This article is a spinoff of a doctoral study that was completed at the University of KwaZulu-Natal (South Africa) in 2018 on provision of information services to persons with visual and physical impairments in public university libraries in Kenya. The article examined how ICTs such as internet, e-resources and e-databases, word processing, websites and more were being used in public university libraries to provide access to information by visually and physically impaired persons. Data were collected from the visually and physically impaired students, University Librarians, Systems librarians, staff from disability departments and library staff who provided services to visually and physically impaired persons. The findings revealed that the visually and physically impaired persons in most of the libraries could not access information owing to lack of the necessary assistive and adaptive technologies and weak institutional support and framework. The study recommend that the libraries improve assistive technology infrastructure, embrace new assistive technologies such as telepresence robots, virtual realities and more, and put in place enabling policies and capacity building programmes for library staff to enable them to provide services to persons with impairments.

According to the Policy for ' e-Korea construction ' of Korean government, investment of information system during the Past decay are dramatically increasing. More than a half of this investment is cost of hardware infrastructure. So, accurate hardware sizing are essential for higher efficiency of investment. Accurate hardware sizing benefits are generally viewed in toms of the avoidance of excess equipment and lost opportunity costs by not being able to support business needs. Unfortunately, however, little research effort to make the hardware sizing methodology are doing. We propose a sizing method for information system in public sector. This method is determinated empirical study that are gathering and analyzing cases, making method and reviewing expert. Finally we are proposed calculating method for hardware components that is CPU, memory, internal and external disk according to the application system type which is OLTP, Web, WAS. Our study certainly will act as a catalyst for higher investment-efficiency of the future information programs in public sector.

This research aims to find the issues and explore policy agenda of contributed acceptance of urban renewal project. Through the analysis of urban renewal project in Seoul, three isssues was found as follows. Firstly, the ratio of contributed acceptance in each district was quite different. Secondly, the donated land was scattered around whole project area. Thirdly, infrastructures are not constructed until all renewal projects were implemented. For this issues, this research proposed that a proper standard of the ratio of contributed acceptance is needed and land donation should be designated to adjacent lot or block. Also public support should be for developing urban capacity and completing infrastructure.

Cloud storage becomes a new trend that more and more users move their data to cloud storage servers (CSSs). To ensure the security of cloud storage, many cloud auditing schemes are proposed to check the integrity of users' cloud data. However, most of them are based on public key infrastructure, which leads to complex certificates management and verification. Besides, most existing auditing schemes are inefficient when user uploads a large amount of data or a third party auditor (TPA) performs auditing for multiple users' data on different CSSs. To overcome these problems, in this paper, we propose an efficient and secure auditing scheme based on identity-based cryptography. To relieve user's computation burden, we introduce a proxy, which is delegated to generate and upload homomorphic verifiable tags for user. We extend our auditing scheme to support auditing for dynamic data operations. We further extend it to support batch auditing in multiple users and multiple CSSs setting, which is practical and efficient in large scale cloud storage system. Extensive security analysis shows that our scheme is provably secure in random oracle model. Performance analysis demonstrates that our scheme is highly efficient, especially reducing the computation cost of proxy and TPA.

본 논문은 텔레매틱스 환경에서 문장독립형 화자인증을 이용한 VoIP 음성 보안통신기술을 제안한다. 보안통신을 위해 송신측에서는 화자의 음성정보로부터 생성된 공개키를 통해 음성 패킷을 암호화하여 수신측에 전송함으로써 중간자 공격에 대항한다. 수신측에서는 수신된 암호화된 음성패킷을 복호화한 후에 추출된 음성 특징과 송신측으로부터 수신받은 음성키를 비교하여 화자인증을 수행한다. 제안된 방식에서는 Gaussian Mixture Model(GMM)-supervector를 Bayesian information criterion (BIC) 방식과 Mahalanobis distance (MD) 방식을 이용한 Support Vector Machine (SVM) 커널에 적용하여 문장독립형 화자인증 정확도를 향상시켰다.

