The Effects of Diversity Management on Perceived Performance and Organizational Commitment : Focusing on National Research Institutes (다양성 관리가 인식된 성과와 조직몰입에 미치는 영향 : 국책연구기관을 중심으로)

  • Recently, there have been active discussions of inclusiveness orientation. Thus, this study aimed to verify the influences of diversity management on the perceived performance and organizational commitment after paying attention to the diversity of human resources. For this, this study conducted a direct survey targeting the members of a research institution funded by the government. From May 2nd 2018 to July 2nd 2018, total 200 questionnaires were distributed through direct visit or department heads/team leaders, and then total 191 questionnaires were used for the final analysis. The questionnaires were sent to 200 members of the national research institutions funded by the government from May 2nd to July 2nd, and then 191 were collected and used for the analysis in this study. As the results of this study verified the positive influences of diversity management on organization, it would be necessary to verify the managerial effectiveness of diversity management by considering the concrete indexes of diversity management and verifying the influences of other performance variables. Due to the necessity to cope with the diversified characteristics of human resources, it would be needed to establish the alternative in the level of public organization or proper management.

A Study on the Swiss Cadastral & Registration System (스위스의 지적과 등기제도에 관한 연구)

  • In Korea, Switzerland has been known as a country that integrates the Cadastral System (hereafter as CS.) and the registration system(hereafter as RS.) according to a research report by the Ministry of Home Affairs since 1975. However, I found that Switzerland's CS. and RS. were separately managed by the Dept. of Defense, Civil Protection & Sports(hereafter as DDPS.) and the Dept. of Justice & Police(hereafter as DJP.). Therefore, I have a question about where is the institution in charge of the CS. and RS. in Switzerland, what are the relevant laws and regulations, and what are the related public records, and the background and purpose of this study is to resolve this. Research Results First, cadastral affairs are handled by the Cadastral Surveying Division at the Federal Office for Topography (Swisstopo) under the DDPS, and the registered affairs are handled by the Private Law Division at the Federal Office for Justice under the DJP. Second, Cadastral-related laws include 'VAV' and 'TVAV' newly enacted in 1993, and Registration-related laws include 'Civil Act(ZGB)' and 'Order on Land Registration(GbVO)' etc. which have been in effect since 1912. Third, the cadastral record includes the Cadastral Books, Cadastral Maps & Numerical Cadastral Books etc, and the register includes the Hauptbuch, Tagebuch, Pläne, Liegenschaftsbeschreibung etc. It is hoped that the results of this study will provide an accurate understanding of the fact that Switzerland's CS. is managed separately by the DDPS, and the RS. is managed by the DJP.

Factors Impacting the Work Efficiency and Stress of Case Managers with the Korea Worker's Compensation & Welfare Service (근로복지공단 사례관리자의 업무 효율 및 스트레스에 영향을 미치는 요인)

  • Objectives: The purpose of this study is to objectify the level of case management performance and the factors influencing performance, to improve the case management performance at the Korea Worker's Compensation & Welfare Service (KWCWS) on the basis of the recognition of the objective realities of case management by job coordinators at the KWCWS, to develop a model of case management fit for the KWCWS, and to provide a basis for establishing guidelines for standardized case management. Methods: A total of 156 questionnaires were distributed to job coordinators at the KWCWS's headquarters, six regional headquarters, and 55 branches. One hundred forty-one questionnaires were collected and 126 were analyzed statistically using SPSS 21.0. Factor analysis and reliability analysis were conducted to verify the validity and reliability of the main measurement items in the research model. Frequency analysis was conducted for general characteristics of survey subjects. Frequency analysis or descriptive statistics were conducted to identify the level of independent variables (case manager's individual variables, job variables, institutional and organizational variables). Dependent variables (case management performance) and the degree of correlation were analyzed through correlation analysis between research variables. Multiple regression analysis and hierarchical regression analysis were conducted to examine the effect of independent variables on case management performance. Results: The results of the study showed that the level of overall performance in the five stages of case management was ordinary, with an average level of 3.45 on a 5-point scale. Levels of performance by step were institutional approach and intake (3.69), assessment (3.63), goal setting and intervention planning (3.46), implementation of intervention plan (3.32), and evaluation and termination (3.20), in that order. The explanatory power of case management performance (overall) by case managers with the KWCWS was case manager's institutional and organizational variables, job variables, and individual variables, in that order. At each stage of case management, the explanatory power of a case manager's institutional and organizational variables was found to be the greatest. The model changes at each stage of case management assume similar aspects statistically. In hierarchical regression analysis, it was institutional support that had a significant effect on case management performance (overall), and institutional support had the greatest effect. The results of multiple regression analysis in which all variables are input simultaneously showed that institutional support and expertise as well as self-efficacy had a positive effect. However, case management work experience, expertise (technology), and autonomy were found to have a negative effect during the stage of case management performance. Conclusions: As a result of the study, it was confirmed that raising the case manager's expertise and support from the institution and organization are important factors to improve the level of case management performance. The research also derived practical ways of reinforcement of case manager capacity, institutional and organizational support, operation of rehabilitation-case management teams, and occupational health-related aspects.

