Research on the Working Environment and Personal Protective Equipment of Korean Native Cattle Raising Farmers (한우 사육자 작업환경 및 작업복과 보호구 착용 실태 분석)

  • This study examined the working site environment of Korean native cattle raising farmers and their actual condition of wearing personal protective equipment as part of preventing disasters during agricultural work. To this end, 160 Korean cattle raising farmers were surveyed and a site visit was performed on 10 farms. According to an examination of the cattle breeding environment, the major harmful factors were in the following order: fine dust (12.8%), organic feed dust (10.3%), contact with cattle (9.7%), manure (8.2%), germs and viruses (8.1%), harmful gases (7.4), contact with obstacles (6.7), and temperature (6.6%). The current status of the rate of wearing protection was in the order of gloves (20.9%), working hats (19.7%), boots (19.6%), masks (10.9%), protective clothing (8.9%), and specialized working clothing (6.6%). Nevertheless, most Korean cattle raising farmers recognized the risks when they did not wear protective equipment and the need for wearing protectors, but they mostly did not wear personal protective equipment due to a lack of knowledge on the selection of appropriate personal protective equipment and the discomfort they experience when they put on protectors. Even when they put on protective equipment, 38% was inappropriate for the farming work environment. Given the research results, improvements on and the development of specialized working clothing and personal protective equipment to protect farmers from harmful and dangerous materials from the cattle nurturing environment is necessary. Overall, based on the study data, objectified data collection, a determination of the necessary performance elements of personal protective equipment, and R&D will be needed through an on-site current status investigation.

A Study on the Enhancement of Maritime Education and Training to cope with IMO Member-state Audit Scheme (IMO 회원국 감사제도 대응을 위한 해기교육 강화방안에 관한 연구)

  • In spite of adoption of various IMO Conventions over the past, the reason why large vessel accidents related to human life and marine environment occur is that the IMO Conventions are not effectively implemented due to contravention of the conventions by flag states. In particular, the implementation of the conventions are not well being performed because some flag states having weak genuine link between them and vessels haven't set up proper personal and structural organizations in charge of maritime safety and marine environment protection. From this background, IMO Resolution A.946(23) on the voluntary IMO Member-state Audit Scheme was adopted at the 23rd Assembly in Nov. 2003 and the Scheme is expected to be executed compulsorily in 2015 through the adoption of the IMO Resolution A.1018(26) in Nov. 2009. Accordingly, this study examined outline of the IMO Member-state Audit Scheme and the Code for the Implementation of Mandatory IMO Instruments used for the audit standards of this scheme. In addition, this study reviewed the member-states' obligations and responsibilities according to the compulsory implementation of the member-state audit scheme in 2015. Based on this, this study suggested the enhancement measures for maritime education and training of maritime education institutions of the Republic of Korea to cope positively with compulsory implementation of the IMO Member-state Audit Scheme.

  • The purpose of this study is mainly to provide theoretical basis of private security industry by analyzing the perception and flow of private security from the press-released materials according to periodic classification and duties through 'Big Kinds', a website of analyzing news big data. The research method has been changed to structured data to allow an analysis of various scattered unstructured data, and the keywords trend and related words by duties of private security were analyzed in growth period of private security. The perception of private security based on the results of the study was exposed a lot by the media through various crimes, accidents and incidents, and the issues related permanent position. Also, it tended to be perceived as a simple security guard, not recognized as the area of private security, and judging from the high correlation between private security and police, it was recognized not only as a role to assist the police force, but also as a common agent in charge of the public peace. Therefore, it should objectively judge the perception of private security, and through this, it is believed that it should be a foundation for recognizing private security as a main agent responsible for the safety of the nation and maintaining social orders.

  • This paper presented a method to build a predictable smart ammunition logistics system using the 4th industrial technology for ammunition logistics, which is the core functions in the field of defense and logistics. We have analyzed the current level of ammunition logistics with various perspectives such as domestic and overseas logistics policies, technology trends, ammunition logistics characteristics, the smart logistics certification measures by Ministry of Land, Infrastructure and Transport. As a result it is considered that the current ammunition logistics needs needs improvement. To improve this, we presented a direction based on the implications derived after analyzing various ongoing programs such as wired/wireless-based automation, smart ammunition depots, and logistics innovation of the army, navy, and air force that can be applied to the ammunition logistics. In order to implement a data-based smart ammunition logistics management system that can achieve innovation and efficiency of total life cycle while meeting changes in the battlefield environment, we presented 4 objectives such as "automation and modernization of field work", "3D-based storage management & improvement of issuing at war," and "data management for prediction-oriented ammunition management". it is expected that there will be benefits such as improvement of operational continuity, guarantee of ammunition reliability, budget reduction, improvement of inefficiencies such as delay, waiting, and double work, and reduction of accidents.

