A Study on the Survived Records Related to Building Cheongnamdae (청남대 건립 관련 잔존 기록물 조사 연구)

  • Cheongnamdae is public building which was built in 1983. Cheongnamda had been used for the exclusive villa for Presidents of Korea from then until 2003 when it opened to the public. Because of public building, public records would have been produced during the construction process. The records of public institutions are generally managed and destroyed according to retention schedule. Considering the retention schedule of those days, it is more likely that most of records which would show the accountability about building Cheongnamdae do not remain. But regardless of retention period, those records may be left, so we need to confirm existence of the records. The purpose of this study is to examine whether the records related to the construction remain or not. For the examination, I make a list of the records which are supposed to be created during the construction process. Then I identify whether those records are preserved in records-creating institutions or national archives or not. And I suggest the selection strategy of the records of existing public buildings and show the direction for managing the records of public buildings to be built.

  • Purpose: The construction of New Han-ok style public buildings is a construction that can not be seen in traditional Han-ok, and it is a construction that combines traditional wooden structure, RC structure, and steel structure. Therefore, construction different from general construction is complicated and complex. It is necessary to accurately understand the construction method of each field rather than the general construction management method and study the method suitable for New Han-ok style public buildings. Also, since the New Han-ok style public building business is the first business to be introduced in Korea, new process management is needed rather than general process management. Method: The research method is as follows. Analyze process management through theoretical considerations and analyze the differences from general construction projects. Next, we want to identify the characteristics and problems of the process control method applied to real cases. Finally, the results of this analysis suggest ways to improve process management. Result: Therefore, it is necessary to establish a precise plan from the basic design to the construction of the public building construction management. In addition, careful planning should be made so that the supply and demand of materials and the supply and demand of personnel can be achieved smoothly.

Construction of Time - Cost Model for Building Projects in Vietnam

  • Bromilow's time-cost (BTC) relationship was examined for building projects in Vietnam using actual construction time and total construction cost. Data set was collected from 77 historical building construction projects completed between 1999 and 2005 which were adjusted by consumer price index (CPI) to 2000 price. Time-cost equations were specified respected to two sectors, public and private, in Vietnamese construction industry and all cases. It is shown that a public funded building project has the longer construction duration than a similar budget private funded project. The resulting models are statistically significant. The adjusted R-square coefficients of all cases, public and private projects models are respectively 0.403, 0.436 and 0.377 mean that the BTC regression lines moderately fit the data set.

  • These days Construction Industry is one of the major industry in public project and it has many problems. And Construction Industry highly respond to a chage of IT, politics, economy, domestic and international situation. And it causes an uncertainty in Korea economy. The goal of this paper is showing the efficiency application of BIM in Public Project. And this paper follow three steps. First, these day's trend of BIM and delivery method are researched. Second, major factors are thrived to appreciating BIM Third, delivery method based on BIM is proposed. Major factors of delivery method are researched to make guide line of delivery method in public project in the future.

Cost Estimating Method of Public Building Construction through Construction Scale (공사규모에 따른 공공건축물 공사비의 산정방법)

  • As there are a lot of differences in the public building construction cost depending on the construction scale of actual construction cost system, a lot of problems occur in the estimation of the cost. So, the development of a predictive model depending on the construction scale shall be used in a way that it is applied to the case selectively and differently. This study drew a cost estimating model through a regression analysis. For this, 42 construction sites which were ordered during 2011 to 2012 by Public Procurement Service data were selected as a historical data. Based on the application of the model to new construction and the verification of its effect, the reasonable model for estimating the construction cost has been suggested.