A Study on Seawater Quality Criteria and Assessment of Thermal Discharge from Nuclear Power Plant (원자력발전 온배수 영향에 대한 해수질 환경조사 지침 연구)

  • Impact of thermal discharge of nuclear power plant on marine environment is naturally reflected in biogeochemical changes of seawater. Until now, many investigation activities and reports of impact analysis of marine environment were occasionally inadequate to provide sufficient justification in resolving controversial conflict of interests related with thermal discharge of nuclear power plant. From the scrutinized examination of recent 17 reports published in Korea between 2002 and 2004, the most apparent issue was inadequacy of sampling design and absence of significance of many measured parameters. In many cases, lack of statistical interpretation of raw data incurred subjective or ambiguous assessment results, which failed in deducing mutual concurrence between the parties of interest. In overall all, the main reasons for impairing integrity of previous reports seem to be inconsistency of environmental investigation procedures between research institutions, inadequate sampling design at the discretion of institutions and lack of objectivity of impact assessment based on statistical interpretation. Therefore, the primary goal of this study is to (1) discuss the blown issues on previous routine practice of seawater quality assessment procedures, and to (2) provide improved investigation procedures and rational standard criteria strictly based on statistical analysis for the better seawater quality assessment, which could be supported by scientific community, public agency, investigation institution and the other parties of interest.

The Analysis of the Current Status of Medical Accidents and Disputes Researched in the Korean Web Sites (인터넷 사이트를 통해 살펴본 의료사고 및 의료분쟁의 현황에 관한 분석)

  • The increasing tendency of medical disputes is one of the remarkable social phenomena. Especially we must not overlook the phenomenon that production and circulation of information related to medical accidents is increasing rapidly through the internet. In this research, we evaluated the web sites which provide the information related to medical accidents using the keyword "medical accidents" in March 2006, and classified the 28 web sites according to the kinds of establishers. We also analyzed the contents of the sites, and checked and compared the current status of the web sites and problems that have to be improved. Finally, we suggested the possible solutions to prevent medical accidents. The detailed results were listed below. 1. Medical practitioners, general public, and lawyers were all familiar with and prefer the term "medical accidents" mainly. 2. In the number of sites searched by the keyword "medical accidents", lawyer had the most sites and medical practitioners had the least ones. 3. Many sites by general public and lawyers had their own medical record analysts but there was little professional analysts for dentistry. 4. General public were more interested in the prevention of medical accidents but the lawyers were more interested in the process after medical accidents. The sites by medical practitioners dealt with the least remedies of medical accidents, compared with other sites. 5. General public wanted the third party such as government intervention into the disputes including the medical dispute arbitration law or/and the establishment of independent medical dispute judgment institution. 6. In the comparison among the establishers of web sites, medical practitioners dealt with the least examples of medical accidents. 7. The suggestion of cases in counseling articles related to dental accidents were considered less importantly than the reality. 8. Whereas there were many articles about domestic cases related to the bloody dental treatment, in the open counseling articles the number of dental treatment regarding to non insurance treatment was large. 9. In comparing offered information of medical accidents based on the establishers, general public offered vocabularies, lawyers offered related laws and medical practitioners offered medical knowledge relatively. 10. They all cited the news pressed by the media to offer the current status of domestic medical accidents. Especially among the web sites by general public, NGOs provided the plentiful statistical data related to medical accidents. 11. The web sites that collect the medical accidents were only two. As a result of our research, we found out that, in the flood of information, medical disputes can be occurred by the wrong information from third party, and the medical practitioners have the most passive attitudes on the medical accidents. Thus, it is crucial to have the mutual interchange and exchange of information between lawyer, patients and medical practitioners, so that based on clear mutual comprehension we can solve the accidents and disputes more positively and actively.

Analysis of the Importance from Detailed Work (Role) of the Construction Manager for G-SEED Certification in the Design Phase (녹색건축인증을 위한 설계단계 건설사업관리자의 세부 업무(역할)별 중요도 분석)

  • In this study, based on actual project implementation cases, task management plans for construction management related green building certification were derived in major stages. Accordingly, the importance from details of construction management tasks for the operation and management process of the schematic design phase, design development phase, and construction document phase, focusing on G-SEED certification, was analyzed. In addition, major items were derived based on the weight of additional construction costs and acquisition scores through previous research cases on the analysis of construction costs for G-SEED certification, and the importance from details of construction management tasks on the major items of G-SEED certification was analyzed. As a result, the review and confirmation of the elements of reflection related to G-SEED in the schematic design phase, the adequacy of design documents and the connectivity of design phase in the design development phase were important. And the review and confirmation of the items directly related to the construction phase in the construction document phase were important.

