Research on Bacterial Distribution of Public Lavatory (공중이용 화장실의 미생물 분포 조사)

  • Objective: This study was performed to assess bacterial distribution concerned in sanitation management of public lavatory in Seoul. Methods: In this research, bacteriological investigation on public lavatory was accomplished for bidet water, bidet nozzle, washbowl and lavatory stool in the 50 public facilities such as public institutions, subway stations, cinema, department stores, large-scale buildings and hospitals amount to 374 specimens. Results: The geometric mean of colony forming unit(CFU) in total aerobic colony count were analyzed as follows; $5.2{\times}10^2/100cm^2$ on lavatory stool, $7.2{\times}10^3/ea$ on bidet nozzle, $7.8{\times}10^3/ea$ on center ring of washbowl, $1.4{\times}10/mL$ in bidet water (ml) and 7.0/ea on doorknob. Opportunistically pathogenic germs such as Staphylococcus aureus, Escherichia coli, Enterobacter cloacae, Pseudomonas aeruginosa were isolated in 3.7%, 5.9%, 3.2% and 1.9% of total specimens, respectively. Conclusion: The result of this study shows that there were some facilities where the pathogenic germs were detected to may cause urological infection. And the CFU of general bacteria as the representative indicator of disinfection and lavatory cleaning were high enough to imply the improvement of sanitation management of public lavatories should be contrived.

  • The purpose of this research is to introduce the best practice of the Japanese national dementia strategy and explore implications to the Korean national dementia strategy. Interview was conducted among professions those who is in charge of Kumamoto dementia care practice in Kumamoto province, upon review of related literature and public documents. The Kumamoto model is implemented by the department of neuropsychiatry in public university hospitals, which can offer dementia-specialized medical services. Medical centers for dementia in public university hospitals play a leading role for managing practice and training local dementia centers specialist, coordinating medical services among medical institutions and community welfare facilities. In reference to the Kumamoto model, the Korean national dementia strategy can find implications in the direction of current system, specifically its approaches toward policy governance.

  • The Slaughterhouse is the place where animals are butchered for food. This study is to investigate the establishment and transition of slaughterhouse operated in Busanbu(釜山府) as public facilities during Japanese Colonial Period. It was established in relation to the application of hygienics which the idea of modern natural science and technology produced at that time. The establishment of slaughterhouse was based on the leading knowledge of public health. It also provided important revenues for the local government and became one of the techniques of Japanese Colonial Rule. The slaughterhouse was turned into the public management in 1921 and had to be shifted twice. Eventually, it had an effect on the culture of food greatly.

  • BTL projects for educational facilities were conceived in 2005 to supply public facilities in a timely and efficient manner After the projects were completed in March 2007, proper facility maintenance has become an increasingly important issue. However, BTL projects are still in an early developmental stage, and the data on the maintenance and operation of such facilities are not yet available because the operation of the facilities has just begun. Accordingly, this study is conducted to derive maintenance processes and to specify maintenance items for the efficient maintenance of BTL educational facilities. Then, database on the maintenance processes will be created, and a maintenance system module will be designed.

The Related Factors with Improvement of Long-term Care Need of Residents and Quality of Service in Long-term Care Facility (노인요양시설 입소자의 장기요양등급 개선과 서비스 질 관련요인)

  • The purpose of this study was to investigate the relationship among staffing, occupancy rate, upward level change of long-term care need, and evaluation grade of facility. Data were obtained from National Health Insurance Corporation Database. Occupancy rate and evaluation grade were highest in National/public operating facilities, while they were worst in individual operating facilities. The percents of A or B grade in evaluation grade (by newly enforced law) is highest in National/public operating facilities. Multiple regression analysis showed that upward level change of care needs was very weakly associated with the number of doctors. Evaluation grade showed a weak and significant association with occupancy ratey(by old-version law)(r=.20, p<.01), upward level change of care need in group home(r=.23, p<.01) Staffing in facility did not show significantly consistent association with upward level change of care needs, evaluation grade, and occupancy rate.

  • In January 2005, the BTL private investment project was introduced in the Korean construction market as part of the plan to provide high-quality public service and expand the required facilities in a timely manner. Nonetheless, problems such as the low earning rate at the beginning of the business, burden of service compared to the cost of the proposed business, and limitations of the local small and medium-sized companies in relation to their participation in the project arose. The LCC analysis system for the BTL projects was developed as part of efforts toward efficiently investigating the investment eligibility. Specifically, methods for LCC analysis were selected for each stage of the BTL project in relation to the requests of experts for military residential facilities and public educational facilities. Variables were then extracted to derive an accurate analysis value, LCC for the 5 cost items (initial investment cost, operating expenses, maintenance expenses, energy cost, and disposal cost), analyzed, and system enabling comparative analysis for single and multiple initiatives by year and item, developed. Thus, we have to clearly require the accumulation of data to examine the appropriateness of the results of LCC analysis based on data and results.

