There have been numerous steps of growth in policy system since the legal systemization through the enactment of Information Disclosure of public institution Act in 1996 and Records Management of public institution Act in 1999 as well as infrastructure advancement led by government bodies, but it still shows insufficiency in some aspects of information disclosure system and records management. In particular, the issue of reliability on record information disclosed through information disclosure system is raised, and institutional base through the legal and technical devices to ensure the reliability are not well prepared. Government has attempted to enact laws and regulations to guarantee the public right to know through information disclosure and records management at government level, and establish the national system in a way that advances the infrastructure for encouraging the participation in state affairs and utilization of national record information resources. There are limitations that it lacks internal stability and overlooks the impact and significance of record information itself by focusing upon system expansion and disclosing information quantatively. Numerous record information disclosed tends to be falsified, forged, extracted or manufactured by information disclosure staffs, or provided in a form other than official document or draft. In addition, the disclosure or non-disclosure decisions without consistency and criteria due to lack of information disclosure staff or titular supervising authority, which is likely to lead to societal confusion. There are also frequent cases where the reliability is damaged due to voluntary decision, false response or non response depending upon request agents for information disclosure. In other cases, vague request by information disclosure applicant or civil complaint form request are likely to hinder the reliability of record information. Thus it is essential to ensure the reliability of record information by establishing and amending relevant laws and regulations, systemic improvement through organizational and staff expertise advancement, supplementing the information disclosure system and process, and changing the social perception on information disclosure. That is, reliable record information is expected to contribute to genuine governance form administration as well as accountability of government bodies and public organizations. In conclusion, there are needed numerous attempts to ensure the reliability of record information to be disclosure in the future beyond previous trials of perceiving record information as records systematically and focusing upon disclosing more information and external development of system.

Since the specifications of public services in broadcasting-telecommunication convergence environment are not standardized, the public services should be developed and presented by each IPTV service provider, and therefore it is worried that public organizations and IPTV service providers may invest in the public services redundantly, which are managed inefficiently. To resolve those problem, in this paper, the service and network interfaces among multiple public organizations and multiple IPTV service providers and the interactive VOD-type public service providing system of one source multi-use based on ACAP-J are proposed. The proposed system can be utilized in the standard platform of the evolved new public services. And the used technologies can be utilized as a guide for the development of new services.

Quality performance information has been regarded as a significant step toward managing public performance. Although a correlation between the quality of information and its actual usage among managers in high-accountability policy areas has been found, quality performance information has not been properly provided to practitioners. This study takes an Institutional Analysis and Development approach to assess an appropriate institutional framework that facilitates state agencies and academics to coproduce this information. Based on a conceptual framework, we analyze a public information system of the Workforce Data Quality Initiative in Ohio and carry out a content analysis with NVIVO. It is found that arrangements that can manage the incentive dynamic in this process may help to align heterogeneous stakeholders in a mutually supportive fashion. Also, the research agenda and information resulted from being coproduced for management and academic purposes, simultaneously. This use of administrative data sheds light on how quality performance information can be coproduced under an appropriate institutional arrangement between administration and research communities. It is suggested that accessibility to the information system among various stakeholders should be improved.

Public libraries in Korea have increased dramatically in number through the last 45 years.However, compared to the public libraries of the United States of America, United Kingdom of Britain, and Japan, public libraries in Korea tended to have a higher rate of capita visits per a public library, so public libraries' infrastructure in Korea is very inadequate. This research analyzed cooperative network cases for public libraries of London Borough of Camden, Ootaku in Janpan, and Bucheon City in Korea to deduct a plan to broaden the service area and to make management more efficient by managing based on the single-administrative district area as a regional library system. With these results this research excogitated a cooperative network model and a plan to make the management more efficient. As a conclusion, as public libraries increase in numbers we need to examine the proper scale, and we need to construct a central-concentrated system to enhance management efficiency between a central library and branch lib aries or small libraries.

