Since the Fukushima Daiichi accident in 2011, concerns for the safety of multi-unit Nuclear Power Plant (NPP) sites have risen. This is because more than 70% of NPP sites are multi-unit sites that have two or more NPP units and a multi-unit accident occurred for the first time. After this accident, Probability Safety Assessment (PSA) has been considered in many countries as one of the tools to quantitatively assess the safety for multi-unit NPP sites. One of the biggest concerns for a multi-unit accident such as Fukushima is that the consequences (health and economic) will be significantly higher than in the case of a single-unit accident. However, many studies on multi-unit PSA have focused on Level 1 & 2 PSA, and there are many challenges in terms of public acceptance due to various speculations without an engineering background. In this study, two kinds of multi-unit Level 3 PSA for multi-unit site have been carried out. The first case was the estimation of multi-unit risk with conservative assumptions to investigate the margin between multi-unit risk and QHO, and the other was to identify the effect of time delays in releases between NPP units on the same site. Through these two kinds of assessments, we aimed at investigating the level of multi-unit risk and understanding the characteristics of risk in a multiunit context.
Due to the failure of the instrument and control devices of nuclear power plants caused by aging, nuclear power plants occasionally trip. Even a trip of a single nuclear power plant (NPP) causes an extravagant economical loss and deteriorates public acceptance of nuclear power plants. Therefore, the replacement of the instrument and control devices with proper consideration of the aging effect is necessary in order to prevent the inadvertent trip. In this paper we investigated the optimal replacement periods of the control computer's components of Wolsung nuclear power plant Unit 1. We first derived mathematical models for optimal replacement periods to the digital control computer's components of Wolsung NPP Unit 1 and calculated the optimal replacement periods analytically. We compared the periods with the replacement periods currently used at Wolsung NPP Unit 1. The periods used at Wolsung is not based on mathematical analysis, but on empirical knowledge. As a consequence, the optimal replacement periods analytically obtained and those used in the field show a little difference.

CANDU spent fuel is to be disposed of at repository finally rather than recycled because of its low fissile nuclide concentration. But the difficult situation of finding a repository site can not help introducing a interim storage in the short term. It is required to find an optimum timing of geological disposal of CANDU spent fuels related to the interim storage operation period. The major factors for determining the disposal starting time are considered as safety, economics, and public acceptance. Safety factor is compared in terms of the decay heat and non-proliferation. Economics factor is compared from the point of the operation cost, and public acceptance factor is reviewed from the point of retrievability and inter-generation ethics. This paper recommended the best solution for the disposal starting time by analyzing the above factors. It is concluded that the optimum timing for the CANDU spent fuel disposal is around 2041 and that the sooner disposal time, the better from the point of technical and safety aspects.
Objective: This paper presents additional considerations related to organization and safety culture extracted from recent human error incidents in Korea, such as station blackout(i.e., SBO) in Kori#1. Background: Safety culture has been already highlighted as a major cause of human errors after 1986 Chernobyl accident. After Fukushima accident in Japan, the public acceptance for nuclear energy has taken its toll. Organizational characteristics and culture became elucidated as a major contributor again. Therefore many nuclear countries are re-evaluating their safety culture, and discussing any preparedness and its improvement. On top of that, there was an SBO in 2012 in the Kori#1. Korean public feels frustrated due to the similar human errors causing to a catastrophe like Fukushima accident. Method: This paper reassesses Japan's incidents, and revisits Korea's recent incidents. It focuses on the analysis of the hazards rather than the causes of human errors, the derivation of countermeasures, and their implementation. The preceding incidents and conclusions from Japanese experience are also re-analyzed. The Fukushima accident was an SBO due to the natural disaster such as earthquakes and a successive tsunami. Unlike the Fukushima accident, the Kori#1 incident itself was simple and restored without any loss and radioactive release. However, the fact that the incident was deliberately concealed led to massive distrust. Moreover, the continued violation of rules and organized concealment of the accident are serious signs of a new distorted type of human errors, blatantly revealing the cultural and fundamental weakness of the current organization. Result: We should learn from Japanese experiences who had taken pride in its safety technology and fairly high confidence in safety culture. Japan's first criticality accident in JCO facility splashed cold water on that confidence. It has turned out to be a typical case revealing the problems in the organization and safety culture. Since Japan has failed to gain lessons and countermeasure, the issue persists to the Fukushima incident. Conclusion: Safety culture is not a specific independent element, which makes it difficult to either evaluate it properly or establish countermeasures from the lessons. It may continue to expose similar human errors such as concealment of incident and manipulation of bad data. Application: Not only will this work establish the course of research for organization and safety culture, but this work will also contribute to the revitalization of Korea's nuclear industry from the disappointment after the export contract to UAE.

