Architectural Design Process by the Changes of Sustainable Design Guidelines of Public Project (공공프로젝트 친환경 설계지침의 변화에 따른 건축설계프로세스 연구)

  • This study introduce a architectural design process by the changes of sustainable design guidelines in public project. First of all, this study examines existing integrated design process studies performed by Rhee & U.B.C. Also, this study examines sustainable guidelines which demanded by public building projects. Then, this study introduces sustainable design process using existing sustainable design process, and shows that how to operate and proceed integrated design to satisfy the sustainable guidelines in practice. The results of this study are as follows. (1) Since 2007, sustainable design guidelines of bidding projects have been highlighted. (2) In public buildings, energy saving is very important issue. Especially energy certification demands 1st degree(under $300kWh/m^2{\cdot}yr$). (3) Inp ractice, integrated design team performed sustainable design using the sustainable design process to improve sustainable in public buildings.

  • As a way to raise the brand value of each area and activate local industries, public design projects have been competitively made. Meanwhile, public design has the characteristics of having an uncertain number of users, people with different interests, and management of the design by an administrative organization. Such characteristics may be obstacles to the results of public design and finally can cause many problems in a project's results. However, although most local governments have executed public design projects, systematic research for them and organized execution of the projects has been insufficient. For successful realization, proper organization, and consistent public design, research on a strategic design process is needed. Therefore, this study investigated the current status of public design projects to understand problems in the design process and solve them. The results are presented as follows: First, the design process for public spaces has a dual structure including a specialized process of design development in its execution and management and the execution process in the planning state is unsatisfactory and the process of designer selection is not consistent. Second, as a result of investigating the current status of the design process for public spaces, it was deduced that as most of the projects have been subjectively and temporarily managed by wholly charged organizations without specialized consultation or investigation with different related departments, there have been diverse problems in securing design quality. Third, as a result of analysing the specific execution processes carefully, it was suggested that problems in the process can be solved by decisions through consultation and discussion. As well supportive consultation systems should be used actively.

  • When managers estimate exact construction cost at early stage and design phase, they can reduce construction cost in a more efficient way than to predict at construction stage. But, the current of public construction cost estimation and management is concentrated almost after detailed design phase. Therefore, construction cost management in design development phase to generally use approximate estimating is not correct. Also, the existing construction cost used the method that estimated by gross floor area-based cost estimates at design development phase. So, it is difficult to show the specific amount of materials and basis about the estimated cost of the construction. This study derived problems and limits of construction management at design development phase in case of public office building project through review of literature and current survey, and suggested estimating process model process of structural construction cost go improve these matters.

  • c-PMS(collaborative project management system) is a business process(BP) based tool to manage collaborative projects which accomplish common business objectives determined by mutual agreement of companies using limited resources and time. This study analyzes collaborative BP, collaborative projects, and their relation, and proposes the architecture and operation scenario of c-PMS consisted of business process asset management(BPAM) sub-system and project manage(PM) sub-system. BPAM sub-system models private and public BP using a client/server based modeler, defines collaborative BPs process from public BPs, and manages them as companies' asset on a web portal. PM sub-system globally manages collaborative project using planning, execution, monitoring, and analyzing functions.

  • Since a government design department office was set up in 2007, active design projects have been implemented. With this opportunity, each local self-governing organization has improved its administration and institutions, and are planning intensive research on public design for efficient execution of public design projects. However, recent public design projects have caused many problems due to unspecialized design processes, a lack of cooperation with relevant organizations, and unsatisfactory management systems after projects. Therefore, to overcome such problems in the execution of public design projects, a procedure-centered model should be developed. This study aims to analyse the process structures for the strategic execution of public design projects, and the methods and content of the execution process. For this purpose, this study looked into the process structures of public design projects based on design management strategies in order to draw suggestions needed for the execution process through advanced cases. The study is summed up as follows: First, when the process of public design projects was examined in terms of management strategies and design management strategies, it included two dimensions: the management structure of general projects and the design of development projects. Secondly, through the analysis of public design cases, this study discovered useful methodologies and the main programs used and drew suggestions needed for each step in public design projects. It is expected that the results of this study will be helpful for the development of a process model appropriate for national public design projects based on the current status of the project execution and to make a contribution to systematic development in national public design.

