  • Purpose: The purpose of this study is to identify the trends of studies on work-related musculoskeletal disorder and to suggest the direction of future research. Method: 144 research thesis for a degree on work-related musculoskeletal disorder were systematic reviewed and published from Jan. 1990 to Mar. 2005.   • 최근 세계 건설시장에서의 발주방식은 빠른 속도로 변화하고 있으며, 이에 대한 건설 사업도 대형화 및 고난이도 공사가 증가하고 있다. 이러한 사업의 많은 부분이 설계시공일괄방식 사업으로 발주 되고 있으며, 공사금액기준으로 2009년 국내 조달청 발주공사의 약 40%를 일괄입찰방식(Design-Build)으로 발주를 하고 있다. 반면 설계시공일괄방식 사업의 증가로 그 중요성은 강조되지만, 사업수행자의 사업비용 관리차원에서 기대이상의 성과를 얻지 못하고 있는 실정이다. 그 이유는 사업방식의 특성상, 기본설계 이후 사업 수행계약이 체결되며, 관련 신기술 및 공법 적용에 대한 발주 검토 미흡과 설계과정에서의 불충분한 협의 등으로 사업비용(Cost) 증가에 대한 리스크가 상존하기 때문이다. 이를 해결하기 위해 사업수행 과정에서 사업비용의 증가 원인에 대한 요인을 찾고, 전체 사업 업무단계(Business Process)에서 리스크요인(Risk Factor)에 대한 우선순위 선정과 긴밀한 관리가 필요하다. 따라서 본 연구는 설계시공일괄방식 사업의 특성과 관련한 문제점을 근거로 사업비용에 대한 업무단계별 중요도를 분석하고, 사업수행자 측면의 업무단계별 사업비용 증가에 대한 리스크요인을 도출하여, 그에 대한 영향도(Impact assessment)를 FMEA(Failure Mode and Effect Analysis)기법을 통해 평가하였다.

  • 우리나라의 민간투자사업은 잦은 제도 변경, 정부의 지원정책 변경 등으로 많은 혼란을 겪고 있는 실정이다. 특히 BTO 사업을 중심으로 진행되던 민간투자사업에 2005년부터 BTL 사업이 도입되면서 그 무게추가 BTL 사업으로 옮겨지고 있지만 아직 BTL 사업 전반에 대한 체계적인 연구는 부족한 현실이다. 이에 본 연구에서는 BTL 사업 중 실시협약이 이루어진 몇 개의 사업에 대하여 사업 전반에 내재된 리스크 인자들을 도출하고 각 인자의 중요도를 제시하고자 한다. 또한 중요도가 높은 리스크 인자에 대한 영향도 분석을 통하여 각 리스크 인자가 프로젝트에 미치는 영향의 정도를 추정하고자 하였다. 이는 BTL 사업의 계획, 시공, 운영 등 전반에 걸쳐 나타날 수 있는 리스크 인자들을 사전에 예측할 수 있도록 함은 물론 그 영향 정도를 사전에 인지할 수 있도록 함으로써 사업을 추진하는 이해관계자에게 많은 도움을 줄 수 있을 것으로 기대된다.

환자와 의사의 의료에 대한 태도 차이 -한 중소도시의 대학병원과 한의과대학 부속 한방병원을 중심으로- (The Difference in Attitude toward Medical Care between Patients and Physicians)

