The Legal Justice of Conferring Criminal Negligence on Chief Privacy Officers(CPO) (개인정보관리자의 책임과 벌칙의 형평성)

  • The recently revised "Telecommunications Business Promotion and Personal Data Protection Act" is an important legal milestone in promoting the Korean telecommunications infrastructure and industry as well as protecting individuals' personal data and individuals' rights to privacy. Special characteristics of information security and privacy protection services including public goods' feature, adaptiveness, relativity, multi-dimensionality, and incompleteness, are reviewed. The responsibility of chief security/privacy officers in the IT industry, and the fairness and effectiveness of the criminal negligence in the Telecommunications Act are analyzed. An assessment of the rationale behind the act as well as a survey of related laws and cases in different countries, offers the following recommendations : i) revise the act and develop new systems for data protection, ii) grant a stay of execution or reduce the sentence given extenuating circumstances, or iii) use technical and managerial measures in data protection for exemption from criminal negligence.

The Role of Mothers in Children's Privacy Protection on the Internet (인터넷에서의 아동의 프라이버시 보호와 어머니의 역할)

  • The purpose of this study was to discuss the role of mothers in children's privacy protection on the Internet. Specifically, the study explored 1)children's privacy protection efforts on the Internet, 2)types of personal information children provided at Web sites, and 3)the effect of mothers' privacy protection efforts on their children's privacy protection levels. The Internet survey was conducted and total of 153 mothers and their children aged 12-13 were included for statistical analysis. The descriptive statistics and Ordinary Least Squares were used. The results yield that children showed relatively high levels in providing personal information on the Internet, while they have no sufficient competency at privacy protection. The effect of mothers' privacy protection efforts on children's privacy protection was partially supported. The longer hours of Internet use and frequent participation in online events increased the potential consequences of children's privacy invasion. Providing privacy standards for online service providers and marketers targeting children could help protect children's privacy. Moreover, education program targeting parents and children could contribute them reduce potential consequences of children's privacy invasion.

A Study on the Influencing Factors on perceived usefulness and continuous use intention of used trading app's users: Focusing on consumption value and protection motive theory (중고거래 앱(App) 사용자의 지각된 유용성 및 지속적 사용의도에 미치는 영향요인에 관한 연구: 소비가치와 보호동기 이론을 중심으로)

  • This study examines the effect of used trading app's consumption value and protection motivation and the perceived usefulness and continuous use intention. The proposed research model and developed hypotheses were tested using structural equations modeling based on data collected from 293 customers with experience in used transaction app's. The results of the study confirm the positive effects of the used trading app's consumption value and protection motive theory is perceived usefulness of customer. In addition, there is a positive relationship between a customer's perceived usefulness and continuous use intention of used trading app's. The study provides On a theoretical level valuable insights into the sustainability of transaction app's after post-COVID 19 and the importance of developing used trading app's consumption value and protection motivation, but there is also a limitation that the region is limited.

  • The application of digital technology to instrumentation and control systems in nuclear power plants has overcome many shortcomings of analog technology, but the threat of cybersecurity has increased. Along with other systems, the reactor protection system also uses digital-based equipment, so responding to cybersecurity threats is essential. We generally determine cybersecurity threats according to the role and function of the system. However, since the instrumentation and control system has various systems linked to each other, it is essential to analyze cybersecurity threats together between the connected systems. In this paper, we analyze the cybersecurity threat of the reactor protection system with the associated facilities. To this end, we quantitatively identified the risk of the reactor protection system by considering safety functions, a communication type, the use of analog or digital-based equipment of the associated systems, and the software vulnerability of the configuration module of the reactor protection system.