  • This study was executed by means of "user participatory design method", as a part of the public facility remodelling project supervised by the Seoul Municipality. This study aimed to complement and improve the methodology through reviewing the whole process of participatory design implementation and examining closely whether the activities, design methods and tools that have been applied at each stage were helpful to reflect the users' demands successfully. Given all of those, it implies; first, it is very meaningful that public facility remodelling project by "user participatory design" leads the ordinary users to have direct opportunity to participate in the public business and to change their perception of the restroom environment in school. Second, it is necessary to integrate the roles of the facilitator and the architect from the beginning stage of the process, which makes it feasible to reflect the users' needs to the final stage. Third, it is required to modify the design tools that enable non-professional participants to understand their tasks and to perform them effectively at the stage of decision making.

  • These days, design has been used a very useful means to achieve differentiated urban images and establish the identity of a city, and as an effort to specialize local industries through design, public design projects are competing one another. However, the projects have considerable negative effects because of diverse reasons such as unorganized procedures. For continuous and organized projects which meet demands of the interested persons of public design, reasonable design management should be introduced with a use of design as a strategic means of management Therefore, this study examined the concepts of design management and its meaning in space and analysed cases of implementing components for management of public design projects. It searched for the factors of design management indicating design-oriented management and presented a strategy model which complements design-oriented management. The results of the study are presented as follows: First, strategic implementing components needed for a space design management process were obtained. A design recognition process aimed at what space aims at and needed to identify active components such as physical and indigenous environment. A design inquiry process included problem solution considering characteristics of multi-dimensional space active components, design development considering behavioral functions of humans, checklists needed to complete design and necessary components to institutionalize design. For definition of project space, guideline projects of public design should be progressed in the same context as urban design, and developmental directions of public design needed design inquiry in terms of space to create various experiences in space.

Progressive Design-Build: Its Functions as a Contracting Method and the Four Pillars of Project Success

  • As a project delivery method, Design-Build (DB) has provided owner, architect, and contractor groups with a process of early design and rapid construction for the past three decades. Although there are many benefits to using standard DB, dissatisfaction has arisen due to limitations to innovate, limited owner involvement during design, and often lengthy procurement. Progressive Design-Build (PDB) has become an appealing alternative providing benefits not seen with standard DB. This paper investigates how PDB impacts a project and how it compares against standard DB; it also presents a proposed framework for evaluating the owner's responsibility and assessment of a project, which we named the "Four Pillars of Project Success". The four pillars are defined with respect to an owner's responsibility and assessment of a project, including project predictability, project risk, project schedule, and project cost. We conducted a literature review, examined several public project case studies, analyzed PDB project information collected by the Design-Build Institute of America (DBIA), and held stakeholder interviews with owners, contractors, and architects who have used both PDB and standard DB. This paper offers insight into PDB's structure and outcomes so an owner group can make an informed decision when considering PDB as their next construction contracting method.

  • Service design refers to an activity to design a user's service experience and a design area for professionally executing it. In order to design services from the people's point of view away from the supplier-oriented policy decisions in the past, the recent public participation business model using the service design methodology is increasing. In particular, the Ministry of Public Administration and Security formed the 'National Design Team' in 2014 to design services from the perspective of the public throughout the policy process. The public participatory policy model is being operated in which the public as policy consumers, service designers and public officials as suppliers participate in the overall policy process to develop and develop public services through service design techniques. This study is meaningful in that it presented the developmental direction of the actual project site through the case of the National Design Team sign improvement project with the goal of establishing a regional revitalization strategy using the service design methodology. However, as this study is about the current project, verification of the application of future project sites and user satisfaction evaluation have not been conducted. When the project is completed in the future, it is necessary to conduct a project satisfaction survey targeting consumers.

  • The process of design management by public client has not performed effectively due to lack of the formal guidelines and procedures in domestic public projects. The purpose of this research is to develop the guidelines and procedures of design management for public clients. The research methodology is to analyze current status of design management process in domestic and overseas cases and to develop the guidelines based on the administrative stages of design process along the project. The guidelines of design management developed by the design stages of pre-contract, contract, and post-contract stages to classify administrative procedures. The outcome of this research is able to be utilized by the public clients and design firms to standardize the process of design management and minimize potential risk during the process of the project.