  • In the case of public buildings, fast communication and transparency in the administration and the public, as well as ensuring visibility and lighting performance using a glass curtain wall is symbolically expressed through the transparent glass skin. This study is a simulation in order to derive the basic data for the establishment of the improvement of the heating and cooling load analysis according to the window area ratio changes with respect to the high effectiveness of the government's large public building energy consumption analysis and green building certification system of guidelines was analyzed by a change in the energy load. Glass curtain wall is light and visibility, the symbolic meaning of communication, etc., but is widely used in a variety of characteristics, in terms of energy consumption being disadvantaged sheath plan should have been. Design, including the Atrium, is much less energy than energy consumption by the window area ratio.   • This study is intended to know what is the legal problems to settlement and public announcement of property right for construction of marine architectural building in Korea. Firstly, the situation and the prospect around marine architectural building are examined Secondly, the legal concepts of marine architectural building and the application of related laws are analyzed. Thirdly, the problems related to public announcement of property right of marine architectural building are suggested. Fourthly, some improvement schemes to solve the legal problems in relation with property right of buildings on the water at sea and ocean are proposed. As the conclusion, the marine architectural building can be divided into fixed-type and floating-type in order to find the proper way to handle the public announcement of property right for that sort of building. The fixed-typecan be registered as real estate according to the Building Law through the amendment of the existing related laws. But for the registration of floating-type building a new law should be made. In the near future, improvements on the legal system related with the settlement of property right of marine architectural building should be made, so that private sectors can join construction and operation of the building. Especially a new law for the floating-type marine architectural building should be made as soon as possible.

  • In order to plan and manage public facilities effectively and efficiently, it is necessary to diagnose the current status of facilities and decide the objective features. Performance measurement is to provide managers with the information they need to measure competitive advantages. This paper discusses public facility performance in order to establish the conceptual framework for performance measurement for public facilities. In order to develop the measurement of public facility performance, a pilot study was conducted with facilities managers of facilities management corporation of public districts in Seoul. We investigated how public facilities management teams have assessed their performance and collected data regarding financial aspects, service aspects, community aspects, and building aspects. There is no standard format to measure facility performance since building sizes, programs, community needs widely differ. However, it is necessary to have a more consistent system to measure facility performance. In addition, each public municipal district needs to empower each district facilities management corporation to participate in managerial decisions and budget control.

  • Since public rental housings (social housings) in Korea are extremely standardized and uniformed, a variety of needs of residents for their housing are hardly satisfied. Public rental housing conditions, its low quality and size limitations regardless of residents type and needs resulted into negative images of social housing and social discriminations. Therefore there is a growing demand for alternative housing options in terms of diversification of social housing design with consideration for changing households and housing requirements. The purpose of this study to investigate some housing design guidelines, to analyze layout of building complex, community designs, household units and characteristics, overall design characteristics (sustainable design features, facade design, window and balcony composition, color and materials) and to provide some design suggestions for social housing. Design guidelines are classified into site planning and building layouts, residential building and household units, and performance of housing. Community facilities and their design features provide uniqueness of the public residence. Overall housing size of foreign cases is bigger than the domestic cases. Narrow shape of household units are more dominant in Korean public rental housing. More various shape and forms are found in facade and window design in foreign cases. Some design suggestion are provided for more diverse housing units and design for public rental housing in Korea.

  • In the field of architecture, the sustainable architectural concept, "green buildings," has been suggested as an alternative to solve the environmental problems; however, the concept has not yet been converted to awareness and development of related technology. The leading role of public sector has been socially and economically influential in the nation, hence green public buildings are significant to stimulate the spread of green buildings in the nation. This study is to draw an appropriate method of implementing the green building concept to the two main government office buildings of Jeju Special Self-Governing Province based on the plan to improve the work environment; it is also to provide long-term directions of implementing policies and reference for the public and private sector to utilize the green building concept. Its research methodology was the survey method. A total of 142 questionnaires were returned by government employees of the two buildings. It accounts for 20% of the total number of 711 workers of the buildings. According to the analysis of the returned questionnaire, the majority of the surveyed have a positive evaluurned toward the introduction of green buildings due to their expecturned for the possible i the buildingstheir work environment. In addition, they showed more interest in space planning with natural ventilation than automatic systems regarding applied methods for green buildings.