This research is devoted to increase resuscitation rate of emergency patients, expanding CPR to a pan-national campaigning, revaluating popularity and suitability of the education about the existing CPR(Bystander cardiopulmonary resuscitation) education expansion of 119 EMS. Questionnaire was carried from seven hundred fifty eight residental and students in kyuggi fist area(Southern suwon, Middle suwon, Osan, Young-in) from July 20 to July 30, 2006. The institutional support for CPR education and special eduction institution are not prepared, 52.44% of those have CPR education, according to questionnaire. 39.9% of the educated is from 119 EMS and it is big outcome, 119 EMS efforts in the vortex of poor surroundings. But, 69.76% of the uneducated said they had not chance of CPR education and 19.63% said that the reason is no special eduction institution and information for CPR education. They say that CPR education was carried for only applicants in 119 EMS, without systematic and institutional support, special eduction institution. So, we have to expand the infrastructure, institute CPR education for systematic propagation of CPR education. And we need to make plan constructive public relations, intensify maintaining of CPR educated.

쌍방향적 정보의 교류와 접근을 가능하게 하는 정보기술의 발달을 배경으로 등장한 전자정부와 이를 지원하기 위해 제정된 전자정부법은 온라인을 통해 정부 정보를 적극적으로 제공할 것을 규정하고 있다. 이는 공공기관의 기록관리 환경에 많은 변화를 가져왔을 뿐만 아니라, 국민들이 정부정보로 접근하는 것을 더욱 확고하게 보장하였다. 공공기관이 온라인으로 정보자원을 정확하고 효율적으로 제공하도록 하는 한편, 정부가 제공하는 각종 정보자원 국민들이 편리하고 빠르게 찾을 수 있도록 돕기 위해서는 이를 지원하는 공공인프라의 구축과 함께 전자정부 메타데이터의 개발이 필요하다. 우리나라의 경우 아직 표준화된 전자정부 메타데이터는 없지만 'GILS Core 엘리먼트'가 이와 유사한 기능을 하고 있다. 하지만 GILS Core 엘리먼트는 기술 대상으로 기록을 고려하지 않은 채 개발되어 많은 문제점을 가지고 있다. 따라서 본 논문에서는 온라인으로 제공되는 정부 정보자원의 대부분을 차지할 기록의 특성을 고려하여 전자정부 메타데이터 표준을 제안하였다.

본 연구의 목적은 정신장애인의 공공후견서비스 사업이 당사자의 의사결정을 지원하고 권익옹호를 하는 제도로서 역할을 하고 있는지 그 경험과 과제를 탐구하는 것이다. 연구방법은 Strauss와 Corbin(1998)의 근거이론을 이용하여 공공 후견법인 후견업무 실무자 11명을 대상으로 전문가인터뷰를 실시하고, 과정분석과, 유형분석 등을 통해 실천모형을 제시하였다. 연구결과로는 정신장애인의 공공후견서비스를 통해, 후견의 권리옹호의 가능성과 시설의 긍정적인 태도변화 및 정신장애인의 권리회복을 위한 방향성 확립 등이 도출되었다. 공공후견법인 종사자들은 후견인에 대한 과도한 권한 부여나 업무 과정에서의 여러 어려움을 경험하지만 정신장애인들의 권리를 옹호하고 자기결정권을 지원할 수 있는 경험을 하였다. 본 연구를 통해 후견서비스의 필요성과 확대의 당위성을 제시하였다.

국내 외의 지식관리와 관련한 연구 대부분은 민간기업을 대상으로 이루어졌고, 공공부문 중에서 지방자치단체의 지식관리시스템 효과나 핵심요인에 대한 구체적인 사례연구는 부족한 상황이고, 그 기존 연구도 대부분 지식관리시스템 만족 요인 탐색인데 반해서 본 연구에서는 지식관리시스템의 이용 정도를 높이기 위해서는 어떤 영향 요인이 중요한지를 탐색하는 데 있다. 본 연구에서는 지식관리시스템이 갖고 있는 어떤 요인이 지식관리시스템 이용 유무에 원인이 되는지 고찰하기 위하여 분석모형에 포함된 지식관리시스템 케퍼빌리티의 구성요소와 개인 및 조직 케퍼빌리티의 구성요소 및 인구 통계학적 요인들을 독립변수로 하여 로짓회귀모형으로 분석 검증한다. '지식관리시스템 이용 유무'에 가장 영향을 미치는 변수는 '지식창조', 다음으로 유의한 변수인 '지식인프라', '부서장의 추진 의지' 요인도 유의하게 산출되었다.
