낙뢰보호를 고려한 항공기용 다목적 디스플레이 설계 (Considering the Multi-Purpose Display Designed for Aircraft Lightning Protection)

  • 본 논문에서는 다목적 디스플레이의 인증 과정에서 수행 했던 시험 중 간접 낙뢰의 영향성을 검증하기 위한 RTCA DO-160 F, Section 22 시험 수행을 위한 대책 설계 내용 및 시험 과정을 소개한다. 낙뢰 유도 전압은 항공기 전기 전자장비의 기능 장애또는 손상을 가져다 주는 데 이것을 낙뢰의 간접영향이라 한다. 이러한 항공기의 낙뢰 간접영향으로부터 항공전자장비를 보호하기 위해서는 항공기에 대한 낙뢰의 영향과 항공기 내부 시스템을 분석하고 해당 부품에 대한 위협 내용에 대한 보호 설계가 필요하다. 본 논문에서는 이와 같은 항공기용 다목적 디스플레이의 낙뢰에 대한 보호를 위하여 대책 수준을 결정을 위한 RTCA DO-160 F, Section 22 category 선정 방법 및 선정된 레벨에 따른 부품 선정 방법 등을 소개한다. 또한 선정된 부품의 설계 유효성을 확인하기 위하여 실제 시험 과정을 소개한다. 이와 같은 각 단계별 과정 소개를 통하여 향후 개발 예정인 항공전자 장비에 대한 낙뢰 대책 설계의 좋은 사례가 될 것으로 예상한다.

  • 남북 분단 이후, 남과 북은 상호 간의 동질성을 확보하기 위하여 다양한 교류 사업을 진행하고 있다. 이러한 사업 중에 문화재청과 통일부는 DMZ와 접경지역에 대한 문화유산의 분포 상황을 파악하기 위한 다양한 작업을 진행하고 있다. 이번 글은 이러한 작업 중에 새롭게 확인한 명호리 봉수, 고성리산성과 대강리사지 위치 비정에 대한 재해석, 보호 대책이 시급한 문화유산의 사례를 소개했다. 남북 분단의 현실에서 철저하게 문화유산의 보호 대책을 시행하기에는 어려움이 있지만, 우리 군은 「군문화재보호 훈령」을 제정하고, 「매장문화재 보호 및 조사에 관한 법률」도 준용하고 있다. 특히, 「군문화재보호 훈령」에는 '군사재' 보호라는 가치를 부여하고 있다. 이 때문에 군종별로 문화유산 전담부서의 신설이 필요하다. 그리고, DMZ와 접경지역에 대한 문화유산의 확인과 조사는 꾸준히 진행될 필요가 있다. 현지 조사가 어려운 현 상황에서 고지형 분석과 각종 문헌 조사를 통한 1차 조사는 유효하다. 그리고 향후, 현지 조사를 통하여 수정·보완되어야 한다. DMZ와 접경지역 문화유산에 대한 다양한 조사는 일부 시행착오가 예상되지만, 지속해서 진행될 필요가 있다.

  • The Location Based Services comprised GIS and Telecommunication allow users to receive various services based on their geographic location. It is need to legislation to encourage the provision and use of location information by providing privacy protection to users. But the contents of the legislation proposed by Korean government have problems conflicted between protection of a person's location information and invigoration of location-based services. The purpose of this study is to search complementary measures for privacy protection of location information from From a viewpoint of effective management strategy for geographic information.

  • Fire and smoke can from a small ignition source develop rapidly. Active systems in combination with Passive Fire Protection measures will offer highest safety standards to the building's developers and occupants. Nevertheless, the fire growth is very unpredictable and it is therefore essential at the planning stage that tested solutions are well selected according to National codes and later on installed by qualified contractors to ensure optimum performance. This demonstrates that Passive Fire Protection as safety measure cannot be neglected. Recent fire cases all over the world still proof that fire can develop any time and any where even in countries of high safety standards.

한국기업의 해외시장에서의 위조상품 대응전략에 관한 연구 (Korean Firms' Intellectual Property Rights Protection Strategies to Deter Counterfeiting and Brand Piracy in Global Markets)

  • Recently, there has been rapid and spectacular increase in world wide counterfeiting and other forms of piracy. According to the World Customs Organization(WCO), counterfeiting accounts for 5 to 7 percent of global merchandise trade, equivalent to lost sales of as much as US$512 billion last year. Also Korean firms' damages arising from the infringement of intellectual property rights in global markets, especially in China market, are increasing. However, the existing studies on the intellectual property rights(IRP) protection have mainly focused on legal protection. Because the law is often not the best defense against theft of intellectual property rights, we must develop more effective defensive weapons for protection of IRP. Given this troublesome trend, the intention of this paper is to discuss strategic and tactical efforts, including legal protection, that can serve as proactive measures to deter counterfeiting and thus to assure the protection of Korean firms' intellectual property rights.

