A study on the characteristics of housing product and housing-builders' strategies (주택생산의 특성과 주택사업자의 사업 전략)

  • The purpose of this study was to identify the characteristics of housing product through housebuilders' strategies. As a methodology for this study, literature survey and questionnaire survey were used. Questionnaires were delivered on mail to 232 housing-builders and return rate was 34.1%. In summary, housing product was characterized long gestation period, periodically building cycle, future uncertainty of market volatility, maximization of land development gain, utilization of public fund for continuous building activity, moral hazard by accidental bankruptcy. Therefore private housebuilding could be defined speculative industry.

  • This study aims to investigate the urban regeneration policies in Japan especially focusing "New Town" regeneration. New Town projects were launched in major Japanese cities, aiming to form a designed urban housing area and a mass supply of quality housing, in order to solve the lack of housing and urban sprawl which became a serious issue due to the over-concentration of population and industries in the city during the period of rapid economic growth. Tama New Town and Kohoku New Town are well-known development projects in 1970s and 80s; They attract wide attention again as urban regeneration policies focusing on a Smart city as well as Private-Public Partnership.

  • Many of urban parks which have been designated for urban planning regulation are not well developed because the priority of investment is inferior to that of other public facilities. Park development is an urgent urban policy and it is hard to decide priority among parks. Therefore, it is necessary to evaluate the priority of park development. Thus the Analytic Hierarchy Process has been introduced because it is suitable for achieving objectivity by collecting the professional opinions. The goals of park development are evaluated by AHP method and the priorities among goals are conservation of natural environment, satisfying the residents' residents' needs, population density, regional pollution, land acquisition cost, ratio of greeneries and facilities within park areas. Priority of park development is decided by the standardization of each individual inventory data and considering of the professional opinions. Among the multi-attribute judgement methods, AHP method may be the most widely used. Despite the critical evaluations of the AHP, such as limitation of the nine-point scale and the rank reversal problem, application of AHP to decide the priority of park development is suitable for actual circumstances.

  • Since 1990, urban areas have been expanded rapidly due to the concentration of the population and several development projects including large scale apartment complexes and residential developments. Due to these development projects, the quality and functions of ecosystems have been continuously degraded, regardless of public agencies' efforts introducing development index, guideline, and amendment of law for sustaining the quality of ecosystems. Substantial guideline and content cannot expect the sustainable maintenance of nation's natural resources. Recent improve this situation, ecological planning was introduced, but research data of environments and objective systems were not enough showing the limits. The purposes of this study were to reduce the urban sprawl caused by residential development plans for environment-friendly residential developments, to establish applicable ecological planning, and to suggest the land use plans that reduce adverse effects of developments to nature ecosystem.

  • Due to constant development and decline on Seoul areas the Seoul government is pushing various policies to regenerate declined Seoul areas. Theses various policies lead to land-use changes around numerous Seoul districts. This study aims to create prediction model which can foresee future land-use changes and while doing so, tried to derive various influential factors which leads to land-use changes. To do so, various open-data from national departments and Seoul government have been collected and implemented into random forest algorithm. The results showed promising accuracy and derived multiple influential factors which causes land-use changes around Seoul districts. The result of this study could further be implemented in policy makings for the public sectors, or could also be used as basis for studying gentrification problems happening in Seoul Area.

A Study on Estimating the Land Developer's Share of Infrastructure Cost : Focused on the Road Facility of Residential Development (간선시설 설치비용의 합리적 분담분 추정 : 택지개발사업시 조성되는 도로시설을 중심으로)

  • Although infrastructure cost comprises the great proportion of residential development cost, all of it tends to be borne by land developers which develop large area. This brings about free-riding by adjacent small development or built-up area, followed by the equity problem in terms of infrastructure development cost sharing and the privatization of development gain. This study aims to establish the method to analyze free-riding on the transportation infrastructure(roads) and investigate empirically how much the free-riding occurs. It sets several development scenarios to calculate the part generated by Bucheon Sangdong district, the case area of this study, of all the traffic flow on the roads. The Network analysis is used to estimate the proportion, by development scenarios, of traffic flow, travel time, and travel cost. As a result, the developer of Bucheon Sangdong district is responsible for 83% of the construction cost of selected roads. The methodology and empirical result of this study would contribute to determine who are liable for the infrastructure facilitation and to estimate how much of the cost the obligators have to share.