  • The objective of this study is to identify the difference in attitude toward medical care between patients who visited a university hospital or an oriental medical hospital of oriental medical college, and physicians who engaged in the same hospitals. The subjects of this study were 397 cases who agreed to respond the prepared questionnaire, including 288 patients(146 university hospital utilizers and 142 utilzers for an oriental medical hospital) and 109 physicians(76 physicians and 33 oriental medical doctors). The attitude toward medical care was measured by the structured questionnaire developed for this study, which had high validity and reliability according to factor analysis, item discriminant validity, and Cronbach's $\alpha$ coefficients. On the criteria of mean value of care and cure score, the attitude toward medical care was classified into 4 groups encompassing a group with dependent attitude on medical care, a group with skeptical attitude toward it, a group with cure-oriented attitude, and a group with care-preferred attitude. The results of chi-square test, discriminant analysis, and logistic regression analysis were as follows; patients who visited a univisity hospital, patients who visited an oriental hospital, physicians, and oriental medical doctors included in the group with dependent attitude, the group with cure-oriented attitude, the group with skeptical attitude, and the group with care-preferred attitude, retrospectively. Among the subdomains of care and cure domains, which classified in reference to the result of factor analysis on pilot study, those that patients ranked more importantly than physicians were 'the importance of medical equipment for diagnosis and treatment', 'authority of physician, 'aggressiveness of treatment', 'information giving', 'personal interest' in the case of western medicine. In the case of oriental medicine, those were 'the importance of equipment for diagnosis and treatment', 'aggressiveness of treatment', 'amenities and accessibility', 'coordination of medical staff'. Both physicans and patients put the subdomain, 'physicians' medical knowledge and skillfulness' on the highest rank. The differences in ranking the important attributes of medical care between patients and physicians were apparent in the area of an 'importance of medical equipment for diagnosis and treatment' and so on. It meant that patient had over-expectation on medical care and suggested that the policy on demanad side such as the developement and dissemination of an evidence-based recommendation protocol for health care consumers might be important in Korea. In addition, regarding the attitude of physicians, during the medical education and training it may be neccessary to emphasize the aspect of 'care' of medical care rather than 'cure'. In planning on heath care delivery system, it should be considered that there is a difference in the attitude toward medical care between western medicine and oriental medicine as well as between health care providers and consumers. We expect that more valid measurement tool be developed in this area, which may be major limitation of this study and that this kind of research be expanded into the non-academic settings.

국내 위성추락상황실 운영 (Operation of Official Satellite Re-entry Monitoring Room in Korea)

  • 국내에서 위성이나 잔해물이 대기권으로 진입하는 상황을 공식적으로 감시한 것은 1983년 1월 23일에 본체가, 동년 2월 7일에 핵연료 코어가 추락한 구 소비에트 연방의 위성 코스모스 1402호의 상황주시를 위해 구)과학기술처가 구성한 추락상황대책반 운영이 최초이다. 이 후에 2001년 대기권에 재진입한 러시아 우주정거장 미르의 폐기대책반이 구)과학기술부 주관으로 한국천문연구원과 한국항공우주연구원 등 관련기관의 지원으로 운영되었고, 2011년 9월 24일에 있었던 미국의 고층대기기상위성인 UARS (Upper Atmosphere Research Satellite)의 추락이 한국천문연구원에 의해서 분석되었다. 빈번해진 폐기위성 및 우주잔해물의 대기권 재진입 상황에 따라 2011년 10월 14일 구)교육과학기술부와 우주 관련 기관인 한국천문연구원과 한국항공연구원의 관련 전문가 그룹이 대책회의를 거쳐서 위성추락상황실을 한국천문연구원 내에 설치하고 한국천문연구원 주관으로 운영하기로 결정하였다. 그 결과 이 위성추락상황실은 2011년 10월에는 독일 뢴트겐 위성, 2012년 1월에는 러시아 화성 탐사선 포브스 그룬트, 2013년 1월에는 러시아 위성 코스모스 1484, 그리고 2013년 11월에는 유럽연합의 측지위성 고체 (GOCE)의 대기권 재진입을 감시, 자료 분석, 관련기관 보고, 언론 자료 배포 및 대국민 상황 전파를 실시하였다.

Integrated Eco-Engineering Design for Sustainable Management of Fecal Sludge and Domestic Wastewater

  • Constructed wetlands and other aquatic systems have been successfully used for waste and wastewater treatment in either temperate or tropical regions. To treat waste or wastewater in a sustainable manner, the integrated eco-engineering designs are explained in this paper with 2 case studies: (i) a combination of vertical-flow constructed wetland (CW) with plant irrigation systemfor fecal sludge management and (ii) integrated CW units with landscaping at full-scale application for domestic wastewater treatment. The pilot-scale study of fecal sludge management employed 3 vertical-flow CW units, each with a dimension of $5{\times}5{\times}0.65m$ (width ${\times}$ length ${\times}$ media depth) and planted with cattails (Typha augustifolia). At the solid loading rate of 250 kg total solids (TS)/$m^2.yr$ and a 6-day percolate impoundment, the CW system could achieve chemical oxygen demand (COD), TS and total Kjeldahl nitrogen (TKN) removal efficiencies in the range of 80 - 96%. The accumulated sludge layers of about 80 - 90 cm was found at the CW bed surface after operating the CW units for 7 years, but no clogging problem has been observed. The CW percolate was applied to 16 irrigation Sunflower plant (Helianthus annuus) plots, each with a dimension of $4.5{\times}4.5m$ ($width{\times}length$). In the study, the CW percolate were fed to the treatment plots at the application rate of 7.5 mm/day but the percolate was mixed with tap water at different ratio of 20%, 80% and 100%. Based on a 1-year data of 3-crop plantation were experimented, the contents of Zn, Mn and Cu in soil of the experimental plots were found to increase with increasing in CW percolate ratios. The highest plant biomass yield and oil content of 1,000 kg/ha and 35%, respectively, were obtained from the plots fed with 20% or 50% of the CW percolate, whereas no accumulation of heavy metals in the plant tissues (i.e. leaves, stems and flowers) of the sunflower is found. In addition to the pilot-scale and field experiments, a case study of the integrated CW systems for wastewater treatment at Phi Phi Island (a Tsunami-hit area), Krabi province, Thailand is illustrated. The $5,200-m^2$ CW systems on Phi Phi Island are not only for treatment of $400m^3/day$ wastewater from hotels, households or other domestic activities, but also incorporating public consultation in the design processes, resulting in introducing the aesthetic landscaping as well as reusing of the treated effluent for irrigating green areas on the Island.