Analysis of the Response of School Food Service Operations to the COVID-19 Pandemic in 2020-2021 (2020~2021년 코로나바이러스감염증-19 대응을 위한 학교급식 운영 현황)

  • This study aimed to examine the operations of school food services to prevent the spread of coronavirus disease 2019 (COVID-19) in schools nationwide. The survey data on school food service operations targeting nutrition teachers and nutritionists at 1,023 schools in 2020 and 1,177 schools in 2021 were used. The year 2021 saw an increase compared to 2020 in the following: 'average days to be served with meals for a year (144.5 vs. 184.7)', 'provided meals to all students (92.3% vs. 96.6%)', 'utilization of additional staff for foodservice assistance (33.4% vs. 38.8%)', 'installation of partitions (61.2% vs. 83.8%)', 'provision of general diet (96.1% vs. 99.1%)', and 'use of kitchen utensils (91.3% vs. 95.1%)', 'use of cafeteria water cup (9.9% vs. 31.0%)' and 'use of drinking water in school (46.8% vs. 52.1%)'. Compared to 2020, in 2021, it was confirmed that the school food service operations stabilized due to the increase in the normal school attendance rate and that systems were in place for operations during the COVID-19 pandemic. In the future, it will be necessary to develop manuals and special recipes necessary for responding to infectious diseases, and to operate a manpower pool that can quickly find replacement personnel if required.

  • In January 2020, the National Assembly passed the revisions of three bills which ease regulations on the use of personal information. The revised laws include the launch of an independent supervisory body, the arrangement of redundant regulations, and regulations for the development of the data economy. This paper analyzes the content and meaning of each law of the Three Revised Bills that Ease Regulations on the Use of Personal Information. And the future challenges outline three aspects: the establishment of a system to ensure the right to informational self-determination of privacy concerns, the establishment of a certification system and the presentation of reasonable guidelines, and the expectation of professional performance by the Personal Information Protection Commission.

A Study on the Effect of the ICCP System in Reinforced Concrete Specimens of Slab Type

  • Reinforced concrete (RC) has been used as a construction material in various environments, such as airports, bridges, and ocean concrete structures, etc. Over time, however, rebar in the concrete is prone to corrosion from environmental forces and structural defects of the concrete. Cathodic protection (CP) was invented to prevent problems with corrosion and is widely used for different applications. Cathodic protection is divided into two types: sacrificial anode cathodic protection (SACP) and impressed current cathodic protection (ICCP). There are several limitations to the use of sacrificial anode cathodic protection in complex reinforced concrete structures, including concrete resistivity, throwing power of the CP, and environmental conditions. These limitations can affect the protection performance of SACP. Therefore, we used impressed current cathodic protection in our study. We tested Ti-Mesh, Ti-Rod, and Ti-Ribbon anodes in slab type reinforced concrete specimens. Electrochemical tests were conducted to confirm the impressed current cathodic protection performance under different environmental conditions.

Radiation Safety and Education in the Applicants of the Final Test for the Expert of Pain Medicine

  • Background: The C-arm fluoroscope is known as the most important equipment in pain interventions. This study was conducted to investigate the completion rate of education on radiation safety, the knowledge of radiation exposure, the use of radiation protection, and so on. Methods: Unsigned questionnaires were collected from the 27 pain physicians who applied for the final test to become an expert in pain medicine in 2011. The survey was composed of 12 questions about the position of the hospital, the kind of hospital, the use of C-arm fluoroscopy, radiation safety education, knowledge of annual permissible radiation dose, use of radiation protection, and efforts to reduce radiation exposure. Results: In this study, although most respondents (93%) had used C-arm fluoroscopy, only 33% of the physicians completed radiation safety education. Even though nine (33%) had received education on radiation safety, none of the physicians knew the annual permissible radiation dose. In comparing the radiation safety education group and the no-education group, the rate of wearing radiation-protective glasses or goggles and the use of radiation badges or dosimeters were significantly higher in the education group. However, in the use of other protective equipment, knowledge of radiation safety, and efforts to reduce radiation exposure, there were no statistical differences between the two groups. Conclusions: The respondents knew very little about radiation safety and had low interest in their radiation exposure. To make the use of fluoroscopy safer, additional education, as well as attention to and knowledge of practices of radiation safety are required for pain physicians.