Studies on the Changes of Forest Land Use - Especially around Tae Kwan Ryoung Region - (산지이용(山地利用) 변천(變遷)에 관(關)한 연구(硏究) - 대관령주변(大關嶺周辺)을 중심(中心)으로-)

  • This study was carried out to investigate the changes of forest land use around Tae Kwan Ryoung region during 15 years, by using the aerial photographs in 1965 and 1980 respectively. the results are summarized as follows: 1) The areas of forest land and farm land has been decreased, while the grass land increased as 3 times. It is because that the site of Tae Kwan ryoung region was suitable for livestock breeding and the wide grass lands were developed. 2) With a view to forest land use, it is desirable to convert the forest land into grass land and farm Land. But it should be considered the fact that most of the farm land was converted into forest land, in the utilization of forest land in future. 3) Due to the development of industries such as livestock breeding and leisure industry, there is a great increase in the dwelling houses, stalls, public building and habitants in this region. Therefore, in future we should establish the plans of forest land use synthetically and efficiently, considering the promotion of indirect utilities such as soil conservation, recreation and environmental protection as well as timber production.

An Exploratory Study on Development Plan of Consumer-centered Cluster Complex in 6th Industry (수요자 중심의 6차산업 특화단지 조성을 위한 탐색적 연구)

  • Korea seems to have introduced the legal basis for supporting and revitalizing the 6th industry since about 2010. Problems such as lack of systematic support system, inadequacy of cooperation and cooperation between ministries, and poor efficiency have been raised. Also, there is a lack of information on the designation, development method, participant, and management plan of the 6th industrial complex. In this study, we review prior researches and cases related to the 6th industry and examine how to efficiently create the 6th industry-specific complex by analyzing the requirements of customers for the enterprises, residents, professionals and officials of the metropolitan area and non-metropolitan areas. As a result of the questionnaire survey, some suggestions for the establishment of the 6th industry specialization complex were drawn. First, 77.5% of the total requires a combination of public and mixed use, which can be expected to have positive effects such as sharing development gains with local residents and improving resettlement of local residents. Second, the 6th industrial complex should be harmonized with the 1st, 2nd and 3rd industries. However, unlike the standardized land use plan of existing industrial complex, it is necessary to expand the distribution and sales space to reflect the demand for tertiary industry. It is also necessary to consider measures for securing primary industrial sites or securing primary industrial sites through external procurement. Third, it is necessary to establish and operate a plan reflecting rent and rental demand after leasing for a certain period.

Social Innovation and New Roles of Public Institution as a Regional Development Agency: The Preliminary Study with the Case of Urban Development Corporations (사회적 혁신과 지역발전 주체로서 공공기관의 새로운 역할 -광역단위 도시.개발공사 사례를 통한 시론적 검토-)

  • The paper aims to understand the concept of social innovation and its development stages emerging as a new regional development policy trend and to define the role of public sector for social innovation. Spatial policy issues that urban development corporations to carry out development projects for regional policy need to deal with have expanded to include crucial social issues such as poverty, quality of life and happiness. Therefore it is increasingly significant for them to take social innovation into consideration. In this context, this study formulates evaluation framework for the role of public sector in social innovation and investigates its position and limitation in social innovation practices. As a result, almost all corporations have made various efforts for promoting both public purposes of housing and land development and social contribution for the community. However, few corporations have achieved organizational capacity building and idea implementation for social innovation. Growing demand for social innovation in both spatial and regional policies tends to bring up profound challenges to public regional development agencies including urban development corporations. It is then a time to seek to carry out related researches and policy option formulation for social innovation in the near future.
