This research focuses on examining the mobilization of Public Procurement for Innovation (PPI) in South Korea as a case study in technology innovation. By using the lens of policy mobility and qualitative research methodologies, it emphasizes the circulation of PPI is an outcome of an assemblage of multiple actors who are responsible for the introduction of PPI. The Public Procurement Service in South Korea has actively sought to understand and adopt the concept of PPI from developed countries. This initiative has been localized under the umbrella of 'innovative technology and product.' Throughout the mobilization, a cadre of technocrats, the Innovation Procurement Competence Center plays a pivotal role, and particularly encourages Small and Medium Enterprises to bolster their export capabilities, resulting in a reciprocal circulation of policies and programs from South Korea to foreign countries as well as within intra-urban area. Consequently, the above findings, revealing the nuanced evolution of policy mobility in local contexts, hold practical significance as they provide valuable insights and lessons for urban studies.

Public procurement for innovation is used as one of the major policy tools to stimulate innovation and promote growth of small and medium-sized enterprises (SMEs) in Korea. However, it is evaluated that this policy has not been so effective in promoting technological innovation among SMEs largely because it heavily depends on price competitiveness of SMEs products and services. In order to draw some policy implications, this study examines the PPI policies of selected countries as comparative references and conducts an empirical analysis on Korean Public Procurement Services (PPS) data for identifying challenges of the current policy in Korea. We conclude that in order to enhance technological innovations of SMEs, PPI policy in Korea should 1) focus more on the potential competitiveness of SMEs, 2) enlarge public demands especially on R&D services, 3) encourage private sector participation in the public procurement market, 4) improve the assessment criteria for public procurement market registration, and 5) restructure the responsible organizations.

Public procurement for innovation (PPI) is a new approach in stimulating innovation, and currently attracts considerable attention from policymakers and academics. This paper discusses the rationales and perspectives of PPI in Vietnam. The rationales for public procurement for innovation policy in Vietnam compared to theoretical and international practice are discussed. From such a comparison, the paper concludes that R&D results-procurement policy in Vietnam shall be understood and implemented as regular PPI both theoretically and practically. However while designing the policy, policymakers must consider the characteristics of the STI system of the country in order to make the policy adaptable to context. The paper identifies that PPI in Vietnam can be implemented with a ready legal framework (intellectual property rights, R&D contracts, standardization, etc.), the prepared capabilities of R&D institutions, businesses, and public agencies in innovation processes, and the provision of a demand-supply network and other procurement incentives.

This paper provides a new theoretical rationale for public procurement for innovation (PPI), a unique policy encouraging public procurers to purchase innovative products. In contrast to existing studies that primarily emphasize the advantages of PPI, this paper takes a comprehensive approach, examining both the costs and risks associated with PPI, alongside its benefits. It finds a general condition under which PPI outperforms traditional public procurement. Under this condition, this paper demonstrates that PPI enhances social welfare by facilitating optimal risk-sharing between public procurers and the general economy. Additionally, it draws policy implications from a comparative analysis between the current PPI policy in Korea and an optimal PPI policy.

공공조달에 대한 산업정책과 혁신정책 관점의 중요성이 최근 부각되고 있다. 특히, 공공조달이 중소기업의 성장과 혁신에 직접 영향을 끼치는지에 대한 논의와 연구가 있어 왔다. 이러한 연구의 연장선상에서, 본 연구는 공공조달에 참여하는 기업의 특성 중 기업의 연령이 성장에 대한 공공조달의 효과를 조절하는지를 분석한다. 분석 자료는 2006년부터 2017년까지 조달청 우수제품으로 지정된 약 1,247개 기업의 재무적 성과와 공공조달 매출 성과를 연계하여 구축하였다. 패널회귀모형을 통해 분석한 결과, 공공조달 참여 정도가 큰 기업일수록 높은 성장률을 보였을 뿐만 아니라, 이 관계는 젊은 기업일수록 더 강하게 나타났다. 이 결과는 공공조달의 효과에 대한 기존 학술적 논의에 기여할 뿐만 아니라 공공조달 정책 수립에 있어서도 의의를 가진다.

혁신조달 제도는 전략적 공공조달 정책의 일환으로 혁신제품 지정 및 우선구매제도를 활용해 기업의 혁신역량 향상과 공공부문의 사회문제 해결능력 향상을 동시에 추구하는 정책으로 도입됐다. 혁신제품에 대한 시범구매 사업은 2019년에 처음 도입됐으며 2020년부터 정부 부처의 혁신제품 지정·발굴 체계가 확립된 후 혁신제품 우선구매제도가 본격적으로 실시됐다. 이에 본 연구는 혁신조달 제도가 본격적으로 시행된 이후 해당 제도의 기업지원 효과에 초점을 맞춰 정량적 분석을 진행했다. 이를 위해 2017년에서 2021년까지의 기업 재무제표 및 고용 자료를 이용했으며, 분석방법으로 성향점수매칭(PSM) 및 이중차분(DID) 방법을 활용했다. 본 연구를 통해 혁신조달 제도가 기업성장과 고용증대에 기여했으며 추가적인 공공 및 민간판로 개척 효과를 창출했음을 확인할 수 있었다. 한편 혁신조달 참여기업이 제품지정 종료 이후에도 자생성을 갖추기 위해서는 혁신제품 지정기업과 기존의 중소기업 지원정책을 적극 매칭하는 등 혁신조달 제도를 고도화할 필요가 있다.