Procedural Improvements to the Comprehensive Impact Assessment of IMO GHG Reduction Measures

  • The International Maritime Organization (IMO) Marine Environmental Protection Committee (MEPC) may adopt actions after completing impact assessments and reviewing results in accordance with the original strategy and impact assessment procedure (MEPC.1/Circ.885). The assessment of the impact of greenhouse gas (GHG) reduction measures is an important step in determining whether to implement GHG regulations. This study identifies and proposes improvements in the impact assessment procedure for future mid- and long-term measures. Improvements for future measures should start with a review of "the procedure for assessing impacts on states of candidate measures" and "the actual process of the comprehensive impact assessment for short-term measures in 2021." The procedural improvements were largely derived from the order and period of task performance, the clear definition of terms, and the review of task results through lessons learned, analysis, and expert workshops. The impact assessment of future mid- and long-term measures should be procedurally improved to ensure uniformity and consistency, which will provide objective results for Member States and industries to help smooth the adoption of measures.

국제상사중재에서 중재판정부의 권한과 임시적 처분에 관한 연구 (The Powers and Interim Measures of the Arbitral Tribunal in International Commercial Arbitration)

  • This paper is to research the powers and interim measures of the arbitral tribunal in the arbitral proceedings of the international commercial arbitration under arbitration legislation and arbitration rules including the UNCITRAL Model Law and Arbitration Rules. The powers of the arbitral tribunal may be found within the arbitration agreement or any arbitration rules chosen by the parties, or the chosen procedural law. The power of the arbitral tribunal to decide its own jurisdiction is one of the fundamental principles of international commercial arbitration. It is a power which is now found in nearly all modern arbitration and rules of arbitration. Where an arbitral tribunal has been appointed then it will usually have the power to proceed with the arbitration in the event that a party fails to appear. It cannot force a party to attend but it may sanction the failure. While the arbitral tribunal can direct the parties to attend and give evidence the arbitral tribunal has no power to compel a party to give evidence. The arbitral tribunal may continue the arbitration in the absence of the party or its failure to submit evidence and make an award on the evidence before it. Under most of arbitration legislation and arbitration rules, the arbitral tribunal has the power to appoint experts and obtain expert evidence. The power to order a party to disclose documents in its possession is a power given to the arbitral tribunal by many national laws and by most arbitration rules. The arbitral tribunal cannot, however, compel disclosure and in the case where a party refuses to disclosure documents then the sanctions that the arbitral tribunal can impose must be ascertained from the applicable rules or the relevant procedural law. A number of arbitration rules and national laws allow for the arbitral tribunal to correct errors within the award. Most of arbitration legislation and arbitration rules permit the arbitral tribunal to grant orders for interim measure of protection. Article 17(1) of the Revised UNCITRAL Model Law of 2006 states: Unless otherwise agreed by the parties, the arbitral tribunal may, at the request of a party, grant interim measures. Interim measures of protection usually take such forms as (1) conservatory measures intended to prevent irreparable damage and maintain the status quo; (2) conservatory measures intended to preserve evidence or assets. Orders for interim measures by the arbitral tribunal are not self-enforcing. However, the arbitral tribunal must have the powers necessary to make interim measures effective. The Article 17 B of the Revised UNCITRAL Model Law of 2006 provides applications for preliminary orders and conditions for granting preliminary orders. And the Article 17 H provides recognition of enforcement of interim measures. In conclusion, the revised articles with regard to interim measures of the UNCITRAL Model Law of 2006 would contribute significantly to the security of the effectiveness of interim measures in international commercial arbitration. Therefore, Korean Arbitration Law and Arbitration Rules would be desirable to admit such revised articles with regard interim measures.

공동주택에서 SPD의 리드선 길이 및 보호거리에 대한 영향 평가 (Evaluation of the Impacts of SPD Connecting Lead Lengths and SPD Protection Distance to the Apparatus in Apartments)

  • The proper installation of SPD and the evaluation of the SPD protection distance are basic steps for the effective protection measures of apparatus against surges within a structure. A novel method for installing SPD on the conventional distribution board without any modification was proposed and it's effectiveness was evaluated by experiments. Also, the transient overvoltage occurred across the power line from the SPD to the load was simulated with EMTP software to see how different the protection distances affecting the magnitude of the transient overvoltage. As evaluated, the effective protection method of apparatus against surges, coordinated SPD protection system is suggested as a proper measure to protect within the apartment.