남북중재규정 제정의 기본방향 (Basic Direction for the South and North Korea's Aybitration Rules)

  • Since the Agreement on Commercial Arbitration was signed by the Governments of South and North Korea last year, there has been quite a few discussions on the way for implementing the Agreement in both public and private sectors. The Department of Justice of South Korea was quite active in making the draft of arbitration rules representing the South Korean views in alliance with the Department of Reunification of South Korea and recently held an informal seminar to preview their draft. On the other hand, the Korea Arbitration Association, a main body of commercial arbitration which are composed of professors and lawyers, were carefully watching the steps and the draft made by the Department of Justice. The reasons are to assure that not only shall the commercial arbitration rules comply with comment norms of international arbitration but shall it be made to meet the needs of enterprises investing in the Special Economic District of Kaesung City in North Korea. The concerns of the Korea Arbitration Association can be accomplished if the Department of Justice would modify the provisions pointed out in the seminars. Five general principles shall be brought into the attention in promulgating the commercial arbitration rules. First, it should comply with the Agreement on Commercial Arbitration signed by South and North Korea. Second, it should accept common rules contained in UNCITRAL arbitration rules. Third, it should boost the promptness of proceedings when a case was filed. Fourth, it should feature unique aspects of trade between South Korea and Korea by differentiating it from purely international trade between a country and a country. Lastly, it should combine the respective rules of both South and North Korea, currently in effect. With the above five principles accomplished, it should be noted that the Agreement on Commercial Arbitration the upper authority of arbitration rules, mandates the following features. It declared that arbitration be processed by three arbitrators. Single arbitrator is not permitted. Arbitration can be adopted even if an arbitration clause does not exist in an agreement by the parties, provided that the dispute arose out of the scope of the Agreement on investment Guarantee signed by South Korea and North Korea. It excluded quick and simplified procedures even if the amount of claim in arbitration is minimal. All the procedures should take a formal procedure. It let the double administration offices operate. One is to sit in Seoul of South Korea and the other is to sit in Pyongyang of North Korea. This would intimidate the fastness of procedures. With the above principles and the features considered, each provision in the draft by the Department of Justice should be reviewed and suggested for change.

언론사로부터 전재 받은 뉴스기사의 댓글에 대한 포털의 작위의무 -서울중앙지법 2005가합64571 판결에 대한 비판적 고찰- (Portal's Liability for User Reply to News Article, Provided by the News Media -A Critical Analysis on 2005 GaHap64571 of Seoul Central District Court-)

  • 이 연구는 포털 편집판에 게시된 언론사로부터 전재 받은 뉴스기사에 딸린 댓글의 명예훼손행위를 포털의 작위의무에 따라 판단한 서울중앙지방법원의 법리를 비판적으로 분석하고 있다. 편집판에 게시하는 언론기사의 진위를 포털이 확인하도록 요구하고, 그 기사에 대한 명예훼손적 댓글을 삭제하도록 발행자 수준의 작위의무를 강제하는 것은 결국 사적 검열로 이어져 정보의 유통과 표현의 자유를 제한할 수 있다. 이는 사적 존재인 포털을 검열의 주체로 재판부가 인정하는 것과 다를 바 없으며, 위헌적 요소를 포함하고 있다. 포털이 직접 관리하는 영역과 커뮤니티 관리자에게 위임된 카페와 게시판 등을 구분해서 작위의무를 판단할 필요가 있다. 단순 전달자 수준을 넘어서는 작위의무를 부과하기 위해서는 포털이 언론사로부터 제공받은 기사를 임의로 변경하거나, 내용 변경을 통해 명예훼손을 유도한 경우로 한정해야 한다. 더불어 포털이 언론사로부터 전재 받은 기사의 위법성을 알 수 있었고, 이를 삭제하지 않았다는 사실만으로는 공동정범이 성립될 수 없다. 결론적으로 전재 받은 기사를 적극적으로 변경하여 명백하게 명예훼손에 이르는 경우에 한해서 포털에 책임을 묻는 것이 '사적 검열의 강제'로부터 자유로울 수 있을 것이며, 온라인상에서의 표현의 자유가 보호될 수 있을 것이다.