The aim of this paper is to investigate how the public procurement policy exerts an effect upon the technology innovation of the firm and to make alternative proposals how to reinforce the effect. Although the pubic procurement process based on its monopsonic idiosyncrasy implies the means to lead the firms' supply function, the present system has contributed a little to accelerate the technology innovation. In fact, the system is lacking of the evaluation capability referring to the technological computer among the bidding films. So as to reinforce the function of technology innovation of the public procurement policy, it is necessary to improve the procurement institutions, in particular bidding and contract system. Finally, the paper propose, on the on hand, to enlarge the application range of the total bidding system in order to apply more strictly the technology evaluation standards on bidding, and on the other hand, to multiply the competitive proposal and the incentive contract type.

공급 기반 전반에 걸쳐 소싱(Sourcing)에서 조달에 이르는 프로세스를 자동화하고 외부 파트너인 공급사와의 관계를 전략적으로 운영하여 공급망 전체의 효율을 높이고자 SRM(Supplier Relation-ship Management)에 대한 관심이 증대되고 있다. 최근 조달청은 국가 조달행정의 새로운 패러다임을 구축하고 공공조달의 경쟁력을 강화하고자 SRM 개념을 도입하였다. 공공조달 환경에서의 SRM을 위해서는 공정하고 객관적으로 공급사를 평가하고 선정하기 위한 계약이행능력 평가모델의 구축이 요구된다. 본 논문에서는 공급사의 계약이행능력을 평가하고 이를 등급화하여 전략적으로 활용할 수 있는 SRM 솔루션을 제안하고 이를 통해 국가 공공조달 시스템의 혁신방안에 대해 설명한다.

최근 우리나라를 비롯한 세계적 경제성장 패러다임은 녹색성장전략이다. 이에 따라 국가적으로 다양한 전략 및 지원정책이 수립되고 있으나, 중소기업의 역할과 기회를 반영한 정책은 미흡한 수준이다. 이에 본 연구에서는 중소기업 지원정책의 하나인 기술개발제품 공공구매제도의 현황을 살펴보고, 개선 방안을 제시하였다. 우선, 국내와 주요 선진국의 공공구매제도를 정책목적별, 공공구매 유형별로 포지션을 분석하였다. 이를 토대로 공공구매제도를 활용한 중소기업의 녹색성장전략 참여방안과 필요성을 도출하였다. 또한, 구매조건부 신제품개발사업 대상에 상용화 이전기술 및 제품을 포함하고 추가 R&D를 수행하는 방안을 제시하여, 녹색기술분야에서 중소기업의 기술혁신 역량 제고 및 정책지원이 필요함을 지적하였다.

방대한 규모와 복잡한 프로세스로 구성된 공공조달의 혁신성과를 평가하기란 매우 어려운 문제이다. 기존의 프로세스 혁신 평가는 주로 설문 및 인터뷰, 그리고 운영데이터를 분석한 정성적, 또는 통계적인 정량적 방법들이었다. 이에 본 연구에서는 공공조달 프로세스를 복잡계로 보고 이에 대한 시뮬레이션 방법으로 멀티에이전트시스템(MAS)을 이용하여 공공조달 프로세스 혁신효과 평가모델을 개발하였다. 그리고, 개발된 MAS 기반의 공공조달 혁신평가 모델을 우리나라 조달청의 G2B(나라장터, KONEPS) 시스템에 적용하여 혁신효과를 평가하였다. MAS 시뮬레이션 도구는 Northwestern University에서 개발된 Netlogo Version 4.1.3을 사용하였고, 모델링에서는 에이전트 정의, 에이전트 행동특성 정의, 에이전트 관계 정의의 세단계로 진행하였다. 첫째, 에이전트 정의에서는 에이전트가 될 대상을 선정하고, 에이전트가 가진 속성과 변수들을 정의하였다. 둘째, 행동특성 정의에서는 각 에이전트의 행동계획 및 자원할당을 설정하였고, 셋째, 관계정의 단계에서는 상태변화에 따른 행동 규칙을 설정하였다. 또한 프로세스 혁신의 목적에 맞는 성과를 측정하기 위하여 혁신 효과평가항목을 선정하였고, 데이터는 조달청의 협조를 통해 DB 데이터와 설문데이터를 활용하였다. 이를 통해 프로세스 전체 및 프로세스별 절감시간과 업무량의 절감율을 측정하였다. 실험결과 전체 프로세스의 효율성이 증대되었으며 '평균 업무처리 건수'의 절감율이 92.7%, '평균 업무처리 시간'의 절감율이 95.4%로 나타났다. 즉 공공조달분야는 G2B 시스템 도입을 통해 프로세스 혁신을 추진한 결과 매우 높은 효율성이 제고된 것으로 분석되었다. 또한 본 연구를 통해 '계약'과 관련한 업무프로세스에서 추가적인 개선이 이루어질 경우 프로세스 혁신효과가 더욱 향상될 수 있는 것으로 분석되었다. 본 연구는 MAS를 이용하여 프로세스 개선효과에 대한 평가모델을 제시하고 분석했다는데 의의가 있다.