Recently, International Atomic Energy Agency and major leading countries in radioactive waste management tend to subdivide the categories of radioactive waste based upon risk-graded approach. In this context, the category of very low level waste has been newly introduced, or optimized management options for this kind of waste have been pursued in many countries. The application of engineered surface landfill type facilities dedicated to dispose of very low level waste has been gradually expanded, and it was analyzed that their design concept of isolation has been much advanced than those of the old fashioned surface trench-type disposal facilities for low and intermediate level waste, which were usually constructed in 1960's. In addition, the management options for very low level waste in major leading countries are varied depending upon and interfaced with the affecting factors such as: national framework for clearance, legal and practical availability of low and intermediate level waste repository and/or non-nuclear waste landfill, public acceptance toward alternative waste management options, and so forth. In this regard, it was concluded that optimized long-term management options for very low level waste in Korea should be also established in a timely manner through comprehensive review and discussions, in preparation of decommissioning of large nuclear facilities in the future, and be implemented in a systematic manner under the framework of national policy and management plan for radioactive waste management.
The purpose and need of the study is to quantify the advantage or disadvantage of the environmental friendliness of the partitioning of nuclear fuel cycle. To this end, a preliminary study on the quantitative effect of the partition on the permanent disposal of spent PWR and CANDU fuel (HLW) was carried out. Before any analysis, the so-called reference radionuclide release scenario from a potential repository embedded into a crystalline rock was developed. Firstly, the feature, event and processes (FEPs) which lead to the release of nuclides from waste disposed of in a repository and the transport to and through the biosphere were identified. Based on the selected FEPs, the ‘Well Scenario’which might be the worst case scenario was set up. For the given scenario, annual individual doses to a local resident exposed to radioactive hazard were estimated and compared to that from direct disposal. Even though partitioning and transmutation could be an ideal solution to reduce the inventory which eventually decreases the release time as well as the peaks in the annual dose and also minimize the repository area through the proper handling of nuclides, it should overcome major disadvantages such as echnical issues on the partitioning and transmutation system, cost, and public acceptance, and environment friendly issues. In this regard, some relevant issues are also discussed to show the direction for further studies.
The purpose of present research is to offer a specialized educational opportunity for potential users, university students in radiology, by developing specific curriculum on site at KAERI, using HANARO research reactor and National radiation research facilities. The specific items of this research accomplished are: First, Development and operation of various curricula for specific research using HANARO and National radiation research facilities to provide university students with opportunities to use the facilities. Second, Operation of the experiment training programs for university students in radiology to foster next generation specialists. Third, through the on-site experiment training for students in radiology, support future potential experts of the radiation research fields, and broaden the base. A textbook and a teaching aid, a questionnaire have been developed to support the program. 714 university students have completed the courses for radiology experiment from 2006 to 2017. It is hoped that these experiments broaden public awareness and acceptance by the present and potential future utilization of the research reactor and national radiation research facilities, thereby bring positive impacts to policy making.

The use of complimentary indicators, other than radiation dose and risk, to assess the safety of radioactive waste disposal has been discussed in a number of publications for providing the reasonable assurance of disposal safety and convincing the public audience. In this study, the radionuclide flux was selected as performance indicator to appraise the performance of engineered barriers and natural barrier in the Wolsong low- and intermediate-level waste disposal facility. Radionuclide flux showing the retention capability by each compartment of the disposal system is independent of assumptions in biosphere model and exposure pathways. The scenario considered as the normal scenario of disposal facility has been divided into intact or degraded silo concrete conditions. In the intact silo concrete, the radionuclide flux has been assessed with respect to the radionuclide retardation performance of each engineered barrier. In the degraded silo concrete, the radionuclide flux has been explored based on the performance degradation of engineered barriers and the relative significance of natural barrier quantitatively. The results can be used to optimally design the near-surface disposal facility being planned as the second project phase. In the future, additional complimentary indicators will be employed for strengthening the safety case for improving the public acceptance of low- and intermediate-level waste disposal facility.

Radionuclide sorption data is necessary for the safety assessment of radioactive waste disposal. However the use of sorption database is often limited due to the accessability. A web-based sorption database program named KAERI-SDB has been developed to provide information on the sorption of radionuclides onto geological media as a function of geochemical conditions. The development of KAERI-SDB was achieved by improving the performance of pre-existing sorption database program (SDB-21C) developed in 1998 and considering user's requirements. KAERI-SDB is designed that users can access it by using a web browser. Main functions of KAERI-SDB include (1) log-in/member join, (2) search and store of sorption data, and (3) chart expression of search results. It is expected that KAERI-SDB could be widely utilized in the safety assessment of radioactive waste disposal by enhancing the accessibility to users who wants to use sorption data. Moreover, KAERI-SDB opened to public would also improve the reliability and public acceptance on the radioactive waste disposal programs.

Transparency on the Total System Performance Assessment (TSPA) is the key issue to enhance the public acceptance for a radioactive repository. To approve it, all performances on TSPA through Quality Assurance is necessary. The integrated Cyber R&D Platform is developed by KAERI using the T2R3 principles applicable for five major steps : planning, research work, documentation, and internal & external audits in R&D's. The proposed system is implemented in the web-based system so that all participants in TSPA are able to access the system. It is composed of three sub-systems; FEAS (FEp to Assessment through Scenario development) showing systematic approach from the FEPs to Assessment methods flow chart, PAID (Performance Assessment Input Databases) being designed to easily search and review field data for TSPA and QA system containing the administrative system for QA on five key steps in R&D's in addition to approval and disapproval processes, corrective actions, and permanent record keeping. All information being recorded in QA system through T2R3 principles is integrated into Cyber R&D Platform so that every data in the system can be checked whenever necessary. Throughout the next phase R&D, Cyber R&D Platform will be connected with the assessment tool for TSPA so that it will be expected to search the whole information in one unified system.