  • 정보통신기술의 발달과 함께 인터넷은 사회 및 생활 전반에 깊숙이 보급되었다. 최근 인터넷을 활용한 e-러닝의 교육적 요구는 학교교육의 변화에 커다란 영향을 끼치고 있다. 특히 사이버가정학습시스템은 사교육비 절감과 공교육 내실화를 위해 전국적으로 실시되고 있다. 하지만, 양적인 성장에 비해 질적인 운영관리의 측면에서 많은 문제점들이 노출되고 있으며, 이러한 시점에서 K지역 S시스템의 사례를 중심으로 초등교사와 중등교사들의 인식실태를 분석하고자 한다. 본 연구를 위하여 K지역의 초등교사 139명, 중등교사 139명, 총 278명을 대상으로 설문조사 분석을 실시하였다. 본 연구의 결과, S시스템의 다양한 학습 콘텐츠 제공, 콘텐츠의 질, 학교수업 보충에의 도움 등 대부분의 영역에서 초등교사들이 더 긍정적인 반응을 보이고 있었다. 더욱 더 효과적인 시스템을 위하여 학생들의 관심을 유도하기 위한 전략 및 컴퓨터 활용 인프라 구축, 그리고 학교 및 교육당국의 지속적인 지원과 교육과정의 탄력적 운영방안 등이 필요함을 발견할 수 있었다.

Forestry in Malaysia : An Institutional Overview

  • Forestry as with all land matters, under the Constitution, is a State matter. Thus the States, numbering 14, have considerable autonomy in decisions on forestry and related matters. However, the Federal Government, having jurisdiction over such issues as defence, education and research, endeavours to coordinate, standardise and advise the States on matters where the States have jurisdiction. However, forestry being a major revenue earner, is jealously guarded by the States. Under such circumstances and recognising the interdependencies of impacts of decisions at the State level, the institutional organisations play an important role in coordinating state activities to ensure that the benefits to the country as a whole are not sacrificed in favour of interests of individual state. Various legislative mechanisms have been established to ensure this coordinated effort. A National Forestry Council forms the apex of national political coordination. The Federal Forestry Department is responsible for coordination of developmental activities at the State level, which are implemented be the State Forestry Departments within Peninsular Malaysia. Research is carried out centrally by the Forest Research Institute of Malaysia(FRIM), a statutory body formed in 1985 from a research division of the Forestry Department. The Stares of Sabah and Sarawak have their own Forestry Departments, independent of the Federal Department, and each with its own research unit independent of FRIM. Tertiary education in forestry is the sole responsibility of the Agricultural University at Serdang with a campus for Diploma level training in Sarawak. In the developmental area in the State of Sabah, institutions have been formed to focus on specific areas of activities. The Sabah Foundation is responsible for the long term development of the State forests with a concession of about one million ha. Sabah Forest Development Authority(SAFODA) was formed to carry out reforestation of denuded areas. Sabah Forest Industries Ltd.(SFI) is responsible for the country's only integrated pulp and paper industry with its own afforestation program to support its resource supply. In Peninsular Malaysia various states have established State Corporations to manage large "sustained yield" concessions. While wildlife and state parks are managed by the respective forestry departments in Sabah and Sarawak, it is the responsibility of a separate department in Peninsula Malaysia called the Department of Wildlife and National Parks(under the Ministry of Science, Technology and Environment). Timber trade legislation and promotion in the Peninsular is the responsibility of the Malaysian Timber Industries Board(MTIB) for Peninsular Malaysia and the Sarawak Timber Industries Development Corporation(STIDC) in Sarawak. In the area of NGOs ; the Institute of Foresters Malaysia, is the professional body of forestry in the country. A Malaysian Forestry Society caters for the public participation and interest. Other environmentally related NGOs such as the Malayan Nature Society, the Environmental Protection Society, World Wildlife Fund, Friends of the Earth and the Consumers Associations also involve themselves in specific forestry activities. A number of timber trade associations are also formed by the private sector to assist the industries.