A Review on the Improvement of the Meaning and Composition Requirements of Interference with Fire Protection Activities - Focusing on Interference with 119 EMS Activities - (소방활동방해죄의 의미와 구성요건 개선에 관한 검토 -119구급활동 방해를 중심으로-)

  • Modern society is facing an unstable environment due to unexpected accidents and hazardous situations. For example, incidents such as the collapse of the Bundang Bridge and the crushing accident in Itaewon could serve as examples. In addition to these, critical emergencies like sudden cardiac arrests and strokes frequently occur, requiring swift actions and smooth transfers to specialized medical institutions for effective responses. In response to these risks, the country has been establishing various systems to protect the lives and safety of its citizens. Among these, the 119 First Aid Activities plays a crucial role within the emergency medical system. Its goal is to promptly respond to critical emergency situations involving severe trauma patients or patients with serious illnesses, minimizing damage and safeguarding lives by swiftly transferring them to emergency medical institutions for specialized treatment. The core activity related to this is emergency rescue operations. In particular, the 119 First Aid system serves as a crucial institution responsible for the hospital transportation of emergency patients. However, rescue personnel still encounter cases of interference with their activities during their duties. Despite efforts from the police, these interference cases persist, and they share similarities with the crime of obstructing official duties. Interference with emergency activities exhibits a comparable nature to instances such as physical assaults and equipment damage against emergency medical practitioners working within the emergency medical system. Therefore, a comprehensive understanding and improvement efforts regarding the issues of interference that arise during the process of emergency medical activities, including the 119 First Aid system, are necessary. The solution to these problems is to establish and improve the conditions for obstruction of first aid activities, focusing on the "Framework Act on Firefighting" and the "Act on 119 Rescue and Emergency."

Improvement of ISMS Certification Components for Virtual Asset Services: Focusing on CCSS Certification Comparison (안전한 가상자산 서비스를 위한 ISMS 인증항목 개선에 관한 연구: CCSS 인증제도 비교를 중심으로)

  • Since the advent of Bitcoin, various virtual assets have been actively traded through virtual asset services of virtual asset exchanges. Recently, security accidents have frequently occurred in virtual asset exchanges, so the government is obligated to obtain information security management system (ISMS) certification to strengthen information protection of virtual asset exchanges, and 56 additional specialized items have been established. In this paper, we compared the domain importance of ISMS and CryptoCurrency Security Standard (CCSS) which is a set of requirements for all information systems that make use of cryptocurrencies, and analyzed the results after mapping them to gain insight into the characteristics of each certification system. Improvements for 4 items of High Level were derived by classifying the priorities for improvement items into 3 stages: High, Medium, and Low. These results can provide priority for virtual asset and information system security, support method and systematic decision-making on improvement of certified items, and contribute to vitalization of virtual asset transactions by enhancing the reliability and safety of virtual asset services.

Preliminary Shielding Analysis of the Concrete Cask for Spent Nuclear Fuel Under Dry Storage Conditions (건식저장조건의 사용후핵연료 콘크리트 저장용기 예비 방사선 차폐 평가)

  • The Korea Radioactive Waste Agency (KORAD) has developed a concrete cask for the dry storage of spent nuclear fuel that has been generated by domestic light-water reactors. During long-term storage of spent nuclear fuel in concrete casks kept in dry conditions, the integrity of the concrete cask and spent nuclear fuel must be maintained. In addition, the radiation dose rate must not exceed the storage facility's design standards. A suitable shielding design for radiation protection must be in place for the dry storage facilities of spent nuclear fuel under normal and accident conditions. Evaluation results show that the appropriate distance to the annual dose rate of 0.25 mSv for ordinary citizens is approximately 230 m. For a $2{\times}10$ arrangement within storage facilities, rollover accidents are assumed to have occurred while transferring one additional storage cask, with the bottom of the cask facing the controlled area boundary. The dose rates of 12.81 and 1.28 mSv were calculated at 100 m and 230 m from the outermost cask in the $2{\times}10$ arrangement. Therefore, a spent nuclear fuel concrete cask and storage facilities maintain radiological safety if the distance to the appropriately assessed controlled area boundary is ensured. In the future, the results of this study will be useful for the design and operation of nuclear power plant on-site storage or intermediate storage facilities based on the spent fuel management strategy.
