문화 담론의 필요성을 언급하였다. Esser가 제시한 사회통합의 과정은 개별 행위자가 주체적으로 사회 시스템에 포섭되고, 사회와 영향을 주고받는 상호간의 화학적 변용을 설명한다. 이러한 Esser의 입장은 사회통합을 위해 이주자를 어떠한 관점에서 바라보아야 할지에 대한 기준으로 작용한다. 따라서 현재 공공도서 관의 다문화프로그램을 Castles의 이주자 대상 정책 모델 분류를 기반으로 나누어보고 현황을 분석하였다. 또한 Mall의 상호문화철학을 준거로 하여 공공도서관이 사회통합에서 가지는 역할과 이주자들을 지원하는 과정을 Esser의 사회통합의 틀을 통해 제안하였다.

본 연구의 목적은 공공도서관 사서가 미디어 리터러시 교육 프로그램을 기획하고 운영하는 데 도움이 되는 미디어 리터러시 교육 모형을 개발하는 데 있다. 교육 모형을 개발하기 위하여 문헌연구, 사서 대상 설문조사, 미디어 리터러시 관련 교수와 공공도서관 사서, 강사를 대상으로 인터뷰를 진행하였으며 전문가 자문위원회를 개최하여 개발한 모형에 대해 의견을 얻었다. 설문조사와 인터뷰 결과, 공공도서관과 사서는 시민들의 미디어 리터러시 향상에 대한 책무성이 있으며 공공도서관이 시민들의 미디어 리터러시를 향상시킬 수 있는 최적의 교육기관으로 인식되고 있었다. 문헌분석 결과와 미디어 리터러시 전문가들의 의견을 반영하여 교육 목적, 핵심역량, 교육 대상, 미디어의 종류, 교육 주체별 역할과 기능이 포함된 미디어 리터러시 교육 모형을 개발하였다.

본 연구에서는 충청남도에 소재한 공공도서관의 평가자료를 활용하여 공공도서관의 소속기관과 규모에 따른 평가그룹간 평균에 차이가 존재하는지를 비교 분석하였으며, 공공도서관의 방문객수에 미치는 영향요인을 분석하였다. 연구데이터는 충청남도에서 2020년에 실시한 공공도서관 평가데이터를 사용하였으며, 정량평가 4개 영역과 9개 세부항목을 독립변수로 설정하였다. 통계분석방법은 T검정(T-test), 분산분석(ANOVA), 회귀분석(Regreesion)을 사용하였다. 분석결과 소속기관과 규모에 따른 평가그룹의 평균은 모두 유의한 차이가 존재하는 것으로 나타났다. 또한 공공도서관의 방문객수에 영향을 미치는 요인들을 분석하여 제시하였다. 분석결과를 바탕으로 시사점을 도출하였으며, 향후 공공도서관 정책수립의 근거로 활용할 수 있을 것이다.

The rental housing has played a key role to supply a decent living space for the low-income households. The owner of the rental housing should maintain and manage the building physical condition. On the other hand, rents should use the housing without any damage and pay a certain fare for the rent. A rent is classified into two types : private and public. The public rent is mainly to supply a living space for non-available home owner with a low-rent fare. Many of public rent are built and supplied by the public institution or local government. The supplier would take a responsibility to maintain the building and components, reflected by the maintenance plan and repair scope. In this paper, it aimed at providing the repair time in building components of the public rental housing such as lighting, electrical cable, paintings and etc.. The repair time is analyzed with three calculation methods which are solved by the probability and empirical approach. Results are as follows : First, the repair time of the electrical facilities are maintained with 11yr, 10yr and 7 in permanent, public and redevelopment rent respectively. The roof proof has a repair time with 14yr, 11yr and 8 in permanent, public and redevelopment rent housing respectively. Second, Most of the components has a prior length of the repair time in permanent, public and redevelopment rent sequently. There is a difference in repair time according to the rental types. Therefore, it would continue to research the difference in aspect of the living style, building physics, living consciousness and etc.