The Change in Readmission Rate, Length of Stay and Hospital Charge after Performance Reporting of Hip Hemiarthroplasty (고관절 부분 치환술 시술정보 공개에 따른 재입원율, 입원일수 및 진료비의 변화)

  • Objectives: We assessed impact of performance reporting information about the readmission rate, length of stay and cost of hip hemiarthroplasty. Methods: The data are from a nationwide claims database, National Quality Improvement Project database, of Health Insurance Review & Assessment Service in Korea. From January 2006 to April 2008, we received information of length of stay, readmission within 30 days, cost of 22 851 hip hemiarthroplasty episodes. Each episodes has retained the diagnoses of comorbidities and demographics. We used time-series analysis to assess the shifting of patients selections, between high volume (over 16 operations in a year) and low volume institutions, after performance reporting (December 2007). The changes of quality (readmission, length of stay) and cost were evaluated by multilevel analysis with adjustment of patient's factors and institutional factors after performance reporting. Results: As compared with the before performance reporting, the proportion of patients who choose the high volume institution, increased 3.45% and the trends continued 4 months at marginal significance (p = 0.059). After performance reporting, national average readmission rate, length of stay were decreased by 0.49 OR (95% CI=0.25 - 0.95) and 10% (${\beta}$=-0.102, p<0.01) and cost was not changed (${\beta}$=-0.01, p=0.27). The high volume institutions were more decreased than low volume in length of stay. Conclusions: After performance reporting, readmission rate, length of stay were decreased and the patient selections were marginally shifted from low volume institutions to high volume institutions.

Developing a Program Performance Management Framework for Mixed-use Development in Urban Regeneration Projects (입체복합공간 개발사업의 프로그램 성과관리 체계 구축)

  • The market volume of urban regeneration projects has steadily increased, thereby mixed-use development also shows significant market growth. However, previous researches on urban regeneration mainly deduced suggestions and plans for institution improvement based on comparison between projects implemented the inside and outside of the country. Whereas, researches on project management closely related to project success were limited, particularly in performance management. Accordingly, this research aims at developing a program performance management framework for public clients so as to succeed mixed-use development projects. Through extensive literature review and expert interview, this research developed performance indices for diverse facilities, risk management framework and integrating method of program performance score. The proposed framework is able to consider total life cycle from basic planning to maintenance phase and to check real-time performance level. Moreover, risk management framework can periodically assess and control the level of inherent risks within performance indices. The results can contribute to improve existing performance management practices and be basis for a web-based system developed in future.

  • The various environmental problems that we face on today are basically about environmental quality. Since early 1960s affluent material was produced because of remarkable economic growth by many cooperations. However, for the lack of environmental policy, environmental pollutions has been serious. The central government should transfer the producing and consuming structure to environmental affinity through the regulations for developing Korea as a model of environmental nation which takes an active part in global environmental programme and in which the environment and economy are well harmonized. Moreover, the central government should take the lead in prevention of environmental pollution through the direct policies such as strengthening the discharge limit or setting up environmental basic institutions by securing budget for conserving environment. This thesis emphasize on the public institution among many environmental basic institutions for environmental anti-pollution project. It will find the problems with running those institutions, and will suggest the preview of improvement. Also, it is necessary to investigate of variation trend for inflow and pollutant loading to environmental infrastructure as increased of the diffusion rate as established and maintenance of sewer system. The purpose of this study is to investigate for inflow and pollutant loading to environmental infrastructure, and also to provide the method of efficiently maintenance and management. The results obtained were summarized as follows; 1. Survey of actual condition on operation and management of environmental infrastructure was evaluated the propriety of treatment process and problem of plant management. 2. Analysis of pollutant loading contribution for river system of environmental infrastructure with data analysis of water quality measuring network. 3. To investigate on case study for efficiently maintenance and management of environmental infrastructure. The result on this study was provide the method of efficiently maintenance and management with survey for establish and repair of sewer system and survey of actual condition on operation and management of environmental infrastructure in the water area of discharge to Geum River System. Application as guideline for establish and management of environmental infrastructure, and management of Geum River System. Also, application for preliminary data for fulfill-assess of total effluent regulation of water pollution.

Past, present and future plan on the study on Korean Arthropods (한국 절지동물 연구의 과거 및 현재와 발전방향)

  • The arthropods are the most diverse and successful animal group making up more than three quarters of the total animal species. They also live in a great diversity of habitats on the earth. Because of these unavoidable circumstances, the human life has always been affected by them. Therefore, in many countries from the past, governments have supported the studies of the arthropods on the basis of the national policy. However, the present situation of ours is far behind the other advanced contries, Now we urgently need governmental support fro the development of both the basic and the applied fields of arthropod studies in the well organized manner. Facing with this necessity, the present article reviewed the studies of Korean arthopods based on insect and crustacean representing most of the arthopods. Several subjects were reviewed in the section of the past and present studies on Korean arthropods. These are the studies on Korean arthropods in the past and present, their application to the national strategy, and the present condition of curating specimens, etc. From these reviews, several important points were suggested in the section of future plan. These are such subjects as the establishment of national institution for the curation of specimens , computerizing the data, diversification of research techniques, valid strategy concerning the control of harmful contribution to the nature conversation and environmental management , use as a research animal, the enhancement of public welfare, training of specialists, and policies for the national programs.