  • The purpose of this study was to survey actual condition of a municipal Healthy family Support Center(HFSC) for establishing. 46 subjects were surveyed with a questionnaire about PR and facilities of Healthy Family Support Center. For this study, not only a survey was collected 46 subjects bust also a spot inspection was executed to 8 municipal Healthy Family Support Centers. This study revealed following results: first, the mass media(TV, news paper), internet home page, pamphlet are effective medium. Management of PR activities in the HFSC is consider as one of the main factor to decide development and survival in social community. Therefore HFSC should search fur various method and system of PR. Secondly, the size and facilities of HFSC should be designed according to the specific characteristics of HFSC equipped with office-room, conference room, lecture hall, general/special counseling room, group classroom. Results from this study might be contributed to operate a municipal Healthy Family Support Center in the near future.

  • With the enactment of the "Framework Act on Carbon Neutrality and Green Growth to Cope with Climate Crisis," various sector-specific plans are being implemented to achieve carbon neutrality. School facilities are mandatory buildings for the "Zero Energy Building Certification" and are the buildings that account for the highest proportion among public institution buildings. Therefore, they play a major role in achieving carbon neutrality in the construction sector. This study analyzed the recent energy use trends and zero energy levels in varied ways to promote the spread of building energy management systems and to provide basic data for efficient operation management and investigated the effectiveness and user opinions of the Building Energy Management System (BEMS) applied to school facilities.

An Analysis of Local Government's Intentions for Privatization Policy of Waste Treatment Facilities in Korea (생활폐기물처리시설 민영화 정책에 대한 지방자치단체 의사 분석)

  • The central government in Korea has pursued a policy to privatize municipal solid waste treatment facilities in order to enhance the effectiveness of public financial management in recent years. To understand the intentions of local governments on this policy, the survey with questionnaires on 37 out of 256 local governments was made in October, 2007. The results were analyzed and compared in 6 classified policy areas. The results showed that local government had enough financial status to operate the facilities with proper services and had the opinion with positive management in finance with increasing rate of prospective views. Among the facilities operated by local governments, the satisfaction levels for landfill(46.2%) and incineration(40.0%) were relatively higher. However those for recycling and food waste resource facilities were not satisfied with showing lower rate of satisfaction. The priority of privatization in consideration among them were following in order of food waste resource plants(76.2%), incinerators(63.6%), and recycling facilities(53.9%) and the most considerable reason to privatize them was due to resolve financial problems(59.7%). They thought and expected that the privatization would provide cost reduction effects in local governments and also be easier to achieve the environmental goals. To enhance such privatization, expanding more incentives by central government would be essential as shown in the investigation of this survey.

A Study on the Regulatory Effect of the Special Water Preservation Area of Lake Paldang Watershed Based on Long-Term Variation of Pollutant Source and Water Quality (수질과 오염원의 장기적 변화를 통한 팔당호 상수원수질보전 특별대책지역 규제효과 분석)

  • The objective of this study was to assess the effect of policies on water quality management based on the changes in pollutants and water quality in Special Water Preservation Area (SWPA) of Lake Paldang watershed from 1990 to 2016. The population, total sewage and flow rate of wastewater in SWPA continuously increased from 1990 to 2016, while the location of new facilities for industrial and livestock facilities has been restricted. However, unlike the buffer zone in which industrial and livestock facilities were continuously reduced after implementing of TMDL, it was found that the effect of land-use regulations on industrial and livestock facilities in SWPA were mitigated by the increase in the size of large facilities. Since 1999 when the emission standard of public sewage treatment plants (STP) was changed, the water quality of Lake Paldang has increased despite the increase of pollutant source. Since emission standard of STP changed in 2012 (BOD 5 mg/L, TP 0.2 mg/L), BOD concentration in Lake Paldang has also improved to the level of water quality in the early 1990s where as TP concentration has remained at its lowest since 1990. BOD and TP average discharge concentration of 43 STP (${\geq}500m^3/day$) in 2016 have been maintained $1.7{\pm}0.7mg/L$ and $0.06{\pm}0.02mg/L$ respectively. While the discharged load of STP in SWPA was decreased by the concentration management, the contribution rate to the total discharged load of non-point pollutants increased to 70 % in 2015, and the contribution rate to the point discharged load of individual treatment facilities increased to 80 %.