Being one of the first and hardest hit countries by the coronavirus, Iran still continues to preserve its place among nations with the highest rates of infection and COVID-19 related deaths. While on the surface, such worrying status evinces the failure of the authorities in handling the crisis, at deeper levels, it points to the fundamentalist nature of the government and political system of the country. In this view, the current devastating condition in Iran is a clear indication of the all-out influence of the Islamic regime's ideologies on officials' decision-making and their political agendas throughout the pandemic. Accordingly, the staterun mainstream media, as the most preeminent institution of power, have been incessantly engaged in disseminating a series of ideology-laden information around the issues concerning the coronavirus, and in line with the developing political discourses during pandemic. Far from being based on factual accounts or scientific facts, these disseminated messages inevitably grew into a source of disinformation, ultimately resulting in overall public confusion and skepticism. Through examining the data gathered from some of the most prominent online news agencies run by the government, this study identifies five major discursive trends through which the mainstream media propagated ambiguous and manipulative information about COVID-19. These findings are then explained in the light of media system dependency theory, leading to the argument that within autocratic nation-states, public reliance on media during a national/global crisis brings about new opportunities for state exploitation, and further distressing consequences for the people.

The purpose of this study is to identify the problems of the reciprocal borrowing service in Korea and to develop the reciprocal borrowing model. Using interview and survey method were used for collecting data. Results show that public librarian had positive thought about reciprocal borrowing service and there were many problems to solve before operating the service. Main problems were: leaking of private information, responsibility of lost materials, budget and staff, borrowing regulation, non-competitive libraries. Also three reciprocal borrowing system models were introduced: integrated system model, distributed system model, and reciprocal arrangement model.

Since the late 1990s, the Korean government has attempted to develop the Architectural Information System (AIS, SEUMTER), led by the Ministry of Construction and Transportation, in order to improve civil complaint convenience and administrative efficiency in architectural administration. Since then, for nearly 30 years, the Korean government has been continuously upgrading the SEUMTER system. Based on these advancement projects, it is now possible to conduct civil affairs through the Internet, and civil petitioners can file complaints with government offices without visiting and without documents. In addition, statistical work and performance management became possible in real time for civil servants. And recently, by clouding the SEUMTER system, intelligent services have become possible. In this paper, the development process of the SEUMTER was divided into four stages and evaluated, and the main success factors were derived. The main success factors of SEUMTER are 1) Promotion as a National Agenda - Leadership of the President and Ministers, 2) Outsourcing of Information System Development and Dissemination, 3) Overcoming Selfishness between Ministries - Integrating Building Permits System and Building Ledger Systems, 4) Continue to Promote Information System Advancement. Subsequently, three global diffusion strategies for SEUMTER were presented: 1) the Need to Establish Globalization Strategy: Linkage with Smart City Business, 2) Small and Medium-sized System Model Needed for Globalization and ODA, and 3) System Success Needs to be Publicized Internationally.

This paper presents a verification watermarking applied to healthcare information management. The proposed method uses the whole region based on the public-key cryptograph, which is transformed by the DWT transform to integrity verification. Furthermore, the public-key cryptograph algorithm is used for the embedded watermark image. We adaptively select the upper bit-plane including the LSB parts of each block when the watermark is inserted.

Information security started as an IT operation process and is now recognized as an important issue of information technology, and each international organization is newly defining the concept. Information security itself is a new combination of IT technologies, a set of technologies and a technology area. As IT outsourcing becomes common in many public sectors, SLAs are introduced to evaluate the level of IT services. In the area of information security, many studies have been conducted on the derivation and selection of SLA performance indicators, but it is difficult to find a way to apply the performance indicators to service level evaluation and performance systems. This thesis conducted a study on the application of a service evaluation system for information security performance indicators based on the public sector and a performance system including compensation regulations. It presents standards and rewards(incentive and penalty) that define expectation and targets of performance indicators that take into account the environment and characteristics of a specific public sector, and defines appropriate SLA costs. It proposes a change plan for the organizational structure for practical SLA application and service level improvement.

This study aims to investigate present situations and problems of local Bookstart program, difficulties faced by local organizations in the course of them implementing the program, and awareness on institutional support system, and ultimately propose strategies for its activation. In particular, considering that public libraries with easier access to babies having highly limited mobility and accessability should be the base of the program, the essay focuses on strategies of its activation for public libraries.
